As the US withdraws from the international arena, China is playing for dominance in UN spaces. <\/strong><\/p>\r\n\r\n\r\n\r\n

And while Beijing strengthens its influence at the top of international institutions, president Xi Jinping\u2019s promise<\/a> to green China\u2019s belt and road initiative (BRI) \u2013 its ambitious campaign of foreign investments \u2013 is being tested.<\/p>\r\n\r\n\r\n\r\n

Will China walk the talk, or is Beijing\u2019s increased participation in global forums an attempt to neutralise its critics?<\/p>\r\n\r\n\r\n\r\n

Reflecting its growing economic clout, China has become the second largest UN donor after the US<\/a> and the largest contributor of troops for peacekeeping operations among permanent members of the Security Council. In recent years, it has played an ever bigger role in environmental and development agencies.<\/p>\r\n

The inauguration last week of Qu Dongyu as the first Chinese director-general of the Food and Agriculture Organization (FAO) \u2013 the UN\u2019s largest technical agency \u2013 is the latest example of that. The outgoing Chinese vice-minister of agriculture and rural affairs, who worked on the BRI\u2019s agriculture policy, Qu was elected in a secret ballot for a four-year mandate, with the possibility of running for a second term.<\/p>\r\n

\r\n\r\n<\/p>\r\n

This could see him oversee the organisation in the critical period to 2030 \u2013 the deadline to achieve the UN\u2019s sustainable development goals (SDGs).<\/p>\r\n

China:<\/strong> Multiple coal deals emerge from \u2018green\u2019 investment summit<\/a><\/p>\r\n<\/blockquote>\r\n

\r\n\r\n<\/p>\r\n

The FAO also has an important role to play in climate action. The publication of a major UN scientific report this week is expected to highlight tensions<\/a> between growing food and preserving land and forests as carbon sinks.<\/p>\r\n

\r\n\r\n<\/p>\r\n

\u201cI\u2019m very grateful to my motherland. Without 40 years of successful reform and open-door policy I would not have been who I am,\u201d Qu told the FAO in his acceptance speech<\/a>.<\/p>\r\n

\r\n\r\n<\/p>\r\n

\r\n\r\n<\/p>\r\n

\r\n\r\n<\/p>\r\n

Elsewhere, the city of Fuzhou on the country\u2019s eastern coast is to host next year\u2019s session of Unesco\u2019s World Heritage Committee meeting<\/a>.<\/p>\r\n

\r\n\r\n<\/p>\r\n

And the southern city of Kunming will be the stage for the 2020 UN biodiversity talks \u2013 a meeting which is expected to deliver a global framework for plant and wildlife protection beyond next year.<\/p>\r\n

\r\n\r\n<\/p>\r\n

\u201cChina actually competed down to the wire to host [the biodiversity meeting] in 2020,\u201d said Li Shuo, climate and energy policy officer at Greenpeace China.<\/p>\r\n

\r\n\r\n<\/p>\r\n

This aligns with Beijing\u2019s broader diplomatic move away from the \u201chide your power, bide your time\u201d approach, which has long dictated China\u2019s foreign policy, Li told CHN.<\/p>\r\n

\r\n

Analysis:<\/strong> Nine solutions to the food-forests-fuel trilemma<\/a><\/p>\r\n<\/blockquote>\r\n

\r\n\r\n<\/p>\r\n

The Kunming summit is anticipated to be one of the most important events in China next year, said Jinfeng Zhou, secretary-general of the Beijing-based China Biodiversity Conservation and Green Development Foundation.<\/p>\r\n

\r\n\r\n<\/p>\r\n

In an email to CHN, Zhou said the \u201cera of ecological civilization\u201d \u2013 one of president Xi\u2019s signature slogans \u2013 was \u201can imperative for humanity\u201d and one of the reasons for China\u2019s willingness to host the meeting.<\/p>\r\n

\r\n\r\n<\/p>\r\n

The term appeared in an article penned by President Xi in a state-owned magazine<\/a> earlier this year, in which he set out his vision for China to \u201cdeeply participate in global environmental governance, enhance China\u2019s voice and influence in the global environmental governance system, [and] actively guide the direction of international order change.\u201d<\/p>\r\n

\r\n\r\n<\/p>\r\n

China is pushing for this concept of \u201cecological civilization\u201d to be adopted at the international level, Sam Geall, executive director of China Dialogue and an associate fellow at Chatham House, told CHN.<\/p>\r\n

\r\n\r\n<\/p>\r\n

\u201cPutting [its] mark on the international system is a goal in itself and goes with the idea of Chinese rejuvenation,\u201d he added. \u201cChina wants a commensurate voice to go alongside its economic power but it has a long way to go in that respect.\u201d<\/p>\r\n

\r\n

China<\/strong> scrubs its coal projects from \u2018world heritage in danger\u2019 decision<\/a><\/p>\r\n<\/blockquote>\r\n\r\n\r\n\r\n

Beijing\u2019s increasing clout in UN spaces largely seeks to legitimise its BRI, an umbrella phrase for its diplomatic, trade and investments push abroad.<\/p>\r\n

It includes carbon-intensive infrastructure projects, such as coal-fired power plants, which are coming under increasing scrutiny for their environmental impact.<\/p>\r\n\r\n\r\n\r\n

On the whole, it is \u201cnot very green\u201d, said Scott Morris, senior fellow at the Washington-based Centre for Global Development. \u201cChinese officials have not yet confronted that reality.\u201d<\/p>\r\n

The UN provides an important forum for China to discuss what the greening of the BRI means, said Alvin Lin,<\/strong> climate and energy policy director of the Natural Resources Defense Council\u2019s China Programme.<\/p>\r\n

\r\n\r\n<\/p>\r\n

The BRI has been \u201cone the key areas of focus for that cooperation between China and the UN\u201d, he said, ensuring the initiative is in line with both the Paris Agreement on climate change and the SDGs.<\/p>\r\n

\r\n\r\n<\/p>\r\n

That \u201cis a positive thing,\u201d he added, \u201cbecause more attention is being paid to this issue\u201d.<\/p>\r\n

Beijing is \u201cparticularly keen to get positive references to the BRI into UN resolutions and meetings\u201d, said Richard Gowan, UN director at the International Crisis Group and an expert on UN governance. So far, its efforts have been countered by the US and India, he added.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n

But the UN machine has thrown its support behind China\u2019s development strategy.<\/p>\r\n\r\n\r\n\r\n

In 2016, the UN Development Programme signed an agreement<\/a> with China for the BRI to accelerate the implementation of the SDGs. Last year, China signed a strategic cooperation agreement with UN Environment<\/a> to strengthen South-South cooperation and build the capacities of developing countries to address environmental issues.<\/p>\r\n\r\n\r\n\r\n

This collaboration \u201cmakes it seems as though the BRI is about multilateralism and only about development\u201d, said Jonathan Hillman, director of the Centre for Strategic and International Studies\u2019 Reconnecting Asia Project. In his view, it is more about lucrative bilateral deals.<\/p>\r\n\r\n\r\n\r\n

\u201cThis is part of the political campaign to define the BRI on China\u2019s own terms.\u201d<\/p>\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

How China\u2019s influence and leadership in the UN arena will play out remains to be seen. Gowan warned that UN senior Chinese appointees must \u201cdemonstrate they are impartial international civil servants, and not primarily loyal to Beijing as many diplomats suspect\u201d.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

For Hillman, Chinese officials “are saying all the right things” about green development, but “the jury is very much out” on whether they will put them into practice.<\/p>\r\n

Qu\u2019s election at the top of the FAO was \u201ca wake-up call\u201d for the US, he said. \u201cThese multilateral institutions are going to be run in a different way for someone else\u2019s interests if we are not paying attention.\u201d<\/p>\r\n
