{"id":42975,"date":"2020-11-26T17:00:28","date_gmt":"2020-11-26T17:00:28","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=42975"},"modified":"2020-11-26T17:40:58","modified_gmt":"2020-11-26T17:40:58","slug":"eu-urged-address-aviations-full-climate-impact-including-non-co2-emissions","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/11\/26\/eu-urged-address-aviations-full-climate-impact-including-non-co2-emissions\/","title":{"rendered":"EU urged to address aviation&#8217;s full climate impact, including non-CO2 emissions"},"content":{"rendered":"<p><strong>The European Union has been urged to take action on the non-carbon emissions effect of air travel, in light of research published this week.<\/strong><\/p>\n<p>The aviation sector&#8217;s climate impact is three times bigger than the effect of its carbon dioxide emissions alone, according to <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=SWD:2020:277:FIN\">a study<\/a> by the European Union Aviation Safety Agency (Easa), the EU\u2019s aviation regulator, commissioned by the European Commission.<\/p>\n<p>The study endorses findings published in the <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1352231020305689?via%3Dihub\" target=\"_blank\" rel=\"noopener noreferrer\">journal Atmospheric Environment<\/a>, showing that non-CO2 emissions from planes such as of oxides of nitrogen (NOx), soot particles, sulphate aerosols, and water vapour at high altitude together drive significant global heating.<\/p>\n<p>Current EU policies to curb the aviation sector&#8217;s growing emissions only take into account carbon dioxide emissions.<\/p>\n<p>The EU estimates direct carbon emissions from aviation account for nearly 4% of the bloc\u2019s total CO2 emissions. But when considering non-CO2 emissions, aviation is likely playing a much bigger role in the EU\u2019s contribution to rising temperatures globally.<\/p>\n<p>Campaigners at Transport &amp; Environment (T&amp;E) say the study is an acknowledgment by the European Commission that the aviation sector&#8217;s full impact on warming needs to be addressed \u2014 12 years after it started to consider the issue.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/11\/26\/un-action-ship-emissions-falls-short-attention-turns-regions\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>As UN action<\/strong> on ship emissions falls short, attention turns to regions<\/a><\/p><\/blockquote>\n<p>\u201cIt confirms that carbon emissions are only the tip of the iceberg when accounting for aviation\u2019s climate impact,\u201d said Jo Dardenne, aviation manager at T&amp;E. &#8220;It&#8217;s the first time the EU regulator addresses the issue.&#8221;<\/p>\n<p>While collectively planes\u2019 non-CO2 emissions have a net warming impact on the planet, individually they have varying warming and cooling effects, the extent of which remains uncertain. The mass grounding of flights during the coronavirus pandemic <a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/09\/coronavirus-plane-free-skies-spur-research-warming-impact-aviation\/\" target=\"_blank\" rel=\"noopener noreferrer\">handed scientists a rare chance to study plane-free skies<\/a> and understand how far aviation stokes global warming.<\/p>\n<p>In <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=COM:2020:747:FIN\" target=\"_blank\" rel=\"noopener noreferrer\">a note to the EU Parliament<\/a> accompanying the report, the Commission stated the study \u201cfully confirmed\u201d previous estimates that non-C02 impacts were \u201cat least as important\u201d as CO2 emissions in contributing to warming.<\/p>\n<p>It added the findings \u201cneeded to be addressed\u201d in line with the EU\u2019 climate objectives but it stressed that \u201cthe complexity of non-CO2 climate impacts relative to CO2 ones and the trade-offs between various impacts, poses a challenge\u201d to policy responses.<\/p>\n<p>Potential policy measures\u00a0 included the creation of a levy on planes\u2019 NOx emissions and the possible inclusion of these emissions under the EU\u2019s trading scheme. The mandatory use of sustainable aviation fuel and operational measures, such as optimising flight trajectories to avoid the formation of contrails, were also recommended.<\/p>\n<p>These measures would take at least five to eight years to be implemented if \u201cthere is political will\u201d, the report said.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/09\/coronavirus-plane-free-skies-spur-research-warming-impact-aviation\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Coronavirus:<\/strong> plane-free skies spur research into warming impact of aviation<\/a><\/p><\/blockquote>\n<p>Dardenne told Climate Home the EU could not afford to wait eight years to act on the issue and urged the Commission to include policies in its Sustainable and Smart Mobility Strategy, due next month, which will set its vision for the transport sector for the next decade.<\/p>\n<p>The Commission, she said, \u201cshouldn\u2019t waste any more time in implementing the solutions that are available today\u201d.<\/p>\n<p>Bill Hemmings, an independent consultant based in Brussels, said the Commission\u2019s three-page note to Parliament and emphasis on the complexity of the sector&#8217;s climate impact was \u201cyet another example of policymakers seeking to avoid acknowledging a very inconvenient truth\u201d.<\/p>\n<p>\u201cIt would be foolish not to recognise that the issues around aviation\u2019s climate impacts at altitude remain complex and uncertain,\u201d he said, but \u201cthere are strong arguments now to advance this work as quickly as possible\u2026 despite many lost years.\u201d<\/p>\n<p>The latest report is nearly a year late. The Commission was expected to present aviation\u2019s non-CO2 effects and possible policy measures to address them by January 2020, in response to pressure from European lawmakers to reflect the aviation\u2019s full climate impact in the emissions trading scheme.<\/p>\n<blockquote><p>Climate news in your inbox?\u00a0<strong>Sign up\u00a0<a href=\"https:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p>This was not the first time the European Parliament had pressed the Commission on the issue.<\/p>\n<p>In 2008, it led to the publication of <a href=\"https:\/\/ec.europa.eu\/transport\/sites\/transport\/files\/modes\/air\/studies\/doc\/environment\/oct_2008_nox_final_report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a study<\/a> commissioned by the EU Commission\u2019s transport department exploring policy options to reduce the climate impact of NOx emissions. The study made six policy recommendations but concluded three to five more years of research were needed to strength the scientific understanding.<\/p>\n<p>Hemmings accused the Commission of having left the 2008 report to \u201cgather dust on a shelf\u201d.<\/p>\n<p>He called on the EU to reflect aviation\u2019s full warming impact in its greenhouse gas emissions inventories, to inform how much
