India\u2019s lead negotiator, Vinod Matur, told <a href=\"https:\/\/carboncopy.info\/dual-dilemma-agriculture-in-india-suffering-from-and-contributing-to-biodiversity-loss\/\"><span data-contrast=\"none\">Carbon Copy<\/span><\/a><span data-contrast=\"auto\"> the country\u2019s farmers \u201cwho are poor and disadvantaged need both social and economic support\u201d. Japan <a href=\"https:\/\/www.carbonbrief.org\/cop15-key-outcomes-for-nature-loss-and-climate-change-from-un-talks-in-nairobi\/\">pushed<\/a> to remove references to agricultural and fishing subsidies in the lead up to the negotiations.<\/span><\/p>\n<p><span data-contrast=\"auto\">Argentina, one of the world\u2019s largest meat producers, supported the elimination of harmful subsidies but questioned the world\u2019s capacity to actually redirect them, considering it a form of \u201ccreative accounting\u201d to justify current subsidies.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">One Latin American negotiator, who wished to remain anonymous criticised the EU&#8217;s position. \u201cWe think the situation is concerning. We think the lack of flexibility of some developed countries is particularly worrying,\u201d they said.<\/span><\/p>\n<h3>Sweating the small stuff<\/h3>\n<p><span data-contrast=\"auto\">It is a key battleground this week when the issue is formally discussed in plenary negotiations, said Costa Rica&#8217;s lead negotiator Eugenia Arguedas. Costa Rica is chairing a coalition to protect 30% of the planet\u2019s land and water ecosystems by 2030.<\/span><\/p>\n<p>Li Lin, senior director of policy and advocacy at WWF, added that countries focused on &#8220;minutiae&#8221; during the first week of talks, leaving the &#8220;big-ticket items&#8221; to the second week. &#8220;<span id=\"x_gmail-docs-internal-guid-58e26ad6-7fff-8ed3-4c09-f8876a511fd6\">They have left themselves a lot to do in the next few days,&#8221; he said.<\/span><\/p>\n<p><span data-contrast=\"auto\">Almost 200 countries have gathered in Montreal to negotiate the world\u2019s strategy to reverse biodiversity loss and protect the globe\u2019s frail remaining ecosystems, which are key to stopping climate change.<\/span><\/p>\n<p><span data-contrast=\"auto\">A recent <\/span><a href=\"https:\/\/ipbes.net\/news\/Media-Release-Global-Assessment\"><span data-contrast=\"none\">UN scientific report<\/span><\/a><span data-contrast=\"auto\"> warned that at least a million species are threatened with extinction, an \u201cunprecedented\u201d decline in all of human history. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/12122269\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<p>Opening the talks, UN secretary general Antonio Guterres said that divesting harmful subsidies is one of the key outcomes expected.<\/p>\n<p>&#8220;[We need a deal] that addresses the root causes of this destruction \u2014 harmful subsidies, misdirected investment, unsustainable food systems, and wider patterns of consumption and production,&#8221; Guterres said.<\/p>\n<p>Observers agreed that this will be one of the main clashing points, as it has been during the previous negotiations leading up to the Montreal summit. But the head of IUCN&#8217;s forests and land team Carole Saint-Laurent said these redirected subsidies could be a fresh source of resources.<\/p>\n<p>&#8220;We see tremendous potential in redirecting harmful subsidies to investments in restoration of ecosystems,&#8221; said Saint-Laurent, who added this could become a &#8220;win-win&#8221; for all countries.<\/p>\n<h3>Overfishing breakthrough<\/h3>\n<p>Countries made some progress in June, when the World Trade Organization (WTO) reached an <a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_BRI(2021)698842#:~:text=Negotiations%20stalled%20in%202011%2C%20but,held%20on%2017%20June%202022.\">agreement<\/a> to ban certain kinds of unsustainable fishing subsidies, an issue that had stalled since 2011.<\/p>\n<p>For the first time, countries agreed to ban subsidies for unregulated fisheries, fisheries targeting overfished stocks and fisheries in the &#8220;unregulated&#8221; high seas. Now, two thirds of WTO member states need to formally accept the agreement and start implementing it.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/05\/world-leaders-not-invited-to-attend-critical-un-biodiversity-summit\/\"><strong>World leaders<\/strong> not invited to attend critical UN biodiversity summit<\/a><\/p><\/blockquote>\n<p>But after almost two years of online and in-person negotiations and with only a week left to reach a successful outcome, observers have also <a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/22\/un-nature-pact-nears-its-copenhagen-or-paris-moment\/\">warned<\/a> of the risk of not reaching an agreement in Montreal.<\/p>\n<p>Campaigners have also called out delegates on the slow progress in other topics, such as a mechanism to monitor each country&#8217;s actions to meet the targets.<\/p>\n<p>&#8220;Negotiators look to be taking a hatchet to the ratchet here in Montreal. We are sleepwalking into repeating the mistakes we made in Aichi [where the last deal was struck in 2010]. We are at risk of having vague commitments with no substance,&#8221; said Guido Broekhoven, Head of Policy Research and Development at
