{"id":47463,"date":"2022-11-03T12:43:54","date_gmt":"2022-11-03T12:43:54","guid":{"rendered":"https:\/\/climatechangenews.com\/?p=47463"},"modified":"2022-11-04T12:04:24","modified_gmt":"2022-11-04T12:04:24","slug":"costa-rica-cop27-oil-gas-phase-out-coalition","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/11\/03\/costa-rica-cop27-oil-gas-phase-out-coalition\/","title":{"rendered":"Costa Rica backs away from leading oil and gas phaseout coalition"},"content":{"rendered":"<p><strong>Costa Rica will no longer lead an international initiative to phase out oil and gas production,\u00a0<\/strong><strong>the country\u2019s environment minister told Climate Home News.\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">Denmark and Costa Rica jointly <\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/11\/space-opening-discuss-oil-gas-exit-cop26-lobbyists-pushing-back\/\"><span data-contrast=\"none\">launched the Beyond Oil and Gas Alliance (Boga) at last year&#8217;s Cop26<\/span><\/a><span data-contrast=\"auto\"> climate summit along with six other core members. This \u201cgroup of first movers\u201d committed to phase out or rule out fossil fuel development in their countries. Historically, this topic has been taboo at the UN climate negotiations.<\/span><\/p>\n<p><span data-contrast=\"auto\">After a <\/span><a href=\"https:\/\/www.climatechangenews.com\/2022\/04\/06\/costa-ricas-leave-it-in-the-ground-policy-in-doubt-after-election\/\"><span data-contrast=\"none\">change in government<\/span><\/a><span data-contrast=\"auto\"> in early 2022, the alliance is not a priority for Cop27, said Franz Tattenbach, the Central American country\u2019s newly appointed environment minister.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cCosta Rica will not be very active in Boga&#8230; I don&#8217;t think this is a great example. Costa Rica will not lead by saying \u2018we are in Boga\u2019. Costa Rica has much more to teach (the world) than by saying \u2018we are banning this\u2019,\u201d said Tattenbach during a press briefing on Tuesday.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cIt\u2019s more interesting to stop deforestation in the Amazon, in tropical Africa and in Latin America in general. That can do more to stop climate change and it serves us better. That doesn\u2019t mean we will exit Boga, but we won\u2019t have a leading voice.\u201d<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/climatechangenews.com\/2022\/11\/02\/china-india-set-to-snub-cop27-leaders-climate-summit\/\"><strong>China, India<\/strong> set to snub Cop27 leaders\u2019 climate summit<\/a><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">Denmark, on the other hand, arrives at Cop27 after a general election on 1 November renewed support for Mette Frederiksen\u2019s centre-left bloc. Frederiksen\u2019s government <\/span><a href=\"https:\/\/www.spglobal.com\/commodityinsights\/pt\/market-insights\/latest-news\/natural-gas\/120420-denmark-to-end-all-north-sea-oil-gas-production-by-2050-bans-new-exploration\"><span data-contrast=\"none\">banned new fossil fuel exploration<\/span><\/a><span data-contrast=\"auto\"> in the North Sea and committed to phase out production by 2050.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Mattias Soderberg, chief advisor at the humanitarian Danish NGO DanChurchAid, said the election results would not affect Denmark&#8217;s stance on climate. \u201cBoga is a priority for all parties apart from two small right wing parties,\u201d he told Climate Home News.<\/span><\/p>\n<p><span data-contrast=\"auto\">The founders recruited three national governments \u2014 France, Sweden, Ireland \u2014\u00a0 and three subnational governments &#8211; Quebec, Greenland and Wales as <a href=\"https:\/\/beyondoilandgasalliance.com\/who-we-are\/\" target=\"_blank\" rel=\"noopener\">core members<\/a>. Six others tentatively joined as &#8220;associate members&#8221; or &#8220;friends of Boga&#8221;.<\/span><\/p>\n<h3>Energy crisis<\/h3>\n<p>While the Glasgow Pact made an unprecedented call for a coal power &#8220;phasedown&#8221;, oil and gas have never been explicitly named <span data-contrast=\"auto\">in official UN climate negotiation outcomes. Boga sought to start that conversation, former Costa Rican environment minister Andrea Meza said <\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/11\/space-opening-discuss-oil-gas-exit-cop26-lobbyists-pushing-back\/\"><span data-contrast=\"none\">during the alliance\u2019s launch<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Since Boga\u2019s inception, Russia\u2019s war in Ukraine sparked an energy crisis in Europe, prompting nations to look for alternatives to Russian imports. Along with 16 gas-exporting countries, Cop27 host Egypt vowed to push fossil gas as a \u201cperfect solution\u201d to the energy crisis.<\/span><\/p>\n<p><span data-contrast=\"auto\">In response to the \u201cupended\u201d oil and gas markets, Boga issued a <\/span><a href=\"https:\/\/beyondoilandgasalliance.com\/wp-content\/uploads\/2022\/09\/BOGA-Statement-26-Sep-2022.pdf\"><span data-contrast=\"none\">statement<\/span><\/a><span data-contrast=\"auto\"> calling for governments to keep their climate commitments at Cop27 and for \u201cgreater financial and technical capacity\u201d from developed countries to support developing nations in their energy transition.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe accept that limited increases in production from existing oil and gas capacity may be necessary in the current context. But issuing new oil and gas licenses for fields that will take years to come online will do nothing to solve the current crisis,\u201d reads the statement.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/climatechangenews.com\/2022\/10\/28\/movers-and-shakers-9-people-shaping-the-agenda-at-cop27\/\"><strong>Cop27 movers and shakers:<\/strong> Nine people shaping the climate agenda<\/a><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">A recent <\/span><a href=\"https:\/\/www.iea.org\/reports\/world-energy-outlook-2022?utm_content=buffer04c5f&amp;utm_medium=social&amp;utm_source=twitter-ieabirol&amp;utm_campaign=buffer\"><span data-contrast=\"none\">report<\/span><\/a><span data-contrast=\"auto\"> by the International Energy Agency projected that fossil fuel demand is likely to peak this decade thanks to rising gas prices and accelerated renewable energy rollouts.<\/span><\/p>\n<p><span data-contrast=\"auto\">Adri\u00e1n Mart\u00ednez, director of Costa Rican NGO La Ruta del Clima, argued the change in government priorities was a missed <\/span><span data-contrast=\"auto\">opportunity.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cCosta Rica depends on other countries with large hydrocarbon reserves and on their decision to stop using them and leave them on the ground. Not fomenting this action puts us in danger, given we\u2019re in one of the most climate vulnerable regions in the world,\u201d Martinez said.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Costa Rica banned fossil fuel exploration and extraction in 2002 by executive order and subsequent governments extended the ban until 2050. Tattenbach said his administration currently has no plans to change this, but <\/span><a href=\"https:\/\/www.larepublica.net\/noticia\/exploracion-del-gas-no-es-peligrosa-si-se-hace-bien-depende-del-costo-beneficio-franz-tattenbach-ministro-de-ambiente\"><span data-contrast=\"none\">has
