{"id":42681,"date":"2020-10-15T17:44:59","date_gmt":"2020-10-15T16:44:59","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=42681"},"modified":"2020-10-19T09:03:42","modified_gmt":"2020-10-19T08:03:42","slug":"ballooning-debt-cripples-poor-countries-hopes-green-recovery-covid","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/10\/15\/ballooning-debt-cripples-poor-countries-hopes-green-recovery-covid\/","title":{"rendered":"Ballooning debt cripples poor countries&#8217; hopes of green recovery from Covid"},"content":{"rendered":"<p><strong>Vulnerable nations are being squeezed between mounting debt to respond to the economic and health impacts of the coronavirus pandemic and the need for longer-term investments to address the climate crisis. <\/strong><\/p>\n<p>Financial support for cash-strapped countries and short-term debt relief has given some breathing space for governments to address the immediate budget crunch caused by the health crisis. But it is not enough for vulnerable countries to tackle Covid-19 and build back better.<\/p>\n<p>While the world\u2019s advanced economies have spent an estimated $12 trillion on stimulus packages, fragile and indebted economies in Africa and Latin America are struggling to meet basic needs.<\/p>\n<p>Most developing countries are now facing a depression which could push an additional 150 million people into extreme poverty by 2021, <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2020\/10\/07\/covid-19-to-add-as-many-as-150-million-extreme-poor-by-2021#:~:text=The%20COVID%2D19%20pandemic%20is,severity%20of%20the%20economic%20contraction.\" target=\"_blank\" rel=\"noopener noreferrer\">according to the World Bank<\/a>.<\/p>\n<p>In Angola and Belize, senior government officials told Climate Home News they were facing tough choices on how to spend their budget. Climate action was at risk of cuts to protect spending on access to food and water, health and education.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/10\/13\/campaigners-confront-imf-chief-green-recovery-contradictions\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Campaigners<\/strong> confront IMF chief over green recovery contradictions<\/a><\/p><\/blockquote>\n<p>\u201cFirst of all we need to make sure that we survive,\u201d Vera Daves de Sousa, minister of finance of Angola, told an IMF-led event on building resilience in the Covid-19 recovery this week.<\/p>\n<p>\u201cWe do run the risk of losing our development gains and having a lot of people fall back into poverty,\u201d Belize\u2019s minister for labour, local government and rural development \u0421\u0430rl\u0430 \u0412\u0430rn\u0435tt told Climate Home in a Zoom call.<\/p>\n<p>Belize, a middle-income country on the eastern coast of Central America, has lost upwards of half its revenue for the year because of the collapse of its tourism industry. Unemployment has doubled and spending to respond to Covid-19 is stretching government resources.<\/p>\n<p>\u201cThe emergency expenditures that we are being forced to undertake right now are putting our debt numbers in a place where we\u2019re going to have great difficulty accessing resources for continuing green investments in the medium to long term. That is the reality,\u201d she said.<\/p>\n<p>\u201cWe are not in a position to make the kind of investments in stimulus that we see the big developing countries do at the drop of a hat. But we have to keep our economies going because if we don\u2019t it\u2019s not only risking climate investments in the future it\u2019s risking lives now.\u201d<\/p>\n<p>Barnett said Belize needed greater debt relief and financial assistance to build a more resilient economy.<\/p>\n<blockquote><p>Climate news in your inbox?<strong>\u00a0Sign up\u00a0<a href=\"https:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p>On Wednesday, the finance ministers of G20 countries <a href=\"http:\/\/www.g20.utoronto.ca\/2020\/2020-g20-finance-1014.html\" target=\"_blank\" rel=\"noopener noreferrer\">agreed<\/a> to allow the poorest countries to suspend their debt repayments until June 2021 . They are due to review calls for a longer extension in April.<\/p>\n<p>While the scheme defers debt payments it doesn\u2019t reduce the balance, nor does it cancel interest charges. Multilateral development banks have announced some relief measures to the end of the year. Private creditors have shown little sign of setting up similar initiatives.<\/p>\n<p>The extension won\u2019t address the concerns of the world\u2019s poorest counties. African finance ministers are <a href=\"https:\/\/www.uneca.org\/stories\/african-finance-ministers-urgent-need-100bn-immediate-emergency-financing-covid-19\" target=\"_blank\" rel=\"noopener noreferrer\">calling<\/a> for a debt payment freeze of two to three years for all African countries as well as low and middle-income countries.<\/p>\n<p>Writing in the <a href=\"https:\/\/www.ft.com\/content\/fff9c354-dde5-4a4c-ab48-f11f289c2da9?sharetype=blocked\" target=\"_blank\" rel=\"noopener noreferrer\">Financial Times<\/a>, Ghana\u2019s finance minister Ken Ofori-Atta said Africa\u2019s demands were \u201ca drop in the bucket\u201d on a global scale \u2013 less than 3% of what OECD countries have already spent to safeguard their economies.<\/p>\n<p>Adriano Afonso Maleiane, Mozambique&#8217;s economy minister called for the global community to consider debt cancellation, <a href=\"https:\/\/live.worldbank.org\/defusing-debt-creating-solutions?intcid=WBW_XPL_LangSched_EN_EXT_am2020\" target=\"_blank\" rel=\"noopener noreferrer\">telling the World Bank<\/a> this week short-term debt relief raises more questions than answers about what needed to happen next.<\/p>\n<p>The IMF and the World Bank have both warned more needed to be done to support debt relief globally. &#8220;A long term solution to the debt crisis is needed \u2013 we can no longer kick the can down the road\u201d, David Malpass, president of the World Bank Group, said in <a href=\"https:\/\/twitter.com\/DavidMalpassWBG\/status\/1316401688203288577\">a tweet<\/a>.<\/p>\n<p>\u201cAddressing the debt overhang facing the poorest countries is key to recovery,\u201d he said.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/10\/14\/brazilian-spies-intimidated-governments-delegates-climate-talks\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Brazilian spies<\/strong> intimidated government\u2019s own delegates at climate talks<\/a><\/p><\/blockquote>\n<p>In Angola, De Sousa supported the extension of the debt service freeze but warned the government still needed fresh funding for investments &#8220;to make sure that the solution we are building is sustainable,\u201d she said.<\/p>\n<p>Angola has recently <a href=\"https:\/\/www.climatechangenews.com\/2020\/08\/13\/angola-ratifies-paris-agreement-promising-ambitious-climate-plan\/\">ratified the Paris Agreement<\/a> and is working on an enhanced climate plan to the UN.<\/p>\n<p>Heavily dependent on oil exports, Angola was forced to cut production earlier this year under an Opec agreement between oil producing countries. The drop in oil prices significantly affected the country\u2019s revenues, forcing cuts to public institutions, including among climate government officials.<\/p>\n<p>Reductions in the flow of foreign currency into the country led to a depreciation of the local currency and an increase of the country\u2019s <a href=\"https:\/\/africa.cgtn.com\/2020\/09\/18\/imf-approves-release-of-1-billion-to-angola-for-covid-19-economic-aid\/\" target=\"_blank\" rel=\"noopener noreferrer\">debt to GDP ratio to 120%<\/a>.<\/p>\n<p>Giza Gaspar Martins, climate change director in Angola&#8217;s environment ministry, told CHN the debt freeze \u201cdoesn\u2019t give space to countries to cater for their short term needs and longer-term development prospects\u201d.<\/p>\n<p>He added the global conversation around debt relief had not adequately taken into account countries\u2019 ability to continue investing in climate action, leading countries to think \u201cthey had to trade off\u201d.<\/p>\n<p>\u201cThere is a perception that catering to the emergency needs of people such as health and food in the short-term does not include climate considerations. That is a missed opportunity,\u201d he said, warning that investments decisions incompatible with climate goals would worsen countries\u2019 debt sustainability in the longer-term.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/10\/15\/ships-get-free-pass-emissions-2030-compromise-proposal\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Ships to get free pass<\/strong> on emissions until 2030, under compromise proposal<\/a><\/p><\/blockquote>\n<p>As a middle-income country, Belize, together with a number of small island developing states, is not eligible for debt suspension under the G20 initiative. The government is seeking alternative sources of funding through grants and concessional loans.<\/p>\n<p>Barnett said climate finance in the forms of grants and debt swaps, which allow for debt to be transferred to an organisation in return for commitments to specific conservation measures for example, would help the country continue its climate work.<\/p>\n<p>She called for the international community to treat Covid-related debt as &#8220;emergency expenditure&#8221; that could be refinanced at very low cost and over a long period of time.<\/p>\n<p>A significant proportion of the country&#8217;s pre-Covid debt is linked to disaster response such as rebuilding after hurricanes, which climate change is making more intense, Barnett said. She urged the adoption of a vulnerability index that would take into account both per capita income and climate risk, when determining countries&#8217; ability to borrow.<\/p>\n<p>\u201cCovid-19 has really compromised our ability to move forward on our climate targets and it\u2019s unfair and unfortunate because we are not the climate offenders but we bear the burden of the cost,&#8221;
