{"id":47271,"date":"2022-10-03T18:03:07","date_gmt":"2022-10-03T17:03:07","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=47271"},"modified":"2022-10-04T09:28:06","modified_gmt":"2022-10-04T08:28:06","slug":"brazil-congress-right-environmentalists-hopes-lula-climate-amazon","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/10\/03\/brazil-congress-right-environmentalists-hopes-lula-climate-amazon\/","title":{"rendered":"As Brazil&#8217;s Congress swings further right, environmentalists pin hopes on Lula"},"content":{"rendered":"<p><strong>The fate of the Amazon rainforest hangs in the balance as president Jair Bolsonaro outperformed the polls in Brazil\u2019s election on Sunday, sending the race to a runoff against leftist rival Luiz In\u00e1cio \u201cLula\u201d da Silva. <\/strong><\/p>\n<p>After consistently leading in the polls against the far-right incumbent, challenger Lula, the 76-year-old former president who was first elected 20 years ago, came out on top with 48% of the votes.<\/p>\n<p>The <a href=\"https:\/\/resultados.tse.jus.br\/oficial\/app\/index.html#\/eleicao;e=e544\/resultados\">outcome<\/a> wasn\u2019t the outright majority Lula\u2019s supporters had hoped would lead the former union leader to win in a single round.<\/p>\n<p>Bolsonaro\u2019s supporters celebrated a victory. With 43% of the votes, Bolsonaro performed better in all of Brazil\u2019s 27 states than Ipec, one of Brazil\u2019s largest polling firms, had predicted.<\/p>\n<p>The results mean the election will go to a runoff on 30 October in one of the world\u2019s <a href=\"https:\/\/www.climatechangenews.com\/2022\/09\/27\/the-fate-of-the-amazon-rests-on-the-outcome-of-brazils-election\/\" target=\"_blank\" rel=\"noopener\">most consequential elections ever for the climate<\/a>.<\/p>\n<p>At the same time, Sunday\u2019s vote saw <a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=fda140275c&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener\">a surge in pro-Bolsonaro lawmakers<\/a>\u00a0enter the national Congress, which remains dominated by right-wing forces.<\/p>\n<p>Brazilian climate analysts say the Congress makeup will remain a major obstacle for passing new climate and conservation policies. But a Lula win at the end of the month would have a greater impact in undoing four years of <a href=\"https:\/\/www.climatechangenews.com\/2019\/08\/05\/bolsonaro-fire-deforestation-denial-sacking-space-agency-chief\/\" target=\"_blank\" rel=\"noopener\">destructive policies<\/a> in the Amazon.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/08\/18\/brazil-climate-election-forests-fossil-fuels-lula-bolsonaro\/\" target=\"_blank\" rel=\"noopener\"><strong>Brazil election<\/strong>: Lula challenges Bolsonaro\u2019s deforestation record, backs oil development<\/a><\/p><\/blockquote>\n<p>Climate and rainforest conservation issues have emerged as major issues in one of Brazil\u2019s most polarised campaigns.<\/p>\n<p>Both Lula and Bolsonaro plan to increase Brazil\u2019s oil and gas production and proposed <a href=\"https:\/\/www.climatechangenews.com\/2022\/08\/18\/brazil-climate-election-forests-fossil-fuels-lula-bolsonaro\/\" target=\"_blank\" rel=\"noopener\">measures to halt deforestation<\/a> to attract voters.<\/p>\n<p>But Bolsonaro\u2019s deforestation record and attacks on the rights of indigenous peoples, environmental and human right defenders, tell a radically different story. Under his term, deforestation in the Amazon rose to a 12-year high.<\/p>\n<p>In contrast, deforestation <a href=\"https:\/\/successfulsocieties.princeton.edu\/sites\/successfulsocieties\/files\/RJ_NORAD_BrazilFederal.pdf\" target=\"_blank\" rel=\"noopener\">fell sharply<\/a> from a 2004 peak when Lula was in power from 2003 to 2010. Carlos Rittl, a Brazilian senior policy advisor at the Rainforest Foundation in Norway cited cross-government coordination, the creation of protected areas and the demarcation of indigenous reserves for the drop in forest clearance.<\/p>\n<p>\u201cThere will be an abyss of difference between what we can expect from Lula\u2019s government and Bolsonaro\u2019s. Bolsonaro is a carbon bomb. With Lula, there is hope that the main problems that Brazil is facing will be addressed,\u201d said Rittl.<\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/10939205\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<p>A Lula victory would see Bolsonaro become the first incumbent president to lose a\u00a0re-election bid since the start of Brazil\u2019s modern democracy in 1988.<\/p>\n<p>However, the make-up of Congress, which is notoriously fragmented with dozens of political parties represented, will make his task a lot harder.<\/p>\n<p>Bolsonaro\u2019s Liberal Party (PL) now holds 99 of the 513 seats in the lower house \u2013 the largest share and <a href=\"https:\/\/www.bnamericas.com\/en\/analysis\/spotlight-brazils-political-landscape\" target=\"_blank\" rel=\"noopener\">an increase of 31 seats<\/a>. His party also has the highest number of seats in the upper house.<\/p>\n<p>At least seven of Bolsonaro\u2019s former ministers were also elected to Congress\u00a0including\u00a0Ricardo Salles, who stepped down from environment while\u00a0<a style=\"font-style: inherit;\" href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=2ee29e385b&amp;e=b91320d11f\" target=\"_blank\" rel=\"noopener\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"8\">under investigation<\/a>\u00a0for alleged collusion with illegal logging, and\u00a0former agriculture minister Tereza Cristina.<\/p>\n<p>The centre-right Centr\u00e3o coalition, which allies with anyone in power, and has propped up Bolsonaro during his four years in office, remains the dominant force.<\/p>\n<p>Rittl said that the high number of seats gained by pro-Bolsonaro lawmakers was in part attributed to <a href=\"https:\/\/noticias.uol.com.br\/politica\/ultimas-noticias\/2022\/09\/30\/bilhoes-em-verbas-as-denuncias-de-corrupcao-envolvendo-o-orcamento-secreto.htm\" target=\"_blank\" rel=\"noopener\">large sums of public money<\/a> being invested in their constituencies from a \u201c<a href=\"https:\/\/www.ft.com\/content\/6d1d94f9-dabf-447e-b901-bcfe2c1bf73a\" target=\"_blank\" rel=\"noopener\">secret budget<\/a>\u201d, that could be spent at the discretion of the Centr\u00e3o coalition. \u00a0\u201cIt has had a much higher impact than any election funding,\u201d he said.<\/p>\n<p>There was some good news for environmental defenders. For the first time, two indigenous women, S\u00f4nia Guajajara and C\u00e9lia Xakriab\u00e1, were elected to Congress\u2019 lower house.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/09\/27\/the-fate-of-the-amazon-rests-on-the-outcome-of-brazils-election\/\" target=\"_blank\" rel=\"noopener\"><strong>Comment:<\/strong> The fate of the Amazon rests on the outcome of Brazil\u2019s election<\/a><\/p><\/blockquote>\n<p>If he wins at the end of the month, Lula will need to pursue coalitions with the center-right to govern and pass laws. \u201cOf course, there will be trade-offs,\u201d said Rittl.<\/p>\n<p>Marcio Astrini, executive secretary of the climate NGO coalition Climate Observatory, told Climate Home, that the right-wing dominated Congress will continue to \u201ctry and impose setbacks on the environmental agenda in Brazil\u201d.<\/p>\n<p>But a Lula victory would outweigh any obstruction by Congress, he added. That\u2019s because Brazil\u2019s president has a right to veto any bill or legislative proposal.<\/p>\n<p>A suite of laws weakening environmental protection and indigenous rights is currently awaiting legislative approval in Congress.
