{"id":51995,"date":"2024-07-04T17:37:53","date_gmt":"2024-07-04T16:37:53","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=51995"},"modified":"2024-07-04T17:38:26","modified_gmt":"2024-07-04T16:38:26","slug":"new-south-african-government-fuels-optimism-for-faster-energy-transition","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2024\/07\/04\/new-south-african-government-fuels-optimism-for-faster-energy-transition\/","title":{"rendered":"New South African government fuels optimism for faster energy transition"},"content":{"rendered":"<p><b>South Africa\u2019s energy transition is likely to accelerate after voters forced the ruling African National Congress (ANC) into a power-sharing arrangement for the first time, analysts say.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">On Sunday President Cyril Ramaphosa appointed ministers from his ANC party and the pro-business opposition Democratic Alliance (DA) to serve in his \u201cgovernment of national unity\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In one of the most significant changes, Ramaphosa took away pro-coal minister Gwede Mantashe\u2019s control of the energy sector. Hilton Trollip, a Cape Town University energy researcher, told Climate Home that Mantashe had previously \u201cparalysed\u201d the government\u2019s renewables programme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Department of Mineral Resources and Energy has now been split in two. Mantashe is only keeping control of mining and hydrocarbons, while the ANC\u2019s Kgosientsho Ramokgopa, previously the electricity minister, will now be in charge of setting energy policy with a wider mandate.\u00a0<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/07\/01\/eu-green-funds-invest-millions-in-expanding-coal-giants-in-china-india\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><strong>EU \u201cgreen\u201d funds<\/strong> invest millions in expanding coal giants in China, India<\/span><\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Trollip said it was unclear if Ramokgopa would boost renewables as he has not held much power until now. But there is now a better chance that<\/span><a href=\"https:\/\/www.climatechangenews.com\/2024\/01\/08\/south-african-ministry-uses-opaque-modelling-to-argue-for-weakening-climate-ambition\/\"> <span style=\"font-weight: 400;\">Mantashe\u2019s highly contentious Integrated Resource Plan<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 which envisages a slowdown in renewable energy investments and a switch to gas-fired power \u2013 will be revised, he added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">DA&#8217;s Dion George is the new environment minister replacing Barbara Creecy, who has been moved to transport.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Creecy played an active role in several COP climate talks, most importantly successfully <\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/07\/27\/south-africa-proposes-global-goal-adaptation-pre-cop26-ministerial\/\"><span style=\"font-weight: 400;\">proposing<\/span><\/a><span style=\"font-weight: 400;\"> a global goal on adaptation at COP26 in 2021.\u00a0<\/span><\/p>\n<h3><b>JETP talks<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Owing to its heavy reliance on coal for electricity, the country is Africa\u2019s <\/span><a href=\"https:\/\/data.worldbank.org\/indicator\/EN.ATM.GHGT.KT.CE?most_recent_value_desc=true\"><span style=\"font-weight: 400;\">biggest emitter<\/span><\/a><span style=\"font-weight: 400;\"> of greenhouse gases.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That made it a prime candidate for a world-first funding agreement, backed by wealthy nations, aimed at ramping up investments in clean energy while also protecting those reliant on the fossil fuel sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But two and a half years after it was announced, the now $9.3 billion &#8220;Just Energy Transition Partnership&#8221; (JETP) has made little tangible progress on the ground.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, as the country grapples with rolling blackouts, state-owned utility Eskom has announced plans to delay the decommissioning of at least three of its coal-fired power plants by several years\u00a0 \u2013 <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-06-25\/south-africa-risks-losing-billions-pledged-for-climate-finance\"><span style=\"font-weight: 400;\">raising the risk that funding partners will walk back on their offers<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<div id=\"attachment_52007\" style=\"width: 810px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.climatechangenews.com\/2024\/07\/04\/new-south-african-government-fuels-optimism-for-faster-energy-transition\/a-general-view-of-kendal-power-station\/\" rel=\"attachment wp-att-52007\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-52007\" class=\"size-full wp-image-52007\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/07\/04150221\/2024-03-28T053645Z_736111796_RC2PT6ACBPA3_RTRMADP_3_SAFRICA-ESKOM.jpg\" alt=\"A general view of Kendal Power Station, a coal-fired station of South African utility Eskom, in the Mpumalanga province. REUTERS\/Siphiwe Sibeko<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Kevin Mileham, the DA\u2019s shadow minister of mineral resources and energy, told Climate Home that South Africa\u2019s JETP \u201cwill need to be accelerated\u201d as the country is currently not on track to meet global climate goals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The party wants to see \u201ca rapid roll out\u201d of the programme which will require improved dialogue with the wealthy European and North American countries funding part of it, he added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also wants to advance the implementation of a climate change adaptation strategy and believes South Africa needs to do a better job at tracking and reporting its efforts to reduce carbon emissions, Mileham said.<\/span><\/p>\n<p>Much of the progress will hinge on the government&#8217;s ability to form a united front on foreign policy and forge an effective relationship with the international funding partners.<\/p>\n<p>The ANC and DA have regularly clashed on international affairs, such as the country&#8217;s support to Palestine.<\/p>\n<p>They will need to \u201creconcile their differences [on foreign policy] and come to a shared understanding on international multilateral processes,\u201d says Happy Khambule, energy and environment policy director at Business Unity South Africa, a business lobby group.<\/p>\n<h3>Tensions over private sector role<\/h3>\n<p>He added that private companies, which will have a significant role in the transition, want to see policy certainty enhanced in the months ahead.<\/p>\n<p><span style=\"font-weight: 400;\">The group is awaiting the finalisation of the Electricity Regulation Amendment Bill, which promises to open up the electricity market and put an end to Eskom\u2019s longstanding monopoly, and the Integrated Resource Plan.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/07\/04\/africa-cannot-afford-to-be-complacent-about-solar-radiation-management\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><strong>Comment:<\/strong> Africa cannot afford to be complacent about solar radiation management<\/span><\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Meanwhile, the DA\u2019s preference for greater private sector involvement in the energy transition could create fresh tensions with key stakeholders. Left-wing adversaries often deridingly label the DA a \u201cneoliberal\u201d party.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The country&#8217;s largest trade union group COSATU wants the newly separated energy department to \u201c<\/span><span style=\"font-weight: 400;\">stop the privatisation of electricity and energy\u201d, and instead promote state and social ownership models.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">We don\u2019t expect major shifts with regards to the just transition, but rather a more focused approach on its implementation, in particular to make sure workers and communities and value chains are not left behind,\u201d a spokesperson for the organisation told Climate Home.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The just transition should be overseen by multiple government departments given \u201cthe triple crisis\u201d of unemployment, climate change and energy shortages, they added, suggesting that, for example, the <\/span><span style=\"font-weight: 400;\">finance ministry should raise spending on climate-focused public employment
