Is it enough? Of course not. But it is becoming the benchmark for leadership on the world stage.<\/p>\n<p><span style=\"font-weight: 400;\">More than a hundred countries have <\/span><a href=\"https:\/\/climateaction.unfccc.int\/views\/cooperative-initiative-details.html?id=94\"><span style=\"font-weight: 400;\">joined an alliance<\/span><\/a><span style=\"font-weight: 400;\"> aiming for net zero emissions by 2050. This is aspirational and not always backed by domestic action.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To make Climate Home\u2019s list, the target must be included in a winning political manifesto, government statement, policy paper, climate law, submission to the UN or other nationally determined document.<\/span><\/p>\n<p>Here is a handy guide to who is promising what.<\/p>\n<blockquote><p>This article was last updated on 27 September 2021. The right wing People&#8217;s Party agreed to the goals in partnership with the Green Party.<\/p>\n<hr \/>\n<p><strong>Brazil<\/strong><\/p>\n<p><i>Target date:<\/i> 2060<\/p>\n<p><i>Status:<\/i> Submission to UN<\/p>\n<p><i>Notes:<\/i> Brazil <a href=\"https:\/\/www.climatechangenews.com\/2020\/12\/09\/brazil-sets-indicative-goal-carbon-neutrality-2060\/\">set an &#8220;indicative&#8221; goal<\/a> of carbon neutrality by 2060 in its updated pledge to the Paris Agreement submitted December 2020. However it was not matched by an increase in ambition before 2030 and came as deforestation reached a 12-year high.<\/p>\n<hr \/>\n<p><b>Bhutan<\/b><\/p>\n<p><i>Target date:<\/i> Currently carbon negative and aiming for carbon neutrality as it develops<\/p>\n<p><i>Status:<\/i> Pledged towards the Paris Agreement<\/p>\n<p><i>Notes:<\/i>\u00a0With a population of less than a million, on low incomes, surrounded by forests and hydropower resources, Bhutan has an easier task balancing the carbon accounts than most. The Canadian Senate adopted the <a href=\"https:\/\/climatehomenews.us1.list-manage.com\/track\/click?u=6316d25f7b68919349e54a251&amp;id=0e8bd48cdc&amp;e=3fe6000d16\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"17\">net zero emissions accountability act<\/a> in June 2021, making Canada&#8217;s 2050 net zero target official. The law requires successive governments to create carbon targets and a plan to meet them every five years from 2030-2050. Trudeau walked a tightrope on climate and energy policy in his first term, pushing through a carbon tax while defending controversial oil pipelines. Santiago was due to host UN climate talks later that year, but <a href=\"https:\/\/www.climatechangenews.com\/2019\/10\/30\/chile-pulls-hosting-cop25-climate-talks\/\">cancelled at the last minute<\/a> due to civil unrest. In April 2020 the government reiterated its long term goal as it <a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/09\/chile-peak-emissions-2025-strengthened-climate-pledge\/\">submitted a strengthened medium term pledge<\/a> to the UN. For starters, the country will close eight of its 28 coal power plants by 2024 and phase out the fuel by 2040.<\/p>\n<hr \/>\n<p><strong>China<\/strong><\/p>\n<p><i>Target date:\u00a0<\/i>2060<\/p>\n<p><em>Status:\u00a0<\/em>Statement of intent<\/p>\n<p><em>Notes: <\/em>President Xi Jinping <a href=\"https:\/\/www.climatechangenews.com\/2020\/09\/22\/xi-jinping-china-will-achieve-carbon-neutrality-2060\/\">announced<\/a> to the UN General Assembly on 22 September 2020 that China would strive to achieve carbon neutrality by 2060. The country would adopt \u201cmore vigorous policies and measures\u201d to peak emissions before 2030, he added. Beijing has <a href=\"https:\/\/www.wri.org\/blog\/2020\/09\/powering-china-clean-energy-after-covid-19\">prioritised clean energy in its recovery<\/a> from the coronavirus pandemic, but many provinces are <a href=\"https:\/\/www.climatechangenews.com\/2020\/07\/23\/guterres-confronts-china-coal-boom-urging-green-recovery\/\">building new coal power plants to boost economic growth<\/a>.<\/p>\n<hr \/>\n<p><b>Colombia<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">Target date: <\/span><\/i><span style=\"font-weight: 400;\">2050<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Status: <\/span><\/i><span style=\"font-weight: 400;\">Submission to the UN<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Notes: <\/span><\/i><span style=\"font-weight: 400;\">By 2030 Colombia will cut its emissions by 51% compared to business as usual, the country pledged in its <\/span><a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Colombia%20First\/NDC%20actualizada%20de%20Colombia.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">submission to the UN<\/span><\/a><span style=\"font-weight: 400;\"> in December 2020. The new target is a huge jump from the <\/span><a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Colombia%20First\/Colombia%20iNDC%20Unofficial%20translation%20Eng.pdf\"><span style=\"font-weight: 400;\">previous pledge<\/span><\/a><span style=\"font-weight: 400;\">\u00a0which was a 20% of emissions reduction compared with business as usual by 2030. By 2050 the country aims to be carbon neutral. <\/span><\/p>\n<hr \/>\n<p><b>Costa Rica<\/b><\/p>\n<p><i>Target date:<\/i> 2050<\/p>\n<p><i>Status:<\/i> Submission to UN<\/p>\n<p><i>Notes: <\/i>Previous administrations said Costa Rica would be carbon neutral by 2021, which is&#8230; not happening. In February 2019, president Carlos Alvarado Quesada<a href=\"https:\/\/www.climatechangenews.com\/2019\/02\/25\/costa-rica-targets-electric-cars-forest-growth-2050-climate-strategy\/\"> set out a climate policy package<\/a>. A <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/NationalDecarbonizationPlan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">long term strategy<\/a> submitted to the UN in December confirmed net zero emissions as the 2050 goal.\u00a0The country is routinely celebrated for getting nearly all its electricity from renewables &#8211; primarily hydropower &#8211; but citizens still rely on petrol and diesel to get around. Its package included a ban on sales of new petrol and diesel cars from 2030 and support for electric vehicles. Climate change was a <a href=\"https:\/\/www.climatechangenews.com\/2019\/06\/26\/denmarks-new-government-raises-climate-change-highest-priority\/\">major theme<\/a> in June 2019 parliamentary elections and the victorious &#8220;red bloc&#8221; parties enshrined tougher emissions targets in legislation <a href=\"https:\/\/www.climatechangenews.com\/2019\/12\/06\/denmark-adopts-climate-law-cut-emissions-70-2030\/\">passed<\/a> six months later.<\/p>\n<hr \/>\n<p><strong>European Union<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Submission to UN<\/p>\n<p><em>Notes:<\/em> The European Commission is working towards a bloc-wide 2050 net zero emissions target, under a &#8220;Green Deal&#8221; <a href=\"https:\/\/www.climatechangenews.com\/2019\/12\/12\/eu-releases-green-deal-key-points\/\">published in December 2019<\/a>. It was endorsed by the European Council of national leaders the same month, with <a href=\"https:\/\/www.climatechangenews.com\/2019\/12\/13\/eu-sets-climate-neutral-target-2050-poland-stands-alone\/\">Poland the only dissenting voice<\/a>, refusing to commit to its implementation. The <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/HR-03-06-2020%20EU%20Submission%20on%20Long%20term%20strategy.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">long term strategy<\/a> was presented to the UN in March 2020.<\/p>\n<hr \/>\n<p><b>Fiji<\/b><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Submission to UN<\/p>\n<p><em>Notes:<\/em> As president of Cop23, the UN climate summit in 2017, Fiji made an extra effort to show leadership. In 2018, the Pacific island state submitted <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Fiji_Low%20Emission%20Development%20%20Strategy%202018%20-%202050.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a plan<\/a> to the UN with the goal of net zero carbon emissions across all sectors of the economy. Its &#8220;very high ambition&#8221; scenario even goes carbon negative, but this is contingent on new technologies and international support. In December 2020, Fiji <span style=\"font-weight: 400;\">said it aims to slash emissions <\/span><a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Fiji%20First\/Republic%20of%20Fiji's%20Updated%20NDC%202020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">30% by 2030<\/span><\/a><span style=\"font-weight: 400;\">, compared to 2013.<\/span><\/p>\n<div id=\"attachment_39573\" style=\"width: 660px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-39573\" class=\"wp-image-39573\" src=\"https:\/\/www.climatechangenews.com\/files\/2019\/06\/38180318862_9439c2a859_k.jpg\" alt=\"\" width=\"650\" height=\"433\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2019\/06\/14105244\/38180318862_9439c2a859_k.jpg 650w, https:\/\/cdn.climatechangenews.com\/files\/2019\/06\/14105244\/38180318862_9439c2a859_k-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2019\/06\/14105244\/38180318862_9439c2a859_k-506x337.jpg 506w\" sizes=\"(max-width: 650px) 100vw, 650px\" \/><p id=\"caption-attachment-39573\" class=\"wp-caption-text\">A Fijian welcome ceremony at the 2017 UN climate talks (Photo: UNFCCC)<\/p><\/div>\n<hr \/>\n<p><strong>Finland<\/strong><\/p>\n<p><em>Target date:<\/em> 2035<\/p>\n<p><em>Status:\u00a0<\/em>Coalition agreement<\/p>\n<p><em>Notes:<\/em> Five political parties <a href=\"https:\/\/www.climatechangenews.com\/2019\/06\/03\/finland-carbon-neutral-2035-one-fastest-targets-ever-set\/\">agreed in June 2019<\/a> to strengthen the country&#8217;s climate law, as part of negotiations to form a government. The target is expected to require curbs on industrial logging and a phaseout of peat burning for power generation.<\/p>\n<hr \/>\n<p><strong>France<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> In law<\/p>\n<p><em>Notes:<\/em> French lawmakers <a href=\"https:\/\/www.reuters.com\/article\/us-france-energy\/france-sets-2050-carbon-neutral-target-with-new-law-idUSKCN1TS30B\" target=\"_blank\" rel=\"noopener noreferrer\">voted a net zero target into law<\/a> on 27 June 2019, the same day as the UK. Other parts of the government&#8217;s proposed climate and energy package remained to be agreed. Controversially, it proposed postponing nuclear power plant closures. In its first report in June, the newly established High Council for the Climate <a href=\"https:\/\/www.climatechangenews.com\/2019\/06\/25\/france-urged-speed-climate-action-meet-net-zero-goal\/\">advised France must triple the pace of emissions reductions<\/a> to meet the carbon neutrality goal.<\/p>\n<hr \/>\n<p><strong>Germany<\/strong><\/p>\n<p><em>Target date:<\/em> 2045<\/p>\n<p><em>Status:\u00a0<\/em>In law<\/p>\n<p><em>Notes:\u00a0<\/em>Germany enshrined its 2045 net zero target in law in June 2021, after raising its climate ambition following a <a href=\"https:\/\/www.climatechangenews.com\/2021\/05\/05\/germany-raises-ambition-net-zero-2045-landmark-court-ruling\/\">landmark court ruling<\/a> the previous month. The cabinet adopted a 65% emissions reduction by 2030, 85-90% by 2040 and net zero emissions by 2045, all compared to 1990 levels. The previous targets were 55% by 2030 and climate neutrality by 2050. To achieve the goals, analysts say Germany must phase out coal by 2030, speed up the transition to electric mobility and increase the carbon price on transport and heating fuel.<\/p>\n<hr \/>\n<p><b>Grenada\u00a0<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">Target date: <\/span><\/i><span style=\"font-weight: 400;\">2050<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Status: <\/span><\/i><span style=\"font-weight: 400;\">Submission to the UN<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Notes: <\/span><\/i><span style=\"font-weight: 400;\">The small island nation has committed to reducing its emissions by 40% by 2030, compared to 2010 levels, and <\/span><a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Grenada%20Second\/GrenadaSecondNDC2020%20-%2001-12-20.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">net zero by 2050<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<hr \/>\n<p><strong>Hungary<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> In law<\/p>\n<p><em>Notes: <\/em>Hungary committed to climate neutrality by 2050 in a 3-page climate law <a href=\"https:\/\/www.climatechangenews.com\/2020\/06\/04\/hungary-sets-2050-climate-neutrality-goal-law-issues-green-bond\/\">passed in June 2020<\/a>. That was not backed up by a strengthened 2030 emissions-cutting target, however, putting off the heavy lifting to next decade. Mitigation measures include expanding forest cover to 70% of land area by 2030 and rapidly ramping up renewables.<\/p>\n<hr \/>\n<p><strong>Marshall Islands<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Pledged towards the Paris Agreement<\/p>\n<p><em>Notes:<\/em> The low-lying island nation is acutely vulnerable to sea level rise and keen to set an example on decarbonisation. Its <a href=\"https:\/\/www.docdroid.net\/W2hK5Qj\/180924-rmi-2050-climate-strategy-final.pdf#page=12\" target=\"_blank\" rel=\"noopener noreferrer\">updated submission<\/a> to the UN in September 2018 set out an aspiration to reach net zero emissions by 2050, albeit without concrete policies to get all the way. Depending on the availability of international support, the plan identified measures to cut emissions 56-87% from 2010 levels.<\/p>\n<p><iframe loading=\"lazy\" title=\"Marshall Islands sea level rise\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/WvwaiQSDQvc?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<hr \/>\n<p><strong>Nepal<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:\u00a0<\/em>Submission to the UN<\/p>\n<p><em>Notes:\u00a0<\/em>In December 2020, Nepal said in its <a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Nepal%20Second\/Second%20Nationally%20Determined%20Contribution%20(NDC)%20-%202020.pdf\">national submission to the UN <\/a>that it aims to achieve net zero emissions by 2050, by investing more in renewables, electric transport and reforestation. <a href=\"https:\/\/climateactiontracker.org\/countries\/nepal\/\">Nepal&#8217;s carbon emissions per capita<\/a> are among the lowest in the world, but the country is highly vulnerable to the impacts of climate change. Himalayan glaciers in Nepal have been losing <a href=\"https:\/\/blogs.ei.columbia.edu\/2019\/06\/19\/melting-himalayan-glaciers-doubled\/\">almost half a metre of ice<\/a> each year since the start of the century and floods and landslides are common.<\/p>\n<hr \/>\n<p><strong>New Zealand<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> In law<\/p>\n<p><em>Notes:\u00a0<\/em>Unusually for a developed country, New Zealand&#8217;s biggest source of emissions is farming. A law passed in November 2019\u00a0sets a net zero goal for all greenhouse gases except biogenic methane (mostly from sheep and cattle), which is to be cut 24-47% from 2017 levels by 2050. It remains contentious with the meat lobby, which argues New Zealand will lose market share to countries with less stringent sustainability standards.<\/p>\n<hr \/>\n<p><strong>Norway<\/strong><\/p>\n<p><em>Target date:<\/em> 2030\/2050<\/p>\n<p><em>Status:<\/em> Policy position<\/p>\n<p><em>Notes:\u00a0<\/em>Norway was among the first parliaments in the world to discuss climate neutrality, with lawmakers agreeing to aim for 2050 domestically and <a href=\"https:\/\/www.climatechangenews.com\/2016\/06\/14\/how-will-norway-go-carbon-neutral-from-2030\/\">2030 with international offsets<\/a>. This was a signal of intent, not a binding climate law. The country benefits from abundant hydropower resources and has aggressive policies to electrify road transport, yet the government continues to back controversial Arctic oil drilling.<\/p>\n<hr \/>\n<p><b>Panama<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">Target date: <\/span><\/i><span style=\"font-weight: 400;\">2050<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Status: <\/span><\/i><span style=\"font-weight: 400;\">Submission to the UN<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Notes: <\/span><\/i><span style=\"font-weight: 400;\">Panama has pledged to become <\/span><a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Panama%20First\/CDN1%20Actualizada%20Rep%C3%BAblica%20de%20Panam%C3%A1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">carbon neutral by 2050<\/span><\/a><span style=\"font-weight: 400;\">. Panama plans to restore 50,000 hectares of national forests, which will contribute to absorbing around 2.6 million tonnes of CO2 emissions by 2050, according to the <\/span><a href=\"https:\/\/ndcpartnership.org\/news\/colombia-and-panama-eye-carbon-neutrality-2050\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">NDC partnership<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<hr \/>\n<p><strong>Portugal<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Policy position<\/p>\n<p><em>Notes:\u00a0<\/em>Portugal launched a <a href=\"https:\/\/descarbonizar2050.pt\/en\/roadmap\/\" target=\"_blank\" rel=\"noopener noreferrer\">roadmap<\/a> in December 2018 for getting to net zero, outlining strategies for energy, transport, waste, farming and forests. It is one of the member states calling for the EU to adopt a 2050 net zero target.<\/p>\n<hr \/>\n<p><strong>Singapore<\/strong><\/p>\n<p><em>Target date:<\/em> &#8220;As soon as viable in the second half of the century&#8221;<\/p>\n<p><em>Status:<\/em> Submission to UN<\/p>\n<p><em>Notes:\u00a0<\/em>Like Japan, Singapore has avoided committing to a firm date for decarbonisation, but cited it as the ultimate goal of a <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/SingaporeLongtermlowemissionsdevelopmentstrategy.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">long term strategy<\/a> submitted to the UN in March 2020. Internal combustion engine vehicles are to be phased out by 2040, in favour of electric vehicles, but the island state said its clean energy potential was limited by a lack of space for solar panels.<\/p>\n<hr \/>\n<p><strong>Slovakia<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Policy position<\/p>\n<p><em>Notes:\u00a0<\/em>One of the first EU member states to formally submit a <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/LTS%20SK%20eng.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">long term strategy<\/a> to the UN, Slovakia said it was aiming for &#8220;climate neutrality&#8221; in 2050. However the document focused on policies out to 2030 and noted further measures would need to be developed to meet the target.<\/p>\n<hr \/>\n<p><strong>South Africa<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Policy position<\/p>\n<p><em>Notes:\u00a0<\/em>The government unveiled its <a href=\"https:\/\/www.environment.gov.za\/sites\/default\/files\/docs\/2020lowemission_developmentstrategy.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Low Emission Development Strategy (LEDS)<\/a> in September 2020, outlining its aim of becoming a net zero economy by 2050. However, the energy plan cited in the strategy still sees South Africa burning coal on this date. Currently over 90% of the country&#8217;s electricity is generated from coal and the country is building coal plants as well as supporting investment in renewables.<\/p>\n<hr \/>\n<p><strong>South Korea<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Submission to the UN<\/p>\n<p><em>Notes:\u00a0<\/em>South Korean president Moon Jae-in formally committed to a 2050 net zero target in October 2020, turning an election promise into a policy pledge. <span style=\"font-weight: 400;\">This was later confirmed in a <\/span><a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/Republic%20of%20Korea%20First\/201230_ROK's%20Update%20of%20its%20First%20NDC.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">submission to the UN<\/span><\/a>. After his <a href=\"https:\/\/www.climatechangenews.com\/2020\/04\/16\/south-korea-implement-green-new-deal-ruling-party-election-win\/\">Democratic Party won a landslide victory<\/a> in April 2020, Moon declared that he would push ahead with his manifesto promise of a Green New Deal to decarbonise the economy by 2050 and end coal financing. It is a big deal for the 7th highest national CO2 emitter. South Korea gets over 40% of its electricity from coal and has been a major financier of overseas coal projects.<\/p>\n<hr \/>\n<p><strong>Spain<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Draft law<\/p>\n<p><em>Notes:\u00a0<\/em>The government <a href=\"https:\/\/www.climatechangenews.com\/2020\/05\/18\/spain-unveils-climate-law-cut-emissions-net-zero-2050\/\">presented its draft climate framework bill<\/a> to parliament in May 2020, as the country started to loosen restrictions on movement to halt the spread of coronavirus. Originally intended to create a long term framework for cutting emissions, the law doubles as a blueprint for economic recovery from Covid-19, said vice president Teresa Ribera. It sets interim targets for 2030, establishes a commission to monitor progress and bans new coal, oil and gas exploration licences with immediate effect.<\/p>\n<hr \/>\n<p><strong>Sweden<\/strong><\/p>\n<p><em>Target date:<\/em> 2045<\/p>\n<p><em>Status:<\/em> In law<\/p>\n<p><em>Notes:<\/em> Sweden <a href=\"https:\/\/www.climatechangenews.com\/2017\/06\/15\/sweden-passes-climate-law-become-carbon-neutral-2045\/\">legislated its net zero target in 2017<\/a>, bringing forward its timeline for carbon neutrality by five years in response to the Paris Agreement. It got extra attention in contrast with Donald Trump&#8217;s move to withdraw the US from the pact. In 2015, the small land-locked country was the first in the world to submit its formal emissions reduction plan for 2030 to the UN. The country&#8217;s climate strategy includes developing technologies to remove carbon dioxide from the air &#8211; the mountainous country hosts some of the <a href=\"https:\/\/houseofswitzerland.org\/swissstories\/environment\/climeworks-technology-reverse-climate-change\">most advanced projects<\/a> in this field &#8211; and investing in renewables.<\/p>\n<hr \/>\n<p><strong>Turkey<\/strong><\/p>\n<p><em>Target date: <\/em>2053<\/p>\n<p><em>Status: <\/em>Policy position<\/p>\n<p><em>Notes: <\/em>In October 2021, the Turkish cabinet approved a net zero goal of 2053 &#8211; the 130th anniversary of the founding of the Turkish Republic. At that time, the government intended to begin discussions on a pathway towards the 2053 target in early 2022. Turkey&#8217;s emissions are dominated by energy, particularly coal.<\/p>\n<hr \/>\n<p><strong>Ukraine<\/strong><\/p>\n<p><em>Target date:<\/em> 2060<\/p>\n<p><em>Status:<\/em> Policy position<\/p>\n<p><em>Notes:<\/em> In Ukraine&#8217;s <a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-zatverdzhennya-nacionalnoyi-eko-a179\">2030 economic strategy<\/a> in March 2021, the country outlined its plans to achieve carbon neutrality &#8220;no later than 2060.&#8221; Under current plans, Ukraine is only on track to reach net zero emissions by 2070, according to <span class=\"TextRun Underlined BCX0 SCXW193042271\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun BCX0 SCXW193042271\" data-ccp-charstyle=\"Hyperlink\"><a class=\"Hyperlink BCX0 SCXW193042271\" href=\"https:\/\/climateactiontracker.org\/countries\/ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Action Tracker<\/a>. The country will need to accelerate its deployment of renewable energy and bring forward its 2050 coal phase-out date if it is to meet its 2060 target.\u00a0<\/span><\/span><\/p>\n<hr \/>\n<p><strong>United Kingdom<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> In law<\/p>\n<p><em>Notes:<\/em> The UK already passed a framework law for cutting emissions in 2008, so setting a net zero target is as simple as replacing 80% with 100%. Parliament <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-becomes-first-major-economy-to-pass-net-zero-emissions-law\" target=\"_blank\" rel=\"noopener noreferrer\">passed the amendment<\/a> on 27 June 2019. Meeting the goal is tougher and the independent Committee on Climate Change (CCC) <a href=\"https:\/\/www.climatechangenews.com\/2019\/05\/02\/britain-home-industrial-revolution-end-contribution-global-warming\/\">has emphasised<\/a> more policies will be needed across sectors to give it life.<\/p>\n<p>Scotland&#8217;s devolved parliament is working on <a href=\"https:\/\/www.parliament.scot\/parliamentarybusiness\/Bills\/108483.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">a bill<\/a> to reach net zero in 2045, based on its strong renewable energy resources and capacity to store CO2 in depleted North Sea oilfields. It is expected to pass into law by autumn 2019.<\/p>\n<p>The CCC advised Wales would have a harder job and 95% emissions cuts by 2050 was feasible. The Welsh government <a href=\"https:\/\/gov.wales\/wales-accepts-committee-climate-change-95-emissions-reduction-target\" target=\"_blank\" rel=\"noopener noreferrer\">accepted the recommendation<\/a> and expressed an ambition to go further to net zero.<\/p>\n<hr \/>\n<p><strong>United States of America<\/strong><\/p>\n<p><em>Target date:<\/em> 2050<\/p>\n<p><em>Status:<\/em> Submission to the UN<\/p>\n<p><em>Notes:<\/em> <a href=\"https:\/\/www4.unfccc.int\/sites\/ndcstaging\/PublishedDocuments\/United%20States%20of%20America%20First\/United%20States%20NDC%20April%2021%202021%20Final.pdf\">In its submission to the UN<\/a>, the US said in April 2021 that it would reduce its emissions by 50-52% by 2030, compared to 2005 levels, and achieve net zero emissions, no later than 2050. When he was <a href=\"https:\/\/www.climatechangenews.com\/2020\/11\/07\/climate-watchers-celebrate-biden-victory-trump-us-election\/\">elected president of the US<\/a> in November 2020 Joe Biden promised a $2 trillion &#8220;clean energy revolution&#8221; and 100% clean electricity by 2035, but opposition from Republicans and conservative Democrats led to him\u00a0significantly\u00a0<a href=\"https:\/\/www.climatechangenews.com\/2021\/06\/22\/biden-scales-climate-spending-search-bipartisan-deal\/\">watering down climate spending<\/a> in a $1.2 trillion bipartisan package.<\/p>\n<hr \/>\n<p><strong>Uruguay<\/strong><\/p>\n<p><em>Target date:<\/em> 2030<\/p>\n<p><em>Status:<\/em> Contribution to the Paris Agreement<\/p>\n<p><em>Notes: <\/em>This is more of a forecast than a commitment, based on Uruguay&#8217;s anomalous trend of increasing forest cover.
