{"id":42364,"date":"2020-09-02T16:35:07","date_gmt":"2020-09-02T15:35:07","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=42364"},"modified":"2020-09-03T13:32:03","modified_gmt":"2020-09-03T12:32:03","slug":"china-among-nations-likely-miss-2020-deadline-climate-plans-uns-espinosa","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/09\/02\/china-among-nations-likely-miss-2020-deadline-climate-plans-uns-espinosa\/","title":{"rendered":"China among nations likely to miss 2020 deadline for climate plans \u2013 UN&#8217;s Espinosa"},"content":{"rendered":"<p><strong>Most nations including top emitter China are likely to miss a 2020 deadline to upgrade national plans for fighting global warming, according to the UN\u2019s climate chief.<\/strong><\/p>\n<p>Patricia Espinosa told Climate Home News she expected about 80 out of 197 signatories of the 2015 Paris Agreement to submit updated or more ambitious climate plans in 2020.<\/p>\n<p>To meet the Paris goal of holding global temperature rise &#8220;well below 2C&#8221;, governments need to deliver deeper carbon cuts in their plans, known as &#8220;nationally determined contributions&#8221; (NDCs).<\/p>\n<p>\u201cIt is a source of concern for me that we are not yet in a situation where I could confidently say \u2018oh yes we will have a lot, or a majority, of NDCs on the table\u2019,\u201d by the end of the year, said Espinosa, executive secretary of UN Climate Change.<\/p>\n<p>This year had been billed by the UN as <a href=\"https:\/\/unfccc.int\/news\/2020-is-a-pivotal-year-for-climate-un-chief-and-cop26-president\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cpivotal\u201d<\/a> for climate action. But the coronavirus pandemic, which has killed <a href=\"https:\/\/coronavirus.jhu.edu\/map.html\" target=\"_blank\" rel=\"noopener noreferrer\">more than 850,000 people globally,<\/a> has wrought havoc on climate diplomacy.<\/p>\n<p>A\u00a0summit due in Glasgow, Scotland, in November 2020 has been delayed by a year.<\/p>\n<p>Espinosa said China, the biggest emitter of greenhouse gases ahead of the US, was not among the 80 nations she expected to submit NDCs in 2020. She declined to list the 80.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/08\/26\/extra-un-climate-talks-mooted-2021-help-negotiators-catch\/\"><strong>Extra UN climate talks<\/strong> mooted for 2021 to help negotiators catch up<\/a><\/p><\/blockquote>\n<p>\u201cChina has indicated that yes, they are doing their work preparing for increasing ambition but, because of the way their process goes, they have said it would be difficult to come forward this year,\u201d she said, confirming widespread <a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/13\/china-may-delay-submitting-climate-plans-amid-economic-slowdown\/\">expectations of a delay<\/a>.<\/p>\n<p>China&#8217;s new five-year economic plan starts in 2021. Before the pandemic, however, Chinese President Xi Jinping <a href=\"https:\/\/www.diplomatie.gouv.fr\/en\/french-foreign-policy\/climate-and-environment\/news\/article\/beijing-call-for-biodiversity-conservation-and-climate-change-06-nov-19\">agreed<\/a> with French President Emmanuel Macron in November 2019 to publish an updated NDC by 2020.<\/p>\n<p>Espinosa, a former Mexican foreign minister, <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/notification_on_ndc_synthesis_2020_ec_2020_306.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">wrote to all nations on 13 August<\/a> urging NDC submissions by the 2020 deadline laid out in the Paris texts.<\/p>\n<p>She said the fight against what she called the &#8220;climate emergency&#8221; was also an opportunity for clean economic growth after the pandemic.<\/p>\n<p>\u201dAddressing climate change and Covid-19 are not mutually exclusive. They are perfectly compatible. If we want to talk about a recovery there is no choice: we have to address both,\u201d she said.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/06\/25\/uk-host-next-climate-summit-off-track-raising-ambition-2020\/\"><strong>UK<\/strong> risks missing UN climate deadline, in headache for hosts of key summit<\/a><\/p><\/blockquote>\n<p>The UK government, hosting the delayed UN summit known as Cop26, declined to say if it would submit an NDC this year.<\/p>\n<p>&#8220;The UK has committed to coming forward with an increased NDC well ahead of Cop26,&#8221; a Cop26 spokesperson said. &#8220;We recognise the capacity constraints presented by coronavirus but the climate crisis will not wait, so we encourage all countries to submit enhanced NDCs and long-term strategies as soon as possible.&#8221;<\/p>\n<p>Most nations submitted their first NDCs before the 2015 Paris summit but only 11 nations have issued new or updated NDCs to the UN, <a href=\"https:\/\/www.climatechangenews.com\/2020\/07\/02\/jamaica-becomes-first-caribbean-nation-submit-tougher-climate-plan-un\/\">with Jamaica the last two months ago<\/a>. The Paris Agreement seeks new NDCs every five years to ratchet up action.<\/p>\n<p>Among industrialised nations &#8211; historically most responsible for carbon emissions &#8211; just Japan, New Zealand, Switzerland and <a href=\"https:\/\/www.climatechangenews.com\/2020\/02\/07\/world-misses-symbolic-february-deadline-ratchet-climate-action-cop26\/\">Norway<\/a> have submitted plans. Norway&#8217;s was the only one to commit to deeper emissions cuts by 2030, with the others reaffirming previous targets.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/08\/12\/kamala-harris-might-help-night-day-shift-us-global-climate-diplomacy\/\"><strong>Kamala Harris<\/strong> might help \u2018night and day\u2019 shift for US on global climate diplomacy<\/a><\/p><\/blockquote>\n<p>Much hinges on who wins the US presidential election on 3 November.<\/p>\n<p>The United States is due to quit the Paris Agreement on 4 November under a decision by President Donald Trump, who has no plans to issue an NDC. He has called climate change a hoax and promotes US &#8220;energy dominance&#8221; in fossil fuel production.<\/p>\n<p>In contrast, Joe Biden, Trump\u2019s Democratic rival, says he would rejoin the Paris accord if elected and <a href=\"https:\/\/joebiden.com\/climate-plan\/\">set a target of net zero emissions by 2050.<\/a><\/p>\n<p>The US-based <a href=\"https:\/\/www.wri.org\/stepping-2020-ndcs\" target=\"_blank\" rel=\"noopener noreferrer\">World Resources Institute<\/a> think-tank says 104 nations have stated their intention step up climate ambition or action in an NDC by 2020. Another 33, including the European Union, plan to update their existing NDCs by 2020, it says.<\/p>\n<p>Many of the early movers are developing nations under threat from heatwaves, droughts, floods and rising sea levels.<\/p>\n<p>\u201cWe are likely to see a lot of smaller, and vulnerable countries, showing the way forward,\u201d David Waskow, Director of WRI&#8217;s International Climate Initiative, told CHN.<\/p>\n<p>He said that it was important for nations to build momentum with NDCs in 2020, but that the level of ambition was ultimately the most important factor.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/09\/01\/solidarity-economy-indigenous-women-run-whatsapp-food-swap-costa-rica\/\"><strong>\u2018Solidarity economy\u2019<\/strong>: Indigenous women run WhatsApp food swap in Rica<\/a><\/p><\/blockquote>\n<p>UN chief Ant\u00f3nio Guterres has urged nations to cut emission by 7.6% a year over the coming decade to limit the rise in average surface temperatures to 1.5C above pre-industrial times, the toughest target of the Paris Agreement.<\/p>\n<p>Temperatures are already up 1.1C and set to rise more than 3C by 2100 with current plans. The steep economic downturn caused by Covid-19 will cut emissions this year.<\/p>\n<p>Espinosa said she had to respect the Paris texts in urging NDCs this year.<\/p>\n<p>\u201cI have been very reluctant to give a plan B deadline&#8230; I do not want to give the impression that there can be another deadline,\u201d she said. \u201cI don\u2019t think it\u2019s helpful to say \u2018OK, if you can\u2019t make it by December, maybe March\u2019.\u201d<\/p>\n<p>In her 13 August letter, Espinosa said her secretariat would publish a report at the end of February, giving an overview of NDCs submitted by the end of 2020.<\/p>\n<p>It left the door ajar to delayed submissions by saying it would update the report \u201ccloser to Cop26 to ensure that it contains the latest available information\u201d.<\/p>\n<p>The Paris Agreement also invites nations to submit, by the end of 2020, long-term plans to decarbonise their economies in coming decades.<\/p>\n<p>Espinosa said her main focus was on NDCs as the core of the Paris Agreement. The UN has received <a href=\"https:\/\/unfccc.int\/process\/the-paris-agreement\/long-term-strategies\" target=\"_blank\" rel=\"noopener noreferrer\">17 long-term strategies<\/a> so far, with Singapore the most recent in March.<\/p>\n<p>Espinosa also said that she was working with Guterres\u2019 office and the UK government to organise a virtual celebration to mark the fifth anniversary of the Paris Agreement, adopted on 12 December, 2015.<\/p>\n<blockquote><p><a <a href=\"https:\/\/www.climatechangenews.com\/2020\/08\/28\/guterres-tells-india-coal-business-going-smoke-investors-back-clean-tech\/\">\u2018going up in smoke\u2019<\/a> and tweeted that coal should \u201chave no place in any rational #COVID19 recovery plan.\u201d<\/p>\n<p>\u201cI think that he (Guterres) is really putting his finger on the spot when he says \u2018if you want to be making a recovery package, don\u2019t put coal into that\u2019,\u201d Espinosa said.<\/p>\n<p>Espinosa added that the UN had to mobilise climate finance to enable developing nations to leave coal reserves in
