{"id":48241,"date":"2023-03-21T10:30:38","date_gmt":"2023-03-21T10:30:38","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=48241"},"modified":"2023-03-21T11:11:10","modified_gmt":"2023-03-21T11:11:10","slug":"the-ipccs-climate-scientists-have-done-their-job-now-we-must-do-ours","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2023\/03\/21\/the-ipccs-climate-scientists-have-done-their-job-now-we-must-do-ours\/","title":{"rendered":"The IPCC&#8217;s climate scientists have done their job &#8211; now we must do ours"},"content":{"rendered":"<p><strong>Today\u2019s report from the IPCC&#8217;s climate scientists is attracting headlines for <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/mar\/20\/ipcc-climate-crisis-report-delivers-final-warning-on-15c\" target=\"_blank\" rel=\"noopener\">issuing<\/a> what&#8217;s been called a \u2018final warning\u2019 on action on climate change and <a href=\"https:\/\/www.abc.net.au\/news\/2023-03-21\/ipcc-report-how-to-keep-global-warming-below-1-5-degrees\/102112836\" target=\"_blank\" rel=\"noopener\">a \u201cclarion call\u201d<\/a> to massively fast-track climate efforts across every timeframe and country. Buried within it is some crucial guidance for what this means in practice.<\/strong><\/p>\n<p>The report states that \u201cattention to equity and broad and meaningful participation\u201d can build \u201csocial trust\u201d and so \u201cdeepen and widen support for transformative changes.\u201d<\/p>\n<p>To put that in non-IPCC language; in climate policy, people matter. The kind of radical social changes supported &#8211; demanded &#8211; by this report simply won\u2019t happen without the consent and participation of citizens around the world.<\/p>\n<p>But reports, however brilliant, however terrifying, don\u2019t inspire action. That falls to us, as citizens, led by our governments around the world.<\/p>\n<p>For many years, this critical part of the climate change response has been strangely <a href=\"https:\/\/climateoutreach.org\/about-us\/theory-of-change\/\" target=\"_blank\" rel=\"noopener\">ignored<\/a>. Socially marginalised and economically vulnerable citizens, and those who are more impacted by changing temperatures, <a href=\"https:\/\/climateoutreach.org\/just-energy-transition-feta\/\" target=\"_blank\" rel=\"noopener\">remain excluded<\/a> from the conversation.<\/p>\n<blockquote><p><a href=\"https:\/\/climatechangenews.com\/2023\/03\/20\/un-tells-governments-to-fast-forward-net-zero-targets\/\" target=\"_blank\" rel=\"noopener\"><strong>UN tells<\/strong> governments to \u2018fast forward\u2019 net zero targets<\/a><\/p><\/blockquote>\n<p>Rebellions against climate policies emerge as a result. Governments pay lip-service to the idea of communicating with and engaging citizens. But as the Committee on Climate Change <a href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\" target=\"_blank\" rel=\"noopener\">has recognised<\/a> in the UK, there\u2019s rarely a plan for how to do it.<\/p>\n<p>Governments around the world actually have a formal duty &#8211; <a href=\"https:\/\/unfccc.int\/topics\/education-and-outreach\/workstreams\/education-and-training#:~:text=Article%206%20of%20the%20Convention,meet%20the%20climate%20change%20challenge.\" target=\"_blank\" rel=\"noopener\">embedded<\/a> in article 6 of the UNFCCC &#8211; to educate their citizens on climate change, involve them in policymaking and ensure they have all the necessary information.<\/p>\n<p>The UNFCCC\u2019s Action for Climate Empowerment (ACE) is made up of six elements: education, training, public awareness, public participation, public access to information and international cooperation. These six principles are all core to public engagement, and most importantly to holding governments accountable.<\/p>\n<p>States are <a href=\"https:\/\/climateoutreach.org\/reports\/ace-legal-obligation\/\" target=\"_blank\" rel=\"noopener\">legally obliged<\/a> to implement many of elements of ACE, but many are not aware of it yet. It is vital that we continue to make the case to them about the importance of public engagement if we are to avert climate breakdown.<\/p>\n<blockquote><p><a href=\"https:\/\/climatechangenews.com\/2023\/03\/20\/ipcc-highlights-rich-nations-failure-to-help-developing-world-adapt-to-climate-change\/\" target=\"_blank\" rel=\"noopener\"><strong>IPCC highlights<\/strong> rich nations\u2019 failure to help developing world adapt to climate change<\/a><\/p><\/blockquote>\n<p>Governments are important not just as policymakers, but educators. Today\u2019s report specifically flags the importance of \u201ceducation including capacity building, climate literacy, and information provided through climate services and community approaches\u201d to \u201cheighten risk perception and accelerate behavioural changes and planning\u201d.<\/p>\n<p>What does that mean in practice? Providing more and more frightening information about the coming impacts of climate change can just as <a href=\"https:\/\/www.nature.com\/articles\/s41558-017-0021-9\" target=\"_blank\" rel=\"noopener\">easily<\/a> be overwhelming and despair-inducing as helpful.<\/p>\n<p>So what we need instead are bold, positive campaigns that <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC4972420\/\" target=\"_blank\" rel=\"noopener\">support feelings<\/a> of \u2018efficacy\u2019 &#8211; giving people that feeling that it\u2019s possible to do something on climate change, and that that something has the potential to make a difference. This applies, for example, to campaigns around <a href=\"https:\/\/climateoutreach.org\/engaging-football-fans-case-study\/\" target=\"_blank\" rel=\"noopener\">getting football fans<\/a> talking about and pledging action on climate change, changing travel behaviours, or getting involved with Fridays for Future.<\/p>\n<p>Climate change communications shows that people take action when they see their values, identities and concerns reflected in the story being told, and are able to observe and hear about their peers taking action.<\/p>\n<blockquote><p><a href=\"https:\/\/climatechangenews.com\/2023\/03\/17\/indigenous-people-facing-violence-gcf-green-climate-fund-nicaragua\/\" target=\"_blank\" rel=\"noopener\"><strong>Green Climate Fund<\/strong> credibility hangs over response to violence in Nicaragua project<\/a><\/p><\/blockquote>\n<p>Citizens who are going to change their lives need to be supported to do so in communities of collective action, whether that\u2019s with communities in big cities boosting access to green spaces or social housing tenants <a href=\"https:\/\/www.northern-consortium.org.uk\/the-social-housing-tenants-climate-jury\/\" target=\"_blank\" rel=\"noopener\">leading the conversation<\/a> on housing retrofit.<\/p>\n<p>Achieving this isn\u2019t easy. At the government level, doing this right means bringing together social science, communication and policy experts alongside businesses and citizens involved in tackling climate change in their lives and communities. It means making public engagement a core function of government, and funding it properly. It means introducing climate policy that<a href=\"https:\/\/climateoutreach.org\/reports\/broadening-engagement-with-just-transition\/\" target=\"_blank\" rel=\"noopener\"> treats everyone as they should be treated<\/a>.<\/p>\n<p>It\u2019s a big challenge. But attitudes towards &#8211; and concern about &#8211; climate change is changing rapidly. Climate Outreach\u2019s research shows that people are hungry for change and <a href=\"https:\/\/climateoutreach.org\/youth-engagement-climate-justice\/\" target=\"_blank\" rel=\"noopener\">aware of the need<\/a> for profound social transformation, but in many cases desperately seeking support and information about how they can be involved. Turbo-charging public engagement means pushing at an open door.<\/p>\n<p>I&#8217;ll end with some more words from IPCC: \u201cClimate resilient development is advanced when actors work in equitable, just and inclusive ways to reconcile divergent interests, values and worldviews, toward equitable and just outcomes.\u201d<\/p>\n<p>Pulling people together to take action on climate change requires a true bottom up, listening, participatory approach to working with different people across societies. Achieving this isn\u2019t the job of the scientists. They\u2019ve done their job.
