{"id":48919,"date":"2023-07-25T10:05:56","date_gmt":"2023-07-25T09:05:56","guid":{"rendered":"https:\/\/climatechangenews.com\/?p=48919"},"modified":"2023-07-25T16:01:43","modified_gmt":"2023-07-25T15:01:43","slug":"amazon-rainforest-oil-gas-banks-jpmorgan-hsbc-citibank","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2023\/07\/25\/amazon-rainforest-oil-gas-banks-jpmorgan-hsbc-citibank\/","title":{"rendered":"Pressure grows on governments and banks to stop supporting Amazon oil and gas\u00a0"},"content":{"rendered":"<p><strong>South American nations and international financial institutions are coming under increasing pressure to stop exploiting oil and gas in the Amazon ahead of key political talks in Brazil.<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Leaders will be meeting next month at the Amazon Summit in Bel\u00e9m, a city also due to <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/05\/30\/amazon-gateway-city-belem-will-host-cop30-climate-talks\/\"><span style=\"font-weight: 400;\">host the Cop30 climate talks in 2025<\/span><\/a><span style=\"font-weight: 400;\">, to discuss <\/span><span style=\"font-weight: 400;\">the 45-year-old <\/span><a href=\"http:\/\/otca.org\/en\/project\/amazon-cooperation-treaty\/\"><span style=\"font-weight: 400;\">Amazon Cooperation Treaty<\/span><\/a><span style=\"font-weight: 400;\"> for the first time in several years. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The final guest list is not yet clear, but nations across Latin America are expected to be represented as well as some from Europe.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brazilian president Luiz Inacio Lula da Silva has rebooted the summit in the hope of using it to <\/span><a href=\"https:\/\/www.reuters.com\/business\/environment\/colombia-brazil-presidents-pledge-cooperation-protect-amazon-2023-07-08\/\"><span style=\"font-weight: 400;\">build support<\/span><\/a><span style=\"font-weight: 400;\"> for his commitment to end illegal deforestation in the Amazon by 2030, but curbing fossil fuel extraction <\/span><a href=\"https:\/\/www.gov.br\/mre\/en\/contact-us\/press-area\/press-releases\/visit-to-belem-in-preparation-for-the-amazon-summit-and-cop30\"><span style=\"font-weight: 400;\">does not appear to be on the agenda<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/24\/g20-divisions-over-key-climate-goals-piles-pressure-on-cop28-hosts\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><strong>G20 divisions<\/strong> over key climate goals pile pressure on Cop28 hosts<\/span><\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">However, a grassroots campaign led by Indigenous groups and civil society argues such a move is essential to combat climate change, and to protect biodiversity and the Indigenous people that live there<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The campaign builds on an existing <\/span><a href=\"https:\/\/amazonia80x2025.earth\/\"><span style=\"font-weight: 400;\">effort to get a global pact<\/span><\/a><span style=\"font-weight: 400;\"> for the permanent protection of four-fifths of Amazonia by 2025. Focusing specifically on oil and gas, it calls for an Amazon exclusion zone where no fossil fuels can be exploited, in line with the International Energy Agency\u2019s (IEA) <\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/05\/18\/iea-end-fossil-fuel-expansion-now-net-zero-energy-emissions-2050\/\"><span style=\"font-weight: 400;\">warning<\/span><\/a><span style=\"font-weight: 400;\"> that there can be no new fossil fuel projects if the world is to stay under a 1.5\u00b0C warming threshold.<\/span><\/p>\n<h3>Domestic exploitation<\/h3>\n<p><span style=\"font-weight: 400;\">A number of South American countries in which the Amazon rainforest lies have been trying to boost domestic oil and gas exploration and extraction in recent years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Peru is <\/span><a href=\"https:\/\/www.reuters.com\/markets\/commodities\/peru-offers-oil-gas-exploration-blocks-technical-agreements-2023-02-02\/\"><span style=\"font-weight: 400;\">proposing to place 31 oil blocks<\/span><\/a><span style=\"font-weight: 400;\"> over 435 indigenous communities, while Bolivia <\/span><a href=\"https:\/\/www.bnamericas.com\/en\/news\/the-upstream-reactivation-plan-pru-aims-at-36-projects-in-six-departments-of-bolivia\"><span style=\"font-weight: 400;\">recently finalised an \u2018Upstream Reactivation Plan\u2019<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, the result of a <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/10\/oil-amazon-vote-referendum-yasuni-fossil-fuels-ecuador\/\"><span style=\"font-weight: 400;\">forthcoming Ecuadorian referendum<\/span><\/a><span style=\"font-weight: 400;\"> about oil exploitation in the <\/span><span style=\"font-weight: 400;\">Yasun\u00ed rainforest will be hugely significant for that part of the Amazon but will also send a wider message about the region\u2019s priorities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Brazil, <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/03\/brazil-congress-right-environmentalists-hopes-lula-climate-amazon\/\"><span style=\"font-weight: 400;\">a far-right Congress<\/span><\/a><span style=\"font-weight: 400;\"> is <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2023\/may\/25\/brazil-congress-environment-indigenous-ministry-powers\"><span style=\"font-weight: 400;\">proposing to gut the powers<\/span><\/a><span style=\"font-weight: 400;\"> of both the ministries of the environment and Indigenous peoples, throwing Lula\u2019s deforestation pledge into doubt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Brazilian president\u2019s own ambitions of positioning himself as climate leader have also been called into question <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/05\/19\/regulator-blocks-brazilian-oil-drilling-sparking-conflict-within-government\/\"><span style=\"font-weight: 400;\">over his stance on an oil drilling project<\/span><\/a><span style=\"font-weight: 400;\"> at the mouth of the Amazon river. He recently said he <\/span><a href=\"https:\/\/www.reuters.com\/business\/environment\/lula-doubts-petrobras-oil-project-amazon-would-hurt-environment-2023-05-22\/\"><span style=\"font-weight: 400;\">found it &#8220;difficult&#8221;<\/span><\/a><span style=\"font-weight: 400;\"> to believe that oil exploration in the Amazon basin would damage the region&#8217;s rainforest.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/19\/eu-argentina-gas-methane-hydrogen\/\"><strong>EU and Argentina<\/strong> strike gas, hydrogen &amp; renewables deal<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Ahead of the Amazon Summit, Indigenous groups will be meeting in Brazil to share fossil fuel resistance strategies, with the support of campaign group 350.org.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFrom this we hope will come a very powerful document that will inform the discussions of the presidents in <\/span><span style=\"font-weight: 400;\">Bel\u00e9m<\/span><span style=\"font-weight: 400;\">,\u201d said Ilan Zugman, 350.org\u2019s Latin America managing director. \u201cHopefully it will have some very strong messages saying no new fossil fuel projects in the Amazon.\u201d<\/span><\/p>\n<h3>Petro&#8217;s lead<\/h3>\n<p><span style=\"font-weight: 400;\">Zugman said Colombian president Gustavo Petro had been a \u201cvery loud voice\u201d in support of this idea. In January, Petro announced a halt in all new oil and gas exploration contracts, keeping 380 currently active contracts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a recent <\/span><a href=\"https:\/\/www.miamiherald.com\/opinion\/op-ed\/article277248923.html\"><span style=\"font-weight: 400;\">opinion piece<\/span><\/a><span style=\"font-weight: 400;\"> for the Miami Herald, Petro called on Amazon countries and their partners in the Global North to follow him on ending all new oil and gas exploration in the Amazon. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">He said that, while ending deforestation was \u201cfundamental\u201d, it had to be accompanied by \u201can ambitious transnational policy to phase out fossil fuels\u201d. Oil, gas and coal accounts for about <a href=\"https:\/\/www.analdex.org\/2022\/03\/04\/los-combustibles-participaron-con-553-del-valor-total-de-exportaciones-en-enero\/\">half<\/a> of all Colombian exports.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/20\/imo-shipping-climate-talks-emissions-oil-fossil-fuels\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><strong>Dozens of oil &amp; industry<\/strong> lobbyists attended secretive shipping emissions talks<\/span><\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Petro said some countries, like Colombia, could allocate a \u201csubstantial amount of resources\u201d to protect the Amazon.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But he stressed that curbing oil and gas exploitation would have a big economic impact on poorer South American nations and called on countries like the US to help with financial mechanisms such as <\/span><a href=\"https:\/\/www.climatechangenews.com\/2020\/11\/05\/debt-climate-swaps-can-help-developing-countries-make-green-recovery\/\"><span style=\"font-weight: 400;\">debt-for-climate swaps<\/span><\/a><span style=\"font-weight: 400;\">, a multilateral fund that funds environmental protection services by inhabitants of these territories, or the kind of financial reforms being progressed by the <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/06\/23\/bridgetown-agenda-initiative-paris-summit-global-financing-pact-new\/\"><span style=\"font-weight: 400;\">Bridgetown initiative<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At a recent meeting, the Colombian and Brazilian presidents <\/span><a href=\"https:\/\/www.reuters.com\/business\/environment\/colombia-brazil-presidents-pledge-cooperation-protect-amazon-2023-07-08\/\"><span style=\"font-weight: 400;\">pledged to cooperate<\/span><\/a><span style=\"font-weight: 400;\"> to protect the Amazon but the latter did not appear to make any concessions on oil and gas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe need to convince other presidents like Lula.. to step up as well and really play this leadership role,\u201d said Zugman, \u201cto not allow fossil fuel exploration in one of the most important places of the world.\u201d\u00a0<\/span><\/p>\n<h3>Banking spotlight<\/h3>\n<p><span style=\"font-weight: 400;\">Campaigners are also stepping up pressure on financial institutions to stop financing oil and gas projects in the region.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A report<\/span><b>, <\/b><a href=\"https:\/\/stand.earth\/press-releases\/title-new-research-shows-eight-major-banks-responsible-for-majority-of-20-billion-in-financing-for-oil-and-gas-companies-destroying-the-amazon\/\" target=\"_blank\" rel=\"noopener\">published today <\/a><span style=\"font-weight: 400;\">by NGO Stand.earth and the Coordinator of Indigenous Organizations of the Amazon Basin (COICA), shows that US$20 billion has been provided to explore and exploit reserves in Peru, Colombia, Brazil and Ecuador over the past 15 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More than half of this (US$11 billion) came from just eight banks: JPMorgan Chase, Citibank, Ita\u00fa Unibanco, HSBC, Santander, Bank of America, Banco Bradesco and Goldman Sachs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Six of these banks are either headquartered in the US or act through their US subsidiary and operate in deals across the region, while the two Brazilian companies &#8211; Ita\u00fa Unibanco and Banco Bradesco &#8211; are highly connected to specific oil and gas projects in that country.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report is accompanied by a <\/span><a href=\"https:\/\/exitamazonoilandgas.org\/\"><span style=\"font-weight: 400;\">database<\/span><\/a><span style=\"font-weight: 400;\"> of all the banks involved in Amazon oil and gas through directly traceable and indirect financing, for example by providing loans or underwriting bond deals for upstream and midstream development and transport of oil and gas in Amazonia.\u00a0<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/17\/eu-mercosur-brazil-indigenous-apib\/\"><strong>The EU-Mercosur<\/strong> trade deal will harm Brazil\u2019s indigenous communities<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">JPMorgan Chase tops the list, having directly provided US$1.9 billion in direct financing to oil and gas in the region over the past decade and a half. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Together with HSBC, it was a major backer of Petroper\u00fa\u2019s Talara refinery expansion project, which is <\/span><a href=\"https:\/\/amazonwatch.org\/news\/2022\/0412-petroperus-ongoing-threat-to-the-amazon\"><span style=\"font-weight: 400;\">driving the exploitation of oil<\/span><\/a><span style=\"font-weight: 400;\"> on Indigenous land in the Peruvian Amazon.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">JPMorgan Chase has <\/span><a href=\"https:\/\/www.banktrack.org\/success\/seven_financiers_abandon_totalenergies_eacop_pipeline_in_a_week\"><span style=\"font-weight: 400;\">ruled out support<\/span><\/a><span style=\"font-weight: 400;\"> for the highly controversial <\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/04\/12\/total-signs-deal-build-east-african-oil-pipeline-despite-lack-finance\/\"><span style=\"font-weight: 400;\">East African Crude Oil Pipeline project<\/span><\/a><span style=\"font-weight: 400;\">, but made no such commitment on <\/span><span style=\"font-weight: 400;\">oil and gas activity in the Amazon or wider fossil fuel expansion.\u00a0<\/span><\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/14541082\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">The Stand.earth report says an Amazon exclusion for financial institutions is an \u201cessential strategy\u201d to protect the region from oil, gas, and other extractive industries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although no banks have completely ruled out funding fossil fuels in Amazonia &#8211; the geographic region around the Amazon basin &#8211; the report does praise some companies for starting to recognise the risks involved.\u00a0<\/span><\/p>\n<h3>Exclusion policies<\/h3>\n<p><span style=\"font-weight: 400;\">\u00a0In May 2022, <a href=\"https:\/\/group.bnpparibas\/en\/press-release\/bnp-paribas-unveils-its-first-climate-analytics-and-alignment-report-and-carbon-intensity-reduction-targets-by-2025\">BNP Paribas pledged<\/a> to no longer finance or invest in companies producing from oil and gas reserves in the Amazon or developing related infrastructure, becoming the first major bank to adopt a geographical exclusion of oil and gas in this area. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">And in December 2022, HSBC <a href=\"https:\/\/www.hsbc.com\/news-and-media\/hsbc-news\/our-energy-policy-to-support-net-zero-transition\">amended its policies<\/a> to exclude all new finance and advisory services for any client for oil and gas project exploration, appraisal, development, and production in the Amazon Biome.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/17\/eu-mercosur-brazil-indigenous-apib\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><strong>The EU-Mercosur<\/strong> trade deal will harm Brazil\u2019s indigenous communities<\/span><\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Stand.earth says these two companies, along with some others, are &#8220;sending important signals&#8221; that banks should be willing to review their relationship to Amazon destruction and take steps to manage that risk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These also go some way towards the <\/span><a href=\"https:\/\/exitamazonoilandgas.org\/\"><span style=\"font-weight: 400;\">Exit Amazon Oil and Gas<\/span><\/a><span style=\"font-weight: 400;\"> principles devised by <\/span><span style=\"font-weight: 400;\">international advocacy groups including Stand.earth and Amazon Indigenous leaders.<\/span><\/p>\n<h3>Clear boundaries<\/h3>\n<p><span style=\"font-weight: 400;\">Angeline Robertson, lead researcher of Stand Research Group, <\/span><span style=\"font-weight: 400;\">said efforts to restrict fossil fuels should cover the wider Amazonia area \u201c<\/span><span style=\"font-weight: 400;\">to avoid confusion or allow banks to define the exclusion zone themselves. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">This was an issue with Arctic exclusions, where banks used <\/span><a href=\"http:\/\/www.bos-cbscsr.dk\/2022\/02\/15\/arctic-drilling-three-problems-with-investment-exclusions\/\"><span style=\"font-weight: 400;\">different boundaries<\/span><\/a><span style=\"font-weight: 400;\"> in their policies.\u201d \u00a0Standard Chartered\u2019s and BNP Paribas\u2019 exclusions, for example, cover the &#8216;Amazon&#8217; or &#8216;Amazon Basin&#8217;, while Soci\u00e9t\u00e9 G\u00e9n\u00e9rale and Intesa Sanpaolo&#8217;s policies include only the Amazon regions of Ecuador and Peru.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zugman said both governments and financial institutions had a big role to play in protecting the region. \u201cGovernments need to step up first. And banks&#8230; should be there by their side to support these bold decisions and to help accelerate the just energy transition.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He added that banks could play an important role in the Amazon by supporting a just energy transition. \u201cEnergy access is still a big deal in the Amazon and banks could, in consultation with communities, be helping them have clean access to energy instead of investing in businesses that are going to destroy their lands.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zugman said the <\/span><span style=\"font-weight: 400;\">Bel\u00e9m <\/span><span style=\"font-weight: 400;\">summit was vital because it would inform about protection of the Amazon at <\/span><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/13\/cop28-presidency-brutally-honest\/\"><span style=\"font-weight: 400;\">Cop28 in December<\/span><\/a><span style=\"font-weight: 400;\"> as well as the next G20 meeting which Brazil is due to host. \u201cWe\u2019re really pushing together for this moment.\u201d\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"An upcoming
