{"id":45864,"date":"2022-02-15T13:50:39","date_gmt":"2022-02-15T13:50:39","guid":{"rendered":"https:\/\/climatechangenews.com\/?p=45864"},"modified":"2022-02-16T12:36:20","modified_gmt":"2022-02-16T12:36:20","slug":"experts-sound-alarm-oil-sectors-blue-hydrogen-push","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/02\/15\/experts-sound-alarm-oil-sectors-blue-hydrogen-push\/","title":{"rendered":"Experts sound the alarm on oil sector&#8217;s blue hydrogen push"},"content":{"rendered":"<p><strong>The oil and gas industry is promoting the use of\u00a0<\/strong><strong>&#8220;low-carbon&#8221; hydrogen derived from methane that is potentially dirtier than burning fossil gas for energy, scientists and analysts have told Climate Home News.<\/strong><\/p>\r\n<p><span style=\"font-weight: 400;\">Observers say the European Commission\u2019s decision to classify gas as <\/span><a href=\"https:\/\/climatechangenews.com\/2022\/02\/02\/european-commission-endorses-fossil-gas-transition-fuel-private-investment\/\"><span style=\"font-weight: 400;\">a transition fuel in its green investment list<\/span><\/a><span style=\"font-weight: 400;\"> leaves the door open to \u201cblue hydrogen\u201d projects with exaggerated climate credentials.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cBlue hydrogen is basically nothing but a smokescreen for more air pollution, mining, and fossil fuel use with hardly any CO2 benefit,\u201d said Mark Jacobson, professor of civil and environmental engineering and director of the Atmosphere\/Energy Program at Stanford University.<\/span><\/p>\r\n<p>Unlike green hydrogen, which is derived from water in a process powered exclusively by renewable energy, blue hydrogen comes from methane, with the carbon dioxide emitted during production captured and stored.<\/p>\r\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.iea.org\/reports\/global-hydrogen-review-2021\/executive-summary\"><span style=\"font-weight: 400;\">International Energy Agency reported last week<\/span><\/a><span style=\"font-weight: 400;\"> that there are at least 50 blue hydrogen projects under development globally, and capacity is set to increase more than tenfold by 2030.<\/span><\/p>\r\n<blockquote>\r\n<p><a href=\"https:\/\/climatechangenews.com\/2022\/02\/02\/european-commission-endorses-fossil-gas-transition-fuel-private-investment\/\"><strong>European Commission<\/strong> endorses fossil gas as \u2018transition\u2019 fuel for private investment<\/a><\/p>\r\n<\/blockquote>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">In a <a href=\"https:\/\/ec.europa.eu\/info\/publications\/210421-sustainable-finance-communication_en#taxonomy\">delegated act<\/a> last year, the EU Commission set an emissions threshold of just over 3 tonnes of CO2e per tonne of H2 for hydrogen projects to comply with the green taxonomy.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cW<\/span><span style=\"font-weight: 400;\">hich is not low enough to guarantee that it would be only renewable energy-powered hydrogen,\u201d said Eleonora Moro, a hydrogen analyst at the E3G climate think tank.\u00a0<\/span><span style=\"font-weight: 400;\">\u201cIt could include some types of high efficiency blue hydrogen projects.\u201d<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">One such project is a joint venture <\/span><a href=\"https:\/\/www.equinor.com\/en\/news\/20211215-launch-h2be-project-hydrogen-belgium.html?utm_source=politico&amp;utm_medium=newsletter&amp;utm_campaign=Equinor_EU\"><span style=\"font-weight: 400;\">announced by Equinor and Engie<\/span><\/a><span style=\"font-weight: 400;\"> in December to produce \u201clow-carbon hydrogen\u2026 at large scale and at competitive cost levels\u201d. The companies claim that they will use a process known as autothermal reforming (ATR), which \u201callows for decarbonization rates above 95%\u201d.<\/span><\/p>\r\n<p>The project sponsors some editions of <a href=\"https:\/\/www.politico.eu\/newsletter\/brussels-playbook\/\">POLITICO&#8217;s Brussels Playbook<\/a> newsletter, telling readers: &#8220;Hydrogen can accelerate the energy transition but we need to develop well-functioning markets and infrastructure.\u00a0The H2BE project\u00a0will help kick-start the Belgian low-carbon hydrogen market.&#8221;<\/p>\r\n<blockquote>\r\n<p><a href=\"https:\/\/www.climatechangenews.com\/2021\/09\/20\/seven-countries-join-us-eu-methane-reduction-pledge\/\"><strong>Seven countries<\/strong> join US and EU in methane reduction pledge<\/a><\/p>\r\n<\/blockquote>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">ATR involves heating methane gas with a catalyst, then adding water to get hydrogen and CO2 that is then captured. Equinor says it will bury the captured CO2 beneath the North Sea.\u00a0<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">The <a href=\"https:\/\/ec.europa.eu\/energy\/sites\/ener\/files\/hydrogen_strategy.pdf\">EU\u2019s hydrogen strategy<\/a>, published in 2020, says that \u201crenewable\u00a0 and low-carbon hydrogen can contribute to reduce greenhouse gas emissions ahead of 2030\u201d.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Jacobson disputed Equinor and Engie\u2019s claim that blue hydrogen can be classified as \u201clow-carbon\u201d.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cCarbon capture equipment is never 95% effective,\u201d he told Climate Home.\u00a0<\/span><span style=\"font-weight: 400;\">Blue hydrogen capture technology currently available is at best 78.8% effective, \u201cbut that ignores the fact that more energy is needed to run carbon capture equipment, so it is 78.8% of a much larger emission stream\u201d.<\/span><b>\u00a0<\/b><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Jacobson co-wrote <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1002\/ese3.956\">a study last year<\/a> which found, due to the increased amount of fossil gas needed to power the carbon capture and storage (CCS) process, blue hydrogen likely had a 20% higher carbon footprint than burning methane alone.<\/span><\/p>\r\n<blockquote>\r\n<p><a href=\"https:\/\/www.climatechangenews.com\/2020\/12\/15\/hydrogen-bubble-burst-europes-face\/\"><strong>Comment: <\/strong>Why the hydrogen bubble could burst in Europe\u2019s face<\/a><\/p>\r\n<\/blockquote>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0306261921014215#!\">A paper by different researchers last month<\/a> noted that developers\u2019 promises of a 90-95% CCS success rate were based on theory, not practice.\u00a0<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cWhile these high capture rates are assumed in many national strategies and major reports, they have not yet been achieved in a large-scale commercial plant,\u201d said the paper, published in the journal Applied Energy.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Another issue with blue hydrogen projects is that the methane feedstock can leak, with a short-term warming impact more than 80 times that of CO2.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Countries agreed at the last UN climate summit in November to <a href=\"https:\/\/www.climatechangenews.com\/2021\/09\/20\/seven-countries-join-us-eu-methane-reduction-pledge\/\">reduce methane emissions by 30%<\/a>\u00a0this decade, and an EU Commission proposal seeks a ban on routine gas flaring and venting as well as penalties on leaks.\u00a0<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Yet the draft legislation doesn\u2019t set specific emissions reduction targets, and E3G&#8217;s Moro said leakages &#8211; <\/span><a href=\"https:\/\/www.iee.fraunhofer.de\/content\/dam\/iee\/energiesystemtechnik\/en\/documents\/Studies-Reports\/FraunhoferIEE_Study_H2_Heat_in_Buildings_final_EN_20200619.pdf\"><span style=\"font-weight: 400;\">which may be as much as 4% in some countries<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; could only be penalised if effectively observed.\u00a0<\/span><\/p>\r\n<blockquote><style type=\"text\/css\"> \r\n\r\n<p>                #mc_embed_signup{background:#fff; clear:left; font:14px Helvetica,Arial,sans-serif; }<\/p> \r\n\r\n<p>                \/* Add your own Mailchimp form style overrides in your site stylesheet or in this style block.<\/p> \r\n\r\n<p>                   We recommend moving this block and the preceding CSS link to the HEAD of your HTML file. *\/<\/p> \r\n\r\n<\/style>\r\n<div id=\"mc_embed_signup\"><form id=\"mc-embedded-subscribe-form\" class=\"validate\" action=\"https:\/\/climatehomenews.us1.list-manage.com\/subscribe\/post?u=6316d25f7b68919349e54a251&amp;id=bf939f9418\" method=\"post\" name=\"mc-embedded-subscribe-form\" novalidate=\"\" target=\"_blank\">\r\n<div id=\"mc_embed_signup_scroll\"><label for=\"mce-EMAIL\">Want climate news in your inbox? Sign up for free to get our weekly newsletter and occasional extra bulletins<\/label><input id=\"mce-EMAIL\" class=\"email\" name=\"EMAIL\" required=\"\" type=\"email\" value=\"\" placeholder=\"your email address\" \/>\r\n<div style=\"position: absolute; left: -5000px;\" aria-hidden=\"true\"><input tabindex=\"-1\" name=\"b_6316d25f7b68919349e54a251_bf939f9418\" type=\"text\" value=\"\" \/><\/div>\r\n<div class=\"clear\"><input id=\"mc-embedded-subscribe\" class=\"button\" name=\"subscribe\" type=\"submit\" value=\"Subscribe to Climate Weekly\" \/><\/div>\r\n<\/div>\r\n<\/form><\/div>\r\n<\/blockquote>\r\n<!--End mc_embed_signup-->\r\n\r\n<!-- wp:paragraph -->\r\n<p><span style=\"font-weight: 400;\">Eilidh Robb, an anti-gas campaigner at Friends of the Earth Europe, said that industry\u2019s focus on blue hydrogen \u201cshows a complete lack of understanding about methane emissions\u201d.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cWe talk so much about CO2 that methane has been overlooked and it\u2019s only now we are starting to talk about that,\u201d she said.\u00a0<\/span><span style=\"font-weight: 400;\">\u201c[Blue hydrogen] is a highly technological solution from the gas industry for them to continue to do what they have always done and we need to be deeply skeptical.\u201d<\/span><\/p>\r\n<p>A spokesperson for Equinor told Climate Home that in order for the EU to reach its decarbonisation aims, it &#8220;will need many forms of hydrogen with zero to low-carbon and environmental footprint. The volume needs are massive.&#8221;<\/p>\r\n<p>The spokesperson added that Equinor &#8220;pursues a methane intensity target of near zero and are an engaged member of international efforts to reduce global emissions&#8221;.<\/p>\r\n<p><span style=\"font-weight: 400;\">Engie did not respond to comment requests.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Researchers also questioned if burying CO2 beneath the sea bed was a durable solution to the climate crisis.\u00a0<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Caitlin Swalec, research analyst and hydrogen specialist at the Global Energy Monitor watchdog, said that no matter how well it is stored, buried CO2 will \u201ceventually leak and make its way back to the atmosphere\u201d.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cThis may happen over several hundred years, or a few decades. We don&#8217;t really know because we haven&#8217;t tested it,\u201d she said.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">The Intergovernmental Panel on Climate Change, in its <a href=\"https:\/\/www.ipcc.ch\/site\/assets\/uploads\/2018\/03\/srccs_chapter6-1.pdf\">2005 special report on CCS<\/a>, suggested that CO2 stored below 3,000 metres would be less likely to leak. At this depth, the gas becomes denser than water.<\/span><\/p>\r\n<blockquote>\r\n<p><a href=\"https:\/\/www.climatechangenews.com\/2022\/01\/21\/saudi-energy-minister-touts-pink-hydrogen-made-emancipated-young-ladies\/\"><strong>Saudi energy<\/strong> minister touts pink hydrogen made by \u201cemancipated young ladies\u201d<\/a><\/p>\r\n<\/blockquote>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Equinor says it stores its captured CO2 \u201c<a href=\"https:\/\/www.equinor.com\/en\/what-we-do\/carbon-capture-and-storage.html\">1,000-2,000 metres below the seabed<\/a>\u201d and Swalec said it was not clear how viable the storage was at such depths.\u00a0<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cIn order to store CO2 long term under the sea floor, it needs to go very deep which means that it will require a lot of energy to store it,\u201d she told Climate Home. \u201cIf it takes more energy (i.e. emissions) to store the CO2 than we remove, the project will cause more problems than it solves.\u201d<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Silje Ask Lunberg, a senior campaigner and Norway expert at Oil Change International, said Equinor &#8211; previously Statoil &#8211; had a history of failed CCS attempts.\u00a0<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">These include problems at its Snohvit field in the Barents Sea, which saw one attempt at CCS aborted as <\/span><a href=\"https:\/\/www.tu.no\/artikler\/to-av-tre-prestisjeprosjekter-for-co2-lagring-er-mislykket\/234802\"><span style=\"font-weight: 400;\">the reservoir was at risk of collapsing<\/span><\/a><span style=\"font-weight: 400;\">, and a <\/span><a href=\"https:\/\/www.tu.no\/artikler\/ma-bruke-to-milliarder-kroner-for-a-redde-snohvit-gassen\/235227\"><span style=\"font-weight: 400;\">second paused as the injected CO2 was polluting the methane extracted from the site<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Statoil also <\/span><a href=\"https:\/\/www.equinor.com\/en\/news\/archive\/2013\/09\/20\/20SepMongstad.html\"><span style=\"font-weight: 400;\">mothballed its Mongstad CCS plant<\/span><\/a><span style=\"font-weight: 400;\"> after less than a year of operations.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cMongstad was meant to demonstrate that it was completely feasible to have carbon capture at gas-fired power plants and it was supposed to be 100% from 2014,\u201d said Lundberg. \u201cThey ended up failing at their own project.\u201d<\/span><\/p>\r\n<blockquote>\r\n<p><a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/15\/eu-climate-package-risks-locking-gas-use-campaigners-warn\/\"><strong>EU climate<\/strong> package risks locking in gas use, campaigners warn<\/a><\/p>\r\n<\/blockquote>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">Equinor and Engie say they are in talks with potential blue hydrogen buyers from \u201cpredominantly large, hard-to-abate industries\u201d. <\/span><span style=\"font-weight: 400;\">These may include sectors such as cement and steel, where there are few low-carbon production methods.<\/span><\/p>\r\n<p>The EU green taxonomy also <a href=\"https:\/\/www.climatechangenews.com\/2022\/02\/02\/european-commission-endorses-fossil-gas-transition-fuel-private-investment\/\">encourages the use of hydrogen<\/a> in gas-fired power stations, while gas grid operators are preparing to &#8220;blend&#8221; hydrogen into the fuel mix for home heating and cooking.<\/p>\r\n<!-- wp:paragraph -->\r\n<p><span style=\"font-weight: 400;\">E3G&#8217;s Moro said that even for hard-to-abate sectors, there were \u201cmuch more efficient alternatives\u201d, such as renewable energy or green hydrogen.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">She said there were \u201cvery strong economic interests\u201d pushing for blue hydrogen across Europe, and that the guidelines as to what qualifies as renewable or low-carbon gas were too vague, as they stand, to discourage them.<\/span><\/p>\r\n<p><!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph --><\/p>\r\n<p><span style=\"font-weight: 400;\">\u201cWe know that fossil gas will have to be phased out in the EU so what do we do with all that infrastructure? The easy solution the fossil industry is selling is blue hydrogen.\u201d<\/span><\/p>\r\n<p><em>This article was amended after publication to add a response from Equinor.\u00a0<\/em><\/p>\r\n<p><!--
