{"id":42077,"date":"2020-07-01T12:31:17","date_gmt":"2020-07-01T11:31:17","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=42077"},"modified":"2020-07-03T09:43:52","modified_gmt":"2020-07-03T08:43:52","slug":"airlines-climate-obligations-postponed-un-body-endorses-industry-proposal","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/07\/01\/airlines-climate-obligations-postponed-un-body-endorses-industry-proposal\/","title":{"rendered":"Airlines&#8217; climate obligations postponed as UN body endorses industry proposal"},"content":{"rendered":"<p><strong>Airlines have wriggled out of their climate obligations over the next few years, after a handful of countries bowed to industry pressure to weaken the sector\u2019s climate deal. <\/strong><\/p>\n<p>The 36 countries that sit on the council of the International Civil Aviation Organisation (Icao) \u2013 the UN body responsible for aviation \u2013 agreed on Tuesday to ease airlines\u2019 obligation to offset their emission growth until at least 2023.<\/p>\n<p>The move effectively postpones the date airlines have to start paying for carbon credits to offset a portion of their climate impact.<\/p>\n<p>The decision was made after the International Air Transport Association (Iata) lobbied Icao to <a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/06\/airlines-urge-un-body-ease-climate-goals-2020s-traffic-collapses\/\" target=\"_blank\" rel=\"noopener noreferrer\">change the baseline<\/a>\u00a0from which emissions growth will be measured \u2013 a move it estimates could save airlines\u00a0<a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/coal\/051920-airlines-could-save-15-billion-from-new-emissions-baseline-iata\" target=\"_blank\" rel=\"noopener noreferrer\">$15 billion in carbon offsetting costs<\/a>.<\/p>\n<p>As air travel collapsed in the wake of the coronavirus pandemic and with many airlines pleading for government bailouts, Iata argued previously agreed rules would create \u201can inappropriate economic burden on the sector\u201d.<\/p>\n<p>But observers and campaigners say the move has deflated the little ambition of the aviation\u2019s sector climate plan, which was already \u201cfar below what is needed to avoid climate catastrophe\u201d, according to a coalition of NGOs.<\/p>\n<p>Prior to the rules being weakened, <a href=\"https:\/\/climateactiontracker.org\/sectors\/aviation\/\" target=\"_blank\" rel=\"noopener noreferrer\">research by Climate Action Tracker<\/a> judged the sector\u2019s climate goals and the measures proposed to meet it \u201ccritically insufficient\u201d.<\/p>\n<blockquote>\n<p class=\"special-feature--hero-header animated-2 wow fadeInUp\"><a href=\"https:\/\/www.climatechangenews.com\/2019\/09\/12\/non-disclosure-agreements-closed-doors-rising-co2-uns-aviation-body\/\"><strong>Aviation\u2019s black box:<\/strong> Non-disclosure agreements, closed doors and rising CO2<\/a><\/p>\n<\/blockquote>\n<p>In a statement, the International Coalition for Sustainable Aviation (ICSA) said the decision was a \u201cbetrayal to future generations and a slap in the face of the multilateral work to build the programme\u201d.<\/p>\n<p>The ICSA has <a href=\"http:\/\/blogs.edf.org\/climate411\/files\/2020\/06\/ICSA_Letter_CORSIA_Baseline_26_June_2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">repeatedly<\/a> said rewriting the rules of the aviation\u2019s climate deal wasn\u2019t necessary, as a flexibility provision in the scheme would have allowed airlines to reduce their offsetting cost until 2023.<\/p>\n<p>Gilles Dufrasne, senior policy officer at Carbon Market Watch, said airlines were \u201cmaking a mockery of governments and taxpayers, taking public money while fighting climate policies\u201d.<\/p>\n<p>The meeting\u2019s outcome was described by Icao in <a href=\"https:\/\/twitter.com\/icao\/status\/1278105919319048194\" target=\"_blank\" rel=\"noopener noreferrer\">a tweet<\/a> as \u201cgreat news for the environment\u201d and safeguarding the sector\u2019s emission reduction programme.<\/p>\n<p>Bas Eickhout, a Dutch Green lawmaker in the European Parliament, reacted with incredulity:<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Seriously? You are adjusting the baseline to 2019 only with procedural tricks, further undermining CORSIA&#8217;s credibility, and you spin that as great news for the environment. Is this an UN account or did aviation industry now also take over your twitter account? <a href=\"https:\/\/t.co\/OEK3rz1toD\">https:\/\/t.co\/OEK3rz1toD<\/a><\/p>\n<p>\u2014 Bas Eickhout (@BasEickhout) <a href=\"https:\/\/twitter.com\/BasEickhout\/status\/1278249483067961344?ref_src=twsrc%5Etfw\">July 1, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>National members of Icao have agreed to make all growth in aviation emissions carbon neutral from 2020. With few technological solutions currently available to reduce planes\u2019 pollution, airlines were expected to fund emissions cuts in other sectors, under a carbon market called Corsia.<\/p>\n<p>The agreed baseline for measuring emissions was to be the two-year average across 2019 and 2020. But with 2020 turning into a year of anomalously low air travel because of restrictions to contain the spread of Covid-19, airlines proposed to change the baseline to pre-pandemic levels in 2019.<\/p>\n<p>The Icao Council \u2013 which\u00a0includes <a href=\"https:\/\/www.climatechangenews.com\/2019\/09\/12\/non-disclosure-agreements-closed-doors-rising-co2-uns-aviation-body\/\" target=\"_blank\" rel=\"noopener noreferrer\">the world\u2019s largest air travel manufacturing and infrastructure nations<\/a> \u2013 agreed to change the baseline to 2019 for the first three years of the Corsia programme\u2019s voluntary stage from 2021-23.<\/p>\n<p>This means that if the sector\u2019s emissions don\u2019t rise above 2019 levels during that time \u2013 and traffic is expected to take some time to rebound \u2013 airlines won\u2019t have to pay anything for their climate impacts.<\/p>\n<p>The 193 members of Icao\u2019s Assembly will decide in 2022 whether to continue with the baseline change beyond 2023 or revert back to the previously agreed 2019-20 average.<\/p>\n<p>The proposal was pushed by the EU, which had <a href=\"https:\/\/www.climatechangenews.com\/2020\/06\/09\/final-blow-aviation-climate-plan-eu-agrees-weaken-rules\/\" target=\"_blank\" rel=\"noopener noreferrer\">formally endorsed rewriting the rules<\/a>.<\/p>\n<p>The US had threatened to withdraw from the scheme&#8217;s voluntary stage if the baseline was not changed, according to Dutch infrastructure minister Cora van Nieuwenhuizen in <a href=\"https:\/\/www.rijksoverheid.nl\/documenten\/kamerstukken\/2020\/06\/26\/besluitvormingsproces-in-raad-van-icao-over-wijziging-baseline-van-het-corsia\" target=\"_blank\" rel=\"noopener noreferrer\">a letter<\/a> updating Dutch lawmakers on negotiations published on 26 June.<\/p>\n<blockquote><p>Climate news in your inbox?<strong>\u00a0Sign up\u00a0<a href=\"https:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p>Dufrasne, of Carbon Market Watch, accused Icao of \u201cfailing\u201d to tackle the aviation sector\u2019s climate problem. He echoed other campaigners&#8217; calls for governments to regulate the industry at a national or regional level by ending the sector\u2019s tax breaks and putting a price on pollution.<\/p>\n<p>Previous analysis by the <a href=\"https:\/\/www.climatechangenews.com\/2020\/05\/26\/airlines-get-free-pass-climate-five-years-industry-proposal\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u00d6ko-Institut<\/a> in Germany and the US-based <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/documents\/Impact_of_COVID_on_International_Aviation_Analysis.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Environmental Defense Fund<\/a> (EDF) found using the 2019-only baseline could give airlines a free pass to pollute until 2027, depending on the shape of the recovery.<\/p>\n<p>Dan Rutherford, aviation director at the International Council on Clean Transportation, added this would make Corsia\u2019s coverage of the sector\u2019s emissions fall <a href=\"https:\/\/twitter.com\/rutherdan\/status\/1278083955615363072\" target=\"_blank\" rel=\"noopener noreferrer\">below 10% of global aviation CO2 emission to 2035<\/a> \u2013 meaning 90% of airlines\u2019 carbon emissions would be \u201cfree of charge\u201d.<\/p>\n<p>As airlines try to woo back customers concerned about both Covid-19 and the climate impacts of flying, \u201cthey can\u2019t afford to ignore the looming global crisis of climate change,\u201d said Annie Petsonk, an aviation expert at EDF.<\/p>\n<p>\u201cThe sooner that the costs of carbon control are included in the costs of doing business, the sooner new technologies will be developed.\u201d<\/p>\n<p>The move also means airlines will \u201close their first-mover advantage\u201d in securing long-term supply contracts from carbon credit suppliers, she added.<\/p>\n","protected":false},"excerpt":{"rendered":"A handful of countries on the council of the International Civil Aviation Organization agreed to change the rules to reduce the sector&#8217;s carbon costs","protected":false},"author":39,"featured_media":42079,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[41,1483,3859],"tags":[4455,1482],"coauthors":[4267],"class_list":["post-42077","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-aviation","category-un-climate-talks","category-world","tag-corsia","tag-icao","type-news"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v23.3 - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Airlines&#039;
