{"id":49159,"date":"2023-09-04T17:07:10","date_gmt":"2023-09-04T16:07:10","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=49159"},"modified":"2023-09-06T13:01:21","modified_gmt":"2023-09-06T12:01:21","slug":"southeast-asia-japan-energy-transition","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2023\/09\/04\/southeast-asia-japan-energy-transition\/","title":{"rendered":"Southeast Asia must not let Japan hijack its energy transition"},"content":{"rendered":"<p><strong>When Southeast Asian leaders gather in Jakarta this week, they\u2019ll face air so polluted from cars and coal plants that the city was recently labelled the <a href=\"https:\/\/news.mongabay.com\/2023\/08\/jakarta-snags-most-polluted-title-as-air-quality-plunges-and-officials-dither\/\">world\u2019s most polluted city<\/a>. <\/strong><\/p>\n<p>The leaders will convene for the Association of Southeast Asian Nations (ASEAN) Summit following a once-in-200-year heatwave that shut down schools and led to <a href=\"https:\/\/www.cnn.com\/2023\/06\/06\/asia\/southeast-asia-heat-wave-humidity-climate-intl-hnk-dst-scn-dg\/index.html\">widespread hospitalizations across the region.\u00a0<\/a><\/p>\n<p><span style=\"font-weight: 400;\">But, at a time when ASEAN leaders must take strong action to transition to renewable energy, Japan is undermining Southeast Asia\u2019s transition by promoting technologies that would expand and prolong the use of fossil fuels.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Japan is using initiatives such as the \u201c<\/span><a href=\"https:\/\/asiazeroemission.com\/\"><span style=\"font-weight: 400;\">Asia Zero Emission Community (AZEC)<\/span><\/a><span style=\"font-weight: 400;\">\u201d and the \u201c<\/span><a href=\"https:\/\/www.meti.go.jp\/english\/press\/2021\/0528_002.html\"><span style=\"font-weight: 400;\">Asia Energy Transition Initiative<\/span><\/a><span style=\"font-weight: 400;\">\u201d to supposedly support ASEAN partners\u2019 decarbonisation efforts. However, these initiatives are vehicles to promote Japan\u2019s <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/03\/02\/japans-green-transformation-would-derail-the-energy-transition-in-asia\/\"><span style=\"font-weight: 400;\">so-called \u201cGreen Transformation\u201d strategy<\/span><\/a><span style=\"font-weight: 400;\">, which relies heavily on fossil fuels and fossil fuel-based technologies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Japan\u2019s plans emphasize the development of liquefied natural gas (LNG), fossil hydrogen, carbon capture and storage (CCS), and co-firing ammonia and biomass at coal-fired power plants. These technologies will not help Asia reduce emissions.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/09\/04\/debt-for-nature-debt-for-climate-swaps\/\" target=\"_blank\" rel=\"noopener\"><strong>Green<\/strong> debt swaps, explained<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">According to thinktank <\/span><a href=\"https:\/\/www.transitionzero.org\/insights\/japans-toxic-narrative-on-ammonia-cofiring\"><span style=\"font-weight: 400;\">TransitionZero<\/span><\/a><span style=\"font-weight: 400;\">, co-firing ammonia at coal plants in Indonesia, Malaysia, the Philippines, and Thailand will not cut emissions in line with the International Energy Agency\u2019s 2050 net-zero target. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similarly, switching from coal to gas power plants globally will <\/span><a href=\"https:\/\/globalenergymonitor.org\/wp-content\/uploads\/2022\/09\/GEM-CoalToGas-Briefing-2022_v4.pdf\"><span style=\"font-weight: 400;\">not reduce<\/span><\/a><span style=\"font-weight: 400;\"> emissions enough to meet climate targets, according to Global Energy Monitor. It will also delay the necessary transition to clean and renewable energy, such as solar and wind.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Japan\u2019s efforts to undermine Southeast Asia&#8217;s energy transition are extensive. Last year, Japan drafted a decarbonisation plan for Indonesia that <\/span><a href=\"https:\/\/foejapan.org\/en\/issue\/20221101\/10064\/\"><span style=\"font-weight: 400;\">prioritised<\/span><\/a><span style=\"font-weight: 400;\"> the development of LNG, hydrogen, ammonia co-firing, and CCS. Japan is slated to develop a national decarbonisation plan for <\/span><a href=\"https:\/\/www.phnompenhpost.com\/national\/japan-help-cambodia-roadmap-carbon-neutrality\"><span style=\"font-weight: 400;\">Cambodia,<\/span><span style=\"font-weight: 400;\"> among others<\/span><\/a><span style=\"font-weight: 400;\">. Earlier this year, Japan convened an <\/span><a href=\"https:\/\/www.meti.go.jp\/english\/press\/2023\/0306_002.html\"><span style=\"font-weight: 400;\">AZEC meeting<\/span><\/a><span style=\"font-weight: 400;\"> to build support for its technologies amongst energy ministers across Asia.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More recently, Japan\u2019s hand was visible in the August <\/span><a href=\"https:\/\/www.meti.go.jp\/press\/2023\/08\/20230825005\/20230825005-a.pdf\"><span style=\"font-weight: 400;\">joint statement<\/span><\/a><span style=\"font-weight: 400;\"> of ASEAN Ministers on Energy Plus Three, which encouraged the deployment and utilization of \u201chydrogen, fuel ammonia, small modular reactor, bioenergy, clean coal technology (CCT), and carbon capture utilisation and\/or storage (CCU\/S)\/carbon recycling\u201d and emphasized the need for investment in LNG for \u201cenergy security and energy transition in the region.\u201d<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/09\/04\/kenyas-wind-power-troubles\/\" target=\"_blank\" rel=\"noopener\"><strong>What climate funders<\/strong> must learn from Kenya\u2019s wind power troubles<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">At the upcoming ASEAN Summit, member states must reject Japan\u2019s self-serving push for fossil fuel-based technologies and strengthen their cooperation on increasing solar and wind capacity in the region. With the costs of solar and wind falling worldwide, this is the most cost-effective way to cut emissions and meet climate goals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ASEAN countries must also not waste precious public funds on technologies such as LNG, CCS and ammonia co-firing, which will prolong the use of fossil fuels and keep Asia\u2019s skies full of smog. In addition, ASEAN governments must firmly demand that developed country governments like Japan deliver climate finance and fulfill their obligations under the UN Framework Convention on Climate Change. Climate finance should partly be used to support the acceleration of the equitable and just transition to solar and wind energy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ASEAN Summit will conclude on the <\/span><a href=\"https:\/\/www.unep.org\/events\/un-day\/international-day-clean-air-blue-skies-2023\"><span style=\"font-weight: 400;\">International Day of Clean Air for Blue Skies<\/span><\/a><span style=\"font-weight: 400;\">. If ASEAN leaders, led by Indonesian President Joko Widodo, are serious about improving air quality for millions of citizens and mitigating the climate crisis, they must make ambitious commitments to scale up solar and wind and reject Japan\u2019s dirty fossil fuel-based technologies.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Bondan Andriyanu is a Climate and Energy Campaigner at
