{"id":42227,"date":"2020-07-31T06:00:50","date_gmt":"2020-07-31T05:00:50","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=42227"},"modified":"2020-07-31T13:16:10","modified_gmt":"2020-07-31T12:16:10","slug":"air-travel-bounce-back-faster-domestic-markets-industry-forecasts","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/07\/31\/air-travel-bounce-back-faster-domestic-markets-industry-forecasts\/","title":{"rendered":"Air travel to bounce back faster in domestic markets, industry forecasts"},"content":{"rendered":"<p><strong>Air travel is resuming on many routes as restrictions to contain the spread of coronavirus ease.<\/strong><\/p>\n<p>Domestic air travel will return to pre-pandemic levels by 2022, two years ahead of international air travel, according to <a href=\"https:\/\/resources.oxfordeconomics.com\/hubfs\/Webinar%20presentations\/Air-Passenger-Forecasts-potential-paths-for-recovery-into-medium-and-long-run.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">projections<\/span><\/a><span data-contrast=\"auto\"> from the International Air Transport Association (IATA) and Tourism Economics.<\/span><\/p>\n<p>This trend puts an onus on major markets like the US and China to tackle the greenhouse gas emissions from in-country flights, experts said. Domestic travel accounts for <a href=\"https:\/\/theicct.org\/publications\/co2-emissions-commercial-aviation-2018\" target=\"_blank\" rel=\"noopener noreferrer\">around 40%<\/a> of aviation CO2 emissions globally.<\/p>\n<p><span data-contrast=\"auto\">\u201cIt puts more of an emphasis on the need to tackle domestic aviation, absolutely,\u201d said Annie Petsonk from the Environmental Defense Fund (EDF), who was not involved in the study. \u201cNow is the time for aviation to build back better, and really take climate considerations to the core of its recovery.\u201d<\/span><\/p>\n<p><span data-contrast=\"auto\">Climate targets for international aviation are generally considered to come under the <\/span><a href=\"https:\/\/www.climatechangenews.com\/2020\/07\/01\/airlines-climate-obligations-postponed-un-body-endorses-industry-proposal\/\"><span data-contrast=\"none\">remit of the<\/span><\/a><span data-contrast=\"auto\"> International Civil Aviation Organisation (ICAO). Domestic aviation is covered by the national plans that form the building blocks of the <\/span><span data-contrast=\"none\">Paris Agreement<\/span><span data-contrast=\"auto\">, <\/span><span data-contrast=\"auto\">but is rarely an area of focus at UN climate conferences.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<blockquote><p>Climate news in your inbox?<strong>\u00a0Sign up\u00a0<a href=\"https:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">Domestic flights make up a relatively small proportion of air travel for most European countries, including in the UK, the world\u2019s third largest aviation emitter. But in the world\u2019s top two emitters &#8211; the US and China, with\u00a0<\/span><a href=\"https:\/\/theicct.org\/publications\/co2-emissions-commercial-aviation-2018\"><span data-contrast=\"none\">24% and 13%<\/span><\/a><span data-contrast=\"auto\"> of global aviation emissions respectively &#8211; over two-thirds of emissions come from domestic flights. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In 2015, the US laid out an aviation\u00a0<\/span><a href=\"https:\/\/www.icao.int\/environmental-protection\/Lists\/ActionPlan\/Attachments\/30\/UnitedStates_Action_Plan-2015.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">climate action plan<\/span><\/a><span data-contrast=\"auto\">\u00a0to achieve \u201ccarbon neutral growth\u201d above 2005 emissions for airlines by 2020, but little progress had been made towards this target before the coronavirus pandemic hit.<\/span><\/p>\n<p><span data-contrast=\"auto\">Last week, the US Environmental Protection Agency (EPA)\u00a0<\/span><a href=\"https:\/\/www.nytimes.com\/2020\/07\/22\/climate\/airplanes-climate-change.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">announced<\/span><\/a><span data-contrast=\"auto\"> a draft regulation for the country\u2019s first ever emissions standard for aeroplanes. However, the average new aircraft delivered in 2019 was already about 6% more fuel-efficient than the EPA would require in 2028,\u00a0<\/span><a href=\"https:\/\/theicct.org\/news\/epa-co2-standard-aircraft-fuel-efficiency-jul2020\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">according to<\/span><\/a><span data-contrast=\"auto\"> the International Council on Clean Transportation (ICCT), an independent research group based in the US.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThis is an example of manufacturers trying to lock in permissive environmental standards for aircraft in the final days of this administration,\u201d said Dan Rutherford, aviation director at the ICCT. \u201cJob one for the next administration will be to go back to the drawing board on EPA\u2019s aircraft CO2 standard.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In a webinar last week setting out the new IATA\/Tourism Economics projections, the\u00a0<\/span><span data-contrast=\"none\">organisations said<\/span><span data-contrast=\"auto\"> Asia Pacific and US have seen a lower pandemic-induced fall in aviation than elsewhere, due to their large domestic markets.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cFrom this crisis we expect [the domestic share of travel to spike up\u2026 as people do look for some more known, safer destinations as well as looking for some savings on their travel,\u201d said David Goodger, a managing director of Tourism Economics.<\/span><\/p>\n<blockquote><p><b><span data-contrast=\"auto\">How fast will aviation recover?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The forecasts come from a \u201cbaseline\u201d scenario where overall flight passenger numbers recover to 2019 levels by 2023\u00a0 &#8211; a year later than the organisations\u2019 previous forecast in April. Responding to the updated forecast, Alexandre de Juniac, director general of IATA,\u00a0<\/span><a href=\"https:\/\/www.iata.org\/en\/pressroom\/speeches\/2020-07-28-01\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">called<\/span><\/a><span data-contrast=\"auto\">\u00a0for more financial and policy relief measures from governments which avoid increasing the industry\u2019s ballooning debt.<\/span><\/p>\n<p><span data-contrast=\"auto\">In an \u201cupside\u201d scenario, recovery would be slightly faster, the organisations said. A \u201cdownside\u201d scenario &#8211; with a second wave of COVID-19 and a financial crisis &#8211; would see passenger levels reach 2019 levels only in 2026.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">All the scenarios project a return to rapid growth in flights within the next decade, with the number of air passengers rising between 60% and 100% by 2038 compared to 2019 levels.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">The development of high-speed electric rail, which has far lower greenhouse gas emissions than air travel, is <\/span><a href=\"https:\/\/publicpolicy.wharton.upenn.edu\/live\/news\/2998-the-green-new-deal-and-converting-air-travel-to\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">seen<\/span><\/a><span data-contrast=\"auto\">\u00a0as one important way to reduce aviation emissions, although its construction needs to be carefully managed to avoid disruption of ecosystems. In some cases, high-speed lines\u00a0<\/span><a href=\"https:\/\/www.carbonbrief.org\/eight-charts-show-how-aggressive-railway-expansion-could-cut-emissions\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">have<\/span><\/a><span data-contrast=\"auto\">\u00a0reduced aviation transport on the same routes by as much as 80%.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">China has\u00a0<\/span><a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/2180562\/full-speed-ahead-chinas-high-speed-rail-network-2019-bid-boost\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">invested heavily<\/span><\/a><span data-contrast=\"auto\">\u00a0in high-speed rail lines over the past decade and boasts two-thirds of the world\u2019s total. Its per capita aviation emissions are also small, although its aviation emissions are also\u00a0<\/span><a href=\"https:\/\/www.carbonbrief.org\/emissions-from-chinese-aviation-could-quadruple-by-2050\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">expected to skyrocket<\/span><\/a><span data-contrast=\"auto\">\u00a0in the coming decades.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The US, which is a similar size to China, has little in the way of high speed rail, although there are\u00a0<\/span><a href=\"https:\/\/edition.cnn.com\/2020\/07\/08\/energy\/high-speed-rail-us\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">several projects in development<\/span><\/a>. These<span data-contrast=\"auto\"> include a <\/span><a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/California-s-bullet-train-project-faces-15356051.php\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">publicly funded project<\/span><\/a><span data-contrast=\"auto\">\u00a0in\u00a0<\/span><span data-contrast=\"auto\">California, which has struggled since the Trump administration <a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/Trump-administration-cancels-California-s-13851649.php\" target=\"_blank\" rel=\"noopener noreferrer\">cancelled $1 billion in federal support<\/a>.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/07\/15\/biden-support-cleantech-innovation-will-raise-bar-internationally\/\"><strong>Biden<\/strong> support for US cleantech innovation \u2018will raise the bar\u2019 internationally<\/a><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">The Green New Deal pack of resolutions in the US, proposed last year by Alexandria Ocasio-Cortez and Ed Markey, outlined\u00a0<\/span><a href=\"https:\/\/www.vox.com\/2019\/2\/8\/18215774\/green-new-deal-high-speed-train-air-travel\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">plans<\/span><\/a><span data-contrast=\"auto\"> to build out high-speed rail in an apparent effort to make air travel within the country obsolete.<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cHaving rail alternatives where it&#8217;s feasible to do so is a very important piece of the puzzle,\u201d says Petsonk. \u201cBut in many parts of the United States, we don&#8217;t have the rail infrastructure or it&#8217;s not feasible, and so people will want to continue to fly. So we need both.\u201d<\/span><\/p>\n<p><span data-contrast=\"auto\">Policy proposals announced earlier this month by the Biden-Sanders Unity Task Force also\u00a0<\/span><a href=\"https:\/\/joebiden.com\/wp-content\/uploads\/2020\/07\/UNITY-TASK-FORCE-RECOMMENDATIONS.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">recommended<\/span><\/a><span data-contrast=\"auto\">\u00a0the US\u2019s \u201csecond great railroad revolution\u201d be brought about by investing in high-speed rail.\u00a0<\/span><span data-contrast=\"auto\">Joe Biden had previously promised in his June 2019\u00a0<\/span><a href=\"https:\/\/joebiden.com\/climate\/\"><span data-contrast=\"none\">climate platform<\/span><\/a><span data-contrast=\"auto\">\u00a0to ensure the US has \u201cthe cleanest, safest, and fastest rail system in the world<\/span><span data-contrast=\"auto\">\u201d, and pledged new incentives to reduce aircraft emissions through sustainable fuels and other technology and standards.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But Petsonk said engine design and aircraft design would only get the country so far, since even if each plane operates more efficiently, total emissions will still rise as air traffic rises. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe think that it&#8217;s very important to in addition have a limit on the total emissions of the flights, and incentives to drive those total emissions down,\u201d she says. \u201cAnd those could be through any number of means: flying less, flying better, flying with different fuels, using offsets. But the trajectory has to be the downward trajectory compatible with net zero [emissions] by 2050.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"A projected recovery in domestic air
