{"id":49527,"date":"2023-11-17T15:55:08","date_gmt":"2023-11-17T15:55:08","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=49527"},"modified":"2023-11-23T17:13:31","modified_gmt":"2023-11-23T17:13:31","slug":"oecd-rich-countries-likely-to-hit-100bn-climate-finance-goal-in-2022","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2023\/11\/17\/oecd-rich-countries-likely-to-hit-100bn-climate-finance-goal-in-2022\/","title":{"rendered":"OECD: Rich countries &#8216;likely&#8217; to hit $100bn climate finance goal in 2022"},"content":{"rendered":"<p><strong>Rich countries &#8220;look likely&#8221; to have met a long-overdue goal to provide $100 billion a year in climate finance to vulnerable countries in 2022, two years later than promised.\u00a0<\/strong><\/p>\n<p>The claim made by the\u00a0Organisation for Economic Co-operation and Development (OECD), which carries out an <a href=\"https:\/\/www.oecd-ilibrary.org\/docserver\/e20d2bc7-en.pdf?expires=1700217676&amp;id=id&amp;accname=guest&amp;checksum=AF3E6765B2976582A42E7E9B52A2EF75\" target=\"_blank\" rel=\"noopener\">annual assessment<\/a> of the pledge, is based &#8220;on preliminary and as yet unverified data&#8221; that has not been made public.<\/p>\n<p>Detailed figures have been made available for 2021, when developed nations gave $89.6 billion to developing countries &#8211; a slight increase from the amount of money provided the previous year.<\/p>\n<h3>&#8220;Symbolic&#8221; milestone<\/h3>\n<p>The figures pale in comparison with the trillions of dollars that vulnerable nations are <a href=\"https:\/\/blogs.worldbank.org\/voices\/hiding-plain-sight-missing-trillions-climate-change\" target=\"_blank\" rel=\"noopener\">estimated<\/a> to need to cut emissions and better cope with the effects of climate change. But the &#8220;symbolic&#8221; $100 billion commitment, first made in 2009 in Copenhagen, has been a continuous source of diplomatic tensions since countries failed to hit the target by the 2020 deadline.<\/p>\n<p>Germany&#8217;s climate minister Jennifer Morgan told reporters she hoped this sends &#8220;a reassuring signal to our partners&#8221;.<\/p>\n<p>&#8220;It is a target that we had hoped to meet earlier&#8221;, she added. &#8220;We hope that this is a foundation to perhaps build some confidence in our commitment to work together with developing countries moving forward&#8221;.<\/p>\n<h3>Adaptation money falls<\/h3>\n<p>Despite the overall increase, specific funding for adaptation declined by $4 billion to $24.6 billion. The setback casts doubts over whether developed countries will be able to meet a <a href=\"https:\/\/www.climatechangenews.com\/2022\/04\/06\/in-doubling-adaptation-finance-champions-aim-to-avoid-repeat-of-100bn-failure\/\" target=\"_blank\" rel=\"noopener\">pledge made<\/a> at Cop26 to double their provision of adaptation finance to $40.6 billion by 2025.<\/p>\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/15789819\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<p>Poor countries heavily rely on international public finance for things like early warning systems, flood barriers or drought-resistant agriculture that are less attractive to investors than renewables.<\/p>\n<p>\u201cWe have seen a reduction in finance and a stalling of flows for adaptation initiatives,\u201d UNEP\u2019s chief scientist Dr. Andrea Hinwood <a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/08\/talks-to-boost-underfinanced-climate-adaptation-split-over-money\/\" target=\"_blank\" rel=\"noopener\">told<\/a> Climate Home earlier this month. \u201cWe really must act now. It\u2019s only with fast, urgent, consolidated action with appropriate finance flows that we have a chance to address those issues.\u201d<\/p>\n<h3>Loans fuel debt fears<\/h3>\n<p>Vulnerable countries have long called for a significant increase in the provision of grants over loans, which they argue push them further into debt. But loans continued to represent over two-thirds of the money provided in 2021, with grants making up 30% of the total.<\/p>\n<p>Harjeet Singh, Climate Action Network&#8217;s head of global political strategy, said the prevalence of loans exacerbates financial disparities. &#8220;It is imperative that rich countries radically shift their approach, focusing on providing substantive support rather than resorting to symbolic gestures&#8221;, he added.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/16\/france-kenya-set-to-launch-cop28-coalition-for-global-taxes-to-fund-climate-action\/\" target=\"_blank\" rel=\"noopener\"><strong>France, Kenya<\/strong> set to launch Cop28 coalition for global taxes to fund climate action<\/a><\/p><\/blockquote>\n<p>Canada&#8217;s climate minister Steven Guilbeault recognised more needs to be done, saying the $100 billion goal is &#8220;an important milestone, but it does not solve all of our problems&#8221;.<\/p>\n<p>&#8220;We know the conversation needs to shift from mobilizing a hundred billion dollars to mobilizing 10-15 times that. That\u2019s what our collective challenge is&#8221;, he added.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/11\/13\/uk-aid-cuts-leave-malawi-vulnerable-to-droughts-and-cyclones\/\" target=\"_blank\" rel=\"noopener\"><strong>UK aid cuts<\/strong> leave Malawi vulnerable to droughts and cyclones<\/a><\/p><\/blockquote>\n<p>With significantly more money unlikely to be dished out of public purses, rich countries are increasingly looking at alternative solutions. Alongside <a href=\"https:\/\/www.climatechangenews.com\/2023\/10\/13\/world-bank-approves-green-reforms-appeals-for-more-money\/\" target=\"_blank\" rel=\"noopener\">reforms<\/a> of multilateral development banks, like the World Bank, big hopes are pinned on contributions from the private sector.<\/p>\n<p>But the latest OECD data risks dampening some of that enthusiasm.
