That&#8217;s largely because petrostates were backing &#8220;no text&#8221; and refusing to engage further.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">As it becomes clear that won&#8217;t fly, the next version of the text today may contain weaker compromise language.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">To try and break the deadlock, the presidency convened a majlis, which can mean\u00a0a sitting room or a council\u00a0in many Islamic countries. Sultan Al Jaber urged ministers sat in a circle around him to speak &#8220;heart to heart&#8221;.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Colombia, the darling of campaigners as the\u00a0biggest fossil fuel producer committed to a national phase-out,\u00a0talked about <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/08\/colombias-big-green-plans-run-into-headwinds\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.climatechangenews.com\/2023\/11\/08\/colombias-big-green-plans-run-into-headwinds\/\">being confronted with<\/a> &#8220;the reality of power&#8221;. It took a hit to its credit rating and the peso dropped.\u00a0The minister pleaded for international economic reforms to support the transition.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Bolivia called out the hypocrisy of the US, Australia, Norway and Canada. All are <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/22\/in-numbers-the-state-of-the-climate-ahead-of-cop28\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/www.climatechangenews.com\/2023\/11\/22\/in-numbers-the-state-of-the-climate-ahead-of-cop28\/\">planning to increase<\/a> their oil and gas production by 2030 except Norway, which is planning to reduce it very slowly.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Saudi Arabia appealed for a focus on emissions, not energy sources.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">But it\u2019s the swing votes that matter. India and Russia didn\u2019t speak. China didn\u2019t support or oppose fossil fuel phase-out,\u00a0just pleaded for a &#8220;balanced&#8221;\u00a0text, with finance for developing countries, and for developed countries to go first and fastest in the climate \u201cmarathon\u201d.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Norway said\u00a0any language needs to be compatible with 1.5C. Australia used a footie analogy\u00a0to defend \u201cunabated\u201d &#8211; the contentious loophole for carbon capture and storage.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">The UK called for \u201cguardrails\u201d ensuring abatement means a lot of carbon captured not just a bit. A group led by the EU and including African and island nations is\u00a0incensed. They want tighter controls to ensure that credits traded between countries actually reduce emissions without causing other environmental or social issues.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">\u201cThe text is extremely weak and disappointing,\u201d\u00a0Jonathan Crook of Carbon Market Watch told Climate Home. \u201cAll of the positive elements for transparency and accountability have been removed, in favour of a highly minimalist, no-frills approach.\u201d<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">The draft includes strong confidentiality provisions making it virtually impossible for anyone, outside countries striking a deal, to see the terms and conditions of the trade, observers said. Their fear is that such mechanism could effectively become the dumping ground for\u00a0junk credits.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Countries that have already struck preliminary deals are watching developments closely.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Controversial Emirati <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/23\/meet-the-italian-fugitive-advising-emirati-start-up-blue-carbon\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/www.climatechangenews.com\/2023\/11\/23\/meet-the-italian-fugitive-advising-emirati-start-up-blue-carbon\/\">startup Blue Carbon<\/a> is aiming to trade\u00a0credits under the mechanism from several African and Caribbean nations.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Switzerland <a href=\"https:\/\/www.climatechangenews.com\/2020\/10\/21\/peru-switzerland-sign-world-first-carbon-offset-deal-paris-agreement\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.climatechangenews.com\/2020\/10\/21\/peru-switzerland-sign-world-first-carbon-offset-deal-paris-agreement\/\">signed its first bilateral agreement<\/a> with Peru back in 2020, while Singapore <a href=\"https:\/\/www.reuters.com\/sustainability\/singapore-signs-carbon-credits-deal-with-papua-new-guinea-2023-12-08\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.reuters.com\/sustainability\/singapore-signs-carbon-credits-deal-with-papua-new-guinea-2023-12-08\/\">inked a deal<\/a> with Papua New Guinea on Friday. They are itching to turn words into practice.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\">Private sector operators also favour a light-touch approach. The text\u00a0is \u201ca step in the right direction, preserving the flexibility for parties to cooperate&#8230;\u00a0in different ways,\u201d\u00a0said Margaret Kim, CEO of Gold Standard, a leading offsets certifier in the voluntary market.<\/p>\n<hr \/>\n<h3>In brief<\/h3>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\"><strong>Adaptation playbook<\/strong> \u2013 A\u00a0text on the framework for the global goal on adaptation has finally <a href=\"https:\/\/unfccc.int\/documents\/636268\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/unfccc.int\/documents\/636268\">materialised<\/a>.\u00a0Developing countries are <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/08\/talks-to-boost-underfinanced-climate-adaptation-split-over-money\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/www.climatechangenews.com\/2023\/11\/08\/talks-to-boost-underfinanced-climate-adaptation-split-over-money\/\">asking once again<\/a>: where is the money? There\u2019s no clear mention of finance in the targets. Rich countries\u00a0want to keep it that way, kicking those discussions to next year.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\"><strong>Third of the job<\/strong> &#8211; If Cop28 pledges are implemented in full, the world will shave off a third of the emissions it needs by 2030 to get the world on a path compatible with limiting warming to 1.5C. That\u2019s the <a href=\"https:\/\/www.iea.org\/news\/iea-assessment-of-the-evolving-pledges-at-cop28\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/www.iea.org\/news\/iea-assessment-of-the-evolving-pledges-at-cop28\">judgement of the International Energy Agency<\/a> on pledges like tripling renewables, doubling energy efficiency and tackling emissions from oil and gas production.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\"><strong>Food and farming<\/strong> &#8211; The United Nations Food and Agriculture Organisation <a href=\"https:\/\/www.fao.org\/interactive\/sdg2-roadmap\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/www.fao.org\/interactive\/sdg2-roadmap\/en\/\">has launched<\/a> its two-year roadmap on transforming agri-food systems. This\u00a0is to lead to national action plans at Cop30 in Brazil.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\"><strong>Peace Cop?<\/strong> \u2013 Gulshan Akhundova tells Climate Home she and\u00a0fellow Azeri climate campaigners are excited for Cop29 and hope it will help bring piece to the region and bring cooperation between Azerbaijan, Armenia and Georgia on climate change.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\"><strong>Shrinking Caspian<\/strong> \u2013 Kazakhstan&#8217;s climate envoy Zulfiya Suleimanova told Climate Home she hopes Cop29 will bring attention to Central Asia\u2019s climate issues. With Azerbaijan, they share the Caspian Sea, which is shrinking because of climate change. Kazakhstan\u2019s water-supplying glaciers are melting and it is suffering heatwaves and wildfires.<\/p>\n<p lang=\"EN-GB\" xml:lang=\"EN-GB\"><strong>Dates for your diary<\/strong> \u2013 Cop29 will be from 11-22 November 2024 and Cop30 will be 10-21 November 2025, <a href=\"https:\/\/twitter.com\/DrSimEvans\/status\/1733804327284658297\" target=\"_blank\" rel=\"noreferrer noopener\" data-cke-saved-href=\"https:\/\/twitter.com\/DrSimEvans\/status\/1733804327284658297\">according to<\/a> new draft texts.
