{"id":51799,"date":"2024-06-20T14:01:06","date_gmt":"2024-06-20T13:01:06","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=51799"},"modified":"2024-06-20T14:14:01","modified_gmt":"2024-06-20T13:14:01","slug":"gas-flaring-back-on-the-rise-fuelling-calls-for-stronger-regulation","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2024\/06\/20\/gas-flaring-back-on-the-rise-fuelling-calls-for-stronger-regulation\/","title":{"rendered":"Gas flaring back on the rise, fuelling calls for stronger regulation\u00a0"},"content":{"rendered":"<p><strong>Gas flaring &#8211; where oil and gas companies burn off gas released during oil extraction &#8211; increased around the world last year to its highest level since 2019, despite a growing international push to regulate and curb the polluting practice.<\/strong><\/p>\n<p>According to satellite <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2024\/06\/20\/global-gas-flaring-jumps-to-highest-level-since-2019\" target=\"_blank\" rel=\"noopener\">data released by the World Bank<\/a> on Thursday, gas flaring increased by 7% in 2023, reversing a decline in 2022. The rise resulted in extra planet-warming emissions equivalent to 23 million tonnes of carbon dioxide (CO2) &#8211; similar to adding about 5 million cars to the roads, it said.<\/p>\n<p>Gas flaring emits greenhouse gases including black carbon and methane, which has a warming effect about <a href=\"https:\/\/www.globalmethanepledge.org\/\">80 times<\/a> more potent than CO2 over a 20-year period.<\/p>\n<p>The top flaring countries in 2023 were Russia, Iran, Iraq and the United States, with just nine countries responsible for 75% of gas flaring globally.<\/p>\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/18453049\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<p>Last year also saw an uptick in the intensity of flaring, meaning the amount of gas flared per barrel of oil produced, as oil prices spiked above $90 a barrel in the autumn.<\/p>\n<p>In some countries, such as Iran and Libya, increased flaring intensity was attributed to increased oil production, coupled with a lack of investment in and prioritisation of gas recovery and utilisation.<\/p>\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/18453236\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<p>Intensity was also high in countries affected by conflict, such as Syria, where operators struggle to address flaring.<\/p>\n<p>\u201cWe\u2019re hopeful that this is somewhat of an anomaly and the longer-term trend will be dramatic reductions,\u201d said Zubin Bamji, manager of the World Bank\u2019s <a href=\"https:\/\/www.worldbank.org\/en\/programs\/gasflaringreduction\/about\">Global Flaring and Methane Reduction (GFMR) Partnership<\/a>, which monitors flaring and supports governments and oilfield operators to reduce related emissions.<\/p>\n<h3><b>Decoupling trend<\/b><\/h3>\n<p>That hope is underpinned by the \u201cdecoupling of a long-standing correlation between oil production and gas flaring\u201d since the late 1990s, Bamji explained in emailed comments.<\/p>\n<p>Operators can minimise flaring through measures such as re-injecting gas back into the earth or capturing it for utilisation.<\/p>\n<p>Demetrios Papathanasiou, director of the World Bank\u2019s energy and extractives global practice, said in a statement on the data that if the wasted gas were captured and used, it could displace dirtier energy and generate enough power to double electricity supplies in sub-Saharan Africa.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/06\/18\/eu-warns-delaying-tactics-have-made-plastic-treaty-deal-very-difficult\/\" target=\"_blank\" rel=\"noopener\">EU warns \u201cdelaying tactics\u201d have made <strong>plastic treaty deal<\/strong> \u201cvery difficult\u201d<\/a><\/p><\/blockquote>\n<p>But others argue that using flared gas more efficiently &#8211; or regulating flaring and its related methane emissions &#8211; will not be eliminate the practice as long as fossil fuels are still being produced.<\/p>\n<p>\u201cThe number one thing we need to do is put the oil and gas industry into decline,\u201d said Lorne Stockman, research co-director at Oil Change International (OCI), a nonprofit group that campaigns against fossil fuels.<\/p>\n<h3><b>Pledges versus regulation<\/b><\/h3>\n<p>The increase in flaring suggests that growing global attention and initiatives to eliminate flaring have not been \u201csufficient or sustainable enough\u201d, according to the World Bank\u2019s report.<\/p>\n<p>Operators and countries representing about 60% of flaring worldwide have endorsed the World Bank\u2019s <a href=\"https:\/\/www.worldbank.org\/en\/programs\/zero-routine-flaring-by-2030\">Zero Routine Flaring by 2030<\/a> (ZRF) initiative, while 155 countries have signed a <a href=\"https:\/\/www.globalmethanepledge.org\/\">Global Methane Pledge<\/a>, launched at the COP26 climate summit in 2021, to collectively cut methane emissions.<\/p>\n<p>Jonathan Banks, global director of methane pollution prevention at <a href=\"https:\/\/www.catf.us\/\">Clean Air Task Force<\/a>, an environmental group focused on decarbonising energy, said those initiatives are \u201chelpful\u201d.<\/p>\n<p>But, he added, governments and companies are still \u201cnot doing nearly enough\u201d to stop flaring, whether in the form of policies to force businesses to take action or energy firms\u2019 own plans and investments.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/06\/20\/despite-dilution-officials-say-new-nature-law-can-restore-eu-carbon-sinks\/\" target=\"_blank\" rel=\"noopener\">Despite dilution, officials say<strong> new nature law<\/strong> can restore EU carbon sinks<\/a><\/p><\/blockquote>\n<p>That is changing, Banks said, referring to recently introduced regulations in the <a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-announces-final-rule-cut-methane-emissions-strengthen-and#:~:text=EPA%20issued%20a%20final%20rule,Act's%20Methane%20Emissions%20Reduction%20Program.\">United States<\/a>, <a href=\"https:\/\/www.canada.ca\/en\/services\/environment\/weather\/climatechange\/climate-plan\/reducing-methane-emissions.html\">Canada<\/a> and the <a href=\"https:\/\/energy.ec.europa.eu\/topics\/carbon-management-and-fossil-fuels\/methane-emissions_en#:~:text=Regulation%20on%20methane%20emissions%20reduction%20in%20the%20energy%20sector,-%C2%A9Adobestock_Eleonimages%2FGrispb&amp;text=Key%20to%20delivering%20the%20EU,in%20our%20global%20supply%20chains.\">European Union <\/a>which aim to reduce methane emissions. \u201cBut those new policies take time to be implemented and enforced,\u201d he noted.<\/p>\n<p>The <a href=\"https:\/\/energy.ec.europa.eu\/topics\/carbon-management-and-fossil-fuels\/methane-emissions_en#:~:text=Regulation%20on%20methane%20emissions%20reduction%20in%20the%20energy%20sector,-%C2%A9Adobestock_Eleonimages%2FGrispb&amp;text=Key%20to%20delivering%20the%20EU,in%20our%20global%20supply%20chains.\">EU\u2019s Methane Strategy<\/a>, adopted in May, will include a <a href=\"http:\/\/EU law pushes foreign oil and gas producers to cut methane\" target=\"_blank\" rel=\"noopener\">methane transparency requirement<\/a> on gas imports that looks to penalise gas flaring and venting &#8211; an even more polluting practice of releasing unignited gas.<\/p>\n<p>\u201cThe potential to use access to the European market as a way to drive action is huge,\u201d Banks said, adding that only a global standard, applied to all internationally traded oil and gas, could bring an end to flaring and venting.<\/p>\n<p><b>US gas &#8220;certification&#8221;<br \/>\n<\/b><\/p>\n<p>Without such a standard, oil and gas companies are in practice policing themselves when it comes to curbing flaring and methane emissions more broadly.<\/p>\n<p>In the US, for example, third-party gas \u201ccertification\u201d companies track methane emissions coming from oil and gas infrastructure and tell consumers their gas is \u201cresponsibly sourced\u201d.<\/p>\n<p>According to OCI, there is no set standard for what level of methane leak reductions qualify natural gas for this label.<\/p>\n<p>\u201cMethane became a reputational issue for the US oil and gas industry a few years ago,\u201d said OCI\u2019s Stockman. \u201cSuddenly we saw this proliferation of companies offering to monitor methane, and provide a certification to gas producers as an incentive to sign up.\u201d<\/p>\n<p>Gas certification is currently part of oil and gas companies\u2019 voluntary efforts to act on their methane pollution \u2013 in the US, <a href=\"https:\/\/www.edf.org\/media\/taking-guesswork-out-methane-pollution-reporting-colorado-publishes-nation-leading\">Colorado<\/a> is the only state that directly measures methane emissions from oil and gas infrastructure. But, <a href=\"https:\/\/www.certifieddisasters.com\/_files\/ugd\/0aaef0_140b0e7e7d4a4c2abbd124da3a48dd76.pdf\">according to OCI<\/a>, the industry is pressing regulators to use certification \u201cas a proxy for regulatory oversight.\u201d<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/03\/13\/fossil-fuel-industry-under-pressure-to-cut-record-high-methane-emissions\/\" target=\"_blank\" rel=\"noopener\"><strong>Fossil fuel industry<\/strong> under pressure to cut record-high methane emissions<\/a><\/p><\/blockquote>\n<p><a href=\"https:\/\/www.certifieddisasters.com\/gaslighting\">Research<\/a> by Earthworks and OCI found that these certifying companies use unreliable technology, which missed all but one of the emissions \u201cevents\u201d captured by researchers\u2019 own monitoring equipment.<\/p>\n<p>They also found conflicts of interest on the part of leaders and board members of certification companies, including holding investments in the same oil and gas clients they were working with and promoting fossil gas as a clean energy source.<\/p>\n<p>While regulation is needed, Stockman said, it must be monitored by governments and is near impossible to enforce at scale, due to practical and technological limitations.<\/p>\n<p>Even satellite technology is limited in its capacity to observe small-scale emissions events at \u201chundreds of thousands of individual sites\u201d, he said.<\/p>\n<p>\u201cWe can&#8217;t trust the industry,\u201d he added. \u201cThe way to keep methane out of
