{"id":41957,"date":"2020-06-01T18:15:37","date_gmt":"2020-06-01T17:15:37","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=41957"},"modified":"2020-06-01T18:15:55","modified_gmt":"2020-06-01T17:15:55","slug":"japan-launch-green-recovery-platform-ministerial-meeting","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/06\/01\/japan-launch-green-recovery-platform-ministerial-meeting\/","title":{"rendered":"Japan to launch &#8216;green recovery&#8217; platform and ministerial meeting"},"content":{"rendered":"<p><strong>Japan is seeking to bolster global momentum for climate action by hosting an online platform and high-level political event on greening the post-coronavirus economic recovery.<\/strong><\/p>\n<p>Environment minister Shinjir\u014d Koizumi announced the plans on Monday, in a series of online discussions hosted by UN Climate Change.<\/p>\n<p>Negotiators were due to meet this week for preparatory UN climate talks in Bonn, Germany, but the session has been postponed to October, provided it is safe to hold a physical meeting at that time.<\/p>\n<p>Instead, the UN climate secretariat is running a 10-day online event called &#8220;June Momentum&#8221;, with updates on political and technical progress.<\/p>\n<p>The slippage of the climate negotiating timetable caused by the coronavirus pandemic means there will be a near two-year gap between UN summits. The last UN climate talks were held in Madrid, Spain, last December and the upcoming Cop26 has been <a href=\"https:\/\/www.climatechangenews.com\/2020\/05\/29\/covid-hit-uk-begins-18-month-preparations-un-climate-summit\/\" target=\"_blank\" rel=\"noopener noreferrer\">rescheduled to 1-12 November 2021<\/a>\u00a0in Glasgow, UK.<\/p>\n<p>Campaigners have warned the year-long postponement of Cop26 should not take the pressure off governments to strengthen their climate ambition.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/05\/27\/eu-e750-billion-covid-recovery-fund-comes-green-conditions\/\"><strong>EU<\/strong> \u20ac750 billion Covid recovery fund comes with green conditions<\/a><\/p><\/blockquote>\n<p>Koizumi said Japan would host a virtual ministerial meeting, open to the public, in early September for governments to exchange views on how to use carbon-cutting measures to reboot their economies.<\/p>\n<p>He urged governments to take part in the initiative, saying invitations to contribute to the platform and join the meeting will be sent out \u201cas soon as possible\u201d.<\/p>\n<p>\u201cOur hope is to maintain international momentum on enhanced climate actions to pave the way for the success of Cop26,\u201d he said.<\/p>\n<p>\u201cWe should first reaffirm that economic recovery must not leave climate action behind. A virtuous cycle of environmental protection and economic growth will be a core part of the recovery strategy.\u201d<\/p>\n<p>Since taking office in September 2019, Koizumi, the charismatic son of a former prime minister who has been tipped as a future premier himself, has been a vocal proponent for stronger climate action on the international scene.<\/p>\n<p>At the last UN talks, he said Japan would have to review its 2030 climate target and <a href=\"https:\/\/www.climatechangenews.com\/2019\/12\/12\/cop25-bulletin-new-updated\/\" target=\"_blank\" rel=\"noopener noreferrer\">answered criticisms of its coal policy<\/a> by pointing to a review of financing for coal projects overseas.<\/p>\n<blockquote><p><a href=\"https:\/\/www.climatechangenews.com\/2020\/03\/30\/japan-sticks-2030-climate-goals-accused-disappointing-lack-ambition\/\"><strong>Japan<\/strong> sticks to 2030 climate goals, accused of a \u2018disappointing\u2019 lack of ambition<\/a><\/p><\/blockquote>\n<p>Japan relies on coal for more than a third of its power generation needs and <a href=\"https:\/\/www.nytimes.com\/2020\/02\/03\/climate\/japan-coal-fukushima.html\" target=\"_blank\" rel=\"noopener noreferrer\">is planning to build new coal power plants<\/a>. It also funds <a href=\"http:\/\/priceofoil.org\/content\/uploads\/2020\/01\/2020.01.30_Adding-Fuel-to-the-Fire_final.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">more oil, gas and coal projects abroad than any other government<\/a>.<\/p>\n<p>Tokyo simply <a href=\"https:\/\/www.climatechangenews.com\/2020\/03\/30\/japan-sticks-2030-climate-goals-accused-disappointing-lack-ambition\/\">reaffirmed its 2030 emission-cutting pledge<\/a> towards the Paris Agreement earlier this year, rather than raising ambition, to the disappointment of climate advocates. Koizumi <a href=\"https:\/\/player.admiralcloud.com\/?v=d49d44fd-93ad-4c9d-87aa-c37a711541f8\" target=\"_blank\" rel=\"noopener noreferrer\">has claimed<\/a> it was not the government\u2019s \u201cintention to leave the national target level as it is\u201d and it would submit additional information by Cop26.<\/p>\n<p>Countries are due to submit updated 2030 climate plans to the UN before the end of the year. A major step up in ambition would be needed to hold global heating \u201cwell below 2C\u201d, as agreed in Paris.<\/p>\n<p>Only a handful of countries, including the Marshall Islands, Norway, Moldova, Chile and Rwanda, have increased their climate plans so far.<\/p>\n<p>Speaking on the first day of the \u201cJune Momentum\u201d, head of UN Climate Change Patricia Espinosa insisted the Cop26 delay did not push back the deadline for countries to submit revised climate plans before 31 December.<\/p>\n<p>\u201c2020 remains a critical year,\u201d she said. \u201cCoronavirus has not changed the need for nations to fulfil their commitments under the Paris Agreement. Every day that passes without higher ambition, we are closer to a tragedy.\u201d<\/p>\n<p>Espinosa said the Paris Agreement and the 2030 Sustainable Development Goals gave governments \u201ca very solid blueprint\u201d for the Covid-19 recovery but would require \u201ca lot of hard work\u201d.<\/p>\n<blockquote><p>Climate news in your inbox?<strong>\u00a0Sign up\u00a0<a href=\"https:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong><\/p><\/blockquote>\n<p>In practice, it remains unclear how the UN and the UK Cop26 presidency team will influence \u00a0governments\u2019 recovery plans to ensure they don\u2019t lock in fossil fuel dependence, without the political pressure of a climate summit this year.<\/p>\n<p>Selwin Hart, UN special advisor on climate action, said governments&#8217; decisions on how to stimulate the economy and create jobs will be &#8220;some of the most consequential decisions ever made in the history of mankind&#8221;.<\/p>\n<p>Cop26 president designate Alok Sharma, who is also involved in coordinating the UK\u2019s response to the coronavirus crisis as the country\u2019s business minister, said the summit could be \u201cthat moment when the world unites behind a green and &#8211; I think really importantly \u2013 a fair recovery\u201d.<\/p>\n<p>\u201cThere are very large numbers of people across the world that want to see this green recovery and there is opportunity for us to show that technology can drive that green recovery forwards,\u201d he said in response to a question from Climate Home News about how to galvanise political will.<\/p>\n<p>To keep the momentum on climate diplomacy, Sharma said his team was working on a roadmap to convene countries at key moments in the 16 months ahead of the summit.
