{"id":42486,"date":"2020-10-01T16:11:53","date_gmt":"2020-10-01T15:11:53","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=42486"},"modified":"2020-11-10T13:45:15","modified_gmt":"2020-11-10T13:45:15","slug":"covid-exposes-mexico-citys-water-access-gap-rich-poor","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/10\/01\/covid-exposes-mexico-citys-water-access-gap-rich-poor\/","title":{"rendered":"Covid exposes Mexico City&#8217;s water access gap between rich and poor"},"content":{"rendered":"<p><strong>Severa Galicia Flores hasn\u2019t had clean water to her house since 2017, when a 7.1-magnitude earthquake rocked central Mexico \u2013\u00a0hitting the San Gregorio Atlapulco neighbourhood, where she lives in Mexico City, hard.\u00a0<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAfter that, every time we turned on the water, it came out yellow,\u201d Galicia Flores said. \u201cWe tried drinking it for a while, disinfecting it with bleach, but the kids started getting sick.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 68-year-old and her family have tried a variety of options over the years, knowing the once-clean water was a lost cause.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe live close to a city well,\u201d explained Galicia Flores\u2019 daughter Elena Hern\u00e1ndez Galicia, \u201cbut that\u2019s where only yellow water comes out. There\u2019s even a sign out front: \u2018Not drinkable.\u2019\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The family is one of many who regularly struggle to get clean water in Mexico City \u2013 an estimated <\/span><a href=\"https:\/\/www.chilango.com\/noticias\/de-donde-viene-el-agua-potable\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">1.3 million<\/span><\/a><span style=\"font-weight: 400;\"> of the city\u2019s almost 9 million residents lack regular water access. As coronavirus rips through town, water-poor households are particularly vulnerable to infection.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last year, the general coordinator of the Water System of Mexico City (Sacmex), Rafael Bernardo Carmona, <a href=\"https:\/\/aristeguinoticias.com\/0411\/mexico\/se-desperdicia-40-de-agua-por-fugas-en-la-cdmx-sacmex\/\">admitted<\/a> that more than 40% of the city\u2019s running water is lost to leaks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And, thanks to increasingly extreme weather conditions caused by climate change, along with rapid urban growth, the situation has grown critical: The World Bank and Mexico\u2019s National Water Commission project enormous water deficits by 2030, gravely impacting water access for millions more.<\/span><\/p>\n<div id=\"attachment_42570\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-42570\" class=\"size-full wp-image-42570\" src=\"https:\/\/www.climatechangenews.com\/files\/2020\/10\/DSC_2107-s.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01150851\/DSC_2107-s.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01150851\/DSC_2107-s-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01150851\/DSC_2107-s-506x337.jpg 506w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-42570\" class=\"wp-caption-text\">Severa Galicia Flores stores well water in plastic jugs, disinfecting it with bleach, on her patio (Photo credit: Kylie Madry)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">In Mexico, water has been a constitutionally protected human right since 2012 and is heavily subsidised \u2013 if it arrives at all. Pedro Moctezuma Barrag\u00e1n, an environmental sociology professor at the Metropolitan Autonomous University (UAM) in Mexico City and water activist with Agua para Tod@s, Agua para la Vida (Water for All, Water for Life), was key to the fight for constitutional recognition. \u201cOur government made this promise to us,\u201d he said, \u201cand now they have to keep it.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">San Gregorio Atlapulco, where Galicia Flores lives in Xochimilco, has been labeled by the Mexico City government as a \u201cpriority attention neighbourhood,\u201d with some of the highest cases of the novel coronavirus in the area.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most residents of the area are in a similar position to her, some going days without water coming out of the tap, forcing them to choose between regular handwashing and other daily activities like washing dishes, laundry, and bathing. It\u2019s a cruel twist of irony, seeing as \u201cAtlapulco\u201d is Nahautl for \u201cwhere the water churns\u201d \u2013 the neighbourhood was known, for centuries, for its fresh water.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe lack of water in Mexico has definitely made Covid worse,\u201d Barrag\u00e1n said. \u201cIf you look at a map of neighbourhoods without water, and neighbourhoods with high numbers of coronavirus, they\u2019re the same.\u201d<\/span><\/p>\n<div id=\"attachment_42571\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-42571\" class=\"size-full wp-image-42571\" src=\"https:\/\/www.climatechangenews.com\/files\/2020\/10\/DSC_2129-s.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01152701\/DSC_2129-s.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01152701\/DSC_2129-s-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01152701\/DSC_2129-s-506x337.jpg 506w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-42571\" class=\"wp-caption-text\">Severa Galicia Flores (right) sits in her front garden with her daughter Elena Hern\u00e1ndez Galicia and granddaughter Melissa Fuentes Hern\u00e1ndez (Photo credit: Kylie Madry)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Luckily for Galicia Flores and her family, local nonprofit Isla Urbana is installing a rainwater harvesting system in their house today, almost three years after the earthquake. They were picked from a handful of applicants in the neighborhood.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c[The rainwater harvesting systems] are especially important given the sanitary crisis,\u201d said Emilio Becerril, Isla Urbana\u2019s public policy and management coordinator. \u201cWith more, and better, water, [recipients] can have higher levels of hygiene and health, free up time for other productive activities like education, work, etc, and apart from that, it significantly reduces the stress caused by water precarity.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The group hopes to install 22 systems through September, with another 15 coming in October. Since its founding in 2015, Isla Urbana has set up around 350 in San Gregorio Atlapulco alone.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">City officials and some scientists tout Isla Urbana\u2019s mission as the perfect solution for Mexico City\u2019s crumbling water infrastructure. The group won a contract with the city\u2019s environmental ministry to design and implement a city-wide program, installing 10,000 systems in 2019. With a freshwater spring that had provided water to residents for centuries, things changed in San Bartolo when mega-housing developments started to go up nearby, he says.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThese massive developments for the rich, every house has their own cisterns that hold up to 20,000 gallons of water, they use it to wash their cars, their horses, water their gardens, everything,\u201d Ugalde Gonz\u00e1lez said. \u201cAnd meanwhile, we stopped getting water in San Bartolo. Now the neighbourhood is split in two: the higher part and the lower part of the neighbourhood. We have to alternate water. Some people get water during the day, some just at night.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He\u2019s loath to point all of the blame at the developers, however, saying that the local government, the \u00c1lvaro Obreg\u00f3n municipality, has permitted it. \u201cOf course if we ask them if it\u2019s happening, they\u2019ll deny it,\u201d he said. \u201cBut where else could all of this water be going? We know how much water comes out of the spring. But we\u2019re not getting any of it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s why, in 2014, the neighbours of San Bartolo distanced themselves from the municipality, reclaiming its \u201ctraditional representation\u201d as a <\/span><i><span style=\"font-weight: 400;\">pueblo originario<\/span><\/i><span style=\"font-weight: 400;\"> (a small town that was later absorbed into Mexico City).<\/span><\/p>\n<div id=\"attachment_42569\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-42569\" class=\"wp-image-42569 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2020\/10\/DSC_2228-s.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01145437\/DSC_2228-s.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01145437\/DSC_2228-s-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2020\/10\/01145437\/DSC_2228-s-506x337.jpg 506w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-42569\" class=\"wp-caption-text\">In the gated communities of San Bartolo Ameyalco, residents have plenty of water to keep their lawns lush (Pic: Kylie Madry)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">This means that they now have a semi-self governing body, which Ugalde Gonz\u00e1lez was appointed head of in January, though many administrative issues like water management remain in the hands of the city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The move was spurred by the events of 21 May, 2014, when residents sought to block the installation of pipes they feared would reroute water to other neighbourhoods. The municipality sent 1,500 police to &#8220;protect&#8221; the installation. In the resulting conflict, 100 residents were wounded and five detained for more than a year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt was an enormous violation of human rights,\u201d Ugalde Gonz\u00e1lez said, \u201cAnd the municipality wonders why we don\u2019t trust them?\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the middle of the pandemic, many residents still go days without water. \u201cThe municipality tells us they\u2019ll send us <\/span><i><span style=\"font-weight: 400;\">pipas <\/span><\/i><span style=\"font-weight: 400;\">[water tankers]<\/span><i><span style=\"font-weight: 400;\">, <\/span><\/i><span style=\"font-weight: 400;\">but they refuse to come here,\u201d Ugalde Gonz\u00e1lez said. And just like in San Gregorio Atlapulco, Covid-19 cases have been high in San Bartolo Ameyalco \u2013 though the neighbourhood dropped off the government\u2019s \u201cpriority attention\u201d list in August.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are other factors at play besides water, of course: Ugalde Gonz\u00e1lez points to an early lack of education around the coronavirus, pre-existing health conditions, and little government support as contributors to the havoc the virus has played in the area for the past six months.<\/span><\/p>\n<div id=\"attachment_42489\" style=\"width: 610px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-42489\" class=\"wp-image-42489 size-full\" src=\"https:\/\/www.climatechangenews.com\/files\/2020\/09\/WhatsApp-Image-2020-09-19-at-8.53.59-PM-e1600770192429.jpeg\" alt=\"\" width=\"600\" height=\"450\" \/><p id=\"caption-attachment-42489\" class=\"wp-caption-text\">Residents of San Bartolo Ameyalco painted a mural on the side of a water-pumping station in the neighborhood, the site of the May 21, 2014 clash with police. Every afternoon for close to half the year, massive amounts of water drop down into the city like clockwork\u00a0 \u2013 leaving billions of gallons of potentially usable water to waste. Since Mexico City lacks a comprehensive water drainage system, most of that rain floods out onto the streets, into metro stations, and into homes, costing Mexico an estimated <\/span><a href=\"https:\/\/www.forbes.com.mx\/mexico-pierden-230-mdd-cada-ano-por-inundaciones\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">$230 million<\/span><\/a><span style=\"font-weight: 400;\"> (\u00a3178 million) a year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The city\u2019s drainage system is over 50 years old and the city\u2019s population has rapidly expanded in that time, explained Mario Lopez Perez, who worked in Mexico\u2019s National Water Commission (Conagua) for decades. \u201cThe pipes aren\u2019t designed to handle double the capacity of water they used to,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Experts predict that the flooding will only get worse, as climate change causes more <\/span><a href=\"https:\/\/public.wmo.int\/en\/bulletin\/air-quality-weather-and-climate-mexico-city\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">erratic weather patterns<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 in the month of September alone, Mexico City has seen some of its heaviest rains <\/span><a href=\"https:\/\/www.infobae.com\/america\/mexico\/2020\/09\/17\/lluvia-del-16-de-septiembre-entre-las-seis-mas-fuertes-de-los-ultimos-20-anos-claudia-sheinbaum\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">in the past 20 years<\/span><\/a><span style=\"font-weight: 400;\">. Beyond the flooding damage, the crisis is worsening the city\u2019s sinkage levels, sewage spills and earthquakes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rainwater harvesting may not be a long-term solution to flooding, but could offer a needed relief to an overworked, underproducing water system. \u201cThey reduce costs just as much for the families as for the government, since, when there\u2019s no water, they have to subsidize <\/span><i><span style=\"font-weight: 400;\">pipas<\/span><\/i><span style=\"font-weight: 400;\"> and other water delivery methods,\u201d Becarril said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The relief they provide to individuals and families may not be the golden ticket, however. \u201c[Rainwater harvesting systems] help, but don\u2019t solve the problem,\u201d Lopez Perez said.
