{"id":45778,"date":"2022-01-31T15:01:28","date_gmt":"2022-01-31T15:01:28","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=45778"},"modified":"2022-02-01T16:51:56","modified_gmt":"2022-02-01T16:51:56","slug":"innovation-pastoralism-climate-change-africas-drylands","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2022\/01\/31\/innovation-pastoralism-climate-change-africas-drylands\/","title":{"rendered":"Innovation, pastoralism and climate change in Africa\u2019s drylands"},"content":{"rendered":"<p><strong>The dryland areas of East and West Africa are uniquely populated by pastoralist and agro-pastoralist communities who have adapted over millennia to use the specific features of drylands to their best advantage.<\/strong><\/p>\n<p>Pastoralists in Africa, such as the Samburu and Pokot in East Africa and the Fulani and Peuls in West Africa, are largely dependent on livestock for their livelihoods. Traditionally these communities herd cattle, sheep, camels and goats, migrating across the rangelands in synchronicity with seasonal rains and water and forage availability.<\/p>\n<p>Practiced across nearly half of Africa from the grasslands of East Africa to the deserts and drylands of the Sahel and West Africa as well as in southern regions, <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2015\/05\/26\/world-bank-mobilizes-us248-million-to-support-2-million-pastoralists-in-the-sahel\" target=\"_blank\" rel=\"noopener\">pastoralism supports more than 50 million people<\/a> in sub-Saharan Africa alone.<\/p>\n<p>However, pastoral and agro-pastoral communities in these regions are facing several threats to the sustainability of their livelihoods. Change of use of traditional rangeland coupled with changing weather patterns \u2013 evidenced by greater frequency of droughts and unpredictable rainfall patterns \u2013 are increasing pressure on pastoral livelihoods, leading to higher levels of food insecurity.<\/p>\n<p>West Africa is projected to see further increases in wind speeds, heavy rainfall and flooding this century, while the Horn of Africa is <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg1\/downloads\/factsheets\/IPCC_AR6_WGI_Regional_Fact_Sheet_Africa.pdf\" target=\"_blank\" rel=\"noopener\">projected to experience more intensive bursts<\/a> of rainfall and flooding. In addition, these impacts are exacerbated in conflict-affected areas, where traditional migratory grazing routes and movements are further disrupted.<\/p>\n<p>Pastoral communities require solutions to enable them withstand and recover from the impact of climate change on livelihoods. Innovative programmes, which think of how to \u2018do business differently\u2019, are an essential component of this.<\/p>\n<p><strong>Innovation to help withstand climate shocks<\/strong><\/p>\n<p>Supporting Pastoralism and Agriculture in Recurrent and Protracted Crisis (SPARC), a programme of Cowater, ODI, the International Livestock Research Institute and Mercy Corps, aims to generate evidence and address knowledge gaps to build the resilience to the effects of climate change of dryland pastoralists and farmers.<\/p>\n<p>As part of its programme, SPARC has mapped innovations developed for pastoralists and agropastoralists in African drylands. The goal is to understand how such innovations promote long-term benefits for pastoral communities \u2013 and break the cycle of poverty and vulnerability to shocks \u2013 and how they can be improved.<\/p>\n<p>With particular emphasis on fragile and conflict-affected situations, the mapping exercise also looked specifically at the role of pastoralist women and youth in enhancing the resilience of pastoral livelihoods. Detailed findings of this research show how and where significant opportunities exist to \u2018do business differently\u2019 to support pastoralists in their effective use of rangelands.<\/p>\n<p>Looking across all innovation leaders, from business to academia, SPARC identified almost 40 relevant technological or social innovations. One example is AfriScout, a mobile app for pastoralists in Ethiopia and Tanzania that disseminates maps of rangeland quality.<\/p>\n<p>Subscription based, the app enables users to identify unexpected changes in grazing conditions (land coverage and water availability) within the registered pastoralist\u2019s rangeland using satellite data and interactive verification by the pastoralists themselves. The app therefore provides a technical response to support pastoralism in the context of climate change and its effects on the natural environment.<\/p>\n<p>Although there are many innovations available to make pastoral livelihoods more resilient, these communities remain under-served and marginalised. There\u2019s tremendous potential to scale up innovations, and keep pastoralism contributing effectively to local and regional economies.<\/p>\n<p>Most innovations focus on providing extension services and information on markets through low-tech platforms such as radio and SMS. Innovations on financial products and services were few, though beginning to scale up.<\/p>\n<p>Moreover, the researchers found that these innovations often focus on addressing the symptoms of an underlying problem rather than the problem itself \u2013 they only address the tip of the iceberg.<\/p>\n<div id=\"attachment_45779\" style=\"width: 2491px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45779\" class=\"wp-image-45779 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2022\/01\/Unknown.png\" alt=\"\" width=\"2481\" height=\"3508\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2022\/01\/31143312\/Unknown.png 2481w, https:\/\/cdn.climatechangenews.com\/files\/2022\/01\/31143312\/Unknown-119x168.png 119w, https:\/\/cdn.climatechangenews.com\/files\/2022\/01\/31143312\/Unknown-238x337.png 238w, https:\/\/cdn.climatechangenews.com\/files\/2022\/01\/31143312\/Unknown-768x1086.png 768w, https:\/\/cdn.climatechangenews.com\/files\/2022\/01\/31143312\/Unknown-1086x1536.png 1086w, https:\/\/cdn.climatechangenews.com\/files\/2022\/01\/31143312\/Unknown-1448x2048.png 1448w\" sizes=\"(max-width: 2481px) 100vw, 2481px\" \/><p id=\"caption-attachment-45779\" class=\"wp-caption-text\">Mapping innovations using the iceberg model (Photo: ODI)<\/p><\/div>\n<p>For example, innovations that aim to improve access to finance for pastoralists, though valuable, are not addressing <a href=\"https:\/\/www.sparc-knowledge.org\/resources\/financing-livestock-trade-formal-and-informal-finance-kenya-mali-and-somalia\" target=\"_blank\" rel=\"noopener\">why access to finance<\/a> is an issue for pastoralists in the first place. Innovations need to start looking at the root causes of obstacles for pastoralists.<\/p>\n<p>This includes challenging the <a href=\"https:\/\/www.webarchive.org.uk\/wayback\/archive\/20180902113047\/http:\/prise.odi.org\/resources\/challenging-the-myths-around-semi-arid-lands\/\" target=\"_blank\" rel=\"noopener\">misleading stereotypes<\/a> that pastoralism is unproductive or does not contribute to societal well-being and that understand that rangelands are not marginal but are highly productive and highly adaptable ecosystems.<\/p>\n<p>\u201cResearch needs to look at what is unique about these fragile contexts and accept those differences,\u201d says Carmen Jaquez, livelihoods, markets and economies lead at SPARC and one of the authors of the study. \u201cInnovations should grow from the strengths of these contexts and play to those strengths,\u201d she adds. A shift in \u2018mental models\u2019 might nudge perceptions and prioritise innovation that does not transform pastoralism but rather builds from the strengths of dryland systems.<\/p>\n<p>The SPARC researchers also found that one of the biggest challenges to successful innovation in pastoral systems is the availability of long-term (patient) capital, where investors are willing to make an initial investment with no expected returns in the short term. Though not unique to the vulnerable livelihood context, patient capital requires that investors show a willingness to adapt over the longer term.<\/p>\n<p><em>For more information, read the <a
