{"id":49904,"date":"2024-01-26T16:24:12","date_gmt":"2024-01-26T16:24:12","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=49904"},"modified":"2024-01-26T16:24:12","modified_gmt":"2024-01-26T16:24:12","slug":"us-government-pauses-new-gas-export-terminals-in-historic-win-for-climate","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2024\/01\/26\/us-government-pauses-new-gas-export-terminals-in-historic-win-for-climate\/","title":{"rendered":"US government pauses new gas export terminals in &#8216;historic win&#8217; for climate"},"content":{"rendered":"<p><strong>The US government is halting decisions over further expanding its gas exports until it can apply updated climate considerations to projects seeking new approvals.<\/strong><\/p>\n<p>Announcing the move on Friday morning, President Joe Biden <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/01\/26\/statement-from-president-joe-biden-on-decision-to-pause-pending-approvals-of-liquefied-natural-gas-exports\/\" target=\"_blank\" rel=\"noopener\">said<\/a> the pause on all pending export permits for liquified natural gas (LNG) \u201csees the climate crisis for what it is: the existential threat of our time\u201d.<\/p>\n<p>The decision comes after Biden faced mounting pressure from environmentalists and climate activists to apply the brakes on the US build-up of fossil fuel capacity. The groups represent an important voter base for Biden as he seeks reelection in November.<\/p>\n<p>The US is the world\u2019s <a href=\"https:\/\/www.reuters.com\/business\/energy\/us-was-top-lng-exporter-2023-hit-record-levels-2024-01-02\/\" target=\"_blank\" rel=\"noopener\">largest exporter<\/a> of LNG and shipments are expected to <a href=\"https:\/\/www.eia.gov\/outlooks\/steo\/report\/BTL\/2023\/07-LNG\/article.php\" target=\"_blank\" rel=\"noopener\">keep soaring<\/a> as a result of projects already approved and under construction.<\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/16588323\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<div style=\"width: 100%!; margin-top: 4px!important; text-align: right!important;\"><a class=\"flourish-credit\" style=\"text-decoration: none!important;\" href=\"https:\/\/public.flourish.studio\/visualisation\/16588323\/?utm_source=embed&amp;utm_campaign=visualisation\/16588323\" target=\"_top\" rel=\"noopener\"><img decoding=\"async\" style=\"width: 105px!important; height: 16px!important; border: none!important; margin: 0!important;\" src=\"https:\/\/public.flourish.studio\/resources\/made_with_flourish.svg\" alt=\"Made with Flourish\" \/> <\/a><\/div>\n<p>But the review will put on hold the <a href=\"https:\/\/www.energy.gov\/fecm\/articles\/long-term-contract-information-and-registrations\" target=\"_blank\" rel=\"noopener\">planned development<\/a> of at least four more gas export terminals on the coast of the Gulf of Mexico.<\/p>\n<p>That includes the <a href=\"https:\/\/www.energy.gov\/fecm\/articles\/venture-global-cp2-lng-llc-facility\" target=\"_blank\" rel=\"noopener\">Calcasieu Pass 2<\/a> (or CP2), a facility in Louisiana described by campaigners as a <a href=\"https:\/\/www.sierraclub.org\/sierra\/liquefied-natural-gas-facility-next-carbon-bomb\" target=\"_blank\" rel=\"noopener\">\u201ccarbon bomb\u201d<\/a>. If built, it could ship up to 24 million tonnes of gas every year.<\/p>\n<h3>New climate tests<\/h3>\n<p>Biden said his administration \u201cwill take a hard look at the impacts of LNG exports on energy costs, America\u2019s energy security and our environment\u201d.<\/p>\n<p>A White House statement <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/01\/26\/fact-sheet-biden-harris-administration-announces-temporary-pause-on-pending-approvals-of-liquefied-natural-gas-exports\/\" target=\"_blank\" rel=\"noopener\">said<\/a> the pause would allow the White House to integrate &#8220;critical considerations&#8221; that have emerged since the last analysis of gas export approvals was carried out five years ago.<\/p>\n<p>That includes the impact of greenhouse gas emissions. Gas supporters have historically <a href=\"https:\/\/www.nationalgrid.com\/stories\/energy-explained\/what-is-liquefied-natural-gas-lng\" target=\"_blank\" rel=\"noopener\">promoted<\/a> it as a \u201ccleaner\u201d fossil fuel because of its reduced carbon dioxide emissions compared to coal.<\/p>\n<p>But LNG is primarily made of methane, a much more potent earth-warming gas. Photo: Tim Aubry \/ Greenpeace<\/p><\/div>\n<p>Max Gruenig, senior policy advisor at E3G, said Biden&#8217;s decision is a &#8220;significant shift&#8221; because the Department of Energy, which is responsible for assessing the projects, has historically only taken economic benefits into account.<\/p>\n<p>&#8220;They will have to come up with a new methodology to assess what is beneficial to the public that includes externalities like climate change&#8221;, he added. &#8220;But the problem is, of course, as soon as you publish the details of the methodology, you risk being litigated against and attacked in court. The pause allows the Biden administration to avoid this and buy itself more time until the election&#8221;.<\/p>\n<h3>Elections in sight<\/h3>\n<p>Campaigners <a href=\"https:\/\/www.sierraclub.org\/press-releases\/2024\/01\/sierra-club-statement-pause-new-lng-export-approvals-bold-and-historic-win\" target=\"_blank\" rel=\"noopener\">hailed<\/a> the White House announcement as a \u201cbold step\u201d and \u201ca historic win\u201d. Ben Jealous, executive director of the Sierra Club, said the decisions \u201cmakes it clear that the Biden administration is listening to the calls to break America\u2019s reliance on dirty fossil fuels and secure a livable future for us all\u201d.<\/p>\n<p>Sixty percent of US voters surveyed in <a href=\"https:\/\/www.dataforprogress.org\/blog\/2023\/11\/14\/voters-support-limiting-natural-gas-exports\" target=\"_blank\" rel=\"noopener\">a poll<\/a> by Data for Progress, a progressive think tank last November supported limiting gas exports.<\/p>\n<p>Gruenig said that the Biden administration had been &#8220;growing more careful&#8221; about climate considerations in energy infrastructure after approving the Willow oil project in Alaska. &#8220;I don&#8217;t think the White House expected that would cause such a massive backlash from the climate community&#8221;, he added.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/01\/26\/zimbabwes-lithium-looks-to-china-to-secure-a-place-in-the-ev-battery-supply-chain\/\" target=\"_blank\" rel=\"noopener\"><strong>Zimbabwe looks<\/strong> to China to secure a place in the EV battery supply chain<\/a><\/p><\/blockquote>\n<p>Biden&#8217;s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/01\/26\/statement-from-president-joe-biden-on-decision-to-pause-pending-approvals-of-liquefied-natural-gas-exports\/\" target=\"_blank\" rel=\"noopener\">statement<\/a> attempts to draw a dividing line with his likely opponent Donald Trump. He criticised \u201cMAGA [Make America Great Again] Republicans\u201d who \u201cwillfully deny the urgency of the climate crisis, condemning the American people to a dangerous future\u201d.<\/p>\n<p>Gruenig believes the LNG expansion freeze will bolster US credibility on the international climate stage, where many developing countries and campaigners regularly point fingers at American hypocrisy over fossil fuel investments.<\/p>\n<h3>Lobbyists fan energy security fears<\/h3>\n<p>Industry groups <a href=\"https:\/\/twitter.com\/APIenergy\/status\/1750613307524845982\" target=\"_blank\" rel=\"noopener\">have condemned<\/a> the pause as a \u201cwin for Russia\u201d and \u201ca loss for American allies\u201d. As rumors of Biden&#8217;s plans swirled around in previous days, the prevailing narrative from pro-gas lobbyists has been that the approvals freeze would put Europe&#8217;s future energy security at risk.<\/p>\n<p>Since Russia&#8217;s invasion of Ukraine forced the bloc to look for alternative gas sources, US LNG exports to Europe have <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=55920\" target=\"_blank\" rel=\"noopener\">increased rapidly<\/a>.<\/p>\n<p>But analysts believe this is going to change soon as a result of rapid renewables rollout and better energy efficiency. By 2026, the International Energy Agency (IEA) <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/f2cf36a9-fd9b-44e6-8659-c342027ff9ac\/Medium-TermGasReport2023-IncludingtheGasMarketReportQ4-2023.pdf\" target=\"_blank\" rel=\"noopener\">predicts<\/a> European gas demand will be one-fifth below the pre-war level of 2021.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2024\/01\/25\/cop29-host-azerbaijan-launches-green-energy-unit-to-sceptical-response\/\" target=\"_blank\" rel=\"noopener\"><strong>Cop29 host Azerbaijan<\/strong> launches green energy unit to sceptical response<\/a><\/p><\/blockquote>\n<p>Existing LNG installations should be able to satisfy that demand without any further expansion, according to IEEFA. Their analyst <a href=\"https:\/\/ieefa.org\/resources\/us-builds-new-lng-terminals-europe-reduces-gas-demand-and-diversifies-energy-sources\" target=\"_blank\" rel=\"noopener\">say<\/a> that, just taking into account terminals already being built, US export capacity by the end of this decade will be three-quarters higher than European demand.<\/p>\n<p><span style=\"font-weight: 400;\">A group of 60 European lawmakers largely from Green parties made that point in a letter to the White House on Thursday, arguing that the fossil fuel industry is using Europe as \u201can excuse\u201d to expand gas exports. \u201cThe demand for new gas from industry voices in Europe is a false one\u201d, they said.\u00a0<\/span><\/p>\n<p>While using pro-Europe rhetoric, gas producers could actually be looking to sell their products in other, more promising markets. Venture Global, the owner of the CP2 terminal in Lousiana, <a href=\"https:\/\/www.gem.wiki\/CP2_LNG_Terminal#cite_note-17\" target=\"_blank\" rel=\"noopener\">has signed<\/a> purchase agreements with Japan and China, for example.<\/p>\n","protected":false},"excerpt":{"rendered":"The Biden administration is freezing approvals of new LNG export permits as climate considerations take centre stage.
