{"id":44407,"date":"2021-07-02T14:44:46","date_gmt":"2021-07-02T13:44:46","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=44407"},"modified":"2021-07-02T15:29:03","modified_gmt":"2021-07-02T14:29:03","slug":"row-erupts-green-climate-fund-defines-climate-adaptation","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2021\/07\/02\/row-erupts-green-climate-fund-defines-climate-adaptation\/","title":{"rendered":"Row erupts at Green Climate Fund over who defines climate adaptation"},"content":{"rendered":"<p><strong>The UN\u2019s flagship climate finance initiative was gripped by a dispute this week over what a project to cope with the impacts of climate change looks like &#8211; and who gets to decide.<\/strong><\/p>\n<p>Tensions rose during the online board meeting of the Green Climate Fund (GCF) after only one out of three adaptation projects submitted to the fund\u2019s secretariat was presented to the board for approval.<\/p>\n<p>Two adaptation projects and one project with both adaptation and emissions-cutting elements didn&#8217;t make it pass the fund\u2019s technical advisory panel.<\/p>\n<p>The independent body said it wasn\u2019t clear if the projects were focused on climate adaptation, as opposed to general development, and historical data was lacking. <span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>One of the rejected projects was to &#8220;build resilience to hydro-meterological hazards&#8221; in Timor Leste, with a large share of funding earmarked for fire trucks. The technical panel deemed the project\u2019s climate impact to be &#8220;weak&#8221;. While drought and heat can drive wildfire risk, slash and burn techniques to clear land were seen as the dominant cause of fires.<\/p>\n<p>The result was that the board only had four bids to consider, instead of seven, and the balance tilted towards mitigation. All four worth $501 million were approved. In grant equivalent terms, just 18% went to support communities coping with erratic weather and sea level rise.<\/p>\n<p>\u201cIt is no longer acceptable to come to the board and be presented with such a deeply imbalanced portfolio,\u201d said Richard Muyungi, of Tanzania, representing African nations.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/07\/01\/chinas-biggest-bank-ditching-zimbabwe-coal-plant-campaigners-say\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>China\u2019s<\/strong> biggest bank is ditching Zimbabwe coal plant, campaigners say<\/a><\/p><\/blockquote>\n<p>Victor Vi\u00f1as, of the Dominican Republic, told the meeting the technical body alone shouldn\u2019t have the power to veto adaptation projects.<\/p>\n<p><span data-contrast=\"auto\">\u201cThis is unfair to least developed countries,\u201d shouted Jeremiah Sokan, of Liberia.\u00a0 <\/span>\u201cYou are not putting money in the GCF to deprive vulnerable countries. And let people die because they don\u2019t have the data. That\u2019s not what we are for!\u201d<\/p>\n<p>In a fiery exchange, Sokan accused the chair of the technical panel\u00a0Daniel\u00a0<span data-contrast=\"auto\">Nolasco<\/span><span data-contrast=\"auto\"> of considering himself \u201ca demi-God&#8221; for denying these projects <\/span>\u2014\u00a0remarks for which he later\u00a0apologised.<\/p>\n<p>Sokan added that requesting low-income countries, with low institutional capacity, to provide 30 years of climate impact data was \u201cautomatically impeding countries to access funding\u201d.<\/p>\n<p>Nolasco insisted national circumstances were taken into account when judging the projects and called for policy guidance from the board.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/06\/30\/hot-air-carbon-offset-scheme-undermines-colombias-climate-goal-experts-warn\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>\u2018Hot air\u2019<\/strong> carbon offset scheme undermines Colombia\u2019s climate goal, experts warn<\/a><\/p><\/blockquote>\n<p>Board members from developing countries said rules that prevent projects that haven&#8217;t been endorsed by the technical panel to reach the board should be temporarily suspended until more robust guidance could be provided to the panel. Members from richer nations opposed the idea, pushing the debate to the next meeting.<\/p>\n<p>The GCF has committed to split its funding 50\/50 between adaptation and mitigation projects, in grant equivalent terms &#8211; which it is on track for. But <a href=\"https:\/\/www.greenclimate.fund\/sites\/default\/files\/document\/gcf-b29-02-rev02.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">in nominal terms<\/a>, 66% of funding has so far been allocated to mitigation projects, against 34% for adaptation.<\/p>\n<p>While donors face calls from recipient countries to close the adaptation finance gap, the climate credibility of such initiatives is under scrutiny. Many have been accused of <a href=\"https:\/\/www.climatechangenews.com\/2021\/01\/21\/rich-nations-accused-inflating-climate-adaptation-finance-figures\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-ccp-charstyle=\"Hyperlink\">inflating adaptation funding<\/span><\/a> figures by counting spending on earthquake resilience, for example<span data-contrast=\"auto\">.<\/span><\/p>\n<p>In a statement following the meeting, GCF executive director Yannick Glemarec promised to \u201cstep up our efforts to prioritise adaptation projects for our next board meeting\u201d.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/subscribe\/\"><b>Want more climate news?\u00a0<\/b>Sign up to get updates straight to your inbox<\/a><\/p><\/blockquote>\n<p>After repeated delays and wrangling over procedural issues, the board agreed to partner with the fossil-fuel backing Japanese bank Sumitomo Mitsui Financial Group (SMBC).<\/p>\n<p><span data-contrast=\"auto\">SMBC\u00a0was accredited\u00a0by the fund after the\u00a0bank announced in May that it will no longer finance\u00a0newly planned coal-fired power\u00a0plants\u00a0and the expansion of existing plants.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But campaigners say the bank\u2019s new policy is \u201cmisleading\u201d and\u00a0includes <a href=\"https:\/\/www.nocoaljapan.org\/smbc-new-policy-may-2021\/\">loopholes<\/a> that could see support for coal projects that use \u201cclean coal technologies\u201d and the co-firing of coal with biomass, with carbon capture and storage for example.<\/span><\/p>\n<p><span data-contrast=\"auto\"> And the bank has no plans to phase out support for oil and gas. <\/span>SMBC is\u00a0<a href=\"https:\/\/www.banktrack.org\/bank\/sumitomo_mitsui_banking_corporation#dodgy_deals\" target=\"_blank\" rel=\"noopener noreferrer\">involved in oil and gas pipelines<\/a> in the US, Canada, Uganda, Mozambique and the Balkans.<\/p>\n<p>More than 450 organisations signed <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSf6b1oLKxuxi34bX_fni-htTd7Ygr-7CFBljI7Mb0DLTT-Leg\/viewform\" target=\"_blank\" rel=\"noopener noreferrer\">a petition<\/a> urging the board to reject the bank\u2019s bid.<\/p>\n<p>Lidy Nacpil, of the Asian Peoples\u2019 Movement on Debt and Development (APMDD), described the accreditation decision as \u201ca big letdown for people and climate\u201d.\u00a0<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>\u201cSMBC is among the world\u2019s biggest fossil fuel financiers. It will now have access to climate finance, which are public funds intended to support developing countries most vulnerable to climate change.
