{"id":41707,"date":"2020-04-20T15:34:04","date_gmt":"2020-04-20T14:34:04","guid":{"rendered":"https:\/\/www.climatechangenews.com\/?p=41707"},"modified":"2020-04-20T15:35:33","modified_gmt":"2020-04-20T14:35:33","slug":"coronavirus-governments-bail-airlines-oil-gas","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2020\/04\/20\/coronavirus-governments-bail-airlines-oil-gas\/","title":{"rendered":"Coronavirus: which governments are bailing out big polluters?"},"content":{"rendered":"<p><b>Across the world, carbon-intensive industries are lining up for state aid as the coronavirus pandemic continues to hammer the global economy.<\/b><\/p>\n<p>With people staying at home to slow the spread of the disease, global oil demand has slumped by a third, hitting producers hard.<\/p>\n<p><span style=\"font-weight: 400;\">Climate campaigners are calling on governments to make relief for the fossil fuel industry <\/span><a href=\"https:\/\/www.climatechangenews.com\/2020\/03\/23\/governments-urged-attach-green-strings-long-term-coronavirus-recovery-plans\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">dependent on tougher climate action<\/span><\/a><span style=\"font-weight: 400;\">. I<\/span><span style=\"font-weight: 400;\">n the rush to protect businesses and workers from the impacts of the public health crisis, though, some polluters are being bailed out with no strings attached.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a historic deal, a group of major oil-producing countries, Opec, and allies including Russia, on 12 April agreed <\/span><a href=\"https:\/\/uk.reuters.com\/article\/us-global-oil-opec\/opec-russia-approve-biggest-ever-oil-cut-to-support-prices-amid-coronavirus-pandemic-idUKKCN21U0J6?utm_campaign=Carbon%20Brief%20Daily%20Briefing&amp;utm_medium=email&amp;utm_source=Revue%20newsletter\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the biggest ever cut to oil supply<\/span><\/a><span style=\"font-weight: 400;\"> to stabilise energy markets and end a price war between Moscow and Saudi Arabia. Yet prices continued to slide.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/influencemap.org\/report\/The-Coronavirus-Crisis-and-Climate-Lobbying-23249d39450ff19b441090a6a50174eb\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> by Influence Map, which analyses corporate lobbying on climate policy, found the oil and gas sector to be the most active globally in lobbying governments for financial support and deregulation in response to Covid-19.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This, it found, was particularly the case in the US, Canada and Australia.<\/span><\/p>\n<p>Which governments gave them what they wanted? <span style=\"font-weight: 400;\">Here is a round-up of the various types of support to polluting sectors introduced by the world\u2019s largest economies.<\/span><\/p>\n<p><b>US\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Donald Trump has been determined to support the energy sector ravaged by oil prices and falling demand, putting pressure on Opec members to agree to cut production.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At home, the Trump administration instructed the Strategic Petroleum Reserves to be filled to the maximum of its 30 million barrels capacity to \u201c<\/span><a href=\"https:\/\/www.energy.gov\/articles\/us-department-energy-make-strategic-petroleum-reserve-storage-capacity-available-struggling\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">alleviate financial hardship<\/span><\/a><span style=\"font-weight: 400;\">\u201d on the energy sector.\u00a0 <\/span><span style=\"font-weight: 400;\">The Department of Energy said it intended to make an additional 47 million barrels of storage capacity available.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Covid-19 bill clocked up a gigantic $2 trillion to help workers and industries impacted by the pandemic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It includes <\/span><a href=\"https:\/\/www.pillsburylaw.com\/en\/news-and-insights\/airline-stimulus-plans-in-us-and-europe.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">$61bn in relief for airlines<\/span><\/a><span style=\"font-weight: 400;\">, including $50bn\u00a0 for passenger airlines, split evenly between loans and grants to pay employees, and $8bn for air cargo carriers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill includes $17bn for companies deemed critical in maintaining US national security &#8211; largely set aside for one company, Boeing, which was already under pressure over two deadly crashes before the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Solar and wind power businesses did not get the access to tax credits they had sought under the package. Right-wing US organisations <\/span><a href=\"https:\/\/files.texaspolicy.com\/uploads\/2020\/03\/23175236\/Coronavirus-Stimulus-Letter.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">lobbied against<\/span><\/a><span style=\"font-weight: 400;\"> proposed tax incentives for green programmes.\u00a0<\/span><span style=\"font-weight: 400;\">\u201cClimate change is not an immediate threat to humanity,\u201d they wrote.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oil and gas companies<\/span><a href=\"https:\/\/ieefa.org\/ieefa-update-loan-program-for-coronavirus-impacted-businesses-excludes-oil-and-gas-companies-or-does-it\/?utm_source=Weekly+IEEFA+Newsletter&amp;utm_campaign=24d30d2147-IEEFA_WeeklyDigest&amp;utm_medium=email&amp;utm_term=0_30c2b8506b-24d30d2147-128748933\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">do not directly qualify for economic support under the bill.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Elsewhere, the Environmental Protection Agency (EPA) announced <\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-announces-enforcement-discretion-policy-covid-19-pandemic-0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">a sweeping relaxation of environmental rules<\/span><\/a><span style=\"font-weight: 400;\"> in response to the pandemic. This follows lobbying from the American Petroleum Institute.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oil and gas lease sales are <\/span><a href=\"https:\/\/www.eenews.net\/stories\/1062629183\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">going ahead as usual<\/span><\/a><span style=\"font-weight: 400;\"> while three states &#8211;<\/span><a href=\"https:\/\/apps.legislature.ky.gov\/record\/20RS\/hb44.html\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">Kentucky<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/mylrc.sdlegislature.gov\/api\/Documents\/69887.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">South Dakota<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span><a href=\"https:\/\/legiscan.com\/WV\/text\/HB4615\/2020\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">West Virginia<\/span><\/a><span style=\"font-weight: 400;\">, have passed legislation increasing criminal penalties on protests disrupting or damaging fossil fuel infrastructure. <\/span><\/p>\n<p><b>China\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Provinces across China have taken measures to keep people in work and prop up small businesses but nationwide relief measures have been on a much smaller scale than in other major economies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the number of new reported cases in China came closer to zero, five new coal-fired power plants totalling 7,960 MW were approved for construction between 1 and 18 March &#8211; more than than the total for 2019 which saw the approval of 6,310MW, <\/span><a href=\"https:\/\/www.gem.wiki\/Coal_and_Coronavirus#China\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">according to Global Energy Monitor<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Coal consumption has <\/span><a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11107-China-s-coal-consumption-on-the-rise\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">bounced back in China in recent years<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/endcoal.org\/2020\/03\/new-report-global-coal-power-under-development-declined-for-fourth-year-in-a-row\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the amount of coal power capacity<\/span><\/a><span style=\"font-weight: 400;\"> under development increased even before the Covid-19 outbreak.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the end of February, provinces gave the green light to <\/span><a href=\"https:\/\/unearthed.greenpeace.org\/2020\/03\/20\/china-coal-power-plants-building-coronavirus\/\"><span style=\"font-weight: 400;\">34GW of new coal power<\/span><\/a><span style=\"font-weight: 400;\">, despite existing overcapacity. It is not yet clear if all the new approved plants will be built.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While early indications suggest Chinese officials could be turning towards heavy-industries to reboot the economy, Beijing is also considering \u201cnew infrastructure\u201d investments such as 5G, high-speed railways and electric vehicle charging points as part of the recovery efforts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Environmental supervision of firms could be simplified and in some circumstances temporarily suspended to help companies resume production, according to <\/span><a href=\"https:\/\/uk.reuters.com\/article\/us-health-coronavirus-china-environment\/china-to-modify-environmental-supervision-of-firms-to-boost-post-coronavirus-recovery-idUKKBN20X0AG\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">an official from the ministry of environment<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0 <\/span><\/p>\n<p><b>Russia<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Russian prime minister Mikhail Mishustin announced <\/span><a href=\"http:\/\/government.ru\/en\/news\/39221\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">a $4 billion fund<\/span><\/a><span style=\"font-weight: 400;\"> to support the economy and key industries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The package includes tax breaks for hardest-hit sectors including air transport and tourism and the expansion of subsidised loans to businesses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oil and gas state-controlled companies, <\/span><span style=\"font-weight: 400;\">Gazprom and Rosneft, could be allowed to delay paying dividends, <\/span><a href=\"https:\/\/www.rferl.org\/a\/russia-budget-coronavirus-aid\/30489879.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Radio Free Europe reported<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The collapse of the price of oil, Russia\u2019s main export, has left the economy particularly vulnerable. The government is aiming to subsidise the shortfall in oil revenue. <\/span><span style=\"font-weight: 400;\">Mishustin said the central bank would <\/span><a href=\"http:\/\/government.ru\/en\/news\/39221\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">compensate the currency market<\/span><\/a><span style=\"font-weight: 400;\"> if the price of Urals oil dropped below $25 per barrel.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The mechanism has previously been used to <\/span><a href=\"http:\/\/government.ru\/en\/news\/39237\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">compensate oil companies for the shortfall in export revenue<\/span><\/a><span style=\"font-weight: 400;\"> when oil was sold domestically below global prices. <\/span><span style=\"font-weight: 400;\">\u201cIt should now also compensate for the decrease in federal budget revenue,\u201d Mishustin said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the contraction in oil demand and continued cheap supply, Mishustin <\/span><a href=\"http:\/\/government.ru\/en\/news\/39237\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">insisted<\/span><\/a><span style=\"font-weight: 400;\"> the Russian oil industry was prepared for volatility.\u00a0<\/span><\/p>\n<p><b>Canada\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The province of Alberta, home to extensive tar sands extraction, has been leading Canada\u2019s bailout of the oil and gas sector.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The provincial government<\/span> <a href=\"https:\/\/www.alberta.ca\/release.cfm?xID=69881BCC004DB-C3DC-DCD7-B62724AFB886EE9C\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">handed out tax relief measures<\/span><\/a><span style=\"font-weight: 400;\"> for its struggling industry, suspending fees collected by the industry regulator to the tune of $79 million.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A<\/span> <a href=\"https:\/\/open.alberta.ca\/dataset\/0cc78dea-655e-4a28-8128-5f0310399b74\/resource\/d26172b7-7109-418c-bfbe-e9b049076581\/download\/aep-ministerial-order-17-2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">ministerial order<\/span><\/a><span style=\"font-weight: 400;\"> also suspended a number of environmental reporting requirements until mid August.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, the Business Council of Alberta and oil and gas companies have <\/span><a href=\"https:\/\/mma.prnewswire.com\/media\/1135837\/Business_Council_of_Alberta_Alberta_CEOs_Write_Prime_Minister_on.pdf?p=pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">demanded the federal government<\/span><\/a><span style=\"font-weight: 400;\"> postpone a planned increase of the carbon tax and the Canadian Association of Petroleum Producers <\/span><a href=\"https:\/\/globalnews.ca\/news\/6830754\/capp-justin-trudeau-laws-coronavirus\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">lobbied for a suspension of nationwide environmental rules<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>However the Trudeau administration chose relief measures with an environmental slant.<\/p>\n<p><span style=\"font-weight: 400;\">On 17 April, Justin Trudeau announced <\/span><a href=\"https:\/\/www.canada.ca\/en\/department-finance\/economic-response-plan.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">$1.2bn to clean up orphan and inactive oil and gas wells<\/span><\/a><span style=\"font-weight: 400;\"> in Alberta, Saskatchewan, and British Columbia to maintain jobs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The federal government is creating a $750 million emissions reduction fund to support oil and gas sector investments in reducing emissions, particularly methane.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Environmental campaigners have warned oil and gas could get stealth subsidies through relaxed rules to Canada\u2019s export credit agency, the Export Development Canada (EDC).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As part of its response to the pandemic, the Canadian government significantly <\/span><a href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2020\/03\/the-covid-19-emergency-response-act-receives-royal-assent0.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">extended the scope of EDC&#8217;s work<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the new rules, EDC will be able to support transactions domestically as well as abroad. The agency\u2019s liability limit, previously capped at $32 billion, has also been lifted.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EDC has a record of supporting Canada\u2019s oil and gas sector export abroad. It provided an average $10.6 billion a year to oil and gas projects from 2016 to 2018, according to Oil Change International.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Canada Account, which supports export transactions deemed of national interest <\/span><a href=\"https:\/\/www.edc.ca\/en\/about-us\/corporate\/disclosure\/reporting-transactions\/canada-account.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">including the Trans-Mountain pipeline<\/span><\/a><span style=\"font-weight: 400;\">, is also benefiting from the liability cap lift.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government also waived ground lease rents for 21 airports authorities until the end of the year as part of a<\/span><a href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2020\/03\/government-announces-support-for-air-transportation-sector-during-covid-19-pandemic.html\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">support package for air travel<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><b>Australia\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The federal government is pushing for the expansion of coal mines to keep people in work during the coronavirus-induced economic slowdown.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Resources Minister Keith Pitt said the expansion of Acland thermal coal mine, in Queensland, was \u201c<\/span><a href=\"https:\/\/www.afr.com\/companies\/energy\/coal-mine-expansion-even-more-important-20200324-p54dcx\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">even more<\/span><\/a><span style=\"font-weight: 400;\">\u201d more important now the coronavirus pandemic is hammering the economy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Queensland government has so far refused to approve the expansion despite pressure from mine operator New Hope, which is expected to exhaust coal reserves by September.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In South Australia, the government suspended <\/span><a href=\"http:\/\/www.energymining.sa.gov.au\/latest_updates\/fee_relief_for_covid19-hit_resources_sector\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">exploration and licence fees for the mining, oil and gas sectors<\/span><\/a><span style=\"font-weight: 400;\">. The relief will extend the licence fee deadline to 31 December.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Energy and mining minister Dan van Holst Pellekaan announced a 12-month waiver of committed expenditure for all mineral exploration licence holders.\u00a0<\/span><\/p>\n<p><b>UK<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The UK government is resisting calls from the aviation sector for a bespoke bailout package.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Airlines trade association Iata has led <\/span><a href=\"https:\/\/unearthed.greenpeace.org\/2020\/04\/07\/coronavirus-airlines-lobby-for-tax-breaks-subsidies-vouchers-passenger-refunds\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">a global lobbying campaign<\/span><\/a><span style=\"font-weight: 400;\"> demanding governments immediately reduce all charges and taxes and provide airlines with specific support funds.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Iata has also been pushing regulators to relax rules so airlines can issue travel vouchers instead of refunds, allowing for a surge of passengers when travel restrictions are lifted.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In <a href=\"https:\/\/www.bbc.co.uk\/news\/business-52027342\" target=\"_blank\" rel=\"noopener noreferrer\">a letter<\/a> to airlines and airport executives, UK chancellor Rishi Sunak said bespoke government support would only be available as \u201ca last resort\u201d and after companies had exhausted other funding options, such as raising money from shareholders.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But on 6 April, British low-cost airline group EasyJet received a $737 million loan from the UK government after warning it was running out of cash &#8211; although it managed to <a href=\"https:\/\/www.thetimes.co.uk\/article\/easyjet-seeks-state-loans-but-pays-stelios-60m-d26jghjtx\" target=\"_blank\" rel=\"noopener noreferrer\">pay \u00a360 million in dividends to its largest shareholder<\/a>. <\/span><\/p>\n<p>Despite strong commitments to climate action, the Bank of England has allowed <a href=\"https:\/\/www.theguardian.com\/business\/2020\/apr\/16\/bank-of-england-failing-climate-with-covid-19-stimulus-programme-oil-firms-debt-bond-governor?CMP=share_btn_tw\" target=\"_blank\" rel=\"noopener noreferrer\">the debt of BP, Shell and Total&#8217;s subsidiary companies<\/a> to be eligible for support under the banks&#8217; boosted <a href=\"https:\/\/www.bankofengland.co.uk\/markets\/market-notices\/2020\/asset-purchase-facility-additional-corporate-bond-purchases\" target=\"_blank\" rel=\"noopener noreferrer\">corporate bond purchase scheme<\/a>.<\/p>\n<p><b>European Union\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">EU member states have agreed that the union\u2019s response to the pandemic must be aligned with<\/span> <a href=\"https:\/\/www.consilium.europa.eu\/media\/43076\/26-vc-euco-statement-en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the green transition<\/span><\/a><span style=\"font-weight: 400;\"> and its European Green Deal.<\/span><\/p>\n<p><a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/09\/european-green-deal-must-central-resilient-recovery-covid-19\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Writing in Climate Home News<\/span><\/a><span style=\"font-weight: 400;\">, 17 environment ministers called for the Green Deal and its carbon neutrality goal to provide the pathway for economic recovery. <\/span><span style=\"font-weight: 400;\">But across the union, carbon-intensive sectors are still benefiting from relief.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The European Central Bank rolled-out <\/span><a href=\"https:\/\/www.climatechangenews.com\/2020\/03\/23\/governments-urged-attach-green-strings-long-term-coronavirus-recovery-plans\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">a \u20ac870 billion ($781bn) emergency bond-buying programme<\/span><\/a><span style=\"font-weight: 400;\"> to stabilise the euro zone economy until the end of the year \u2013 the equivalent of 7.3% of the euro area\u2019s GDP.<\/span><\/p>\n<p><a href=\"https:\/\/influencemap.org\/report\/The-ECB-and-Pandemic-Bonds-ece9791d5425bf38b78df95a8376b358\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Initial analysis<\/span><\/a><span style=\"font-weight: 400;\"> of the bonds purchased in the last three weeks by Influence Map shows the programme included bonds issued by oil majors <\/span><a href=\"https:\/\/www.ecb.europa.eu\/mopo\/implement\/omt\/html\/index.en.html#cspp\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">including Shell, Eni and Total<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; with some of the bonds purchased maturing between 2024 and 2034.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU Commission has also<\/span> <a href=\"https:\/\/www.euractiv.com\/section\/aviation\/news\/sweden-gets-airline-bailout-green-light-from-eu\/?utm_source=EURACTIV&amp;utm_campaign=4ed769a02e-RSS_EMAIL_EN_Daily_Update&amp;utm_medium=email&amp;utm_term=0_c59e2fd7a9-4ed769a02e-116236019\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">started to approve airline bailouts<\/span><\/a><span style=\"font-weight: 400;\"> aimed at easing companies&#8217; liquidity crunch.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_20_647\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Loan guarantees<\/span><\/a><span style=\"font-weight: 400;\"> have been made available in Sweden. Belgium<\/span> <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_20_645\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">deferred concession fee<\/span><\/a><span style=\"font-weight: 400;\">\u00a0payments for its major airports. The French and Dutch governments are in<\/span> <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-airfrance-bailout\/exclusive-air-france-klm-in-talks-on-multibillion-euro-state-backed-loan-package-idUSKBN21L16F\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">talks with Air-France KLM for state support<\/span><\/a><span style=\"font-weight: 400;\">. Germany is also<\/span> <a href=\"https:\/\/www.nytimes.com\/reuters\/2020\/04\/02\/business\/02reuters-health-coronavirus-germany-lufthansa-exclusive.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">in talks with Lufthansa<\/span><\/a><span style=\"font-weight: 400;\"> to provide state aid with loans and equity investments.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Austria, the government is also in talks with Lufthansa, the parent company of Austrian Airlines, to provide state aid for the airline <\/span><a href=\"https:\/\/www.euractiv.com\/section\/aviation\/news\/austrian-airlines-bailout-to-be-linked-to-climate-targets\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">only if the money supports emissions cuts<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p>Meanwhile in France, the National Assembly has approved a $21.4bn package to rescue its strategic industries, largely focused on aviation and automobile majors such as Airbus, AirFrance and Renault.<\/p>\n<p>The text requires recipient companies to include social and environmental objectives in their business models in line with the Paris Agreement, but gives no further conditions.<\/p>\n<p>Environmental NGOs have accused the government of writing &#8220;<a href=\"https:\/\/www.franceinter.fr\/environnement\/20-milliards-d-euros-pour-les-entreprises-strategiques-un-cheque-en-blanc-au-profit-des-pollueurs\" target=\"_blank\" rel=\"noopener noreferrer\">a blank cheque<\/a>&#8221; to some of the country&#8217; largest polluters.<\/p>\n<p><span style=\"font-weight: 400;\">The powerful European automotive lobby group, ACEA, has called on EU institutions to provide<\/span> <a href=\"https:\/\/www.acea.be\/press-releases\/article\/coronavirus-eu-auto-industry-faces-unprecedented-crisis\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">liquidity support<\/span><\/a><span style=\"font-weight: 400;\"> for companies, suppliers and dealers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The automotive sector is also lobbying for the union to drop a tightening of CO2 regulations aimed at raising fuel efficiency. \u201cThis not the time to think about further tightening of the CO2 regulation,\u201d VDA president Hildegard M\u00fcller<\/span> <a href=\"https:\/\/www.sueddeutsche.de\/wirtschaft\/auto-grenzwerte-2020-klimawandel-1.4865763\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">told the S\u00fcddeutsche Zeitung<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>India\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">India\u2019s minister of petroleum and natural gas Dharmendra Pradhan struck a deal with the Abu Dhabi National Oil Company (Adnoc) to deliver more cooking gas supplies as part of a scheme to support women living below the poverty line.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pradhan said <\/span><a href=\"https:\/\/twitter.com\/dpradhanbjp\/status\/1247503897335234562\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">he had given Adnoc its assurances<\/span><\/a><span style=\"font-weight: 400;\"> India would buy crude oil from the company to replenish the country\u2019s strategic petroleum reserves.<\/span><\/p>\n<p><b>Brazil\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Brazilian government has opened negotiations on an emergency loan package for energy distributors,<\/span> <a href=\"https:\/\/www.reuters.com\/article\/health-coronavirus-brazil-energy\/update-3-brazil-government-considers-emergency-coronavirus-loans-for-power-sector-idUSL1N2BN1BC\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">according to Reuters<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government has also postponed all electricity auctions in 2020, including for renewable and green power. Experts say this could benefit the country\u2019s natural gas plants, which will become <\/span><a
