{"id":45497,"date":"2021-12-03T16:47:31","date_gmt":"2021-12-03T16:47:31","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=45497"},"modified":"2021-12-09T12:28:21","modified_gmt":"2021-12-09T12:28:21","slug":"rush-mine-deep-ocean-environmentalists-worried","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2021\/12\/03\/rush-mine-deep-ocean-environmentalists-worried\/","title":{"rendered":"A rush to mine the deep ocean has environmentalists worried"},"content":{"rendered":"<p><strong>In a large building overlooking the sea in Kingston, Jamaica, national members of a little known international organisation are meeting for contentious talks that could open up the planet\u2019s deep seabed to mining as soon as July 2023. <\/strong><\/p>\n<p>The ocean floor is rich in mineral deposits, which could provide raw materials to manufacture batteries for electric cars, solar panels and wind turbines. Prospective mining companies see a lucrative opportunity to turbocharge the energy transition.<\/p>\n<p>Yet the cold, dark and inaccessible deep sea\u00a0is home to a vast array of life, which scientists are just beginning to discover.<\/p>\n<p>Areas of commercial interest are turning out to be some of \u201cthe most biodiverse places on Earth,\u201d Diva Amon, a marine biologist from Trinidad and Tobago, told Climate Home News, with 70-90% of the species discovered there never seen before.<\/p>\n<p>Too little is known about the oceans\u2019 deep, its biodiversity and the role it plays in storing carbon to fully understand the impacts the nascent industry will have, Amon said. \u201cWhatever way you look at it, mining is going to be very destructive in the deep ocean. While some exploratory activities are under way, no commercial extraction has started in international waters.<\/p>\n<p>The reason for the hype is mineral concretions on the sea bottom known as <a href=\"https:\/\/isa.org.jm\/files\/files\/documents\/eng7.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">polymetallic nodules<\/a>. About the size of a potato, they are thought to take millions of years to form and are rich in manganese, nickel, cobalt and rare earth metals, key components of batteries for electric vehicles.<\/p>\n<p>As the energy transition accelerates, demand for critical minerals could increase sixfold by 2040, <a href=\"https:\/\/www.iea.org\/news\/clean-energy-demand-for-critical-minerals-set-to-soar-as-the-world-pursues-net-zero-goals\" target=\"_blank\" rel=\"noopener noreferrer\">according to the International Energy Agency<\/a>. The Metals Company also struck exploration deals with Tonga and Kiribati.<\/p>\n<p>In June, the island president Lionel Aingimea <a href=\"https:\/\/www.isa.org.jm\/news\/nauru-requests-president-isa-council-complete-adoption-rules-regulations-and-procedures\" target=\"_blank\" rel=\"noopener noreferrer\">wrote to the ISA council<\/a> calling for regulations to be fast-tracked, so Nori can formally apply for approval to exploit the seabed.<\/p>\n<p>Aingimea invoked a never-before-used procedural point, known as the \u201c<a href=\"https:\/\/www.un.org\/depts\/los\/convention_agreements\/texts\/agreement_part_xi\/agreement_part_xi.htm#annex\" target=\"_blank\" rel=\"noopener noreferrer\">two-year-rule<\/a>\u201d. If the rules aren\u2019t finalised by July 2023, the ISA will have to \u201cconsider and provisionally approve\u201d licencing requests regardless.<\/p>\n<p>To meet the deadline, the ISA secretariat is proposing <a href=\"https:\/\/undocs.org\/en\/ISBA\/26\/C\/44\" target=\"_blank\" rel=\"noopener noreferrer\">nine weeks<\/a> of in-person meetings across 2022, with countries asked to adopt the plan and start work this month.<\/p>\n<div id=\"attachment_45509\" style=\"width: 809px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45509\" class=\"size-full wp-image-45509\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/12\/14953810507_1eac8aa34b_c.jpg\" alt=\"\" width=\"799\" height=\"383\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03162728\/14953810507_1eac8aa34b_c.jpg 799w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03162728\/14953810507_1eac8aa34b_c-300x144.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03162728\/14953810507_1eac8aa34b_c-768x368.jpg 768w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03162728\/14953810507_1eac8aa34b_c-600x288.jpg 600w\" sizes=\"(max-width: 799px) 100vw, 799px\" \/><p id=\"caption-attachment-45509\" class=\"wp-caption-text\">A manganese nodule from the Pacific Ocean seafloor (Photo: <a href=\"https:\/\/www.flickr.com\/photos\/jsjgeology\/14953810507\/in\/photolist-8W5eCU-oMq7ww-p4SosA-oMqbT6\" target=\"_blank\" rel=\"noopener noreferrer\">James St. John\/Flickr<\/a>)<\/p><\/div>\n<p>The Metals Company argues deep-sea mining is less environmentally and socially damaging alternative to terrestrial mining, which often takes place in biodiverse rainforests.<\/p>\n<p>While the company didn\u2019t respond to Climate Home\u2019s questions, it pointed to literature on its website <a href=\"https:\/\/investors.metals.co\/static-files\/cbbbf70e-cc80-4cef-a18c-5e272d591756\" target=\"_blank\" rel=\"noopener noreferrer\">targeted at investors<\/a>, which includes a plan to start commercial production in the last quarter of 2023.<\/p>\n<p>Deep sea bed mining, it says, reduces the risk to carbon stored on land and doesn\u2019t require drilling or blasting since nodules are not attached to the ocean\u2019s floor.<\/p>\n<p>Machines they call \u201ccollectors\u201d would only remove nodules in the top five centimetres of the seabed\u2019s sediment, allowing for \u201crecovery to start naturally and immediately\u201d.<\/p>\n<p>The company further <a href=\"https:\/\/metals.co\/frequently-asked-questions\/\" target=\"_blank\" rel=\"noopener noreferrer\">describes<\/a> the seabed as \u201ca barren and common, desert-like environment with limited life, and no threat to Indigenous land\u201d.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/25\/morocco-accused-greenwashing-occupation-western-sahara\/\"><strong>Morocco<\/strong> accused of \u201cgreenwashing occupation\u201d of Western Sahara<\/a><\/p><\/blockquote>\n<p>For Amon, this is \u201ca flat lie\u201d. Life in the oceans\u2019 deep grows and reproduces slowly, with studies finding very little recovery decades after the sea floor has been disturbed. And the extent to which mining will impact the carbon cycle remains unknown.<\/p>\n<p>\u201cThere isn&#8217;t enough science and they likely won&#8217;t be enough science to make informed decision for potentially decades,\u201d Amon said.<\/p>\n<p>Nor is there any guarantee that mining on land would decrease as a result. \u201cOne will not replace the other. The business signatories committed not to use deep sea minerals in their supply chains. Microsoft has <a href=\"https:\/\/cgiar.us8.list-manage.com\/track\/click?u=ebb0b8aca497581021d1c60ea&amp;id=0648c786a1&amp;e=8c4993f56e\" target=\"_blank\" rel=\"noopener noreferrer\">adopted a temporary ban<\/a>.<\/p>\n<p>\u201cOnly a handful of individuals are talking about opening up this new industrial frontier,\u201d Louisa Casson, an oceans campaigner at Greenpeace, told Climate Home. \u201cBut people hardly realise that this is something that governments and companies are actually considering.\u201d<\/p>\n<p>Part of the accountability deficit lies with the fact ISA meetings are dominated by a few countries which a strong interest in deep sea mining. \u201cNot a lot of governments show up because not a lot of them are interested,\u201d said Casson.<\/p>\n<blockquote>\n<p class=\"special-feature--hero-header animated-2 wow fadeInUp\"><a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/26\/kenyan-forest-communities-sidelined-government-misses-two-billion-tree-target\/\"><strong>Kenyan<\/strong> forest communities sidelined as government misses two billion tree target<\/a><\/p>\n<\/blockquote>\n<p>Nauru&#8217;s ultimatum is pushing governments to take a stance on the issue. And some have already done so.<\/p>\n<p><a href=\"https:\/\/isa.org.jm\/files\/files\/documents\/ISBA_26_C_40-2110120E.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">African countries<\/a> and a <a href=\"https:\/\/isa.org.jm\/files\/files\/documents\/ISBA_26_C_47-2114954E.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Latin American and Caribbean<\/a> bloc have written to the ISA to express their concerns at the forced deadline, saying more time was needed to understand the impacts of disturbing the deep and develop appropriate regulations.<\/p>\n<p>In the Pacific, <a href=\"https:\/\/www.fijitimes.com\/fiji-backs-10-year-ban-on-seabed-mining\/\" target=\"_blank\" rel=\"noopener noreferrer\">Fiji<\/a> and Vanuatu have called for a ban on sea bed mining until 2030.<\/p>\n<p>And at the world congress of the International Union for the Conservation of Nature (IUCN) in September, <a href=\"https:\/\/www.iucncongress2020.org\/sites\/www.iucncongress2020.org\/files\/vote_results_3rd_sitting.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">81 member countries<\/a> supported a non-binding <a href=\"https:\/\/www.iucncongress2020.org\/motion\/069\">motion<\/a> for a moratorium on deep sea mining. Government agencies in Norway and Belgium were in a minority rejecting the motion. Germany, which holds exploration rights, <a href=\"https:\/\/seas-at-risk.org\/general-news\/european-commission-announces-plans-to-step-up-deep-sea-mining-exploration-on-same-day-as-iucn-adopts-moratorium-motion\/\" target=\"_blank\" rel=\"noopener noreferrer\">supported the moratorium<\/a>.<\/p>\n<p>Yet, a moratorium is not up for discussion at the ISA meeting. \u201cWe think that should be reflected in this ISA meeting rather than just accepting an arbitrary deadline,\u201d Casson said. &#8220;The real question is do we want this at all? Is it really needed?\u201d<\/p>\n<div id=\"attachment_45499\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45499\" class=\"size-full wp-image-45499\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/12\/Deep-seabed.jpg\" alt=\"\" width=\"800\" height=\"450\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03151310\/Deep-seabed.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03151310\/Deep-seabed-112x63.jpg 112w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03151310\/Deep-seabed-300x168.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03151310\/Deep-seabed-768x432.jpg 768w, https:\/\/cdn.climatechangenews.com\/files\/2021\/12\/03151310\/Deep-seabed-600x337.jpg 600w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-45499\" class=\"wp-caption-text\">Iridogorgia and bamboo coral pictured around the Johnston Atoll Unit of the Pacific Remote Islands Marine National Monument (Photo: NOAA Office of Ocean Exploration and Research)<\/p><\/div>\n<p>From some of the most climate vulnerable nations on Earth, the answer is a firm yes.<\/p>\n<p>Nauru, Tonga and Kiribati have <a href=\"http:\/\/naurugov.nr\/government-information-office\/gio-notices\/monday,-8-june-2020-(1).aspx\" target=\"_blank\" rel=\"noopener noreferrer\">described<\/a> seabed mining as \u201ca welcome and exciting development\u201d that can help accelerate the transition away from fossil fuels that threatens the very survival of their islands.<\/p>\n<p>It \u201cshould be embraced by everyone who cares about the climate future of our planet,\u201d they wrote in <a href=\"http:\/\/naurugov.nr\/government-information-office\/gio-notices\/monday,-8-june-2020-(1).aspx\" target=\"_blank\" rel=\"noopener noreferrer\">a joint statement<\/a>, arguing that it provides them with resources for sustainable economic development.<\/p>\n<p>Under the ISA regime, these mineral deposits have been designated as the \u201ccommon heritage of humankind\u201d. That means royalties from their commercialisation will be distributed between all countries, taking into particular consideration the needs of developing nations. Gianni said the firm \u201cneeded to convince SOAC investors that this was a good deal and to do that they absolutely needed to show that they will get a licence for mining\u201d.<\/p>\n<p>Weeks after Nauru triggered the two-year rule, the two companies merged to form The Metals Company. It was listed on Nasdaq in September, valued at $2.9 billion &#8211; a valuation that <a href=\"https:\/\/www.ft.com\/content\/6675ac1e-a9a0-48d8-b4e9-aee2ef27c7be\" target=\"_blank\" rel=\"noopener noreferrer\">plummeted a month later<\/a> after a key investor pulled out. Nauru\u2019s UN ambassador Margo Deiye, permanent representative at the ISA, <a href=\"https:\/\/twitter.com\/MargoDeiye\" target=\"_blank\" rel=\"noopener noreferrer\">attended the listing ceremony<\/a>.<\/p>\n<p>The Nauru government and the ISA did not respond to requests for comment.<\/p>\n<p>\u201cThis [ISA] meeting and the whole scramble of figuring out what to do is not based on a scientific study-approach at the ISA, nor the potential of deep sea mining, nor the extent to which it would impact the environment and whether the world needs these metals. None of this has happened,&#8221; said Gianni.<\/p>\n<p>\u201cThis is the tragedy of the whole process. It\u2019s almost farcical.
