But Gakpo is now struggling to make ends meet.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Once the poster child economy for West Africa, Ghana is suffering from its worst economic crisis in a generation. The debt-laden nation is gripped by soaring inflation and a depreciating currency that has pushed it to default on some of its debt payments.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The energy sector has been a <\/span><a href=\"https:\/\/mofep.gov.gh\/sites\/default\/files\/reports\/economic\/2021-Annual-Public-Debt-Report.pdf\"><span data-contrast=\"none\">major contributor<\/span><\/a><span data-contrast=\"none\"> to the country\u2019s financial woes. A lack of planning and unfavourable fossil fuel contracts have previously locked Ghana into paying for gas power far in excess of what it could use, pushing the sector into spiralling debt.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Electricity tariffs have increased <\/span><a href=\"https:\/\/www.purc.com.gh\/categ\/tariffs\/subcategories\/tariff-decision-papers\"><span data-contrast=\"none\">around 50%<\/span><\/a><span data-contrast=\"none\"> for small businesses and households since September alone. Gakpo says his electricity bill has doubled in a year. (Photo: Emmanuel Ameyaw)<\/p><\/div>\n<p><span data-contrast=\"none\">Yet opposition lawmakers, energy analysts and local NGOs have warned that Ghana\u2019s plans to import liquified natural gas (LNG) under a 17-year agreement with oil giant Shell could make things worse.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The agreement, they say, risks pushing electricity prices even higher, perpetuate a cycle of fossil-fuel related debt and leave little space for renewable energy.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Until 2020, the UK, Germany and the African Development Bank indirectly channelled development funds for a new LNG terminal in the country.\u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The project is part of a <\/span><a href=\"https:\/\/globalenergymonitor.org\/wp-content\/uploads\/2022\/11\/GEM-Scramble-for-Africas-Gas.pdf\"><span data-contrast=\"none\">$245 billion<\/span><\/a><span data-contrast=\"none\"> expansion of gas infrastructure in Africa, according to <\/span><a href=\"https:\/\/globalenergymonitor.org\/wp-content\/uploads\/2022\/11\/GEM-Scramble-for-Africas-Gas.pdf\"><span data-contrast=\"none\">Global Energy Monitor<\/span><\/a><span data-contrast=\"none\">. But it is among the first to allow commercial LNG imports to a Sub-Saharan African nation.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/07\/03\/mozambique-aluminium-cbam-carbon-border-tax\/\">Threat of EU carbon tax prompts dubious \u201cgreen aluminium\u201d claims in Mozambique<\/a><\/p><\/blockquote>\n<h3><strong>A gamble for economic development \u00a0<\/strong><\/h3>\n<p><span data-contrast=\"none\">Ghana is <\/span><a href=\"https:\/\/www.energymin.gov.gh\/sites\/default\/files\/2022-11\/National%20Energy%20Transition%20Framework%20Abridged%20Version.pdf\"><span data-contrast=\"none\">heavily relying<\/span><\/a><span data-contrast=\"none\"> on gas to meet its growing power needs. Gas generates half of its electricity, while <\/span><a href=\"https:\/\/ember-climate.org\/data\/data-tools\/data-explorer\/\"><span data-contrast=\"none\">less than 1% comes from solar<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The government <\/span><a href=\"https:\/\/presidency.gov.gh\/index.php\/briefing-room\/news-style-2\/808-agreement-for-construction-of-tema-lng-terminal-project-signed\"><span data-contrast=\"none\">argues<\/span><\/a><span data-contrast=\"none\"> importing LNG will shore up Ghana\u2019s energy security as electricity demand is <\/span><a href=\"https:\/\/gridcogh.com\/wp-content\/uploads\/2022\/07\/2022-Electricity_Supply_Plan-1.pdf\"><span data-contrast=\"none\">projected<\/span><\/a><span data-contrast=\"none\"> to double between 2022 and the early 2030s.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Proponents say gas power will need to meet virtually all of this added demand, arguing that domestic gas production is reaching capacity and imports from Nigeria are unreliable.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">LNG, they say, will help power the country\u2019s industrial development, displace dirtier and more expensive heavy fuel oil and support the roll out of intermittent renewable energy.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">This is tied to the construction of a $400 million LNG terminal in the port of Tema. The project aims to turn Ghana into a hub for providing LNG to the West African market.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><iframe id=\"datawrapper-chart-BtZ2c\" style=\"width: 0; min-width: 100% !important; border: none;\" title=\"Ghana's public debt as a percentage of GDP \" src=\"https:\/\/datawrapper.dwcdn.net\/BtZ2c\/1\/\" height=\"282\" frameborder=\"0\" scrolling=\"no\" aria-label=\"Stacked Bars\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script><\/p>\n<p><span data-contrast=\"none\">But critics have <\/span><a href=\"https:\/\/storage.googleapis.com\/stateless-acep-africa\/2022\/11\/Tema-LNG-Import-Terminal-Case-Study.pdf\"><span data-contrast=\"none\">denounced<\/span><\/a><span data-contrast=\"none\"> the LNG terminal as an example of how mismanaged gas and power investments are financially crippling the country and failing to deliver reliable and affordable energy.<\/span><span data-contrast=\"none\"> They have urged the government to\u202f<\/span><a href=\"https:\/\/storage.googleapis.com\/stateless-acep-africa\/2022\/11\/Tema-LNG-Import-Terminal-Case-Study.pdf\"><span data-contrast=\"none\">suspend<\/span><\/a><span data-contrast=\"none\">\u202fthe project.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Analysts agree that additional gas supplies could be needed in future. Independent power producers have <\/span><a href=\"https:\/\/www.reuters.com\/world\/africa\/ghana-power-producers-call-off-shutdown-after-interim-deal-reached-2023-07-01\/\"><span data-contrast=\"none\">threatened<\/span><\/a><span data-contrast=\"none\"> to shut down their plants if the government doesn\u2019t find a way to pay\u00a0 $1.7billion in outstanding debt it owes.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">At the same time, the country isn\u2019t using all its own resources. The government has allowed British oil company Tullow to flare gas from its TEN and Jubilee oil fields because it is unable to process the gas.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Flaring is a wasteful practice that releases climate-heating carbon dioxide and methane into the atmosphere and is <\/span><a href=\"https:\/\/www.mdpi.com\/2073-4433\/13\/3\/385\/htm\"><span data-contrast=\"none\">harmful to human health<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Analysis of <\/span><a href=\"https:\/\/www.petrocom.gov.gh\/archive\/\"><span data-contrast=\"none\">government data<\/span><\/a><span data-contrast=\"none\"> shows that between 2019 and 2022, Tullow flared or re-injected into its oil fields 325 billion cubic feet of gas \u2013 worth close to $400m, according to the <\/span><a href=\"https:\/\/www.facebook.com\/watch\/live\/?ref=watch_permalink&amp;v=901309570978749\"><span data-contrast=\"none\">Africa Centre for Energy Policy<\/span><\/a><span data-contrast=\"none\"> (Acep).<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2023\/06\/29\/norway-fossil-fuels-oil-gas-fields\/\">Norway approves oil and gas fields despite Cop fossil phase-out push<\/a><\/p><\/blockquote>\n<p><span data-contrast=\"none\">In 2022 alone, Tullow flared or re-injected two and half times more gas than what Ghana could receive in LNG in the first year of the deal.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u201cWith the amount of gas that we are flaring we could meet a lot of demand for power generation if we are able to create new processing capacity,\" Charles Ofori, climate policy lead at Acep, told Climate Home.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The company, which has committed to end routine flaring by 2025, says it is committed to agree a long-term <\/span><a href=\"https:\/\/www.tullowoil.com\/application\/files\/4716\/7964\/2261\/Tullow_Oil_plc_Annual_Report_and_Accounts_2022.pdf\"><span data-contrast=\"none\">gas sales deal<\/span><\/a><span data-contrast=\"none\"> with the Ghanaian government.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><iframe id=\"datawrapper-chart-cTtSs\" style=\"width: 0; (Photo: IMF Photo\/Andrew Caballero-Reynolds)<\/p><\/div>\n<h3><strong>Take-or-pay contracts: Ghana\u2019s curse <\/strong><\/h3>\n<p><span data-contrast=\"none\">Former minister Jinapor is familiar with the consequences of excessive gas contracts.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In response to a period of power shortages in 2012-2016, known as \u201c<\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-34336319\"><span data-contrast=\"none\">dumsor<\/span><\/a><span data-contrast=\"none\">\u201d \u2013 literally \u201coff -on\u201d \u2013 his party, then in power, signed dozens of emergency \u201ctake-or-pay\u201d power agreements with support from development finance institutions.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">From a severe undersupply crisis, Ghana soon experienced the opposite problem: it became contracted to purchase gas and power beyond what it could use. \u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The IMF <\/span><a href=\"https:\/\/www.imf.org\/en\/Publications\/CR\/Issues\/2023\/05\/17\/Ghana-Request-for-an-Arrangement-Under-the-Extended-Credit-Facility-Press-Release-Staff-533541\"><span data-contrast=\"none\">estimates<\/span><\/a><span data-contrast=\"none\"> that the take-or-pay contracts and inadequate power tariffs cost the country 2% of its GDP annually since 2019. At the end of 2020, a former energy official <\/span><a href=\"https:\/\/thebftonline.com\/2020\/11\/27\/excess-power-unutilised-gas-cost-us1-2bn-yearly\/\"><span data-contrast=\"none\">revealed<\/span><\/a><span data-contrast=\"none\"> excess power and unutilised gas were costing Ghana $1.2bn a year.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Among the reasons for this bloating bill was an <\/span><a href=\"https:\/\/www.graphic.com.gh\/news\/politics\/renegotiate-gnpc-and-eni-vitol-deal-minority.html\"><span data-contrast=\"none\">unfavourable<\/span><\/a><span data-contrast=\"none\"> \u201ctake-or-pay\u201d agreement with oil company Eni to buy <\/span><a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/173561467986250592\/pdf\/96554-PAD-P152670-R2015-0143-1-IDA-R2015-0200-1-Box391499B-OUO-9.pdf\"><span data-contrast=\"none\">90% of gas produced<\/span><\/a><span data-contrast=\"none\"> from its deepwater Sankofa field off Ghana\u2019s western coast at a high price. It was backed by $1.2bn in World Bank Group guarantees and debt financing.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">But a lack of infrastructure meant Ghana was unable to use all the gas it purchased despite paying hundreds of millions of dollars annually for it. A spokesperson told Climate Home the Sankofa development has been \u201ckey to providing energy security to Ghana\u201d.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">While there are no formal discussion to restructure the deal, the World Bank is considering <\/span><a href=\"https:\/\/projects.worldbank.org\/en\/projects-operations\/project-detail\/P173258\"><span data-contrast=\"none\">another $300m loan<\/span><\/a><span data-contrast=\"none\"> to help Ghana clear its power sector arrears.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Tess Woolfenden, senior policy officer at Debt Justice, told Climate Home the proposed loan \u201cexemplifies that Ghana is in a lose-lose situation with these take-or-pay contracts,\u201d describing \u201ca very toxic cycle\u201d of fossil fuel investments that exacerbate debt.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Omar Elmawi, of the \u2018Don\u2019t Gas Africa\u2019 campaign, urged African countries to stay away from \u201cexpensive and inflexible take-or-pay gas contracts\u201d and prioritise renewable energy.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h3><strong>Impact on the energy transition<\/strong><\/h3>\n<p><span data-contrast=\"none\">The fallout of Ghana\u2019s energy sector debt has diverted investments away from sustainable development and <\/span><a href=\"https:\/\/www.abrabrand.com\/wp-content\/uploads\/2020\/08\/UKAID_Bloomberg-NEF-2020-02-06-sub-saharan-africa-market-outlook-2020.pdf\"><span data-contrast=\"none\">left little room<\/span><\/a><span data-contrast=\"none\"> for the deployment of renewable energy. \u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In its <\/span><a href=\"https:\/\/mofep.gov.gh\/sites\/default\/files\/budget-statements\/2023-Budget-Statement_v4.pdf\"><span data-contrast=\"none\">2023 budget<\/span><\/a><span data-contrast=\"none\">, the government has planned to spend <\/span><a href=\"https:\/\/acep.africa\/works\/breaking-the-cycle-of-imf-support\/\"><span data-contrast=\"none\">three times more<\/span><\/a><span data-contrast=\"none\"> to offset the energy sector shortfalls than on investments in the agriculture, fisheries, roads, education, gender, social protection and health sectors combined.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">To address the power oversupply issue, the government suspended licences for grid-connected solar and wind projects. The six-year-old ban was only lifted in April.
