{"id":50778,"date":"2024-04-25T16:52:32","date_gmt":"2024-04-25T15:52:32","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=50778"},"modified":"2024-04-26T17:37:04","modified_gmt":"2024-04-26T16:37:04","slug":"tensions-rise-over-who-will-donate-to-new-climate-finance-goal","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2024\/04\/25\/tensions-rise-over-who-will-donate-to-new-climate-finance-goal\/","title":{"rendered":"Tensions rise over who will contribute to new climate finance goal"},"content":{"rendered":"<p><strong>As negotiations over a new global climate finance goal move into a higher gear, divisions are sharpening over who should be required to cough up the money needed to help vulnerable countries shift to clean energy and build resilience to climate change.<\/strong><\/p>\n<p>For German Foreign Minister Annalena Baerbock, all \u201cthose who can\u201d &#8211; and \u201cin particular the strongest polluters of today\u201d &#8211; should step up, in addition to industrialised nations that already provide funding. \u201cStrong economies share strong responsibilities,\u201d she said in a nod to G20 countries on Thursday at the <a href=\"https:\/\/www.auswaertiges-amt.de\/en\/newsroom\/news\/petersberg-climate-dialogue\/2654812\" target=\"_blank\" rel=\"noopener\">Petersberg Climate Dialogue<\/a> in Berlin, an annual gathering for the world&#8217;s top climate diplomats.<\/p>\n<p>Baerbock\u2019s views are widely shared by other rich countries, but they face stiff opposition from the upper-middle income nations &#8211; such as China and Saudi Arabia &#8211; referenced in her remarks.<\/p>\n<p>Those governments argue that the 2015 Paris Agreement puts the responsibility of fulfilling climate finance obligations squarely on the shoulders of developed countries &#8211; and want to keep it that way.<\/p>\n<p>Negotiators from China and Saudi Arabia spelled that out once again this week in Cartagena, Colombia, during this year\u2019s first round of technical discussions that should pave the way to an agreement on the new collective quantified goal (NCQG) for finance at the COP29 climate summit in Azerbaijan.<\/p>\n<p>\u201cWe will not entertain a renegotiation of the contributors and the recipients of NCQG,\u201d <a href=\"https:\/\/www.youtube.com\/embed\/EzHnIdCVG8w?list=PLBcZ22cUY9RJc3HjxRaBLUlTxRXNWj9aA\" target=\"_blank\" rel=\"noopener\">said<\/a> Chao Feng, China\u2019s finance negotiator, on Wednesday. His words were repeated shortly afterward by Saudi Arabia\u2019s Mohammad Ayoub.<\/p>\n<h3>More money for more action<\/h3>\n<p>The new climate finance goal is the most important decision expected to be taken at this year\u2019s climate summit.<\/p>\n<p>Experts believe an ambitious deal can play a crucial role in getting developing countries, especially the poorest ones, to commit to stronger action on emissions and adaptation as they draft their new national climate plans due in early 2025.<\/p>\n<p>Without clear signals on the amount and quality of money on the table, the fear is that governments will fail to raise the bar on climate ambition and put an international goal of limiting global warming to 1.5C beyond reach.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/04\/24\/peak-cop-un-looks-to-shrink-baku-and-belem-climate-summits\/\" target=\"_blank\" rel=\"noopener\"><strong>Peak COP?<\/strong> UN looks to shrink Baku and Bel\u00e9m climate summits<\/a><\/p><\/blockquote>\n<p>After more than two years of discussions and with time running low, negotiators <a href=\"https:\/\/www.climatechangenews.com\/2024\/02\/20\/countries-draw-battle-lines-for-talks-on-new-climate-finance-goal\/\" target=\"_blank\" rel=\"noopener\">remain at odds<\/a> over the most fundamental elements of the goal: how large the overall sum should be, what it needs to pay for, over how many years, and the best way to monitor the money.<\/p>\n<p>At a four-day session in Cartagena ending this Friday, negotiators are attempting to iron out some of those knots and sketch the first outline of a deal.<\/p>\n<h3>Azerbaijan&#8217;s vision<\/h3>\n<p>In laying out his vision for November&#8217;s UN summit in Baku, the COP29 incoming president, Mukhtar Babayev, acknowledged in Berlin that finance is \u201cone of the most challenging topics of climate diplomacy\u201d, adding that there are \u201cstrong and well-founded views on all sides\u201d.<\/p>\n<p>\u201cWe are listening to all parties to understand their concerns and help them refine potential landing zones based on a shared vision of success so that we can deliver a fair and ambitious new goal,\u201d he added.<\/p>\n<p><span lang=\"en-US\"> For Marc Weissgerber, executive director of E3G&#8217;s Berlin office, Babayev&#8217;s speech outlined &#8220;important elements of a multifaceted solution to the finance challenges, but what is needed are clearly defined diplomatic pathways&#8221;.<\/span><\/p>\n<p><span lang=\"en-US\">&#8220;It needs to be seen how Azerbaijan can contribute &#8211; as a bridge-builder &#8211; to this essential challenge,&#8221; he added.\u00a0<\/span><\/p>\n<h3>Moving past $100bn<\/h3>\n<p>Talks have also been strained by eroding trust following rich nations&#8217; failure to honour a pledge made nearly 15 years ago to mobilise $100 billion a year in climate finance for developing countries by 2020. They now \u201clook likely\u201d to have belatedly met the goal in 2022, according <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/17\/oecd-rich-countries-likely-to-hit-100bn-climate-finance-goal-in-2022\/\" target=\"_blank\" rel=\"noopener\">to an assessment<\/a> by the Organisation for Economic Co-operation and Development (OECD) based on preliminary data that is not publicly available.<\/p>\n<p>Germany\u2019s Baerbock said on Thursday that industrialised countries need to \u201ccontinue to live up\u201d to their responsibilities and jointly fulfill their $100 billion payment\u201d. But, to get beyond that mark, she called on \u201cthose who can\u201d to join their efforts.<\/p>\n<p>Baerbock argued that the world has changed since the signing of the United Nations Framework Convention on Climate Change (UNFCCC) in 1992 when developed countries that have since provided international climate finance made up 80% of the global economy.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/04\/25\/will-blossom-of-reform-bear-fruit-spring-meetings-leave-too-much-to-do\/\" target=\"_blank\" rel=\"noopener\"><strong>Will blossom of reform bear fruit?<\/strong> Spring Meetings leave too much to do <\/a><\/p><\/blockquote>\n<p>Most developing nations strongly oppose any changes or reinterpretation of the UNFCCC that would lead to a reclassification of a country\u2019s status.<\/p>\n<p>E3G&#8217;s Weissgerber said the question of expanding the pool of contributors is linked with the development of ambitious climate plans. &#8220;Both sides must compromise,&#8221; he added. &#8220;The existing donor base needs to show that it can be trusted to honour its financial commitments, while at the same time, large emitters such as China and the Gulf States should send a clear signal of ambitious [emission]\u00a0reduction efforts&#8221;.<\/p>\n<h3>Innovative sources of finance<\/h3>\n<p>Developing countries &#8211; excluding China &#8211; <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/finance-for-climate-action-scaling-up-investment-for-climate-and-development\/\" target=\"_blank\" rel=\"noopener\">need an estimated<\/a> $2.4 trillion a year to meet their climate and development needs. But, Baerbock pointed out in Berlin, those sums cannot come only out of government budgets already facing constraints.<\/p>\n<p>So called &#8220;innovative sources of finance&#8221; are among the most talked-about options to unlock additional funds. Things like wealth taxes on billionaires or shipping levies have been <a href=\"https:\/\/www.climatechangenews.com\/2024\/04\/19\/global-billionaires-tax-to-fight-climate-change-and-hunger-rises-up-political-agenda\/\" target=\"_blank\" rel=\"noopener\">rising up<\/a> the political agenda this year, but still face either strong opposition or a lack of agreement over how the money should be used.<\/p>\n<p>Much hope is also pinned on wide-ranging reforms of multilateral development banks to channel more money into climate action for the most vulnerable.<\/p>\n<p>COP29&#8217;s Babayev said those institutions &#8220;have a special role&#8221; to play. But he expressed disappointment at the pace of change seen during last week&#8217;s Spring Meetings of the World Bank and International Monetary Fund.\u00a0 &#8220;While we heard a great deal of concern and worry, we did not yet see adequate and sufficient action,&#8221; he said. &#8220;That must change.&#8221;<\/p>\n<p><em>(Reporting by Matteo Civillini; editing by Megan Rowling)<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"Germany wants all high-emitters, especially among G20 countries, to pitch in.
