Brazil, the region\u2019s biggest country, negotiates on its own. In other international talks, the region sticks together.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Community of Latin American and Caribbean States (Celac) \u2014 which excludes Brazil \u2014 issued a <\/span><a href=\"https:\/\/www.argentina.gob.ar\/sites\/default\/files\/2022\/11\/reunion_de_autoridades_de_cambio_climatico_-_documento_final_.docx_1.pdf\"><span data-contrast=\"none\">joint statement<\/span><\/a> <span data-contrast=\"auto\">at Cop27 calling for, among other things, the need for \u201ca greater mobilization of financial resources from developed countries\u201d, sovereign bonds and debt swaps.<\/span><\/p>\n<p><span data-contrast=\"auto\">The joint move at Cop27 is a sign of greater coordination among Latin American states, analysts told Climate Home News.<\/span><\/p>\n<p><span data-contrast=\"auto\">Latin America was the world\u2019s most indebted region in 2021, according to a <\/span><a href=\"https:\/\/repositorio.cepal.org\/bitstream\/handle\/11362\/47043\/3\/S2100379_es.pdf\"><span data-contrast=\"none\">UN report<\/span><\/a><span data-contrast=\"auto\">.<\/span><\/p>\n<p><span data-contrast=\"auto\">The International Monetary Fund <\/span><a href=\"https:\/\/www.imf.org\/es\/Blogs\/Articles\/2022\/10\/13\/latin-america-faces-a-third-shock-as-global-financial-conditions-tighten\"><span data-contrast=\"none\">warned<\/span><\/a><span data-contrast=\"auto\"> that, after the Covid-19 pandemic and Russia\u2019s war in Ukraine, the region is poised to suffer a \u201cthird shock\u201d from a global hike in interest rates.<\/span><\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/11785520\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<div style=\"margin-top: 4px !important; text-align: left;\"><span data-contrast=\"auto\">More climate finance is \u201cessential\u201d to alleviate the region\u2019s woes, said Colombia\u2019s environment minister, Susana Muhamad.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/div>\n<p><span data-contrast=\"auto\">The joint declaration calls for \u201cinnovative financial instruments\u201d such as sovereign bonds, guarantee funds and debt-for-climate swaps. This year, for example, hurricane Fiona left more than $375 million in losses in the Dominican Republic and around $100 of agricultural losses in Puerto Rico.<\/span><\/p>\n<p>Debt-for nature swaps can be a way to ease the burden,\u00a0<span data-contrast=\"auto\">Muhamad said.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cIt\u2019s time for us to work together in political decisions but also in common work programmes,\u201d Muhamad said during a public event hosted by the New York Times.<\/span><\/p>\n<p><span data-contrast=\"auto\">But the two negotiating blocs are unlikely to merge in the short term, said Chilean negotiator Cordano. \u201cIt\u2019s complex to arrive at political agreements from one day to the other in such a complex agenda.
