In the early hours this morning, the Egyptian presidency published a second,\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=e789db20e6&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"4\">20-page sketch<\/a>\u00a0of the &#8220;elements&#8221; a cover text might include.<\/strong><\/p>\n<p lang=\"ES-ES\">This is not a text that has been discussed by countries but elements reflecting what Egypt has\u00a0gathered from consultations with countries. Formal negotiations on the text are yet to start.<\/p>\n<p lang=\"ES-ES\">A proposal by India, which has been gathering steam among vulnerable countries and the EU,\u00a0to\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=6f58e3455d&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"5\">phase down all fossil fuels<\/a>\u00a0didn\u2019t make it in.<\/p>\n<p lang=\"ES-ES\">Instead, the document repeats what was agreed last year in Glasgow and reaffirmed by G20 leaders in Bali on Wednesday on coal power.<\/p>\n<p lang=\"ES-ES\">Under the heading\u00a0\u201curgency of action to keep 1.5C within reach\u201d, the document repeats the language of the Paris Agreement to \u201cpursue efforts\u201d to limit temperature rise to 1.5C.<\/p>\n<p lang=\"ES-ES\">Elsewhere, the text\u00a0\u201cnotes\u201d that climate impacts will be much lower at 1.5C, &#8220;requests&#8221; all countries to revisit and strengthen their 2030 climate plans in line with 1.5C, and \u201cemphasizes the need for immediate, deep, rapid\u201d emission cuts.<\/p>\n<p lang=\"EN-GB\">Borrowing from a recent statement of the Basic emerging economies, it proposes to\u00a0\u201cexpress deep regret that developed countries who have the most capabilities financially and technologically to lead in reducing their emissions continue to fall short in doing so\u201d.<\/p>\n<p lang=\"ES-ES\">It adds: \u201cDeveloped countries should attain net-negative carbon emissions by 2030.\u201d<\/p>\n<p lang=\"ES-ES\">Indian power minister Raj Kumar Singh has\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=c7da4d075f&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"6\">previously called<\/a>\u00a0on rich countries to\u00a0go beyond net zero emissions to\u00a0net negative by\u00a0sucking more carbon out of the atmosphere than they emit.<\/p>\n<p lang=\"ES-ES\">If Egypt wants to secure a successful outcome, it urgently needs to bring the discussion into negotiating rooms.<\/p>\n<hr \/>\n<h3 lang=\"ES-ES\"><strong>Latest stories<\/strong><\/h3>\n<ul>\n<li><a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=5c514c6504&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"7\">EU opens the door to a loss and damage facility \u2013 if China pays<\/a><\/li>\n<li><a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=e7b4a007bb&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"8\">Lula charms UN climate summit, bringing hope for rainforests<\/a><\/li>\n<li><a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=46586b434c&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"9\">Rich nations, banks pledge $20bn for Indonesia\u2019s coal-to-clean switch<\/a><\/li>\n<\/ul>\n<hr \/>\n<h3 class=\"x_null\" lang=\"EN-US\">Rich countries test G77 unity<\/h3>\n<p lang=\"EN-US\">With very limited appetite to allocate new funds for loss and damage, rich countries see the best prospects of support for climate victims outside the UN climate process.<\/p>\n<p>Reform of multilateral development banks and the International Monetary Fund could free up significant cash for the vulnerable. But that won&#8217;t happen in Sharm el-Sheikh, where the developing world wants to see more commitment.<\/p>\n<p>So the developed country tactic here is divide and conquer: drive a wedge between the poorest and smallest nations,\u00a0and big emerging economies.<\/p>\n<p>Island leader Gaston Browne last week expressed support for broadening the donor pool:\u00a0\u201cWe all know that India and China\u2026 are major polluters and the polluters must pay.\u201d Then G77 solidarity reasserted itself and he clarified that historic emissions had to be factored into the assessment.<\/p>\n<p>The EU has sent its strongest signal yet that it would consider setting up a new fund, as the G77 asks, with strings attached.<\/p>\n<p lang=\"EN-US\">\u201cWe are open for this facility, but under certain conditions,\u201d EU\u2019s climate chief Frans Timmermans told reporters squashed in a huddle outside the EU pavilion on Wednesday afternoon.<\/p>\n<p lang=\"EN-US\">\u201cChina is one of the biggest economies on the planet with a lot of financial strength. Why should they not be made co-responsible for funding loss and\u00a0damage?\u201d said Timmermans.<\/p>\n<p>And he wants to keep other options on the table, with a decision to be made next year.<\/p>\n<p lang=\"EN-US\">China\u00a0already contributes some voluntary climate finance to developing countries. (<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=4c8811f50b&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"10\">Photo: Kiara Worth\/UNFCCC<\/a>)<\/p>\n<hr \/>\n<h3 class=\"x_null\">Kenya joins keep-it-in-the-ground camp<\/h3>\n<p lang=\"EN-US\">For all the talk about phasing out oil and gas, only a handful of countries are committing to ban or wind down production. They\u2019re generally not ones that were drilling much (or at all) to start with.<\/p>\n<p lang=\"EN-US\">On Wednesday, Portugal and\u00a0Washington state joined the Beyond Oil and Gas Alliance (Boga). That brings the core membership to six national and four subnational governments (double counting Greenland as part of Denmark).<\/p>\n<p lang=\"EN-US\">But\u00a0founding member Costa Rica has\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=e18e14a523&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"11\">distanced itself<\/a>\u00a0from the initiative\u00a0and Sweden\u2019s backing is uncertain after\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=12753e84bf&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"12\">a lurch to the right<\/a>.<\/p>\n<p lang=\"EN-US\">Still, a Boga event on Wednesday was well attended, with campaigners cheering it on.<\/p>\n<p lang=\"EN-US\">Perhaps the most significant political signal came from Kenya becoming a \u201cfriend\u201d of Boga \u2013 the first African nation to do so. &#8220;We have proven [oil] deposits,\u201d said presidential climate advisor Ali Mohammed, \u201cbut the Kenyan government has taken a deliberate choice [not to exploit them].&#8221;<\/p>\n<p lang=\"EN-US\">Kenya\u2019s enthusiasm for renewables sets it apart from the likes of Senegal, Nigeria and Mozambique, which see gas as critical to their economic development.<\/p>\n<p lang=\"EN-US\">With money provided by the Sequoia foundation, Boga has launched a \u20ac10m seed fund to help developing countries\u00a0initiate their just transition beyond oil and gas production.<\/p>\n<p lang=\"EN-US\">After journalists asked where Costa Rica was and why no\u00a0big oil and gas producers are joining, the Danish moderator said \u201cthis is not a press conference\u201d and turned to civil society.<\/p>\n<p lang=\"EN-US\">A Stop Eacop activist didn\u2019t softball it, though, putting France on the spot over Total\u2019s controversial Uganda-Tanzania oil pipeline. Ambassador Stephane Crouzat promised\u00a0France would not provide export subsidies to the project.<\/p>\n<hr \/>\n<h3>In brief&#8230;<\/h3>\n<p lang=\"EN-US\"><strong>Climate the culprit<\/strong>\u00a0&#8211; Climate change made this year\u2019s flooding in Nigeria and neighbouring countries 80 times more likely,\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=3f1131f127&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"15\">according to the World Weather Attribution group<\/a>. The floods\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=d0ff161a1e&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"16\">killed more than 600 people<\/a>\u00a0and displaced 1.3 million between June and October.<\/p>\n<p lang=\"EN-US\"><strong>Data drought<\/strong>\u00a0\u2013 The same group of scientists\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=e0b7205530&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"17\">were unable<\/a>\u00a0to estimate the influence of climate change on last year\u2019s drought in central Sahel, which caused a food crisis this year, because of a lack of reliable data.<\/p>\n<p lang=\"EN-US\"><strong>Trump is\u00a0running<\/strong>\u00a0&#8211; Donald Trump has announced that he will run to be US president again. To win the Republican nomination, he\u2019s likely to compete with Florida governor Ron DeSantis.<\/p>\n<p lang=\"EN-US\"><strong>Forest sign-ups<\/strong>\u00a0&#8211; Vietnam and Fiji have joined the global forest and climate leadership partnership, a spokesperson for the UK government told Climate Home. They join around 30 countries representing a third of the world\u2019s forests in the US and Ghana-led partnership.<\/p>\n<p lang=\"EN-US\"><strong>Gender equality stalls<\/strong>\u00a0&#8211; Just a third of negotiators are female at Cop27, BBC analysis\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=891af2337d&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"18\">finds<\/a>. Carbon Brief\u00a0<a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=d8cbece361&amp;e=b91320d11f\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"19\">got a<\/a>\u00a0similar figure. Their analysis finds the percentage has trended upward for decades but has plateaued in the last few years.<\/p>\n<p lang=\"EN-US\"><strong>Fox in hen house<\/strong>\u00a0&#8211; The head of the Gas Exporting Countries Forum, Mohamed Hamel, has addressed the main conference hall at Cop27.
