{"id":43447,"date":"2021-02-12T14:43:37","date_gmt":"2021-02-12T14:43:37","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=43447"},"modified":"2021-02-15T09:25:08","modified_gmt":"2021-02-15T09:25:08","slug":"angolas-oil-dependency-thwarted-exit-group-poorest-nations","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2021\/02\/12\/angolas-oil-dependency-thwarted-exit-group-poorest-nations\/","title":{"rendered":"Angola&#8217;s oil dependency thwarts its exit from the group of poorest nations"},"content":{"rendered":"<p><strong>At the end of 2020, a panic gripped officials in the Angolan capital of Luanda, as the country\u2019s graduation from the group of least developed countries (LDCs) planned for 12 February was looming. <\/strong><\/p>\n<p>The event, which is usually seen as a political success among the world\u2019s poorest nations, was not welcome.<\/p>\n<p>Already suffering from a recurring economic recession for six consecutive years, Angola\u2019s oil-dependent economy was shattered by a sharp fall in oil prices as energy demand plummeted amid Covid-19 restrictions.<\/p>\n<p>As revenues collapsed and increased spending was needed to respond to the health crisis, Angola\u2019s debt was <a href=\"https:\/\/www.imf.org\/en\/Publications\/CR\/Issues\/2021\/01\/19\/Angola-Fourth-Review-Under-the-Extended-Arrangement-Under-the-Extended-Fund-Facility-and-50024\" target=\"_blank\" rel=\"noopener noreferrer\">expected to spike to more than 130% of its GDP<\/a> by the end of 2020. <strong>\u00a0<\/strong><\/p>\n<p>The graduation from the UN category would see Angola lose support measures including preferential market access, capacity building and specific funding opportunities, particularly to address climate change.<\/p>\n<p>In a last-minute U-turn, the Angolan government requested to defer its exit from the group to 2024. (Photo: <a href=\"https:\/\/www.flickr.com\/photos\/53390373@N06\/48119562151\/in\/album-72157709230186833\/\" target=\"_blank\" rel=\"noopener noreferrer\">Unctad\/Flickr<\/a>)<\/p><\/div>\n<p>Angola\u2019s delayed graduation from the group has exposed the precarity of its oil dependency and the challenges it faces to diversify its economy.<\/p>\n<p>\u201cI don\u2019t think today Angola would qualify for graduation,\u201d Giza Gaspar Martins, climate change director in Angola\u2019s environment ministry, told Climate Home News. \u201cCovid-19 has only helped to show that perhaps it was not such a good idea to graduate to begin with.&#8221;<\/p>\n<p>With other LDC countries, including Bhutan and Bangladesh, expected to leave the group in the next three years, experts have told Climate Home the classification needs to be fundamentally reviewed to address growing climate vulnerabilities.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/02\/11\/chinas-energy-agency-floats-increase-2030-renewables-target\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>China\u2019s<\/strong> energy agency floats increase in 2030 renewables target<\/a><\/p><\/blockquote>\n<p>The LDC group was created in 1971 to support newly independent former colonies in developing their economic, institutional and human resources. The 46 countries that make up the group are among the world\u2019s most affected by climate change.<\/p>\n<p>Three criteria are used to determine whether a country belongs the LDC category: per capita income, human asset index and economic and environmental vulnerability.<\/p>\n<p>A country is deemed ready to graduate if it exceeds the LDC threshold on two of the three criteria or if its national income is more than double the benchmark during two consecutive review periods, which take place every three years.<\/p>\n<p>A recommendation for graduation is then made by the Committee for Development Policy, a subsidiary of the UN Economic and Social Council.<\/p>\n<p>In UN climate negotiations, LDC countries <a href=\"https:\/\/www.un.org\/ldcportal\/climate-change-and-environment\/\" target=\"_blank\" rel=\"noopener noreferrer\">benefit<\/a> from technical support, capacity building and access to the LDC fund. The status also provides flexibility in terms of reporting greenhouse gas emissions.<\/p>\n<p>Above all, the status guarantees quota-free and tariff-free market access to 22 countries, including to the European Union \u2013 the world\u2019s largest trading bloc.<\/p>\n<p>Oil exports are excluded from this special market treatment. Until now, Angola has taken little advantage of its preferential access to market to develop its productive capacity and diversify its economy. But its planned graduation was driven by its revenues from oil production.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2021\/02\/10\/egypt-expresses-interest-hosting-cop27-climate-talks-2022\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Egypt<\/strong> expresses an interest in hosting Cop27 climate talks in 2022<\/a><\/p><\/blockquote>\n<p>Angola is Africa\u2019s second largest oil producer. Oil contributes a third of its GDP and more than 90% of its exports, according to <a href=\"https:\/\/www.worldbank.org\/en\/country\/angola\/overview\" target=\"_blank\" rel=\"noopener noreferrer\">the World Bank<\/a>.<\/p>\n<p>At the height of the commodity boom, the price of oil reached peaks of near $150 a barrel in 2008 \u2013 driving Angola\u2019s national income per capita to levels to three times the LDC threshold.<\/p>\n<p>But while rolling in oil money, the government missed the opportunity to invest in sectors that could benefit from the advantageous market terms and reduce reliance on a single commodity, Rolf Traeger, who heads the LDC section of the UN Conference on Trade and Development, told Climate Home.<\/p>\n<p>Luanda\u2019s new upmarket malls and skyscrapers created \u201can illusion of success\u2026 for the privileged elite that lived off oil revenues,\u201d said Traeger, but inequality remained stark.<\/p>\n<div id=\"attachment_43455\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-43455\" class=\"wp-image-43455 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/02\/Luanda-bay.jpg\" alt=\"\" width=\"600\" height=\"399\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12140742\/Luanda-bay.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12140742\/Luanda-bay-253x168.jpg 253w, https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12140742\/Luanda-bay-507x337.jpg 507w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-43455\" class=\"wp-caption-text\">The port of Luanda, Angola, in 2015. But social indicators <a href=\"https:\/\/www.un.org\/development\/desa\/dpad\/wp-content\/uploads\/sites\/45\/CDP-PL-2020-9a.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">remain much lower than countries with similar income levels<\/a> such as Indonesia and Tunisia.<\/p>\n<p>At the time the <a href=\"http:\/\/undocs.org\/en\/A\/RES\/70\/253\" target=\"_blank\" rel=\"noopener noreferrer\">UN agreed on a date<\/a> for Angola\u2019s graduation in 2016, the country was experiencing a dramatic drop in its GDP. Oil exports that peaked to nearly $71 billion in 2012 plummeted to $26.6bn, according to <a href=\"https:\/\/resourcetrade.earth\/?year=2019&amp;exporter=24&amp;category=32&amp;units=value&amp;autozoom=1\" target=\"_blank\" rel=\"noopener noreferrer\">data from Chatham House<\/a>.<\/p>\n<p>In 2019, oil exports were still worth less than half the peak at $32.6bn.<\/p>\n<p>By February 2020, experts at the Committee for Development Policy <a href=\"https:\/\/www.un.org\/development\/desa\/dpad\/wp-content\/uploads\/sites\/45\/CDP-PL-2020-9a.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">warned<\/a> of an \u201calarmingly wide gap\u201d between Angola\u2019s income level and social indicators, such as adult literacy and maternal mortality rates.<\/p>\n<div id=\"attachment_43454\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-43454\" class=\"wp-image-43454 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/02\/Angola-slum.jpg\" alt=\"\" width=\"600\" height=\"450\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12135923\/Angola-slum.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12135923\/Angola-slum-224x168.jpg 224w, https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12135923\/Angola-slum-449x337.jpg 449w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-43454\" class=\"wp-caption-text\">The Chicala township on the edge of Luanda, Angola. (Photo: <a href=\"https:\/\/www.flickr.com\/photos\/davidstanleytravel\/19858649730\/\" target=\"_blank\" rel=\"noopener noreferrer\">David Stanley\/Flickr<\/a>)<\/p><\/div>\n<p>Today, Angola\u2019s productive capacity <a href=\"https:\/\/www.un.org\/development\/desa\/dpad\/wp-content\/uploads\/sites\/45\/CDP-PL-2020-9a.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">remains lower than the average across LDC countries<\/a> \u2013 leaving it with little to plug the gap left by the fall in oil prices. And with smaller revenues, efforts to develop other products such as <a href=\"https:\/\/unctad.org\/news\/betting-untapped-potential-angolan-honey\" target=\"_blank\" rel=\"noopener noreferrer\">honey for export<\/a>\u00a0have been timid so far, Traeger said.<\/p>\n<p>And yet diversification away from oil has never looked more urgent. <a href=\"https:\/\/carbontracker.org\/reports\/petrostates-energy-transition-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">Analysis by Carbon Tracker<\/a> found the Angolan government risked losing more than half of its revenues by 2040 under a low-carbon scenario.<\/p>\n<p>Before the oil boom, Angola used to be an exporter of coffee and other agricultural products, Taffere Tesfachew, one of the independent members of the Committee for Development Policy, which reviews and monitors LDC countries, told Climate Home.<\/p>\n<p>\u201cBut this is the problem with oil. The government focuses on oil and it kills other sectors until it realises the oil price will not always remain at $130 a barrel,\u201d he said.<\/p>\n<p>And despite talks of diversification, the government has recently proposed a bill that would <a href=\"https:\/\/ecoangola.com\/comunicado-sobre-a-situacao-da-exploracao-de-petroleo-e-recursos-minerais-em-areas-de-conservacao-ambiental-em-angola\/\" target=\"_blank\" rel=\"noopener noreferrer\">open environmental conservation areas to oil and mineral exploration<\/a>.<\/p>\n<p>\u201cPeople in power are not sensitive to environmental issues and options for diversification. They talk about it but they don\u2019t know how to do it,\u201d said one Angolan environmental campaigner, who spoke on condition of anonymity, citing fear of repercussions.<\/p>\n<div id=\"attachment_43451\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-43451\" class=\"size-full wp-image-43451\" src=\"https:\/\/www.climatechangenews.com\/files\/2021\/02\/Angolan-honey.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12134445\/Angolan-honey.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12134445\/Angolan-honey-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2021\/02\/12134445\/Angolan-honey-506x337.jpg 506w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-43451\" class=\"wp-caption-text\">UNCTAD and the European Union are working with the Angolan government to improve honey production and boost exports.(Photo: <a href=\"https:\/\/www.flickr.com\/photos\/53390373@N06\/48119561968\/in\/album-72157709230186833\/\" target=\"_blank\" rel=\"noopener noreferrer\">Unctad\/Flickr<\/a>)<\/p><\/div>\n<blockquote><p>Climate news in your inbox?<strong>\u00a0Sign up\u00a0<a href=\"https:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p>With a number of other climate vulnerable countries such as Bhutan, S\u00e3o Tom\u00e9 and Pr\u00edncipe and the Solomon Islands due to leave the LDC group in the next three years, experts have questioned whether the type of support available for LDC nations is meeting their needs.<\/p>\n<p>In the 50 years since the creation of the LDC group, only six countries have reached sufficient development levels to leave<strong>: <\/strong>Botswana, Cabo Verde, the Maldives, Samoa, Equatorial Guinea and Vanuatu, which graduated in December 2020.<\/p>\n<p>When a country graduates, it continues to receive LDC benefits during a three-year transition period, after which advantages end.<\/p>\n<p>Bangladesh is expected to meet the threshold for graduation during a review planned before the end of the month. This would see it leave the LDC group in 2024.<\/p>\n<p>Concerned about facing tough competition from dynamic economies such as Vietnam and Malaysia and faced with the impacts of Covid-19, Bangladesh wants a longer transition period beyond the three-year cut off, Tesfachew said.<\/p>\n<p>\u201cThe whole criteria and type of international support measures should be reviewed in terms of whether it\u2019s really helping poor countries to move up the development ladder. What is tariff-free export good for if we are not helping countries to produce goods for exports?\u201d he added.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/08\/13\/angola-ratifies-paris-agreement-promising-ambitious-climate-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Fatal <\/strong>Himalayan glacial lake outburst highlights destabilising effect of warming<\/a><\/p><\/blockquote>\n<p>Environmental vulnerability to natural disasters and shocks is taken into account in LDCs\u2019 assessments, but their adaptation and resilience capacity need to be given a lot more weight, Binyam Gebreyes, researcher at the International Institute for Environment and Development (IIED) told Climate Home.<\/p>\n<p>\u201cGraduating from the LDC should not just be seen as a political win. The question is whether the benefits of the status has improved standards of living,\u201d he said.<\/p>\n<p>With intensifying climate impacts, it is becoming more important to ensure LDC countries don\u2019t slide back and a longer transition period with targeted support would help them cement development gains, Gebreyes said.<\/p>\n<p>The Committee for Development Policy <a href=\"https:\/\/www.un.org\/development\/desa\/dpad\/2020\/insights-by-cdp-members-on-the-covid-19-crisis\/\" target=\"_blank\" rel=\"noopener noreferrer\">recognises<\/a> the need for climate-tailored support.<\/p>\n<p>Development cooperation, it warned \u201cwill be ineffective if climate change continues to threaten countries\u2019 and peoples\u2019 livelihoods, food security, economies, and lives\u2026and if inadequate regulation of cross-border financial flows continues to drain their economies\u201d.<\/p>\n<p>In 2018 it <a href=\"http:\/\/undocs.org\/en\/E\/2018\/33\" target=\"_blank\" rel=\"noopener noreferrer\">recommended<\/a> the creation of a new category for countries facing \u201cextreme vulnerability to climate change and environmental shocks\u201d. This, it said, could apply to Pacific islands such as Kiribati and Tuvalu, which fulfil the criteria for graduation but are at risk of setbacks from rising seas and weather
