It depends on agencies like UNDP to deliver projects in poor nations.<\/p>\n<p>The GCF accreditation panel is recommending the fund renew ties with the UN development agency, its largest implementing partner, at a virtual board meeting this week, despite claims of corruption and <a href=\"https:\/\/www.greenclimate.fund\/sites\/default\/files\/document\/gcf-b30-03.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">concerns<\/a> over weak implementation of UNDP policies at its regional bureaux.<\/p>\n<p><a href=\"https:\/\/www.greenclimate.fund\/sites\/default\/files\/document\/gcf-b30-03.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Documents for the meeting<\/a> state that allegations of corruption have been raised against UNDP-led projects in Armenia and Samoa, approved by the fund. The GCF is awaiting the outcome of an UNDP investigation into the claims.<\/p>\n<p>And donor countries are still pressing UNDP to show evidence that remedial action has been taken over a long-running <a href=\"https:\/\/foreignpolicy.com\/2019\/08\/14\/greed-and-graft-at-un-climate-program-united-nations-undp-corruption\/\" target=\"_blank\" rel=\"noopener noreferrer\">corruption scandal<\/a> at one of its programmes in Russia.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/10\/01\/uk-seeks-alliance-end-public-finance-coal-oil-gas-projects-overseas\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>UK seeks<\/strong> alliance to end public finance for coal, oil and gas projects overseas<\/a><\/p><\/blockquote>\n<p>Allegations <a href=\"https:\/\/foreignpolicy.com\/2019\/08\/14\/greed-and-graft-at-un-climate-program-united-nations-undp-corruption\/\" target=\"_blank\" rel=\"noopener noreferrer\">of misappropriation of millions of dollars<\/a> in the programme designed to promote energy efficiency in Russia, funded by the Global Environment Facility, seriously damaged the agency&#8217;s reputation.<\/p>\n<p>A source with knowledge of the dossier told Climate Home News that UNDP\u2019s bid to renew its accreditation with the GCF was \u201ccynical\u201d and the UN body should first \u201cput its house in order\u201d.<\/p>\n<p>A UNDP spokesperson told Climate Home the agency had gone through \u201can extensive and transparent due diligence process as part of the re-accreditation process\u201d and insisted that the allegations made against its GEF-related programmes have been \u201csignificantly investigated\u201d.<\/p>\n<p>He added the agency was \u201cswiftly implementing recommendations\u201d in response to the case and strengthening its oversight policies.<\/p>\n<div id=\"mc_embed_signup\">\n<form id=\"mc-embedded-subscribe-form\" class=\"validate\" action=\"https:\/\/climatehomenews.us1.list-manage.com\/subscribe\/post?u=6316d25f7b68919349e54a251&amp;id=bf939f9418\" method=\"post\" name=\"mc-embedded-subscribe-form\" novalidate=\"\" target=\"_blank\">\n<div id=\"mc_embed_signup_scroll\">\n<blockquote><p><label for=\"mce-EMAIL\">Want climate news in your inbox? As the end of July, the GCF board had approved 35 UNDP projects around the world worth $2.4bn.<\/p>\n<p>Liane Schalatek, a climate finance expert with the Heinrich Boell Foundation and a close GCF observer, described the re-accreditation of UNDP as &#8220;tricky&#8221; given its role as a &#8220;go-to international implementing partner for GCF projects for many developing countries&#8221;.<\/p>\n<p>At stake in this GCF board week\u2019s meeting is whether UNDP has robust enough systems and oversight in place across the organisation to receive, investigate and appropriately act on allegations of corruption and mismanagement.<\/p>\n<p>Information shared by sources with Climate Home point to a culture of covering up fraud and failing to protect whistleblowers, which they say still hasn\u2019t been fully addressed.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/09\/06\/cop26-matter-guide-glasgow-climate-summit\/\"><strong>What is Cop26<\/strong> and why does it matter? Your guide to the Glasgow climate summit<\/a><\/p><\/blockquote>\n<p>Six UNDP projects were on the GCF\u2019s watch list for close monitoring as of July, according to <a href=\"https:\/\/www.greenclimate.fund\/sites\/default\/files\/document\/gcf-b30-03.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">fund documents<\/a>.<\/p>\n<p>A $66 million flood management project in Samoa, which Climate Home previously reported <a href=\"https:\/\/www.climatechangenews.com\/2021\/02\/19\/concerns-raised-green-climate-fund-flood-defence-project-samoa\/\" target=\"_blank\" rel=\"noopener noreferrer\">raised concerns among technical experts<\/a>, and a $116m project to improve energy efficiency in Armenia through retrofitting building both had corruption allegations raised against them.<\/p>\n<p>UNDP did not respond to specific questions about allegations of corruption at these projects.<\/p>\n<p>A GCF spokesperson told Climate Home News the fund has \u201ca zero-tolerance policy to integrity violations\u201d and was \u201cworking closely with UNDP to ensure that our projects are correctly managed\u201d.<\/p>\n<p>He added UNDP had been \u201cfully transparent\u201d during the review process and that the accreditation panel concluded that it was able to appropriately deal with misconduct allegations.<\/p>\n<p>Recommendations for re-accreditation were made on condition that the UN body rolls out anti-money laundering policy across the organisation and demonstrates in 2024, through an independent study, that corrective actions have been implemented.<\/p>\n<div id=\"attachment_44961\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-44961\" class=\"wp-image-44961 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/10\/Achim-Steiner.jpg\" alt=\"\" width=\"600\" height=\"397\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/10\/01152646\/Achim-Steiner.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2021\/10\/01152646\/Achim-Steiner-254x168.jpg 254w, https:\/\/cdn.climatechangenews.com\/files\/2021\/10\/01152646\/Achim-Steiner-509x337.jpg 509w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-44961\" class=\"wp-caption-text\">UNDP administrator Achim Steiner (Photo: <a href=\"https:\/\/www.flickr.com\/photos\/unitednationsdevelopmentprogramme\/49535125656\/\" target=\"_blank\" rel=\"noopener noreferrer\">UNDP\/Astrid Stawiarz\/Flickr<\/a>)<\/p><\/div>\n<p>In July, UNDP head Achim Steiner, told the executive board, in an update seen by Climate Home, that \u201cUNDP \u2013 and I personally \u2013 have zero tolerance for any fraud, misappropriation or irregularities&#8221;.<\/p>\n<p>Yet, nearly seven years after a whistleblower alleged that Russian officials were <a href=\"https:\/\/foreignpolicy.com\/2019\/08\/14\/greed-and-graft-at-un-climate-program-united-nations-undp-corruption\/\" target=\"_blank\" rel=\"noopener noreferrer\">awarding lucrative contracts to friends and family<\/a> in the GEF-funded project, no one has yet been held publicly accountable. The full story about the decade-long Russia programme, which closed in 2017, is yet to emerge.<\/p>\n<p>An <a href=\"https:\/\/www.thegef.org\/sites\/default\/files\/documents\/3216_Independent_Review_UNDP_GEF_Project_Final_Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">independent review<\/a> published earlier this year concluded that issues of weak governance were \u201csystemic\u201d and that \u201ca number of individuals were able to game the relatively weak systems of governance and technical capacity\u201d. The whistleblower case was handled unsatisfactorily, it found.<\/p>\n<p>Steiner told the board he had been provided \u201cwith a comprehensive view\u201d of the issues and that individual responsibilities had been established. &#8220;Half a dozen&#8221; people still working for UNDP have been given formal reprimands, including administrative leave while steps towards disciplinary processes are being taken, he said.<\/p>\n<blockquote><p><a href=\"https:\/\/climatechangenews.com\/2021\/09\/28\/chinas-power-crunch-fuel-anti-climate-backlash-analysts-warn\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>China\u2019s power crunch<\/strong>\u00a0could fuel anti-climate backlash, analysts warn<\/a><\/p><\/blockquote>\n<p>Among donors, some concerns over UNDP\u2019s ability to handle corruption allegations remain.<\/p>\n<p>After first writing to Steiner in March 2020 to express concerns, the Netherlands <a href=\"https:\/\/www.platform-investico.nl\/artikel\/buitenlandse-zaken-bevriest-betaling-aan-vn-organisatie\/\" target=\"_blank\" rel=\"noopener noreferrer\">froze \u20ac10m of its voluntary \u20ac30m annual contribution to UNDP<\/a>, citing dissatisfaction with how UNDP responded to the allegations.<\/p>\n<p>A spokesperson for the country\u2019s foreign ministry told Climate Home that \u201cUNDP should restore confidence that the alleged malpractices have been adequately investigated and that lessons are broadly drawn to prevent similar problems in the future\u201d.<\/p>\n<p>At <a href=\"https:\/\/www.youtube.com\/watch?v=BGICJyn_M3w&amp;ab_channel=GlobalEnvironmentFacility\" target=\"_blank\" rel=\"noopener noreferrer\">a GEF council meeting in June<\/a>, Konrad Specker, of Switzerland, said his government shared \u201cfundamental concerns\u201d over UNDP. He added that recommendations and policy changes \u201cdo not really address the questions related to management behaviour and organisation culture\u201d.<\/p>\n<p>\u201cWe believe that unless these issues are addressed, it remains questionable to what extent the management actions being taken will produce the real change on the ground that has been advocated for,\u201d he
