At a<\/span>\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=eCnP5eqaeC4\"><span data-contrast=\"none\">press conference<\/span><\/a><span data-contrast=\"none\"> in August, prime minister Moustafa Madbouly said Egypt expected to export 15% of its gas production. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The main alternative fuel is mazut, a blend of heavy hydrocarbons that contains toxins like sulfides and heavy metals. It can be broken down to produce diesel.<\/span><\/p>\n<p><span data-contrast=\"none\">A whistleblower from the Egyptian Ministry of Electricity and Renewable Energy told Climate Home News mazut was previously being phased out due to its harmful health impacts.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/13\/oil-and-gas-trade-show-promotes-carbon-capture-at-cop27\/\"><strong>\u2018Oil and gas trade show\u2019<\/strong> promotes carbon capture at Cop27<\/a><\/p><\/blockquote>\n<p><span data-contrast=\"none\">Official data issued by the Egyptian Electricity and Consumer Protection Regulatory Agency shows the trend. In October 2022, the percentage of mazut consumption in power plants reached 20.95%, while the same month in 2021 it was 3.67%.<\/span><\/p>\n<p><span data-contrast=\"none\">\u201cThe use of mazut currently in stations instead of natural gas is in complete contradiction with the climate conference,\u201d said the whistleblower, speaking on condition of anonymity. &#8220;How do we talk about the climate and reducing pollution, and the percentage of diesel use increases every day?&#8221;<\/span><\/p>\n<h3>Plant closures<\/h3>\n<p>On Friday at Cop27 climate talks, Germany and the US <a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/11\/german-us-cash-aims-to-cut-egypts-gas-use-and-boost-exports\/\">announced support<\/a> for Egypt to close 12 &#8220;inefficient&#8221; gas plants with an installed capacity of 5GW. That will not automatically end the use of mazut, as Egypt has 28MW of installed capacity designed to run on mazut or gas.<\/p>\n<p>Asked about the fuel switch, Cop27 envoy Wael Aboulmagd told Climate Home: &#8220;In our [national climate plan] we have made commitments that we intend to move forward on in all aspects, adaptation but also on reduction of emissions&#8230;<\/p>\n<p>&#8220;As a developing country, we have the prerogative to continue to grow and for our emissions to continue to increase, but cognizant of the emergency.&#8221;<\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/11810297\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<p><span data-contrast=\"none\">Egypt seized the opportunity to increase gas exports to Europe. The country <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/27\/cop27-host-egypt-plans-to-push-gas-as-the-perfect-solution\/\"><span data-contrast=\"none\">promoted<\/span><\/a><span data-contrast=\"none\"> gas as a \u201cperfect solution\u201d ahead of hosting the UN climate talks in Sharm el-Sheikh and <\/span><a href=\"https:\/\/egyptoil-gas.com\/news\/egypt-baker-hughes-discuss-cooperation-opportunities-at-cop27\/\"><span data-contrast=\"none\">discussed gas<\/span><\/a><span data-contrast=\"none\"> deals on the sidelines of Cop27.<\/span><\/p>\n<p><span data-contrast=\"none\">Europe\u2019s dash for gas could lead to an oversupply of around five times the size of Russian gas imports by 2030, <\/span><span data-contrast=\"none\"><a href=\"https:\/\/climateactiontracker.org\/documents\/1094\/CAT_2022-11-10_GlobalUpdate_COP27.pdf\" target=\"_blank\" rel=\"noopener\">Climate Action Tracker estimates<\/a>. In September of 2021, the country got less than 1% of its electricity from burning mazut.<\/span><\/p>\n<p><span data-contrast=\"none\">\u201c<\/span><span data-contrast=\"none\">Three years ago, we held a meeting to improve the performance of electrical networks and stations, and the most negative point raised was that we still use [mazut],\u201d said the government source.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/11\/11\/un-cancels-african-energy-finance-initiative-over-fraudsters-role\/\"><strong>UN<\/strong> cancels African energy finance initiative over fraudster\u2019s role<\/a><\/p><\/blockquote>\n<p><span data-contrast=\"none\">The Egyptian Electricity Holding Company switched at least 20 power plants from mazut to gas. Gas is still a fossil fuel with a significant climate impact, but is less harmful to health when burned. After Russia invaded Ukraine, this progress went into reverse.<\/span><\/p>\n<p><span data-contrast=\"none\">\u201cWe were surprised that less than a year ago, the use of mazut increased by a large percentage, and it turned out that this is the country&#8217;s strategy to export gas to Europe,\u201d the source said.<\/span><\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/11810593\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<p><span data-contrast=\"none\">The power plants are not entirely converted to mazut, explained the source, but only partially. For example, in a 500 MW plant, \u201cyou may find that gas is used to generate 300 MW and mazut to generate 200 MW\u201d.<\/span><\/p>\n<p><span data-contrast=\"none\">The other element of Egypt&#8217;s gas export plan is rationing consumption. <\/span><span data-contrast=\"none\">Local advocacy group EgyptWatch <\/span><a href=\"https:\/\/egyptwatch.net\/2022\/08\/19\/expanding-the-use-of-mazut-in-egypt-ignores-the-climate-crisis\/\"><span data-contrast=\"none\">said<\/span><\/a> <span data-contrast=\"none\">that has involved reduced street lighting and a 25C minimum temperature on air conditioning in public venues.<\/span><\/p>\n<h3><b><span data-contrast=\"none\">\u201cHarmful in all respects\u201d<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">The switch back to mazut brings increased pollution. <\/span><span data-contrast=\"auto\">A 2013 <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11356-013-1670-5\">study<\/a> conducted by <\/span><span data-contrast=\"auto\">Assiut University<\/span><span data-contrast=\"auto\"> found the power plants belch out smoke and radioactive ash that settles on the ground.<\/span><\/p>\n<p>Another <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/17217025\/\">study<\/a> by the Ain Sharms University found that air pollution from mazut has <span data-contrast=\"auto\">\u201c<\/span>an adverse effect on the respiratory system and the liver<span data-contrast=\"auto\">\u201d<\/span>.<\/p>\n<p><span data-contrast=\"auto\">Mazut is \u201charmful in all respects,\u201d the whistleblower said. \u201cI<\/span><span data-contrast=\"auto\">t is polluting, uneconomical and damages machines and [power] stations.\u201d<\/span><\/p>\n<p><span data-contrast=\"auto\">Campaigners said Egypt\u2019s gas strategy was \u201cshortsighted\u201d, wasting an opportunity to lead on a faster deployment of renewables in Africa.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cIt\u2019s disappointing that Egypt has decided to prioritize Europeans\u2019 demands over the legitimate needs of its citizens that are still struggling to access clean and reliable energy,\u201d said Landry Ninteretse, Africa Team Lead at 350.org.<\/span><\/p>\n<p><em>The story was edited on November 16 to include a 2013
