{"id":47625,"date":"2022-11-20T05:59:29","date_gmt":"2022-11-20T05:59:29","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=47625"},"modified":"2022-12-02T09:47:52","modified_gmt":"2022-12-02T09:47:52","slug":"what-was-decided-at-cop27-climate-talks-in-sharm-el-sheikh","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/11\/20\/what-was-decided-at-cop27-climate-talks-in-sharm-el-sheikh\/","title":{"rendered":"What was decided at Cop27 climate talks in Sharm el-Sheikh?"},"content":{"rendered":"<p><strong>The Sharm el-Sheikh Implementation Plan was gavelled through at dawn on Sunday 20 November 2022, after a two-week climate summit went into overtime.<\/strong><\/p>\n<p>Procedurally, no big decisions were due to land at Cop27. But the convergence of multiple crises in 2022 &#8211; Russia&#8217;s war, global inflation, Covid&#8217;s long tail and of course climate disasters &#8211; raised the stakes of every increment.<\/p>\n<p>The biggest breakthrough came on support for climate victims. Developing countries got the loss and damage fund they fought for &#8211; on the proviso that the burden of paying into it does not all fall on rich governments. Who pays and who benefits is a battle for Cop28.<\/p>\n<p>There was little to stop polluters causing more damage, though. A proposal to phase out all fossil fuels, not just the coal power targeted at last year&#8217;s summit, <a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/20\/in-low-energy-finish-oil-and-gas-escape-censure-at-cop27\/\">went nowhere<\/a>. The Egyptian presidency openly struck <a href=\"https:\/\/egyptoil-gas.com\/news\/egypt-baker-hughes-discuss-cooperation-opportunities-at-cop27\/\" target=\"_blank\" rel=\"noopener\">gas<\/a> <a href=\"https:\/\/www.egypttoday.com\/Article\/3\/120623\/Egypt-inks-7-carbon-cutting-deals-with-global-companies-at\" target=\"_blank\" rel=\"noopener\">deals<\/a> on the sidelines.<\/p>\n<p>Here&#8217;s where the key issues landed.<\/p>\n<hr \/>\n<h3>Fossil fuels<\/h3>\n<p>At last year&#8217;s Cop26 in Glasgow, the presidency made a push to &#8220;keep 1.5 alive&#8221;, referring to the most ambitious temperature limit in the Paris Agreement. And it named coal as a problem for the first time, with countries agreeing to phase down its use.<\/p>\n<p>In Sharm el-Sheikh, coal-reliant India sought to turn the heat onto other fossil fuels. This was seized on by a broad coalition of more than 80 developed and vulnerable countries &#8211; but not by the Egyptian presidency.<\/p>\n<p><span data-ccp-props=\"{}\">Egypt never included fossil fuel phaseout language in the draft text. Indeed, it <a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/27\/cop27-host-egypt-plans-to-push-gas-as-the-perfect-solution\/\">promoted fossil gas<\/a> and struck deals on the sidelines. Behind closed doors, countries including Saudi Arabia and Russia made the argument that oil doesn&#8217;t cause climate change, emissions do.<\/span><\/p>\n<p><span data-contrast=\"auto\">The\u00a0<\/span><a href=\"https:\/\/unfccc.int\/documents\/621914\"><span data-contrast=\"none\">text<\/span><\/a><span data-contrast=\"auto\"> does promote renewables but also \u201clow-emission\u201d energy. This could be interpreted as gas, a fossil fuel which is less polluting when burned than coal, or fossil fuels with carbon capture and storage.<\/span><\/p>\n<p>It holds the Glasgow Pact line on 1.5C and coal, but doesn&#8217;t go beyond it. There is recognition that the 1.5C target <span data-contrast=\"auto\">\u201crequires rapid, deep and sustained reductions in global greenhouse gas emissions reducing global net greenhouse gas emissions by 43%\u00a0by 2030 relative to the 2019 level\u201d.<\/span><\/p>\n<hr \/>\n<h3>Loss and damage finance<\/h3>\n<p><span data-contrast=\"auto\">Three decades ago, small island states and poorer countries started calling for compensation for the damage climate change inflicts on their communities. While &#8220;compensation&#8221; became taboo, they finally got finance for &#8220;loss and damage&#8221; <\/span><span data-contrast=\"auto\">on the formal agenda at Cop27.<\/span><\/p>\n<p><span data-contrast=\"auto\">Wealthy nations, reluctant to put their hands in their pockets, offered up a \u201cmosaic of solutions\u201d like insurance and early warning systems. Developing countries were determined to get a dedicated new fund.<\/span><\/p>\n<p><span data-contrast=\"auto\">The EU blinked first. They <a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/16\/frans-timmermans-eu-is-open-to-loss-and-damage-fund\/\">announced<\/a> they would support a fund if the donor base was broadened, if it was targeted at the most vulnerable developing countries and if Cop27 also agreed strong action to reduce emissions.<\/span><\/p>\n<p><span data-contrast=\"auto\">These conditions were partly met and developing nations accepted the offer. The US and other rich countries got on board and <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cp2022_L18_cma2022_L20_adv.pdf\" target=\"_blank\" rel=\"noopener\">they all agreed<\/a> \u201cto establish a fund for responding to loss and damage\u201d.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A transitional committee will look into what funding is needed and where the money should come from. It will tackle the thorny issues of whether to expand the donor base to countries like China or Qatar and report to Cop28.<\/span><\/p>\n<p><span data-contrast=\"auto\">Some of the money is to come through &#8220;existing funding arrangements&#8221;, like development banks or debt relief. To limit global warming to 1.5C, emissions need to fall 45%.<\/span><\/p>\n<p><span data-contrast=\"auto\">To fix that, they agreed to set up a \u201cwork programme to urgently scale up mitigation ambition and implementation in this critical decade\u201d.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In Sharm el-Sheikh, nations debated how to structure this work programme.<\/span><\/p>\n<p><span data-contrast=\"auto\">Developed and vulnerable countries wanted the talks to be long, strong and specific. Emerging economies wanted them to be short, weak and broad.<\/span><\/p>\n<p><span data-contrast=\"auto\">The latter&#8217;s fingerprints are on <a href=\"https:\/\/unfccc.int\/documents\/624349\" target=\"_blank\" rel=\"noopener\">text<\/a> saying<\/span><span data-contrast=\"auto\"> the process should be \u201cnon-prescriptive, non-punitive, facilitative, respectful of national sovereignty and national circumstances\u201d and \u201cnot result in new targets or goals\u201d.<\/span><\/p>\n<p><span class=\"TextRun SCXW132079348 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW132079348 BCX0\">They<\/span><span class=\"NormalTextRun SCXW132079348 BCX0\"> former group wanted talks to continue until 2030, the latter until only 2023 or 2024. Since then, her &#8220;<\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/09\/23\/mia-mottley-builds-global-coalition-to-make-financial-system-fit-for-climate-action\/\"><span data-contrast=\"none\">Bridgetown agenda<\/span><\/a>&#8220;<span data-contrast=\"auto\"> has gathered momentum.<\/span><\/p>\n<p><span data-contrast=\"auto\">The proposed reforms to the international financial system are happening outside UN Climate Change. But unlocking much-needed climate finance is relevant to the process.<\/span><\/p>\n<p><span data-contrast=\"auto\">The International Energy Agency <\/span><a href=\"https:\/\/iea.blob.core.windows.net\/assets\/830fe099-5530-48f2-a7c1-11f35d510983\/WorldEnergyOutlook2022.pdf\"><span data-contrast=\"none\">estimates<\/span><\/a><span data-contrast=\"auto\"> that $4 trillion need to be invested in renewable energy every year by 2030 to reach net zero emissions by 2050. Developing countries alone need an <\/span><a href=\"https:\/\/unfccc.int\/topics\/climate-finance\/workstreams\/needs-report\"><span data-contrast=\"none\">estimated $5.6 trillion<\/span><\/a><span data-contrast=\"auto\"> to meet their 2030 goals. Increasing debt levels is making matters worse.<\/span><\/p>\n<p><span data-contrast=\"auto\">Countries agreed\u00a0that delivering such funding will require \u201c<\/span><span data-contrast=\"auto\">a transformation of the financial system and its structures\u201d.<\/span><\/p>\n<p><span data-contrast=\"auto\">They called on multilateral development banks (MDBs) and international financial institutions to scale up and simplify access to climate finance and ensure their activities contribute to \u201csignificantly increasing <\/span><span data-contrast=\"auto\">climate ambition\u201d. This <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/12\/us-germany-world-bank-reform-climate-finance\/\"><span data-contrast=\"none\">echoes recommendations<\/span><\/a><span data-contrast=\"auto\"> made by a G20 expert group on the issue<\/span><\/p>\n<p><span data-contrast=\"auto\">However, Mottley\u2019s flagship proposal to use IMF\u00a0relief, known as special drawing rights (SDRs), to fund carbon-cutting projects doesn&#8217;t feature in the text. In Sharm el-Sheikh, they filled in some details.<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/A6.4_CMA_decision_1.pdf\"><span data-contrast=\"none\">text<\/span><\/a><span data-contrast=\"auto\"> creates a two-tier carbon market, applying different rules depending on who buys the credits and for what purpose.<\/span><\/p>\n<p><span data-contrast=\"auto\">The Glasgow Pact banned double counting: if one country buys an emission credit from another to use towards its target, the host country needs to make an accounting adjustment. This also applies to international compliance markets such as aviation\u2019s trading scheme Corsia.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In the new second-tier market, carbon credits are called \u201cmitigation contributions\u201d. A company can buy a credit from another country and the host does not need to tweak its emissions inventory.<\/span><\/p>\n<p><span data-contrast=\"auto\">While the name suggests the buyer should not use these credits to offset their own emissions, there is nothing to stop them. Campaigners warn this opens the door <\/span><span data-contrast=\"auto\">to double claiming and <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/18\/greenwash-alert-as-cop27-draft-allows-double-claiming-of-carbon-credits\/\"><span data-contrast=\"none\">corporate greenwashing<\/span><\/a><span data-contrast=\"auto\"> of net zero pledges.<\/span><\/p>\n<p>A technical body <a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/13\/oil-and-gas-trade-show-promotes-carbon-capture-at-cop27\/\">made recommendations<\/a> on how to define &#8220;removals&#8221; &#8211; sucking carbon dioxide out of the air &#8211; for trading purposes. Many of the options involve untested or controversial processes and negotiators sent the recommendations back for further work.<\/p>\n<p><span data-contrast=\"auto\">Regarding bilateral carbon trades between countries, the <\/span><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/A6.2_decision_1.pdf\"><span data-contrast=\"none\">text<\/span><\/a><span data-contrast=\"auto\"> allows governments to designate any information about the exchange as confidential.<\/span><\/p>\n<p><span data-contrast=\"auto\">Experts have raised concerns this could allow shady deals to go unchecked and make accountability toothless.<\/span><\/p>\n<hr \/>\n<h3>Just energy transition<\/h3>\n<p><span data-contrast=\"auto\">The energy crisis has been the stark background for Cop27. It outlined long-awaited details of a $8.5bn deal with wealthy countries<\/span><\/p>\n<p><span data-contrast=\"auto\">On the sidelines of the G20 leaders\u2019 summit in Bali, rich countries announced a similar <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/15\/rich-nations-banks-pledge-20bn-for-indonesias-coal-to-clean-switch\/\"><span data-contrast=\"none\">$20bn deal with Indonesia<\/span><\/a><span data-contrast=\"auto\">. The funds include both public and private finance contributions. The definition of madness is doing the same thing over and over again and expecting different results.<\/p>\n<p>So perhaps it shouldn&#8217;t surprise that talks on a new collective climate finance goal for 2025 got off to a slow start. A decision is not due until 2024 and the Cop27 text is mostly procedural<span data-contrast=\"auto\">.<\/span><\/p>\n<p><span data-contrast=\"auto\">One developing country negotiator likened the process to growing grapes. Harvesting fruits too early doesn\u2019t make good wine, he said.<\/span><\/p>\n<p><span data-contrast=\"auto\">The <a href=\"https:\/\/unfccc.int\/documents\/624436\" target=\"_blank\" rel=\"noopener\">text<\/a> agreed in Sharm says the new goal will \u201ctake into account the needs and priorities of developing countries\u201d. <\/span><\/p>\n<p><span data-contrast=\"auto\">It is not just about quantity but quality. Contributors prefer to lend money for carbon-cutting projects, &#8220;mobilising&#8221; private finance where possible. Recipients want public grants, particularly for unprofitable, but essential, adaptation projects. Much of the debate will centre on sub-targets and accounting standards.<\/span><\/p>\n<p>Developed countries are pushing to expand the donor base when it comes to loss and damage funding. It&#8217;s only a matter of time before that flares up in<span data-contrast=\"auto\">\u00a0the broader finance talks.<\/span><\/p>\n<hr \/>\n<h3>Africa&#8217;s &#8216;special needs and circumstances&#8217;<\/h3>\n<p><span data-contrast=\"auto\">African nations had <\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/08\/african-union-urged-bring-political-clout-egypt-climate-talks\/\"><span data-contrast=\"none\">hoped<\/span><\/a><span data-contrast=\"auto\"> that the \u201cAfrica Cop\u201d would recognise its special needs and circumstances to tackle climate action. The status unlocks\u00a0priority access to international support and is enjoyed by the least developed countries (LDC), which includes 33 African nations, and small island developing states (SIDS).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But <\/span><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/AGN%2015.11.2022%20Draft%20Decision.pdf\"><span data-contrast=\"none\">a proposal<\/span><\/a><span data-contrast=\"auto\"> by the African Group of Negotiators was once again rejected. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A group of Latin American and Caribbean nations (Ailac) has repeatedly argued that expanding the special needs status to all African countries should allow them to claim it too.<\/span><span
