{"id":45551,"date":"2021-12-14T15:55:00","date_gmt":"2021-12-14T15:55:00","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=45551"},"modified":"2021-12-14T17:15:49","modified_gmt":"2021-12-14T17:15:49","slug":"eu-seeks-rival-chinas-infrastructure-offer-africans-sceptical","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2021\/12\/14\/eu-seeks-rival-chinas-infrastructure-offer-africans-sceptical\/","title":{"rendered":"As EU seeks to rival China&#8217;s infrastructure offer, Africans are sceptical"},"content":{"rendered":"<p><strong>When the EU launched its global gateway initiative earlier this month, it was pitched as a greener and more transparent alternative to China&#8217;s belt and road.\u00a0<\/strong><\/p>\n<p>Brussels pledged to <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/STATEMENT_21_6522\" target=\"_blank\" rel=\"noopener noreferrer\">mobilise up to $340 billion by 2027<\/a> to support a green and digital transition around the world. It announced the initiative the day after a major China-Africa summit ended in Dakar, Senegal, highlighting the contrast in approach.<\/p>\n<p>Africa could certainly use the investment. <a href=\"https:\/\/www.afdb.org\/fileadmin\/uploads\/afdb\/Documents\/Publications\/2018AEO\/African_Economic_Outlook_2018_-_EN_Chapter3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">The African Development Bank<\/a> estimates the continent\u2019s infrastructure needs at $130\u2013170 billion a year, with a financing gap of $68\u2013$108 billion. But African experts are sceptical of the EU offer.<\/p>\n<p>While China has roads, bridges and dams to show for its 20-year-engagement with Africa, they say, the EU brings red tape and a lecture.<\/p>\n<p>\u201cWho listens and understands the context in which African countries are operating is going to be the better development partner,\u201d Ovigwe Eguegu, a Nigerian policy adviser at consultancy Development Reimagined, tells Climate Home News.<\/p>\n<p>\u201cThe EU is the one that doesn\u2019t listen,\u201d he says. \u201cThe EU now realises that Africa is serious about wanting to build infrastructure. In a way, the EU coming up with the global gateway is acknowledging that China got development in Africa right.\u201d<\/p>\n<blockquote><p><label for=\"mce-EMAIL\">Want climate news in your inbox? Sign up for free to get our weekly newsletter and occasional extra bulletins<\/label><input id=\"mce-EMAIL\" class=\"email\" name=\"EMAIL\" required=\"\" type=\"email\" value=\"\" placeholder=\"your email address\" \/><\/p>\n<div style=\"position: absolute; left: -5000px;\" aria-hidden=\"true\"><input tabindex=\"-1\" name=\"b_6316d25f7b68919349e54a251_bf939f9418\" type=\"text\" value=\"\" \/><\/div>\n<div class=\"clear\"><input id=\"mc-embedded-subscribe\" class=\"button\" name=\"subscribe\" type=\"submit\" value=\"Subscribe to Climate Weekly\" \/><\/div>\n<\/blockquote>\n<p>The global gateway initiative includes \u20ac2.4 billion ($2.7bn) in grants for sub-Saharan Africa and \u20ac1.08bn ($1.2bn) for North Africa to support the roll out of renewable energy, energy efficiency and the greening of local value chains.<\/p>\n<p>Further proposals include developing a green hydrogen sector and the Africa-EU Green Energy Initiative to integrate regional energy markets.<\/p>\n<p>\u201cIt opens up a lot of new potential,\u201d Cobus van Staden, a senior researcher on China-Africa relations at the South African Institute of International Affairs, tells Climate Home. But it raises more questions than it answers, he says.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/537XiVzJRPM\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>For Faten Aggad of Algeria, a former advisor to the African Union\u2019s high representative on Africa-EU negotiations, the proposal is disappointing and lacks a firm commitment to new and additional cash.<\/p>\n<p>\u201cChina\u2019s financing is through loans but at least it\u2019s on the table,\u201d she says. \u201cAs things are, China will certainly remain a much more attractive partner. The EU will need to up its offer if it\u2019s to be truly relevant.\u201d<\/p>\n<p>Early results of a <a href=\"https:\/\/afrobarometer.org\/sites\/default\/files\/africa-china_relations-3sept20.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2019\/20 Afrobarometer survey,<\/a> a research network that measures public attitudes in Africa, show that 59% of respondents think China\u2019s economic and political influence is mostly positive \u2013 compared with 46% for former colonial powers.<\/p>\n<p>One of Aggad\u2019s key criticisms is that the EU did not consult African partners ahead of its launch \u2013 something echoed by other analysts.<\/p>\n<p>\u201cWas there consultation with African partners leading up to the global gateway? Zero,\u201d says Eguegu. \u201cYou can\u2019t expect any enthusiasm because there is just ignorance of what these promises will mean and how they will translate on the ground.\u201d<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/01\/china-trumps-west-pledging-larger-share-imf-relief-african-nations\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>China<\/strong> \u2018trumps\u2019 the west by pledging larger share of IMF relief to African nations<\/a><\/p><\/blockquote>\n<p>In contrast, Beijing held meetings and consultations with African partners over several months in the run up to the Forum on China-Africa Cooperation in November. At the forum, president Xi Jinping announced China will <a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/01\/china-trumps-west-pledging-larger-share-imf-relief-african-nations\/\" target=\"_blank\" rel=\"noopener noreferrer\">direct a quarter of its IMF pandemic recovery boost to African countries<\/a> &#8211; a more generous reallocation than any OECD country.<\/p>\n<p>A ministerial meeting between the EU and the African Union took place in Kigali, Rwanda, in October, but relations with Brussels have become strained, says Aggad.<\/p>\n<p>The union&#8217;s planned carbon border tax <a href=\"https:\/\/www.climatechangenews.com\/2021\/07\/12\/eu-must-use-carbon-border-tax-support-just-transition-around-world\/\">could be costly for some<\/a> African exporters, with no corresponding support on offer to help them clean up their industries. And the EU insisted on a reference to the Africa-EU Green Energy Initiative\u00a0in <a href=\"https:\/\/www.consilium.europa.eu\/media\/52671\/20211026-au-eu-fam-meeting_joint-communiqu%C3%A9.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a joint ministerial statement<\/a>, despite the African Union&#8217;s objection it had not been briefed on the plan.<\/p>\n<p>\u201cThis is not anchored in a political process,\u201d says Aggad, adding it was not the first time Africa\u2019s view had been bypassed. \u201cIt doesn\u2019t land well.\u201d<\/p>\n<p>An EU-African Union summit planned for February could be a moment to improve relations and develop concrete proposals.<\/p>\n<div id=\"attachment_45557\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45557\" class=\"wp-image-45557 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/12\/30592646218_fbd2aeea73_c.jpg\" alt=\"\" width=\"800\" height=\"438\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14140535\/30592646218_fbd2aeea73_c.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14140535\/30592646218_fbd2aeea73_c-300x164.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14140535\/30592646218_fbd2aeea73_c-768x420.jpg 768w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14140535\/30592646218_fbd2aeea73_c-600x329.jpg 600w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-45557\" class=\"wp-caption-text\">African leaders attending the Forum on China-Africa Cooperation in Beijing in 2018 (Photo: <a href=\"https:\/\/www.flickr.com\/photos\/paulkagame\/30592646218\/in\/album-72157699245926451\/\" target=\"_blank\" rel=\"noopener noreferrer\">Paul Kagame office\/Flickr<\/a>)<\/p><\/div>\n<p>The European Commission has been open about the fact its global gateway is <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/qanda_21_6434\" target=\"_blank\" rel=\"noopener noreferrer\">a direct response<\/a> to China\u2019s sprawling investments strategy.<\/p>\n<p>China\u2019s approach to infrastructure finance has been <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/19186444.2020.1795527\" target=\"_blank\" rel=\"noopener noreferrer\">criticised<\/a> for unfair procurement processes, lack of transparency and transfer of technology, promoting speed over quality, limited job creation and <a href=\"https:\/\/www.voanews.com\/a\/china-s-belt-and-road-initiative-is-about-profit-not-development-study-finds\/6252992.html\" target=\"_blank\" rel=\"noopener noreferrer\">unfavourable terms<\/a> that locked nations into debt. Some of that is changing.<\/p>\n<p>President Xi Jinping has <a href=\"https:\/\/climatechangenews.com\/2021\/09\/21\/president-xi-declares-end-chinese-support-new-coal-power-abroad\/\">called a halt<\/a> to building coal plants abroad. China is <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0305750X20304939\" target=\"_blank\" rel=\"noopener noreferrer\">pivoting to<\/a> large-scale renewable-energy infrastructure projects in sub-Saharan Africa and <a href=\"https:\/\/greenfdc.org\/green-bri-development-guidance-puts-coal-in-negative-list\/\" target=\"_blank\" rel=\"noopener noreferrer\">considering some environmental sustainability standards<\/a>.<\/p>\n<p><a href=\"https:\/\/ec.europa.eu\/info\/sites\/default\/files\/joint_communication_global_gateway.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Official EU documents<\/a> state that the global gateway aims \u201cto forge links and not create dependencies\u201d and to invest in projects \u201cthat can be delivered with high standards, good governance and transparency\u201d.<\/p>\n<p>\u201cWe want to take a different approach. We want to show that a democratic, value-driven approach can deliver on the most pressing challenges,\u201d Commission president Ursula von der Leyen <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/STATEMENT_21_6522\" target=\"_blank\" rel=\"noopener noreferrer\">told a press conference<\/a> at the launch.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/07\/huge-blow-cuts-gas-finance-sparks-west-african-backlash\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>\u2018Huge blow\u2019<\/strong> \u2013 cuts to gas finance sparks West African backlash<\/a><\/p><\/blockquote>\n<p>How this value-focused approach will translate on the ground is unclear. What the EU sees as good governance, many African nations see as onerous bureaucracy, lacking the institutional capacity to readily fill all the forms.<\/p>\n<p>\u201cI think the danger is that this might end up favouring richer countries,\u201d says van Staden. With China there are fewer hoops to jump through, meaning projects can get started quickly. \u201cAnd that\u2019s important in Africa because a lot of these infrastructure projects are tied to the electoral cycles,\u201d the South African explains.<\/p>\n<p>In Nigeria, the EU\u2019s environmental standards will be \u201ca double-edged sword,\u201d says Eguegu. While important for the energy transition, it is \u201csecondary\u201d to the stark infrastructure deficit faced by the nation, he says.<\/p>\n<p>\u201cNigeria is not going to sit back and let the EU dictate whether it&#8217;s going to expand its hydrocarbon investments,\u201d he added, but it will seek deals with other partners including China, Turkey or an increasingly engaged UAE.<\/p>\n<p>This view is shared by others across the continent. According to <a href=\"https:\/\/afrobarometer.org\/publications\/ad492-beyond-borders-africans-prefer-self-reliant-development-remain-skeptical-free\" target=\"_blank\" rel=\"noopener noreferrer\">Afrobarometer<\/a>, 55% of Africans believe foreign lenders and donors should allow African governments to make their own decisions about how to use their resources.<\/p>\n<div id=\"attachment_45552\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45552\" class=\"wp-image-45552 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/12\/Afrobarometer.jpg\" alt=\"\" width=\"800\" height=\"357\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14133202\/Afrobarometer.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14133202\/Afrobarometer-300x134.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14133202\/Afrobarometer-768x343.jpg 768w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/14133202\/Afrobarometer-600x268.jpg 600w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-45552\" class=\"wp-caption-text\">Views on development cooperation from 34 African countries in 2019\/21 in a survey carried out by Afrobarometer (Source: <a href=\"https:\/\/afrobarometer.org\/publications\/ad492-beyond-borders-africans-prefer-self-reliant-development-remain-skeptical-free\" target=\"_blank\" rel=\"noopener noreferrer\">Afrobarometer<\/a>)<\/p><\/div>\n<p>For Eguegu, global gateway\u2019s competitive framing with China is \u201cproblematic\u201d and suggests the EU is more interested in the power play than providing infrastructure. What is needed to address the infrastructure deficit \u201cis cooperation, not competition,\u201d he says.<\/p>\n<p>The scale of plugging this infrastructure gap is so vast, \u201cno one partner is big enough to be able to deal with it,\u201d says van Staden. \u201cGeopolitical preoccupation shouldn\u2019t undermine African agency in decision making.&#8221;<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/12\/08\/african-union-urged-bring-political-clout-egypt-climate-talks\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>African Union<\/strong> urged to bring political clout to Egypt climate talks<\/a><\/p><\/blockquote>\n<p>Where cooperation isn\u2019t possible, virtuous competition between China and the West could help drive down the cost of projects and provide African countries with better borrowing deals, says Kenyan Patrick Anam, a lawyer and trade policy expert at Development Reimagined.<\/p>\n<p>The EU has an edge over China in some areas. A <a href=\"https:\/\/africanclimatefoundation.org\/wp-content\/uploads\/2021\/11\/800539-ACF-NRDC-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">report by the African Climate Foundation<\/a> last week found that very few renewable energy projects are ready for development, largely because of technical expertise and feasibility studies that the EU could help bridge.<\/p>\n<p>For Anam, the EU should bring the technological know-how and capacity building to speed up the transition away from polluting industries on the continent. \u201cBuilding a huge solar park is pointless if we have to fly engineers from Belgium or France to come and fix it,\u201d he says.<\/p>\n<p>\u201cAfrican countries need to redefine what they really want from this relationship,\u201d says Anam. \u201cIt&#8217;s not upon the EU, China, or the US to say this what you want. But Africa also needs to take its seat at the table knowing what it wants.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Brussels is promising green infrastructure investment for African
