But, in Bonn right now, discussions on what to do next about the biggest culprit of climate change seem to have largely disappeared from the agenda.<\/strong><\/p>\n<p>\u201cIt\u2019s really jarring to see how quiet the conversation on fossil fuels has gone,\u201d said Tom Evans, a senior policy advisor at E3G, adding that the trouble is this issue \u201cdoesn\u2019t have a clear home at the UNFCCC right now\u201d.<\/p>\n<p>Last week negotiators clashed over whether that space should be the newly-created \u201cUAE Dialogue\u201d on implementing the outcomes of the Global Stocktake \u2013 the centrepiece of the Dubai climate summit.<\/p>\n<p>Developed countries thought so and argued that talks should consider all elements of the global stocktake, including mitigation.\u00a0But the Like-Minded Group of Developing Countries (LMDCs), which includes China, Saudi Arabia and India, retorted that the focus should be exclusively on finance and means of implementation. Sign up for free to get our weekly newsletter and occasional extra bulletins<\/label><input id=\"mce-EMAIL\" class=\"email\" name=\"EMAIL\" required=\"\" type=\"email\" value=\"\" placeholder=\"your email address\" \/><\/p>\n<div style=\"position: absolute; left: -5000px;\" aria-hidden=\"true\"><input tabindex=\"-1\" name=\"b_6316d25f7b68919349e54a251_bf939f9418\" type=\"text\" value=\"\" \/><\/div>\n<div class=\"clear\"><input id=\"mc-embedded-subscribe\" class=\"button\" name=\"subscribe\" type=\"submit\" value=\"Subscribe to Climate Weekly\" \/><\/div>\n<\/div>\n<\/form>\n<\/div>\n<\/blockquote>\n<p>An EU negotiator told Climate Home attempts to start a conversation on the way forward continue to be blocked by the LMDCs, with China and Saudi Arabia \u201cthe most vocal\u201d among them. \u201cThe reason is that they fear this would put pressure on them to keep moving away from fossil fuels,\u201d the EU delegate added.<\/p>\n<p>The LMDCs argued that discussions over how to follow up on the COP28 agreement on fossil fuels are outside the mandate of the mitigation work programme.\u00a0They have also hit back at rich nations accusing them of not doing enough to cut emissions.<\/p>\n<p>Speaking on behalf of the group at a session hosted by the COP29 Presidency, the Bolivian negotiator said developed countries should be required to get to net zero by 2030. \u201cThe Annex 1 countries\u2019 pathway to achieve net zero by 2050 does not contribute to solving the climate crisis, it is leading the world to a catastrophe,\u201d he added.<\/p>\n<p>In his intervention, the head of the EU delegation urged the COP28 and COP29 presidencies to \u201cbreak the deadlock\u201d on mitigation.\u00a0\u201cWhat are we waiting for?\u201d he cried.<\/p>\n<p class=\"x_last-child\">Shortly before, Yalchin Rafiyev, the lead negotiator for Azerbaijan\u2019s COP29 presidency, had outlined his vision for the summit. The NCCQ is due to be agreed at COP29 in Baku in November.<\/p>\n<p>The 35-page \u201cinformal paper\u201d &#8211; from which an actual negotiating text needs to emerge &#8211; is a hotch-potch of views on what the post-2025 goal should look like\u00a0(a single target for public finance from rich nations or a multi-layered target with a range of\u00a0goals covering various sources and purposes); who should contribute (only developed countries or a wider pool, even mentioning countries with a space programme!); and how much money (no quantified amount, a percentage of gross national income, or about $1 trillion a year). And that\u2019s only a taster of what\u2019s\u00a0in the document&#8230;<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/06\/10\/no-shortage-of-public-money-to-pay-for-a-just-energy-transition\/\" target=\"_blank\" rel=\"noopener\"><strong>No shortage of public money<\/strong> to pay for a just energy transition<\/a><\/p><\/blockquote>\n<p>One major sticking point for the Arab Group on Monday was the lack of negotiations so far on the size &#8211; \u201cquantum\u201d &#8211; of the NCQG (<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=bdf67ee429&amp;e=a38266d1a6\" data-auth=\"NotApplicable\" data-linkindex=\"3\">it wants an annual $1.1 trillion<\/a>\u00a0plus arrears from the existing $100 billion goal). Its negotiator expressed disappointment that everything else is being discussed in Bonn apart from that.<\/p>\n<p>As the session came to the end of its allotted two hours, a\u00a0long list of 23 delegations\u00a0had yet to take the floor, including the European Union, the UK, China, Japan, Bolivia, South Africa and many African countries. It\u2019s going to be a tough task getting through them in the last slot this afternoon \u2013 and with just three days left when will the real horse-trading start?<\/p>\n<p class=\"x_last-child\">Iskander Erzini Vernoit, founding director of the Imal Initiative for Climate &amp; Development, a\u00a0Morocco-based think-tank,\u00a0told journalists on Tuesday finance talks in Bonn had \u201cnot advanced significantly beyond where we started\u201d,\u00a0with the text going no further in resolving the fundamental debates. This is a procedural step \u2013 which had to be taken before a deadline of June 12 &#8211; on the road to getting the UN-agreed fund up and running this year.<\/p>\n<p>In a\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=46f724a018&amp;e=a38266d1a6\" data-auth=\"NotApplicable\" data-linkindex=\"5\">short statement<\/a>\u00a0announcing the decision, the bank stressed that the fund\u2019s independent board will determine \u201ckey priorities, including financing decisions, eligibility criteria, and risk management policies\u201d.\u00a0The bank also made clear that it won\u2019t play a role in raising money for the fund or deciding how to spend its so-far meagre resources.<\/p>\n<p>Climate activist and loss and damage expert Harjeet Singh said\u00a0the next step is to push on with setting up the fund\u2019s secretariat, including appointing an executive director. The World Bank must facilitate the receipt of pledged funds while the fund\u2019s board (which next meets in July) needs to adopt key policy decisions to enable earliest possible disbursement to affected countries, he said.<\/p>\n<p>\u201cIt is crucial that the success of the Loss and Damage Fund is measured by how quickly and adequately those facing the harsh realities of the climate emergency receive support for recovery,\u201d he told Climate Home.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/06\/06\/north-africas-disappearing-nomad-why-my-community-needs-climate-finance\/\" target=\"_blank\" rel=\"noopener\"><strong>North Africa\u2019s disappearing nomads<\/strong>: Why my community needs climate finance<\/a><\/p><\/blockquote>\n<p>At COP28, countries \u2013 including the host nation UAE \u2013 pledged close to $700 million for the new fund, but substantive discussions about how to mobilise the amounts needed to cover fast-rising losses from extreme weather and rising seas have yet to take place.<\/p>\n<p class=\"x_last-child\">In Bonn, climate justice activists are lobbying hard for the L&amp;D Fund to receive\u00a0finance under the new post-2025 goal. But developed countries are pushing back, saying there is no basis for this under the Paris Agreement, which refers to them providing financial resources only for\u00a0mitigation (measures to reduce
