{"id":51242,"date":"2024-05-23T13:58:59","date_gmt":"2024-05-23T12:58:59","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=51242"},"modified":"2024-05-29T14:33:55","modified_gmt":"2024-05-29T13:33:55","slug":"as-south-africa-heads-to-the-polls-voters-await-stalled-just-energy-transition","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2024\/05\/23\/as-south-africa-heads-to-the-polls-voters-await-stalled-just-energy-transition\/","title":{"rendered":"As South Africa heads to the polls, voters await stalled &#8220;just energy\u00a0transition&#8221;"},"content":{"rendered":"<p><strong>Two and a half years ago, at the COP26 climate summit in Glasgow, South Africa <a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/04\/south-africa-8-5bn-finance-package-offers-model-ending-reliance-coal\/\" target=\"_blank\" rel=\"noopener\">signed<\/a> a first-of-its-kind agreement with wealthy nations to collaborate on rolling out clean energy to replace coal in a socially fair manner.<\/strong><\/p>\n<p>President Cyril Ramaphosa <a href=\"https:\/\/www.gov.uk\/government\/news\/joint-statement-international-just-energy-transition-partnership\" target=\"_blank\" rel=\"noopener\">described<\/a> the $8.5 billion &#8220;Just Energy Transition Partnership&#8221; (JETP) as a &#8220;watershed moment&#8221; &#8211; and then British Prime Minister Boris Johnson called it a &#8220;game-changing partnership&#8221;.<\/p>\n<p>But, as South Africa prepares to head to the polls next Wednesday in an election that could force Ramaphosa&#8217;s ruling party to share power for the first time since apartheid ended, there is still little to show for the energy transition deal on the ground.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/05\/21\/africa-must-reap-the-benefits-of-its-energy-transition-minerals\/\" target=\"_blank\" rel=\"noopener\"><strong>Africa must<\/strong> reap the benefits of its energy transition minerals<\/a><\/p><\/blockquote>\n<p><span data-ccp-props=\"{}\">Crispian Olver, executive director of the Presidential Climate Commission which is advising the government on the JETP, told Climate Home: <\/span><span data-contrast=\"auto\">\u201cThis is a bit like trying to turn a big container-ship &#8211; it\u2019s slow to shift onto a new path, but once it\u2019s on that new course, things will start to move faster.\u201d <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As of last November, just $308 million of grant-funded projects under the JETP had reached the implementation phase, <a href=\"https:\/\/www.stateofthenation.gov.za\/assets\/downloads\/JET%20Grants%20Register%20-%20Public%20Nov2023.pdf\" target=\"_blank\" rel=\"noopener\">government data shows<\/a>. Of this, just $30m was categorised as spending on the just transition in the coal-dependent Mpumalanga province.<\/span><\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/18050161\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<div style=\"width: 100%!; margin-top: 4px!important; text-align: right!important;\"><a class=\"flourish-credit\" style=\"text-decoration: none!important;\" href=\"https:\/\/public.flourish.studio\/visualisation\/18050161\/?utm_source=embed&amp;utm_campaign=visualisation\/18050161\" target=\"_top\" rel=\"noopener\"><img decoding=\"async\" style=\"width: 105px!important; height: 16px!important; border: none!important; margin: 0!important;\" src=\"https:\/\/public.flourish.studio\/resources\/made_with_flourish.svg\" alt=\"Made with Flourish\" \/> <\/a><\/div>\n<p><span data-contrast=\"auto\">The government has not published equivalent information on loans &#8211; which <a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/22\/breakdown-who-is-contributing-what-to-south-africas-clean-energy-shift\/\" target=\"_blank\" rel=\"noopener\">make up 97%<\/a> of the donor-backed support. But those following the JETP say progress has been slow partly because South Africa&#8217;s state-owned electricity generator Eskom is reluctant to take on more debt. <\/span><\/p>\n<p><span data-contrast=\"auto\">In addition<strong>,<\/strong> South Africa&#8217;s energy ministry and the wealthy governments that are providing funding disagree on the role of gas in the country&#8217;s energy transition.<\/span><span data-ccp-props=\"{}\"> The donors backing the JETP are the US, Canada, Britain, Switzerland, the European Union, the Netherlands, Germany, France, Denmark and Spain.<br \/>\n<\/span><\/p>\n<p>Coal plant closures have been delayed b<span data-contrast=\"auto\">y <\/span><span data-contrast=\"auto\">South Africa\u2019s lack of reliable electricity, which has led to rolling power black-outs known as &#8220;load-shedding&#8221;.<\/span><\/p>\n<p><span data-contrast=\"auto\"> While problems affecting the coal sector are a key cause of unreliable electricity supplies, Eskom <a href=\"https:\/\/www.reuters.com\/business\/energy\/south-africas-eskom-delay-some-coal-plant-closures-ceo-2024-05-21\/#:~:text=CAPE%20TOWN%2C%20May%2021%20(Reuters,in%20Cape%20Town%20on%20Tuesday.\" target=\"_blank\" rel=\"noopener\">has said<\/a> it will delay the closure of three coal-fired power plants in response to the crisis.\u00a0<\/span><\/p>\n<p>South Africa\u2019s best wind and solar resources, in the south and west, meanwhile remain under-utilised because the national power grid is already congested in those areas.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/05\/17\/azerbaijan-pursues-clean-energy-to-export-more-god-given-gas-to-europe\/\" target=\"_blank\" rel=\"noopener\"><strong>Azerbaijan pursues<\/strong> clean energy to export more \u2018god-given\u2019 gas to Europe<\/a><\/p><\/blockquote>\n<p>To transport the clean power, Eskom is trying to build transmission cables but progress has been slow as the utility is deeply in debt and reluctant to take on new loans through the JETP &#8211; even if those loans are offered on cheap terms.<\/p>\n<p><span data-contrast=\"auto\">An Eskom spokesperson said that \u201coff-balance sheet options\u201d &#8211; like allowing the private sector to build cables and substations &#8211; are being considered, but the details are still to be finalised.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<div id=\"attachment_51257\" style=\"width: 808px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-51257\" class=\"size-full wp-image-51257\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145254\/Electricity-cables.jpg\" alt=\"\" width=\"798\" height=\"451\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145254\/Electricity-cables.jpg 798w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145254\/Electricity-cables-297x168.jpg 297w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145254\/Electricity-cables-596x337.jpg 596w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145254\/Electricity-cables-112x63.jpg 112w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145254\/Electricity-cables-768x434.jpg 768w\" sizes=\"(max-width: 798px) 100vw, 798px\" \/><p id=\"caption-attachment-51257\" class=\"wp-caption-text\">Electricity cables at South Africa&#8217;s Lethaba power station in 2007 (Photos: <a href=\"https:\/\/www.flickr.com\/photos\/worldbank\/5321051331\">World Bank<\/a>)<\/p><\/div>\n<p><span data-contrast=\"auto\">Yet not all government departments want a rapid transition to renewables. The Department of Mineral Resources and Energy (DMRE), led<a href=\"https:\/\/twitter.com\/AmyAHarder\/status\/1717571702065189312\">\u00a0by pro-coal<\/a> minister Gwede Mantashe, <a href=\"https:\/\/www.climatechangenews.com\/2024\/01\/08\/south-african-ministry-uses-opaque-modelling-to-argue-for-weakening-climate-ambition\/\" target=\"_blank\" rel=\"noopener\">recently published<\/a> an energy planning document that envisages a sharp slowdown in the roll-out of solar and wind power and instead more of a shift from coal to gas power plants.\u00a0 <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This has complicated things for the international partner group behind the JETP. Two people with knowledge of the negotiations told Climate Home that South Africa\u2019s apparent reticence to switch to renewables is slowing the pace of funding flows under the deal.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>On the other hand, South Africa&#8217;s parliament recently approved a Climate Change Bill and a <span data-contrast=\"auto\">Electricity Regulation Amendment Bill, which seeks to create a competitive power market and end Eskom\u2019s century-long, coal-dominated monopoly. <\/span><span data-contrast=\"auto\">The legislation will render the DMRE\u2019s controversial gas-reliant energy plans less relevant, as it paves the way for more electricity to be produced by private companies.<\/span><\/p>\n<div id=\"attachment_51258\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-51258\" class=\"size-full wp-image-51258\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145433\/40534666421_df50993bff_c.jpg\" alt=\"\" width=\"800\" height=\"690\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145433\/40534666421_df50993bff_c.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145433\/40534666421_df50993bff_c-195x168.jpg 195w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145433\/40534666421_df50993bff_c-391x337.jpg 391w, https:\/\/cdn.climatechangenews.com\/files\/2024\/05\/21145433\/40534666421_df50993bff_c-768x662.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-51258\" class=\"wp-caption-text\">Energy minister Gwede Mantashe (left) speaks to President Cyril Ramaphosa (right) in 2018 (Photos: <a href=\"https:\/\/www.flickr.com\/photos\/governmentza\/40534666421\">South African government<\/a>)<\/p><\/div>\n<p><span data-contrast=\"auto\">But that has done little to appease anxious workers and residents in the heart of the country\u2019s coal belt. In particular, the town of Komati offers a warning of the electoral damage that can occur if coal-plant repurposing projects don\u2019t go smoothly.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Eskom&#8217;s coal-fired power station in Komati was retired from service in October 2022 after reaching its end-of-life date. It is now being converted into a solar, wind and food farm, a solar microgrid assembly factory and training facility.<\/span><\/p>\n<p><span data-contrast=\"auto\">Parts of it are now starting to open but for many local people, it is too little too late.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">&#8220;The community is currently facing a pandemic of unemployment and poverty,&#8221; said community leader Carlos Vilankulu, who is also a repurposing project liaison officer.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Eskom says none of its workers lost their jobs when the last coal units were taken offline &#8211; many were transferred to other power stations. Many people are unemployed,\u201d said Alta de Bruin, a guest-house owner based in Komati village. While the repurposing project has generally been well received, it \u201ccould have started a long time ago\u201d, de Bruin told Climate Home.<\/p>\n<p><span data-contrast=\"auto\">The decision to close down Komati was made long before South Africa agreed to its climate finance package <\/span><span data-contrast=\"auto\">at COP26, but the local transformation project is intended to serve as a blueprint for other just transition initiatives in the country. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">It has been a cautionary tale, according to Olver. Community consultations on the way forward only took place years after the decision was made to shut Komati \u2013 meaning local residents and businesses were left in a state of limbo. <span style=\"font-weight: 400;\">&#8220;<\/span><span style=\"font-weight: 400;\">The next [coal power] <\/span><span style=\"font-weight: 400;\">stations<\/span><span style=\"font-weight: 400;\"> will <\/span><span style=\"font-weight: 400;\">do<\/span> <span style=\"font-weight: 400;\">it<\/span><span style=\"font-weight: 400;\"> better,<\/span><span style=\"font-weight: 400;\">&#8220;<\/span><span style=\"font-weight: 400;\"> he said.<\/span><\/span><\/p>\n<p>Besides South Africa, JETPs have also been signed with <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/02\/indonesia-delays-coal-closure-plans-after-finance-row-with-rich-nations\/\" target=\"_blank\" rel=\"noopener\">Indonesia<\/a>, <a href=\"https:\/\/www.climatechangenews.com\/2023\/12\/03\/vietnam-charts-uncertain-coal-path-as-finance-falls-short\/\" target=\"_blank\" rel=\"noopener\">Vietnam<\/a> and <a href=\"https:\/\/www.climatechangenews.com\/2023\/06\/22\/senegal-jetp-energy-transition-2-billion-renewables\/\" target=\"_blank\" rel=\"noopener\">Senegal<\/a>. Leo Roberts, an analyst with climate change think-tank E3G, said South Africa&#8217;s delays in closing down its coal plants are concerning.<\/p>\n<p>Indonesia has <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/02\/indonesia-delays-coal-closure-plans-after-finance-row-with-rich-nations\/\" target=\"_blank\" rel=\"noopener\">also postponed<\/a> coal plant closures after expressing disappointment with rich countries&#8217; support, while Vietnam&#8217;s partnership has ground to a halt amid political turmoil.<\/p>\n<p>&#8220;We mustn&#8217;t lose sight of what the JETPs need to deliver,&#8221; Roberts said. &#8220;This is ultimately about reducing emissions to avoid catastrophic climate change, dealing with the huge health pollution challenges coal causes, and supporting countries to deliver self-defined low-carbon development pathways.&#8221;<\/p>\n<p><em>(Reporting by Nick Hedley; editing by Joe Lo and Megan
