{"id":47710,"date":"2022-12-02T18:04:57","date_gmt":"2022-12-02T18:04:57","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=47710"},"modified":"2022-12-06T11:19:57","modified_gmt":"2022-12-06T11:19:57","slug":"brazil-set-to-scrap-gas-pipelines-and-power-plants","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/12\/02\/brazil-set-to-scrap-gas-pipelines-and-power-plants\/","title":{"rendered":"Brazil&#8217;s incoming government set to scrap gas pipelines and power plants"},"content":{"rendered":"<p><strong>The incoming Brazilian government is considering cancelling a network of gas power plants and pipelines planned by the current president Jair Bolsonaro, according to the likely new environment minister Marina Silva.<\/strong><\/p>\n<p>Last year, the Brazilian congress proposed building 8GW of gas power plants in Brazil&#8217;s north-east and a network of pipelines to supply them.<\/p>\n<p>In a legislative trick known as &#8220;jabuti&#8221; or &#8220;tortoise&#8221;, the congress successfully made this a condition of them supporting Bolsonaro&#8217;s privatisation of Brazilian utility Electrobras.<\/p>\n<p>The project was criticised for environmental and economic reasons. Campaigners <a href=\"https:\/\/jornaldebrasilia.com.br\/noticias\/politica-e-poder\/mp-da-eletrobras-pode-destravar-gasodutos-para-brasilia-e-sao-luis\/\" target=\"_blank\" rel=\"noopener\">said<\/a> that building the pipelines would cost taxpayers R$100bn ($20bn) and would only benefit a businessman called Carlos Suarez whose company would carry out the project.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"pt\">A revers\u00e3o da contrata\u00e7\u00e3o de usinas termel\u00e9tricas e a constru\u00e7\u00e3o de gasodutos que v\u00e3o ser benef\u00edcio direto para um empres\u00e1rio monopolista de distribui\u00e7\u00e3o de g\u00e1s em algumas regi\u00f5es do pa\u00eds \u00e9 uma ideia que est\u00e1 sendo pensada na equipe de transi\u00e7\u00e3o de governo. <a href=\"https:\/\/t.co\/nYaUFuluvn\">pic.twitter.com\/nYaUFuluvn<\/a><\/p>\n<p>\u2014 Marina Silva (@MarinaSilva) <a href=\"https:\/\/twitter.com\/MarinaSilva\/status\/1597211334244171781?ref_src=twsrc%5Etfw\">November 28, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\nMarina Silva is likely to be made environment minister by newly elected president Lula Da Silva, who takes office on 1 January. Silva was his environment minister between 2003 and 2008 and travelled to Cop27 alongside him. Another former Lula environment minister Izabella Teixera told Climate Home that returning to government was &#8220;not in [her] plans&#8221;.<\/p>\n<p>On Monday, Silva <a href=\"https:\/\/twitter.com\/MarinaSilva\/status\/1597211334244171781\" target=\"_blank\" rel=\"noopener\">tweeted<\/a> that the plants and pipelines would benefit a gas monopoly entrepreneur and that cancelling them &#8220;is being considered by the government transition team&#8221;.<\/p>\n<p>She said the gas plants would cost around R4.3bn ($800m) a year to run and the thousands of kilometres of pipelines would cost another R100bn ($19bn). So the Lula administration would save R$117bn ($22bn) during its four-year term, she said.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/30\/vanuatu-publishes-draft-resolution-seeking-climate-justice-at-un-court\/\" target=\"_blank\" rel=\"noopener\"><strong>Vanuatu publishes<\/strong> draft resolution seeking climate justice at UN court<\/a><\/p><\/blockquote>\n<p>Most of Brazil&#8217;s electricity is produced by hydropower, giving it one of the cleanest electricity systems in the world. According to <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/14yBi7KPAen89r9ajRIfZbez__sPznMmp\/edit#gid=1496928523\" target=\"_blank\" rel=\"noopener\">Global Energy Monitor<\/a>, it has 14GW of gas power plants &#8211; so these 8GW of plants would almost double that.<\/p>\n<p>Claudio Angelo, a spokesperson for Climate Observatory, told Climate Home: &#8220;The fiscal situation is the single biggest challenge of the new government right now, so when the president sees a chance to save R117 billion, he will probably jump on it.&#8221;<\/p>\n<p>While Lula has promised to clamp down on deforestation in the Amazon and gradually reduce fossil fuel use, <a href=\"https:\/\/www.climatechangenews.com\/2022\/08\/18\/brazil-climate-election-forests-fossil-fuels-lula-bolsonaro\/\" target=\"_blank\" rel=\"noopener\">he says<\/a> he will support oil and gas production in Brazil. The state-owned oil company <a href=\"https:\/\/petrobras.com.br\/en_us\/fatos-e-dados\/novo-plano-estrategico-2023-2027-preve-investimentos-de-us-78-bilhoes-nos-proximos-cinco-anos.htm\" target=\"_blank\" rel=\"noopener\">plans to<\/a> explore 16 oil wells in Brazil&#8217;s north.<\/p>\n","protected":false},"excerpt":{"rendered":"Marina Silva, tipped as the next environment minister,
