{"id":38108,"date":"2018-11-20T15:56:53","date_gmt":"2018-11-20T15:56:53","guid":{"rendered":"http:\/\/www.climatechangenews.com\/?p=38108"},"modified":"2018-11-20T17:04:40","modified_gmt":"2018-11-20T17:04:40","slug":"hungary-wants-end-coal-power-2030","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2018\/11\/20\/hungary-wants-end-coal-power-2030\/","title":{"rendered":"Hungary wants end to coal power by 2030"},"content":{"rendered":"<p><strong>Hungary is eyeing an end to coal-fired power generation by 2030, in a move that could shake the EU region most staunchly opposed to tougher climate change measures.<\/strong><\/p>\n<p>Fast rising prices in the EU\u2019s emissions trading system (ETS) have pushed the government into talks with the owners of Hungary\u2019s last big lignite power plant, M\u00e1tra, about\u00a0phasing out coal use\u00a0and installing\u00a0clean and renewable energy.<\/p>\n<p>\u201cElectricity production based on lignite has no more long-term economic viability in Europe, due to the sky-rocketing ETS quota prices and also the lack of any available future support scheme for coal-based energy production,\u201d Barbara Botos, deputy secretary of state for climate at the innovation and technology ministry, told Climate Home News.<\/p>\n<p>Botos said the government&#8217;s &#8220;preferred coal exit date&#8221; was 2030, although this is not yet supported by an official decision or strategy.<\/p>\n<p>\u201cHungary intends to provide smart, clean and affordable energy for all,\u201d Botos said. The government is outlining a \u201cpositive and innovative\u201d development plan based on low greenhouse gas emissions, she added.<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/2018\/08\/21\/eu-carbon-price-finally-putting-pressure-coal\/\"><strong>EU<\/strong> carbon price finally puts pressure on coal <\/a><\/p><\/blockquote>\n<p>Hungary is not as coal-reliant as some of its central and eastern European neighbours.\u00a0Poland, the Czech Republic and\u00a0Bulgaria have the highest percentage of coal power in the EU. Yet on climate policy, the Visegr\u00e1d Group &#8211;\u00a0Hungary, Poland, the Czech Republic and Slovakia &#8211; tend to stick together in resisting measures that would price out the dirtiest fossil fuel. The Three Seas Inititaive, of which Hungary is a member, plans to host a climate policy cooperation summit this Thursday.<\/p>\n<p>That cohesion may be breaking, and not just because of Hungary. Slovakia, which also uses less coal, said in December 2017 that it was considering ending coal-fired power and mining in 2023. Economy minister Peter Ziga told reporters\u00a0on Monday that the government plans to pull subsidies for mines and power plants that year, <a href=\"https:\/\/uk.reuters.com\/article\/slovakia-energy-coal\/slovakia-to-pull-plug-on-coal-subsidies-from-2023-minister-idUKL8N1XU4JT\" target=\"_blank\">Reuters<\/a> reported.<\/p>\n<p>Hungary, meanwhile, is about to begin a\u00a0political discussion about a coal phase-out, Botos said earlier this month in a <a href=\"https:\/\/ec.europa.eu\/energy\/sites\/ener\/files\/documents\/3-3_strategies_and_plans_for_coal_regions_in_hungary_barbara_botos.pdf\" target=\"_blank\">presentation<\/a> to the European Commission\u2019s Coal Regions in Transition Platform. The platform, launched last year,\u00a0aims to help the EU&#8217;s poorest and most coal-reliant regions shift to clean energy by re-training workers, funding renewables and other projects.<\/p>\n<blockquote><p><strong>Climate news in your inbox?<\/strong>\u00a0Sign up\u00a0<a href=\"http:\/\/www.climatechangenews.com\/newsletter-sign-up\/\">here<\/a><\/p><\/blockquote>\n<p>Her comments, along with a presentation from a M\u00e1tra power plant representative, marked a &#8220;milestone&#8221; for the country, said Csaba Vaszk\u00f3, an independent Hungarian energy consultant who also\u00a0<a href=\"https:\/\/ec.europa.eu\/energy\/sites\/ener\/files\/documents\/4-4_transition_opportunities_for_a_post-lignite_era_in_northern_hungary_csaba_vaszko.pdf\" target=\"_blank\">spoke<\/a> at the\u00a0meeting. Even though Hungary&#8217;s coal industry has declined significantly, it is still strong in the region around M\u00e1tra, in the northeast.<\/p>\n<p>If it sets an end date for coal, Hungary would\u00a0join a <a href=\"https:\/\/beyond-coal.eu\/wp-content\/uploads\/2018\/11\/Overview-of-national-coal-phase-out-announcements-Europe-Beyond-Coal-November-2018.pdf\" target=\"_blank\">growing group<\/a> of western Europeans aiming for exits by 2030 at the latest, including France, the Netherlands, the UK, Italy, Portugal, Finland, Austria, Denmark and Sweden. Even coal-powered Germany is <a href=\"https:\/\/www.cleanenergywire.org\/news\/commission-watch-managing-germanys-coal-phase-out\" target=\"_blank\">expected<\/a> to set an end date for coal by the end of this year.<\/p>\n<p>In Hungary, the move is motivated by rising costs of EU carbon prices after years of lagging and the fact that M\u00e1tra already has\u00a0concepts\u00a0for low-carbon projects,\u00a0rather than making a political break from\u00a0the Visegr\u00e1d position, said Vaszk\u00f3.<\/p>\n<div id=\"attachment_38116\" style=\"width: 660px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-38116\" class=\"wp-image-38116\" src=\"http:\/\/www.climatechangenews.com\/files\/2018\/11\/Screenshot-2018-11-20-at-15.53.49.png\" width=\"650\" height=\"377\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2018\/11\/Screenshot-2018-11-20-at-15.53.49.png 650w, https:\/\/cdn.climatechangenews.com\/files\/2018\/11\/Screenshot-2018-11-20-at-15.53.49-290x168.png 290w, https:\/\/cdn.climatechangenews.com\/files\/2018\/11\/Screenshot-2018-11-20-at-15.53.49-581x337.png 581w\" sizes=\"(max-width: 650px) 100vw, 650px\" \/><p id=\"caption-attachment-38116\" class=\"wp-caption-text\">A graph produced by Hungary&#8217;s transmission operator and presented by Barbara Botos, deputy secretary of state for climate<\/p><\/div>\n<p>Hungary\u2019s second national climate strategy, approved by the parliament in October, aims to reduce carbon emissions by replacing fossil fuels, improving energy efficiency, developing a green economy and adding forests,\u00a0Botos\u00a0said in the presentation. Coal-fired power could drop sharply in 2025, according to a scenario she was given by Hungary&#8217;s transmission system operator.<\/p>\n<p>Also at the commission&#8217;s meeting, Zolt\u00e1n Orosz, head of strategy\u00a0for the M\u00e1tra power station&#8217;s owner,\u00a0<a href=\"https:\/\/ec.europa.eu\/energy\/sites\/ener\/files\/documents\/7-5_possible_pathways_for_low-carbon_energy_generation_hungary_zoltan_orosz.pdf\" target=\"_blank\">talked<\/a> about the potential for\u00a0replacing coal with biomass, gas, solar energy and battery storage in order to\u00a0keep the plant\u00a0alive beyond 2030. Further down the line there was also the potential for building a solar panel factory, he said.<\/p>\n<p>Coal mining and power production\u00a0in Hungary are already declining, according to the presentations from Botos, Vaszk\u00f3 and Orosz.<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/2018\/09\/24\/poland-coal-miners-eu\/\"><strong>Poland\u2019s coal miners:<\/strong> \u2018EU climate proposals terrify us\u2019<\/a><\/p><\/blockquote>\n<p>The fuel generated 18% of Hungary&#8217;s electricity in 2016 &#8211; almost all from the M\u00e1tra station.\u00a0Nuclear provided around half and gas roughly 20%. Most of the country&#8217;s coal and lignite basins have been closed, and the number of miners is down to 2,000 this year, from 125,000 in 1965.<\/p>\n<p>However, M\u00e1tra&#8217;s lignite produced nearly 14% of the Hungary&#8217;s carbon dioxide emissions in 2016 and half of the energy sector&#8217;s pollution.<\/p>\n<p>The fall in costs for\u00a0solar and wind energy and lithium-ion batteries over the past 10 years can help create new\u00a0industries, jobs and economic growth, Hungarian president \u00c1der J\u00e1nos <a href=\"http:\/\/www.keh.hu\/beszedek\/2572-Ader_Janos_koztarsasagi_elnok_beszede_a_masodik_Nemzeti_Eghajlatvaltozasi_Strategia_parlamenti_vitajanak_megnyitasakor&amp;pnr=2\" target=\"_blank\">told the parliament<\/a> before it voted on the climate strategy last month.<\/p>\n<p>Specifically, Budapest now aims to boost solar power capacity from 500 to 3,000 MW as early as 2022, Botos told CHN.
