{"id":43809,"date":"2021-04-12T16:13:25","date_gmt":"2021-04-12T15:13:25","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=43809"},"modified":"2021-04-12T16:13:25","modified_gmt":"2021-04-12T15:13:25","slug":"total-signs-deal-build-east-african-oil-pipeline-despite-lack-finance","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2021\/04\/12\/total-signs-deal-build-east-african-oil-pipeline-despite-lack-finance\/","title":{"rendered":"Total signs deal to build East African oil pipeline, despite lack of finance"},"content":{"rendered":"<p><strong>Total has signed an agreement with Uganda and Tanzania to start the construction of a $3.5 billion pipeline to export Ugandan crude oil to international markets, despite not having secured funding for the project.\u00a0<\/strong><\/p>\n<p>During a signing ceremony at the Ugandan State House in Entebbe on Sunday, Total and its partner, the Chinese state-owned company CNOOC, agreed to green light the production of oil in western Uganda and channel it through <a href=\"https:\/\/www.climatechangenews.com\/2021\/03\/19\/totals-play-ugandan-oil-tests-climate-commitment-international-banks\/\" target=\"_blank\" rel=\"noopener noreferrer\">a 1,445 kilometre pipeline to the Tanzanian coast<\/a>.<\/p>\n<p>A total of 230,000 barrels of oil are expected to pass through the East African Crude Oil Pipeline (Eacop) at full production, with Total hoping to begin oil export in early 2025.<\/p>\n<p>In <a href=\"https:\/\/www.total.com\/media\/news\/press-releases\/Uganda_Tanzania-final-agreements-for-lake-albert-resources-development-project\" target=\"_blank\" rel=\"noopener noreferrer\">a statement<\/a>, Total said all partners \u201cconcluded the final agreements required to launch this major project\u201d that allows contracts to be awarded and construction to start.<\/p>\n<p>But a final investment decision, which has been expected since the end of 2020 and was tipped to be announced this month, has yet to materialise. The oil production and export project hinges on Total and CNOOC securing $2.5bn in international loans.<\/p>\n<p>A spokeswoman for Total told Climate Home News the company was &#8220;working in parallel on the financing of Eacop&#8221; and that the agreements reached on Sunday were &#8220;important milestones to progress on this important issue&#8221;.<\/p>\n<p><span lang=\"en-US\">&#8220;Like some other major projects, financing will be finalised at a later stage,&#8221; she said.<\/span><\/p>\n<p>\u201cNegotiations have been long, too long maybe,\u201d Total\u2019s CEO Patrick Pouyann\u00e9 said at the signing ceremony, nearly four years after an initial agreement was signed between the Ugandan and Tanzanian governments to develop the project. \u201cBut now we have put in place a solid framework that should allow all of us to deliver this project.\u201d<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/03\/19\/totals-play-ugandan-oil-tests-climate-commitment-international-banks\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Long read: <\/strong>Total\u2019s play for Ugandan oil tests the climate commitment of international banks<\/a><\/p><\/blockquote>\n<p>Without finance, the pipeline is \u201cstill far from a done deal,&#8221; said David Pred, executive director of Inclusive Development International.<\/p>\n<p>Total and CNOOC \u201care going to struggle mightily to find enough banks and insurance providers willing to associate themselves with such a reckless project and assume its manifold risks on their books,\u201d he said.<\/p>\n<p>As investors face pressure to move away from fossil fuels, campaigners have been furiously lobbying international banks to stifle funding support. A consortium of 263 organisations <a href=\"https:\/\/www.climatechangenews.com\/2021\/03\/19\/totals-play-ugandan-oil-tests-climate-commitment-international-banks\/\" target=\"_blank\" rel=\"noopener noreferrer\">wrote to the CEOs of 25 banks<\/a> urging them to steer clear of the project.<\/p>\n<p>A handful of banks have publicly distanced themselves from the project, including <a href=\"https:\/\/www.stopeacop.net\/banks-checklist\" target=\"_blank\" rel=\"noopener noreferrer\">Barclays and Credit Suisse<\/a>.<\/p>\n<p>Last month, the UK government <a href=\"https:\/\/www.climatechangenews.com\/2021\/03\/26\/uk-rules-public-subsidy-east-african-oil-pipeline\/\" target=\"_blank\" rel=\"noopener noreferrer\">ruled out supporting the pipeline<\/a> after it agreed to end support for overseas fossil fuel projects from the 31 March, with limited exceptions for gas-fired power.<\/p>\n<p>An oil and gas expert in Uganda, who asked to remain anonymous, said the move dealt a blow to Total, which had asked UK Export Finance (UKEF) to consider backing the pipeline.<\/p>\n<p>Ryan Brightwell, researcher at BankTrack, described UKEF\u2019s rejection of the project as \u201cembarrassing\u201d. &#8220;Given the continuing human rights impacts and the huge risks to water, climate and nature from the project, many financiers are choosing to stay away,\u201d he said.<\/p>\n<p>In Uganda, the Africa Institute for Energy Governance is urging lawmakers <a href=\"https:\/\/www.afiego.org\/download\/letter-to-budget-committee-to-halt-approval-for-unoc-funds-for-eacop-project-18-march-2021\/?wpdmdl=2267&amp;refresh=6054482b375041616136235\" target=\"_blank\" rel=\"noopener noreferrer\">not to approve loans to the national oil company<\/a> for the development of the project.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/04\/09\/emerging-economies-share-grave-concern-eu-plans-carbon-border-tax\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Emerging<\/strong> economies share \u2018grave concern\u2019 over EU plans for a carbon border tax<\/a><\/p><\/blockquote>\n<p>The pipeline route runs through a number of sensitive biodiversity areas and wetlands of designated international importance. Campaigners have warned it threatens protected wildlife habitats and water sources for millions of people. Thousands of people are facing displacement to give way to the project.<\/p>\n<p>When burned, the oil transported by the pipeline will emit 33 million tonnes of CO2 a year, according to\u00a0<a href=\"https:\/\/www.banktrack.org\/download\/crude_risk\/cruderisk_eacop_briefing_nov2020_1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">NGOs\u2019 calculations<\/a>.<\/p>\n<p>Lucie Pinson, of the campaign group Reclaim Finance described Total&#8217;s decision to move forward \u201cwith opening a new oil frontier in Africa is in blatant contradiction to the CEO&#8217;s attempt to depict the oil major as a climate-conscious, responsible, multi-energy company\u201d.<\/p>\n<p>Total said all partners in the project were committed to implementing it \u201cin an exemplary manner and taking into highest consideration the biodiversity and environmental stakes as well as the local communities\u2019 rights\u201d.<\/p>\n<p>The developments are \u201cmajor projects for Total and are consistent with our strategy to focus on low breakeven oil projects while lowering the average carbon intensity of the group\u2019s upstream portfolio,\u201d Total\u2019s Pouyann\u00e9 said in a noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p>Ali Ssekatawa, director of legal and corporate affairs at the Petroleum Authority of Uganda, <a href=\"https:\/\/www.bbc.co.uk\/sounds\/play\/w172xv2l0qbpz1q\" target=\"_blank\" rel=\"noopener noreferrer\">told BBC World Service<\/a> that in case of tension between national law and international standards \u201cthe strictest environmental standards should take precedent\u201d to ensure \u201cthe project co-exists with nature\u201d.<\/p>\n<p>In <a href=\"https:\/\/twitter.com\/GovUganda\/status\/1381237691862425602\/photo\/2\" target=\"_blank\" rel=\"noopener noreferrer\">a joint statement<\/a>, Uganda and Tanzania said that \u201call outstanding issues related to the Eacop project have been amicably resolved\u201d and that both countries will take the necessary step to implement the project.<\/p>\n<p>Newly appointed Tanzanian president Samia Suluhu, who took over after John Magufuli died last month, said the pipeline would yield revenues and long-term employment opportunities across the two nations.<\/p>\n<p>Uganda president Yoweri Museveni said it had taken 15 years to kickstart Uganda\u2019s oil industry but that the pipeline could now benefit the whole east African region, citing oil development prospects in the Democratic Republic of Congo and in South Sudan.<\/p>\n<p>\u201cThis pipeline could turn out to be a very important project that may serve the region, not only in the short term but also in the
