{"id":47736,"date":"2022-12-09T11:19:29","date_gmt":"2022-12-09T11:19:29","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=47736"},"modified":"2022-12-09T11:19:29","modified_gmt":"2022-12-09T11:19:29","slug":"germany-considers-e1bn-in-support-for-10-fossil-fuel-projects-overseas","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/12\/09\/germany-considers-e1bn-in-support-for-10-fossil-fuel-projects-overseas\/","title":{"rendered":"Germany considers \u20ac1 billion in support for 10 fossil fuel projects overseas"},"content":{"rendered":"<p><strong>Germany is considering support for at least 10 foreign fossil fuel projects worth over \u20ac1 billion ($1bn), despite its pledge to end international funding for coal, oil and gas. \u00a0<\/strong><\/p>\n<p>In <a href=\"https:\/\/dserver.bundestag.de\/btd\/20\/047\/2004776.pdf\" target=\"_blank\" rel=\"noopener\">response to a parliamentary question<\/a> from a left-wing German lawmaker, the state secretary at the ministry of economic affairs and climate action Udo Philipp said the government is considering 10 applications for export credit guarantees for fossil energy projects in Brazil, Iraq, Uzbekistan, the Dominican Republic and Cuba.<\/p>\n<p>A breakdown of the projects accompanying the response shows that \u20ac419 million ($442m) or around 40% of the funding, could go to a single project in Brazil. Three of the projects totalling \u20ac340m ($359m) are located in Iraq and four are in Cuba.<\/p>\n<p>Other fossil fuel projects could be under consideration by the German state-owned investment and development bank KfW. The bank does not disclose projects it hasn\u2019t decided to support.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/12\/08\/uk-coal-mine-approval-sparks-global-fury-and-hypocrisy-claims\/\" target=\"_blank\" rel=\"noopener\"><strong>UK<\/strong> coal mine approval sparks global fury and hypocrisy claims<\/a><\/p><\/blockquote>\n<p>Germany was among 16 countries to sign <a href=\"https:\/\/ukcop26.org\/statement-on-international-public-support-for-the-clean-energy-transition\/\" target=\"_blank\" rel=\"noopener\">a pledge<\/a> at Cop26 in Glasgow last year to end international funding for fossil fuel projects by the end of 2022.<\/p>\n<p>Ten have published policies showing how they will restrict funding to coal, oil and gas. But Germany has not adopted a policy because of <a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/04\/european-nations-delay-fossil-fuel-finance-ban-blaming-energy-crisis\/\" target=\"_blank\" rel=\"noopener\">internal divisions<\/a> over exemptions for gas.<\/p>\n<p>Victor Perli is the German lawmaker of the leftist Die Linke party who asked the parliamentary question. He <a href=\"https:\/\/twitter.com\/victorperli\/status\/1598986293324943360\" target=\"_blank\" rel=\"noopener\">accused<\/a> the federal government of \u201cbreaking promises to end funding for fossil fuel projects\u201d and called for checks to be made on each of the 10 projects.<\/p>\n<h3>Gas loopholes<\/h3>\n<p>The government stopped short of providing details about each of the projects. But some information is already in the public domain.<\/p>\n<p>In October, the German government said it was considering supporting the construction of <a href=\"https:\/\/www.agaportal.de\/exportkreditgarantien\/praxis\/projektinformationen#node_d6e7e8fc-8e47-47cf-a4c7-86e4944065a1\" target=\"_blank\" rel=\"noopener\">a 1.6 GW gas power plant<\/a> near the city of Termez in Uzbekistan. The Asian Infrastructure Investment Bank (AIIB) is also <a href=\"https:\/\/www.aiib.org\/en\/projects\/details\/2022\/proposed\/Uzbekistan-Surkhandarya-1560MW-CCGT-Power-Plant.html\" target=\"_blank\" rel=\"noopener\">considering support<\/a>.<\/p>\n<p>The government said it was considering an application for \u20ac192m ($203m) in support for a project in Uzbekistan.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/12\/06\/uae-plans-to-have-it-both-ways-as-cop28-climate-summit-host\/\" target=\"_blank\" rel=\"noopener\"><strong>UAE<\/strong> plans to have it both ways as Cop28 climate summit host<\/a><\/p><\/blockquote>\n<p>Germany\u2019s <a href=\"https:\/\/www.agaportal.de\/news\/beitraege\/ar312\">existing export credit policy<\/a> bans support for the construction of new coal-fired power plants and the expansion of existing ones. The only other restrictions are to do with gas flaring in oil production.<\/p>\n<p>The <a href=\"https:\/\/ukcop26.org\/statement-on-international-public-support-for-the-clean-energy-transition\/\" target=\"_blank\" rel=\"noopener\">pledge<\/a> to end international finance for fossil fuel allows exceptions in &#8220;limited and clearly defined circumstances that are consistent with a 1.5C warming limit&#8221;. The International Energy Agency <a href=\"https:\/\/www.climatechangenews.com\/2021\/05\/18\/iea-end-fossil-fuel-expansion-now-net-zero-energy-emissions-2050\/\" target=\"_blank\" rel=\"noopener\">warned<\/a> last year that investment in new coal, oil and gas production was incompatible with limiting global warming to 1.5C.<\/p>\n<p>But at the G7 summit this year, Germany <a href=\"https:\/\/www.climatechangenews.com\/2022\/06\/28\/germany-italy-push-g7-into-watering-down-pledge-to-end-overseas-gas-finance\/\" target=\"_blank\" rel=\"noopener\">pushed<\/a> so that exceptions would include temporary gas investments to address the energy crisis.<\/p>\n<p>\u201c[Chancellor Olaf] Scholz has an opportunity to shift billions away from fossil fuels into clean energy,&#8221; Adam McGibbon, public finance strategist at Oil Change International, told Climate Home News. &#8220;He should take this opportunity and not perpetuate a dirty, polluting, insecure fossil fuel energy system. It\u2019s hard to see how Scholz can claim to be a climate chancellor if he fails this very minor test,\u201d said McGibbon.<\/p>\n<blockquote>\n<div class=\"clear\">\n<p><label for=\"mce-EMAIL\">Want climate news in your inbox? Sign up for free to get our weekly newsletter and occasional extra bulletins<\/label><input id=\"mce-EMAIL\" class=\"email\" name=\"EMAIL\" required=\"\" type=\"email\" value=\"\" placeholder=\"your email address\" \/><\/p>\n<div style=\"position: absolute; left: -5000px;\" aria-hidden=\"true\"><input tabindex=\"-1\" name=\"b_6316d25f7b68919349e54a251_bf939f9418\" type=\"text\" value=\"\" \/><\/div>\n<div class=\"clear\"><input id=\"mc-embedded-subscribe\" class=\"button\" name=\"subscribe\" type=\"submit\" value=\"Subscribe to Climate Weekly\" \/><\/div>\n<\/div>\n<\/blockquote>\n<p>The pipeline of fossil fuel projects is awkward for the German government.<\/p>\n<h3>Internal divisions<\/h3>\n<p>At Cop27 last month, foreign minister Annalena Baerbock was among those accusing oil producers of \u201c<a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/24\/late-night-fossil-fuel-fight-leaves-bitter-taste-after-cop27\/\">stonewalling<\/a>\u201d a push by an alliance of 80 countries to expand a call to phase down coal to all fossil fuels. But at home, Germany took a different stance.<\/p>\n<p>Since Cop27 ended, Germany signed <a href=\"https:\/\/www.theguardian.com\/world\/2022\/nov\/29\/germany-agrees-15-year-liquid-gas-supply-deal-with-qatar#:~:text=German%20firms%20have%20signed%20a,deliveries%20will%20start%20from%202026.\">a 15-year deal<\/a> to buy two million tonnes of liquefied gas from Qatar starting in 2026.<\/p>\n<p>Last week, the Spiegel newspaper <a href=\"https:\/\/www.spiegel.de\/wissenschaft\/mensch\/gasimporte-aus-katar-und-senegal-fossile-deals-vor-und-hinter-den-kulissen-a-b7dc0885-401a-4f5e-b7af-6f73b4380019\">reported<\/a> that a delegation of companies involved in gas production in Senegal attended a two-day event in Berlin. Chancellor Scholz previously said he intended to &#8220;<a href=\"https:\/\/edition.cnn.com\/2022\/05\/23\/africa\/olaf-scholz-african-tour-intl\/index.html\" target=\"_blank\" rel=\"noopener\">intensively pursue&#8221;<\/a>\u00a0plans to help Senegal export its gas.<\/p>\n<p>The newspaper reports that state secretary J\u00f6rg Kukies, of the finance ministry, met with some of them. Scholz is from the centre-left Social Democratic Party and the finance minister is from the free-market liberal Free Democratic Party.<\/p>\n<p>Neither the foreign ministry nor the ministry of economic affairs and climate action knew about the meeting, according to the report. Both these ministries are led by the Green Party.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/12\/02\/brazil-set-to-scrap-gas-pipelines-and-power-plants\/\" target=\"_blank\" rel=\"noopener\"><strong>Brazil\u2019s<\/strong> incoming government set to scrap gas pipelines and power plants<\/a><\/p><\/blockquote>\n<p>Support for the Senegal\u2019s gas export could come from KfW\u2019s subsidiary Ipex Bank, which focuses on export financing.<\/p>\n<p>The KfW board is meeting next week, when it will discuss <a href=\"https:\/\/www.duh.de\/fileadmin\/user_upload\/download\/Pressemitteilungen\/Energie\/KfW_Sektorleitlinie_Stromerzeugung.pdf\">a proposal<\/a> to allow Germany to support oil and gas projects in countries with existing infrastructure for export to Europe to help supply Berlin with alternatives to Russian energy.<\/p>\n<p>Regine Richter, energy and finance campaigner at Urgewald, said: \u201cThe German government needs to understand that you can\u2019t say you favour climate protection and at the same time support massive fossil fuel projects. This must end if we are to stand a chance to stay within the 1.5C temperature limit.\u201d<\/p>\n<p>A spokeswoman for the economic affairs and climate action ministry told Climate Home the pledge made in Glasgow and reaffirmed at the G7 allows for exceptions &#8220;in particular for gas as a transition technology&#8221;. &#8220;The German government stands by this commitment and will implement the
