{"id":47172,"date":"2022-09-16T14:22:04","date_gmt":"2022-09-16T13:22:04","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=47172"},"modified":"2022-09-19T17:56:11","modified_gmt":"2022-09-19T16:56:11","slug":"five-burning-climate-issues-for-the-2022-un-general-assembly","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/09\/16\/five-burning-climate-issues-for-the-2022-un-general-assembly\/","title":{"rendered":"Five burning climate issues for the 2022 UN general assembly"},"content":{"rendered":"<p><strong>More than 150 world leaders are due to gather in New York next week for the UN general assembly. <\/strong><\/p>\n<p>The annual event is taking place on a backdrop of growing uncertainty, divisions and an erosion of momentum for climate action.<\/p>\n<p>Russia\u2019s war in Ukraine has deepened geopolitical tensions, sent energy and food prices soaring, and compounded inequalities.<\/p>\n<p>On the heels of a pandemic, global inflation is increasing the debt burden on vulnerable developing countries, leaving no fiscal space to invest in resilience.<\/p>\n<p>After a summer of extraordinary heat, Pakistan is reeling from one of the worst climate disasters ever. Unprecedented monsoon flooding has left the country with an estimated $30 billion recovery bill, spotlighting the inadequacy of humanitarian aid.<\/p>\n<p>Meanwhile, wealthy countries are chasing alternative gas supplies, ramping up fossil fuel production at home and backing gas infrastructure abroad.<\/p>\n<p>China, India and Russia are too preoccupied with domestic concerns to send their presidents, based on a draft schedule dated 2 September and seen by Climate Home News. Nor is Australia&#8217;s new prime minister expected to attend.<\/p>\n<p>But for those who show up, energy and climate concerns are shaping the agenda. As world leaders take to the UN podium from Tuesday, here are five things to watch.<\/p>\n<blockquote><p><label for=\"mce-EMAIL\">Want climate news in your inbox? Sign up for free to get our weekly newsletter and occasional extra bulletins<\/label><input id=\"mce-EMAIL\" class=\"email\" name=\"EMAIL\" required=\"\" type=\"email\" value=\"\" placeholder=\"your email address\" \/><\/p>\n<div style=\"position: absolute; left: -5000px;\" aria-hidden=\"true\"><input tabindex=\"-1\" name=\"b_6316d25f7b68919349e54a251_bf939f9418\" type=\"text\" value=\"\" \/><\/div>\n<div class=\"clear\"><input id=\"mc-embedded-subscribe\" class=\"button\" name=\"subscribe\" type=\"submit\" value=\"Subscribe to Climate Weekly\" \/><\/div>\n<\/blockquote>\n<hr \/>\n<h3><strong>Climate reparations <\/strong><\/h3>\n<p>The scale of the damage in Pakistan has led to full-throated cries from developing countries on the need for finance to help climate victims recover.<\/p>\n<p>Wealthy nations have for years opposed opening a new channel of funding to pay for the losses and damages caused by climate-related disasters.<\/p>\n<p>The tragedy in Pakistan could be a turning point in that conversation. Pakistan\u2019s prime minister Shehbaz Sharif is set to put the issue at <a href=\"https:\/\/www.arabnews.pk\/node\/2159836\/pakistan\">the top of the political agenda<\/a>.<\/p>\n<p>Sharif has been invited to share the scale of his country\u2019s finance needs at a <a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=0365288e79&amp;e=b91320d11f\">leaders\u2019 roundtable on\u00a0climate\u00a0action<\/a> convened by UN chief Ant\u00f3nio Guterres on Wednesday.<\/p>\n<p>Pakistan, a strategic ally for rich nations in the region, also chairs a group of 134 developing countries, known as the G77, which is calling for a funding facility for loss and damage.<\/p>\n<p>Small island states are organising intergovernmental meetings on the sideline of UNGA to drum up support for a fund. Expect some pointed speeches from leaders during the debate.<\/p>\n<p>Rachel Kyte, dean of the Fletcher School at Tufts University, said the events in Pakistan \u201cwill open up a new political space\u201d on loss and damage. Some have embraced a windfall tax on oil and gas profits. Others are effectively subsidising the sector through bill relief for consumers and backing gas developments to increase supplies.<\/p>\n<p>Bill Hare, chief executive of Climate Analytics, told Climate Home, that hiked fossil fuel prices should create an opportunity for faster renewable rollout.<\/p>\n<p>\u201cBut the fossil fuel industry is taking advantage of the situation,&#8221; he said, citing a dash for gas in Africa and Australia. And high energy prices are leading to a rollback of energy access in developing countries.<\/p>\n<p>Going into Cop27, UNGA could signal that for some developing countries the energy transition is \u201ca prospect for development,\u201d said Laurence Tubiana, CEO of the European Climate Foundation.<\/p>\n<p>In coal-dependent developing economies, just energy transition partnerships, <a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/04\/south-africa-8-5bn-finance-package-offers-model-ending-reliance-coal\/\" target=\"_blank\" rel=\"noopener\">modelled on the deal with South Africa agreed at Cop26<\/a>, are one way of financing the shift to clean. This new funding model could get a lot of air time. So far, donor nations have focused on five countries.<\/p>\n<p>The UK has been leading negotiations with South Africa and Vietnam, together with the EU. The US and Japan have taken the lead in Indonesia. The US is working with Germany on a similar deal in India, and Germany and France are driving talks with Senegal.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/09\/15\/pakistani-prime-minister-promises-compensation-to-flood-victims\/\" target=\"_blank\" rel=\"noopener\"><strong>Pakistani<\/strong> prime minister promises compensation to flood victims<\/a><\/p><\/blockquote>\n<hr \/>\n<h3><strong>Bridging the 1.5C gap <\/strong><\/h3>\n<p>Countries\u2019 climate plans don\u2019t put the world on track to limit global heating to 1.5C by the end of the century.<\/p>\n<p>To close the gap, governments <a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/15\/breakdown-glasgow-climate-pact\/\">agreed at Cop26 in Glasgow<\/a> to \u201crevisit and strengthen\u201d their 2030 climate plans by the end of this year.<\/p>\n<p>Few major emitters have heeded that call. <a href=\"https:\/\/www.climatechangenews.com\/2022\/09\/08\/australia-passes-climate-law-targeting-43-emissions-cuts-by-2030\/\">Australia<\/a>, <a href=\"https:\/\/www.climatechangenews.com\/2022\/07\/08\/soaring-inflation-hinders-egypts-climate-ambition-in-updated-plan\/\">Egypt<\/a> and <a href=\"https:\/\/www.zawya.com\/en\/press-release\/government-news\/uae-raises-economy-wide-greenhouse-gas-emission-reduction-target-in-updated-second-nationally-determined-contribution-vd2xf7yn\">UAE&#8217;s<\/a> updated plans make for slim pickings. India <a href=\"https:\/\/www.climatechangenews.com\/2022\/08\/03\/india-approves-climate-plan-with-increased-ambition-clarifying-energy-goals\/\">formalised pledges<\/a> made at Cop26.<\/p>\n<p>Despite positive policy developments in the US and the EU, \u201cwe are not seeing the international push that we need\u2026 Not at the G7 level.
