{"id":52172,"date":"2024-07-19T15:26:36","date_gmt":"2024-07-19T14:26:36","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=52172"},"modified":"2024-07-19T15:54:23","modified_gmt":"2024-07-19T14:54:23","slug":"scottish-oil-town-plan-for-green-jobs-sparks-climate-campers-anger-over-local-park","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2024\/07\/19\/scottish-oil-town-plan-for-green-jobs-sparks-climate-campers-anger-over-local-park\/","title":{"rendered":"Scottish oil-town plan for green jobs sparks climate campers&#8217; anger over local park"},"content":{"rendered":"<p><strong>In the Scottish city of Aberdeen, a debate over the region\u2019s energy transition away from fossil fuels is playing out over roughly one square mile of green space.<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">In question is a proposed development called the Energy Transition Zone (ETZ), which is intended to bring in more renewable energy investments as the city tries to cut its dependence on the oil and gas industry that has defined it for half a century.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the UK\u2019s new Labour government <\/span><a href=\"https:\/\/labour.org.uk\/updates\/stories\/labour-manifesto-2024-sign-up\/\"><span style=\"font-weight: 400;\">promises<\/span><\/a><span style=\"font-weight: 400;\"> not to issue any more oil and gas licences, the future of the sector is in doubt and the company behind the ETZ says it wants to \u201cprotect and create as many jobs as possible\u201d in the region through investing in clean energy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the ETZ has received significant pushback from community groups in the part of Aberdeen it is destined for. That\u2019s because the proposed development, as currently designed, would pave over about a third of St. Fittick\u2019s Park in Torry, the only public green space in one of Scotland\u2019s most neglected urban areas.<\/span><\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/cZ0mQ59AWXU?si=rojW8I9jKH0N30jL\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">The battle over St Fittick\u2019s Park illustrates the friction that is emerging more frequently around the world as the ramp-up of clean energy infrastructure changes communities. Climate Home has reported on these tensions provoked by <\/span><a href=\"https:\/\/www.climatechangenews.com\/2024\/07\/09\/a-simmering-conflict-over-one-of-latin-americas-biggest-wind-hubs-confronts-mexicos-next-president\/\"><span style=\"font-weight: 400;\">Mexico\u2019s wind farms<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/15\/green-hydrogen-namibia-europe-japan-tax-biodiversity-impacts\/\"><span style=\"font-weight: 400;\">Namibia\u2019s desert hydrogen zone<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/cleanenergyfrontier.climatechangenews.com\/indonesia-nickel-industry-expansion-threatens-indigenous-peoples-rights\/\"><span style=\"font-weight: 400;\">Indonesia\u2019s nickel mines<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.climatechangenews.com\/2024\/03\/15\/tesla-ev-gigafactory-drives-germany-latest-climate-justice-struggle\/\"><span style=\"font-weight: 400;\">Germany\u2019s Tesla gigafactory<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3><b>Just transition?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The ETZ is backed by fossil fuel giants BP, Shell and local billionaire Ian Wood, whose Wood Group made its money providing engineering and consulting services to the oil and gas industry.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/consultation.aberdeencity.gov.uk\/planning\/draft-energy-transition-zone-masterplan-consultati\/supporting_documents\/ETZ_Draft_Masterplan_April_2023_V8_update_clean.pdf\"><span style=\"font-weight: 400;\">plan is to<\/span><\/a><span style=\"font-weight: 400;\"> create campuses focused on hydrogen, carbon capture and storage, offshore wind, and skills development in an area initially the size of 50 football pitches, but expanding as private investment grows.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To this end, ETZ Ltd &#8211; the company set up to build and run the zone &#8211; <\/span><a href=\"https:\/\/etzltd.com\/news\/etz-ltd-chairman-sir-ian-wood-responds-to-80m-investment-zone-for-north-east\"><span style=\"font-weight: 400;\">will receive<\/span><\/a><span style=\"font-weight: 400;\"> up to \u00a380m ($103m) from the UK and Scottish governments. <\/span><a href=\"https:\/\/www.gov.scot\/news\/delivering-an-energy-transformation\/\"><span style=\"font-weight: 400;\">Announcing<\/span><\/a><span style=\"font-weight: 400;\"> some of that funding in 2021, the Scottish government\u2019s then net zero, energy and transport secretary Michael Matheson said \u201curgent, collective action is required in order to ensure a just transition to a net-zero economy\u201d, adding \u201cScotland can show the rest of the world how it\u2019s done\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But many Scottish climate campaigners don\u2019t see this as a just transition. About 100 of them travelled to St. Fittick\u2019s Park last week to hold a five-day \u201cClimate Camp\u201d in a clearing that would become part of the ETZ.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One camper, who did not want to give her name, told Climate Home that the energy transition should not \u201cexacerbate existing inequalities, but try to redress existing inequalities\u201d. A just transition, she said, must protect both workers in the fossil fuel industry and<\/span> <span style=\"font-weight: 400;\">community green spaces.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another protestor who did not want to giver her full name is Torry resident Chris. She said \u201cthe consultation process was flawed\u201d. Not many people participated to start with, and some stopped going to meetings because \u201cthey were disillusioned with the way that good ideas were co-opted and then used to justify the expansion of the industrial area into the park\u201d, she added.<\/span><\/p>\n<div id=\"attachment_52171\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-52171\" class=\"size-full wp-image-52171\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135720\/Maggie.jpg\" alt=\"\" width=\"800\" height=\"533\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135720\/Maggie.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135720\/Maggie-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135720\/Maggie-506x337.jpg 506w, https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135720\/Maggie-768x512.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-52171\" class=\"wp-caption-text\">Green MSP Maggie Chapman at the Climate Camp on 13 July (Photo: Hannah Chanatry)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Local Member of the Scottish Parliament (MSP) Maggie Chapman, from the Scottish Green Party, agreed, adding \u201cthe best transition zone plan in the world will fail\u201d if it is done to a community rather than with meaningful input from them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another protesting resident, David Parks, said wealthier parts of the city would not have been disregarded in the same way. \u201cYou wouldn\u2019t see this in Old Aberdeen and Rosemount,\u201d he said. \u201c[Torry] is just kind of the dumping ground for all these projects that you wouldn\u2019t get off with anywhere else.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Industrial developments have encroached on the old fishing town of Torry for decades. Today, residents are hemmed in by an industrial harbour, roads and a railway and live alongside a waste-to-energy incinerator, a sewage plant, and a covered landfill.\u00a0<\/span><\/p>\n<div id=\"attachment_52170\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-52170\" class=\"size-full wp-image-52170\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135719\/Guy.jpg\" alt=\"\" width=\"800\" height=\"533\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135719\/Guy.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135719\/Guy-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135719\/Guy-506x337.jpg 506w, https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/19135719\/Guy-768x512.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-52170\" class=\"wp-caption-text\">David Parks at the Climate Camp in St. Fittick&#8217;s Park on 13 July (Photo: Hannah Chanatry)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Some of the activists also take issue with the emphasis the ETZ places on hydrogen and carbon capture and storage, which they see as \u201cgreenwashing\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hydrogen is a fuel that can be made without producing greenhouse gas emissions, and <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/07\/13\/over-the-rainbow-the-role-of-hydrogen-in-a-clean-energy-system-explained\/\"><span style=\"font-weight: 400;\">used to decarbonise<\/span><\/a><span style=\"font-weight: 400;\"> industries like steel-making which are difficult to clean up. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">But a Climate Camp spokesperson told Climate Home that, \u201cgiven the industry\u2019s tendencies\u201d and the fact that 99% of hydrogen is <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/cb9d5903-0df2-4c6c-afa1-4012f9ed45d2\/GlobalHydrogenReview2023.pdf\" target=\"_blank\" rel=\"noopener\">currently made<\/a> using fossil fuels, they assume it will be produced in a polluting way at the ETZ.<\/span><\/p>\n<h3><b>Backers respond<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">ETZ Ltd told Climate Home in a statement that the project is committed to collaborating with the local community, particularly on efforts to refurbish what would be the remainder of the park.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the ETZ\u2019s opponents argue there are existing industrial brownfield sites in the area that could be used instead of the park, the company said the area in St. Fittick\u2019s Park next to the port is essential for the development to draw in substantial investment for renewables and for Aberdeen to compete in a new energy market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many brownfield sites are already planned for use by the ETZ, and would not provide the kind of logistical access needed for the planned projects, they added.<\/span><\/p>\n<blockquote><p><strong><a href=\"https:\/\/climate-weekly.mailchimpsites.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Sign up<\/a>\u00a0to get our weekly newsletter straight to your inbox, plus breaking news, investigations and extra bulletins from key events<\/strong><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">\u201cAlmost all other ports in Scotland are making similar investments, and we simply don\u2019t want Aberdeen to miss out on the opportunity to position itself as a globally recognised hub for offshore renewables and the significant job benefits this will bring,\u201d said the statement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The company added that the original plans for use of the park had been considerably reduced and the new master plan includes several measures to revitalise parts of the park and boost public access. It includes several parklets, a boardwalk, enhanced wetlands and a skate and BMX bike park.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the oil industry\u2019s backing has raised campaigners&#8217; eyebrows, ETZ Ltd said the industry\u2019s involvement is key to ensuring the development of skills and jobs central to the ETZ\u2019s goals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The section of St. Fittick\u2019s Park\u00a0 up for development was rezoned in 2022 by the Aberdeen City council in order to allow industrial use of the land. Campaigners have challenged that decision and Scotland\u2019s highest civil court will issue a judicial review later this month.<\/span><\/p>\n<h3><b>\u201cYou can\u2019t just switch it off\u201d<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The ETZ dispute is just one example of efforts across Scotland to navigate the planned shift away from fossil fuels to renewable energy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tools to support a transitioning workforce have stalled. An offshore skills passport is meant to streamline and unify the certification process for both the fossil fuel and renewable offshore industries, to enable workers to go more easily from one sector to the other. But it was delayed for years before a \u201croadmap to a prototype\u201d <\/span><a href=\"https:\/\/oeuk.org.uk\/roadmap-for-energy-skills-transition-secures-backing-from-wind-oil-and-gas-sectors\/\"><span style=\"font-weight: 400;\">was released<\/span><\/a><span style=\"font-weight: 400;\"> in May this year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe people can see a future, but it\u2019s not happening &#8211; and they can see the current reality, which is [fossil fuels] declining, and that makes it very challenging,\u201d said Paul de Leeuw, director of the Energy Transition Institute at Aberdeen&#8217;s Robert Gordon University.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He said the focus needs to be on manufacturing and the supply chain, as that supports about 90% of employment in renewables such as solar and wind power. \u201cIf you don\u2019t get investment, you don\u2019t get activity, you don\u2019t get the jobs,\u201d he added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s the key concern for Alec Wiseman, who spoke to Climate Home while walking his dog in St. Fittick\u2019s Park on Saturday. He said he wants the ETZ to leave the park alone &#8211; and he also wants the overall energy transition to slow down until there is a clear plan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe government needs to sit down with the oil companies and figure out something proper\u201d for both the transition and the ETZ, he said, expressing scepticism about employment in wind energy. Overall, operating wind farms, once they\u2019re up and running, does not require as many skilled workers as operating an oil and gas field. \u201cYou can\u2019t just switch it off [the oil and gas],\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lack of planning is what worries Jake Molloy, the recently-retired regional head of the Rail, Maritime and Transport Workers Union (RMT). Before leading the union, Molloy spent 17 years working offshore, and now sits on Scotland\u2019s Just Transition Commission. He has spent years advocating for a fair deal on behalf of workers and local communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe need to do that value-sharing piece, that community-sharing piece, which was lost with oil and gas,\u201d he said, referencing the privatisation of the industry in the 1980s. Right now, he says, communities that bear the brunt of the impact of oil and gas production don\u2019t see the majority of the benefits &#8211; those flow to corporations. \u201cIf we allow that to happen again, we\u2019re a million miles away from a just transition,\u201d he warned.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/07\/16\/uk-court-ruling-provides-ammo-for-anti-fossil-fuel-lawyers-worldwide\/\" target=\"_blank\" rel=\"noopener\"><strong>UK court ruling<\/strong> provides ammo for anti-fossil fuel lawyers worldwide<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Molloy also thinks the investment and jobs promised by the ETZ are not realistic, because previous changes to government policies caused too much whiplash, making investors shaky. However, he is curious about what will come from Labour\u2019s announcement of Great British Energy, described as a \u201cpublicly-owned clean energy company\u201d headquartered in Scotland.\u00a0 He also hopes to see climate change addressed on a crisis footing, similar to the approach to the COVID pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are indications of renewed momentum on renewable energy in the UK. The Labour government has already lifted an effective ban on onshore wind in England and brought together a net-zero task force led by the former head of the UK\u2019s Climate Change Committee,<\/span> <span style=\"font-weight: 400;\">\u00a0Chris Stark.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI<\/span><span style=\"font-weight: 400;\">n the context of an unprecedented climate emergency,\u201d the ETZ said in a statement, \u201cthere are widespread calls from government and industry for energy transition activities to be accelerated.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But, for many, it is still too soon to know whether that shift will materialise, and be implemented in a just way.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe opportunities are there,\u201d said MSP Chapman.
