The last time prices <a href=\"https:\/\/www.macrotrends.net\/2534\/wheat-prices-historical-chart-data\" target=\"_blank\" rel=\"noopener\">neared the $12 a bushel mark<\/a> was in 2008. The cost of living, along with rising unemployment and political repression, sowed unrest that culminated in the overthrow of president Hosni Mubarak three years later.<\/p>\n<p>In response to the latest surge of inflation, the government <a href=\"https:\/\/www.theguardian.com\/world\/2022\/mar\/21\/egypt-fixes-price-of-unsubsidised-bread-as-ukraine-war-hits-wheat-supply\" target=\"_blank\" rel=\"noopener\">fixed the price of bread<\/a>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-10\/egypt-looks-to-eke-out-more-bread-from-its-wheat-as-prices-soar\" target=\"_blank\" rel=\"noopener\">telling millers<\/a> to bulk out flour with wheat bran. <em>Aish baladi<\/em>, the puffy round flatbread served with most meals, now contains extra fibre.<\/p>\n<p>Egyptians are strongly discouraged from complaining. The secret police <a href=\"https:\/\/www.al-monitor.com\/originals\/2022\/05\/egypt-arrests-tiktokers-over-satirical-videos-high-food-prices\" target=\"_blank\" rel=\"noopener\">arrested three TikTok creators<\/a> for publishing a satirical video about high food prices. They <a href=\"https:\/\/english.alaraby.co.uk\/news\/egypt-release-tiktokers-detained-criticising-price-hikes\" target=\"_blank\" rel=\"noopener\">face charges<\/a> of terrorism and spreading false news.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/07\/08\/soaring-inflation-hinders-egypts-climate-ambition-in-updated-plan\/\"><strong>Egypt:<\/strong> Soaring inflation hinders climate ambition in updated submission to UN<\/a><\/p><\/blockquote>\n<p>Against this backdrop, the Egyptian government hopes to use its presidency of Cop27, the next UN climate summit, to support food and energy security. Thousands of international delegates will descend on the Red Sea resort of Sharm el-Sheikh 6-18 November, with a weighty agenda.<\/p>\n<p>\u201cWe are living through difficult times. Egypt has been particularly affected by the consequences of the geopolitical tensions,\u201d Cop27 president and Egypt\u2019s foreign minister Sameh Shoukry, <a href=\"https:\/\/www.youtube.com\/watch?v=PYM0VYF-sLc&amp;ab_channel=BEBAEgypt\" target=\"_blank\" rel=\"noopener\">told a meeting<\/a> of the British Egyptian Business Association.<\/p>\n<p>Shoukry said the country had been \u201cable to absorb the most severe impacts of the crisis\u201d \u2013 at least for now.<\/p>\n<p>\u201cIt\u2019s a crunch,\u201d Wael Aboulmagd, Egypt\u2019s special representative to the Cop27 president, told Climate Home News in an interview. \u201cPrices have gone towards the roof\u201d and that is having \u201ca heavy economic burden.\u201d<\/p>\n<p>In Sharm el-Sheikh, governments have an opportunity to \u201clearn the right lesson\u201d from the geopolitical situation, Aboulmagd said: \u201cWe need to reduce our reliance on fossil fuels. Cop27 must focus on a drastic phasedown of fossil fuels and transforming the food system, he wrote.<\/p>\n<p>Yet when the EU went looking for alternatives to Russian gas, Cairo <a href=\"https:\/\/www.euractiv.com\/section\/energy\/news\/eu-signs-gas-deal-with-egypt-israel-to-end-dependency-on-russia\/\" target=\"_blank\" rel=\"noopener\">answered the call<\/a>. While not a major global producer, <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_countries_by_oil_production\" target=\"_blank\" rel=\"noopener\">ranking below the UK<\/a>, Egypt is <a href=\"https:\/\/www.reuters.com\/article\/egypt-oil\/egypt-to-increase-investments-in-state-owned-oil-companies-to-1-92-bln-in-fy-2022-2023-idUSS8N2TI023?utm_source=Climate+Extra&amp;utm_campaign=c7a9a6ade6-EMAIL_CAMPAIGN_2021_10_18_09_22_COPY_01&amp;utm_medium=email&amp;utm_term=0_126c4c3fe3-c7a9a6ade6-408119042\" target=\"_blank\" rel=\"noopener\">investing more than ever<\/a> in state-owned oil companies and has signed <a href=\"https:\/\/www.offshore-technology.com\/news\/egypt-deals-exploration\/\" target=\"_blank\" rel=\"noopener\">new oil exploration deals<\/a>\u00a0this year.<\/p>\n<p>President Abdel Fattah el-Sisi has been courting oil companies, making an appearance at the <a href=\"https:\/\/www.egyps.com\/exhibition\/why-egypt\/?utm_source=Climate+Extra&amp;utm_campaign=c7a9a6ade6-EMAIL_CAMPAIGN_2021_10_18_09_22_COPY_01&amp;utm_medium=email&amp;utm_term=0_126c4c3fe3-c7a9a6ade6-408119042\" target=\"_blank\" rel=\"noopener\">Egyptian Petroleum Show<\/a> in February. Exxon Mobil\u2019s John Ardill <a href=\"https:\/\/twitter.com\/timmcdonnell\/status\/1493526831005323266?utm_source=Climate+Extra&amp;utm_campaign=c7a9a6ade6-EMAIL_CAMPAIGN_2021_10_18_09_22_COPY_01&amp;utm_medium=email&amp;utm_term=0_126c4c3fe3-c7a9a6ade6-408119042\" target=\"_blank\" rel=\"noopener\">told the show<\/a> he hoped to see the industry play a much larger role at Cop27 than at Cop26 &#8220;now that we&#8217;re in a gas hub&#8221;.<\/p>\n<p>On climate, \u201cthere is still more talk than there is action on the ground,\u201d Mohamed Kamal, co-director of Egyptian environmental education provider Greenish, told Climate Home.<\/p>\n<p>One the biggest expectations from the Cop27 summit is for countries to come forward with strengthened 2030 climate plans that align with the Paris Agreement goals \u2013 something all nations agreed to do in Glasgow.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/06\/20\/colombias-new-president-gustavo-petro-pledges-to-keep-fossil-fuels-in-the-ground\/\"><strong>Colombia\u2019s<\/strong> new president Gustavo Petro pledges to keep fossil fuels in the ground<\/a><\/p><\/blockquote>\n<p>Among major emitters, only <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2022-06\/Australias%20NDC%20June%202022%20Update%20%283%29.pdf\" target=\"_blank\" rel=\"noopener\">Australia<\/a> and <a href=\"https:\/\/www.climatechangenews.com\/2022\/04\/13\/brazil-accused-of-backsliding-in-updated-climate-pledge-to-the-un\/\" target=\"_blank\" rel=\"noopener\">Brazil<\/a> have heeded the call \u2013 and the latter is <a href=\"https:\/\/www.climatechangenews.com\/2022\/04\/13\/brazil-accused-of-backsliding-in-updated-climate-pledge-to-the-un\/\" target=\"_blank\" rel=\"noopener\">heading for higher emissions than it projected in 2015<\/a>.<\/p>\n<p>At a US-hosted summit last month, Chile, Indonesia, Mexico, Turkey, UAE and Vietnam <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/06\/18\/chairs-summary-of-the-major-economies-forum-on-energy-and-climate-held-by-president-joe-biden\/\" target=\"_blank\" rel=\"noopener\">all said they would update their plans<\/a>.<\/p>\n<p>The Egyptian government submitted its <a href=\"https:\/\/www.climatechangenews.com\/2022\/07\/08\/soaring-inflation-hinders-egypts-climate-ambition-in-updated-plan\/\" target=\"_blank\" rel=\"noopener\">updated 2030 climate plan<\/a> to the UN this week. Soaring inflation and a ballooning debt are <a href=\"https:\/\/www.climatechangenews.com\/2022\/07\/08\/soaring-inflation-hinders-egypts-climate-ambition-in-updated-plan\/\" target=\"_blank\" rel=\"noopener\">curtailing its climate ambition<\/a>, it said.<\/p>\n<p>The plan is a step up from the previous one, which had no emissions target, and introduces sectoral objectives for electricity generation, transport and oil and gas. But it allows national emissions to keep rising, which <a href=\"https:\/\/1p5ndc-pathways.climateanalytics.org\/countries\/egypt\/\" target=\"_blank\" rel=\"noopener\">does not match the ambition<\/a> of the Paris Agreement goals.<\/p>\n<p>The strongest element is a target for renewable energy to provide 42% of electricity generation by 2035 &#8211; a goal already established under the country&#8217;s energy strategy. Environment minister Yasmine Fouad <a href=\"https:\/\/www.youtube.com\/watch?v=b0OIpU6R6tc\" target=\"_blank\" rel=\"noopener\">pushed<\/a> for the target to be achieved five years earlier without success.<\/p>\n<p>A net zero emissions target is not on the cards. \u201cWe\u2019re very far away from that,\u201d Aboulmagd told Climate Home, describing it as \u201ca global aspirational goal\u201d that is incompatible with Egypt\u2019s development objectives.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/08\/african-union-urged-bring-political-clout-egypt-climate-talks\/\"><strong>African Union<\/strong> urged to bring political clout to Egypt climate talks<\/a><\/p><\/blockquote>\n<p>Unlike at the last round of talks, no major decisions are expected in Sharm el-Sheikh.<\/p>\n<p>\u201cEgypt has a different challenge to the UK presidency: it\u2019s not a big bang Cop like Cop26,\u201d Alex Scott, of think tank E3G, told Climate Home.<\/p>\n<p>Instead, the buzzword is &#8220;implementation&#8221;.<\/p>\n<p>Aboulmagd said the presidency will work to \u201cnarrow\u2026 [the] glaring gap on each and every one of the major issues\u201d. That goes for cutting emissions, adapting to the impacts of the climate crisis, helping victims to bounce back from disaster and finding finance for all of it.<\/p>\n<p>But preparatory talks in Bonn last month left \u201cbig blank pages\u201d for Egypt to work with, said Scott. And the presidency has yet to set out \u201ca clear vision\u2026 that a high ambition leadership group can rally around\u201d.<\/p>\n<p>Campaigners <a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/12\/egypt-host-next-climate-summit-putting-spotlight-resilience\/\">are hopeful<\/a> a Cop on the African continent can deliver for vulnerable communities &#8211; and fearful that propping up Egypt&#8217;s <a href=\"https:\/\/egyptindependent.com\/cbe-egypts-tourism-revenues-fell-by-67-4-in-2020-2021\/\" target=\"_blank\" rel=\"noopener\">Covid-hit tourism sector<\/a> will take priority.<\/p>\n<div id=\"attachment_46767\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-46767\" class=\"size-full wp-image-46767\" src=\"https:\/\/www.climatechangenews.com\/files\/2022\/07\/8226661305_6b18fc84dd_c-e1657209462312.jpg\" alt=\"\" width=\"800\" height=\"450\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2022\/07\/07165410\/8226661305_6b18fc84dd_c-e1657209462312.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2022\/07\/07165410\/8226661305_6b18fc84dd_c-e1657209462312-300x168.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2022\/07\/07165410\/8226661305_6b18fc84dd_c-e1657209462312-600x337.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2022\/07\/07165410\/8226661305_6b18fc84dd_c-e1657209462312-112x63.jpg 112w, https:\/\/cdn.climatechangenews.com\/files\/2022\/07\/07165410\/8226661305_6b18fc84dd_c-e1657209462312-768x432.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-46767\" class=\"wp-caption-text\">The beach at Sharm el-Sheikh (Pic: <a href=\"https:\/\/www.flickr.com\/photos\/wulf_willis\/8226661305\/in\/album-72157632097945891\/\" target=\"_blank\" rel=\"noopener\">Wulf Willis\/Flickr<\/a>)<\/p><\/div>\n<p>At a logistics briefing during preparatory talks in Bonn last month, observers were baffled by an emphasis on the activities available in Sharm el-Sheikh such as snorkeling.<\/p>\n<p>&#8220;The wider circles of the Egyptian government seem eager to utilise this conference as a tourism ad,&#8221; said one Egyptian observer, who asked to remain anonymous.<\/p>\n<p>In February, the government introduced <a href=\"https:\/\/climatechangenews.com\/2022\/02\/24\/activists-raise-inclusivity-concerns-for-cop27-as-egypt-hikes-hotel-prices\/\" target=\"_blank\" rel=\"noopener\">a floor price for hotel rooms<\/a> of up to five times the usual cost.<\/p>\n<p>Madeleine Diouf Sarr, of Senegal, chair of the least developed countries\u2019 (LDCs) group, told Climate Home of \u201clegitimate\u201d concerns it might restrict the number of negotiators who can attend the summit. The Egyptian presidency insists it has taken the concerns on board.<\/p>\n<p>\u201cA Cop held on the African continent should be accessible to all but especially those who are suffering the most from the effects of global warming, having done the least to cause it,&#8221; said Clare Shakya, director of climate research at the IIED think tank. &#8220;It is their voices that must be heard if climate justice is to be done.&#8221;<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/04\/25\/vulnerable-nations-set-to-design-and-test-loss-and-damage-funding-facility\/\"><strong>Vulnerable nations<\/strong> set to pilot loss and damage funding facility<\/a><\/p><\/blockquote>\n<p>President El-Sisi has previously shown an interest in <a href=\"https:\/\/www.theguardian.com\/world\/2015\/aug\/06\/egypt-suez-canal-expansion\" target=\"_blank\" rel=\"noopener\">hosting dazzling and highly publicised events<\/a>. The climate summit is another moment for the former military officer to come under the spotlight.<\/p>\n<p>His regime does not typically tolerate criticism. It has placed <a href=\"https:\/\/www.hrw.org\/news\/2021\/04\/16\/egypt-restrictions-civic-work-underscored\" target=\"_blank\" rel=\"noopener\">severe restrictions<\/a> on the work of nongovernmental organisations, <a href=\"https:\/\/www.hrw.org\/news\/2017\/03\/24\/egypt-aya-hijazis-trial-travesty\">jailed human rights activists<\/a>, <a href=\"https:\/\/www.hrw.org\/news\/2017\/09\/06\/egypt-torture-epidemic-may-be-crime-against-humanity\" target=\"_blank\" rel=\"noopener\">tortured them with electric shocks and beatings<\/a>\u00a0and <a href=\"https:\/\/www.hrw.org\/news\/2013\/11\/26\/egypt-deeply-restrictive-new-assembly-law\" target=\"_blank\" rel=\"noopener\">banned people from protesting<\/a> without prior approval from the interior ministry.<\/p>\n<p>UN climate summits, on the other hand, typically make space for multiple protests. Egyptian officials have sought to assure international delegates they will have the usual freedom to speak their mind.<\/p>\n<p>\u201cNeedless to say, civil society is an indispensable partner in the global effort to combat climate change,\u201d reads a description of <a href=\"https:\/\/cop27.eg\/en\/egpresidency#be-sponsor\" target=\"_blank\" rel=\"noopener\">Cop27\u2019s civil society day on the summit\u2019s website<\/a>.<\/p>\n<p>During a ministerial meeting in Copenhagen, Denmark, Cop27 president Shoukry made a point of inviting <a href=\"https:\/\/us1.campaign-archive.com\/?e=__test_email__&amp;u=6316d25f7b68919349e54a251&amp;id=8862578cc9\">two Extinction Rebellion activists to a meeting<\/a>, saying later that they had \u201cseen eye to eye\u201d.<\/p>\n<p>He then <a href=\"https:\/\/uk.style.yahoo.com\/egypt-promises-push-countries-climate-113320586.html\">told the Associated Press<\/a> protest would be allowed in \u201ca facility adjacent to the conference centre&#8221; &#8211; away from the negotiations.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2022\/07\/07\/brazilian-court-worlds-first-to-recognise-paris-agreement-as-human-rights-treaty\/\"><strong>Brazilian<\/strong> court world\u2019s first to recognise Paris Agreement as human rights treaty<\/a><\/p><\/blockquote>\n<p>In private, Egyptian activists express fears that nothing will change for them and Cop27 activism will be kept out of sight and mind of the political capital Cairo.<\/p>\n<p>&#8220;In Sharm El-Sheikh, there is the sea, desert and tourist resorts. There is nothing else. It is extremely isolated,&#8221; one told Climate Home. &#8220;This decision was taken on purpose, so they can control who will go there.\u201d<\/p>\n<p>In <a href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/29\/its-a-sham-egypt-accused-of-restricting-protest-in-run-up-to-cop27\">a pointed message<\/a> last month, one of Egypt\u2019s most prominent political prisoners, Alaa Abd el-Fattah, a figurehead of the 2011 revolution, warned: \u201cOf all the countries to host they chose the one banning protest and sending everyone to prison, which tells me how the world is handling this issue. They\u2019re not interested in finding a joint solution for the climate.\u201d<\/p>\n<p>Ambassador Aboulmagd said the government \u201cwill spare no effort to ensure our collective success in Sharm el-Sheikh.\u201d Progress will require \u201clistening to each other and moving away from the adversarial mode\u201d that has dominated past climate summits, he said.<\/p>\n<p>This is not a merely technocratic task but a question of legitimacy with the public. If popular concerns are not addressed, the conference risks making headlines for the wrong reasons.<\/p>\n","protected":false},"excerpt":{"rendered":"Food price inflation is no joke in Egypt, where
