{"id":36813,"date":"2018-06-21T16:52:53","date_gmt":"2018-06-21T15:52:53","guid":{"rendered":"http:\/\/www.climatechangenews.com\/?p=36813"},"modified":"2018-06-21T16:52:53","modified_gmt":"2018-06-21T15:52:53","slug":"eastern-europe-turns-private-sector-eu-clean-energy-budget-cut","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2018\/06\/21\/eastern-europe-turns-private-sector-eu-clean-energy-budget-cut\/","title":{"rendered":"Eastern Europe turns to private sector as EU clean energy budget cut"},"content":{"rendered":"<p class=\"p1\"><strong><span class=\"s1\">The Czech Republic may have to scrap key clean energy projects because of cuts to the EU\u2019s next budget, a government minister has told Climate Home News.<\/span><\/strong><\/p>\n<p class=\"p1\"><span class=\"s1\">Central and east European (CEE) states are due\u00a0<a href=\"https:\/\/www.politico.eu\/article\/4-takeaways-from-the-eu-big-regional-cash-shakeup-budget-mff-spending-visegrad\/\" target=\"_blank\"><span class=\"s2\">to lose around a quarter<\/span><\/a>\u00a0of their EU structural funding and 20% of Emissions Trading System (ETS) revenues next year, as the bloc looks to save money ahead of Brexit.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The two funding streams are vital for a wide variety of climate projects. Most ETS earnings are currently ploughed into national emissions-cutting initiatives.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Equally, climate-related projects received \u20ac18bn or\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/sites\/beta-political\/files\/third-report-state-energy-union_en.pdf\" target=\"_blank\"><span class=\"s2\">28% of all EU budget funding<\/span><\/a>\u00a0last year, with energy efficiency the largest single beneficiary, taking just over a third of the total.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The cutbacks would help to plug the roughly \u20ac12bn-sized funding hole that Brexit is expected to create \u2013 and to fund a similar amount pledged for increases to defence and migration spending.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">But it could also lead to the scrapping of clean energy projects intended to meet the EU&#8217;s Paris climate\u00a0accord commitments, according to\u00a0Jan Kriz,\u00a0the Czech Republic\u2019s\u00a0deputy\u00a0environment\u00a0minister.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cIt might happen of course,\u201d\u00a0he told Climate Home News. \u201cIf there is\u00a0not\u00a0a continuous call for proper\u00a0special structural\u00a0funds, then there is a danger that we will not fulfil some performance indicators that\u00a0[allow]\u00a0priority access for energy\u00a0efficiency programmes.\u201d<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">A \u201ccontinuous call\u201d would allow EU funding streams to remain open for a period of years rather than the few months many are currently available for.<\/span><span class=\"s1\"><br \/>\n<\/span><\/p>\n<blockquote><p><strong>If you\u00a0like what we do, support us<\/strong><\/p>\n<p>Become a CHN\u00a0patron for as little as $5 per month to help us keep bringing you the most in-depth coverage of climate politics and underreported stories from around the world.<\/p>\n<p>We have set up\u00a0<a id=\"LPlnk815326\" href=\"https:\/\/www.patreon.com\/climatehomenews\" target=\"_blank\" rel=\"noopener noreferrer\"><span id=\"LPlnk815326\">a Patreon account<\/span><\/a>. It would limit the willingness of member states to contribute more on energy efficiency and renewables.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Czech Republic will see its structural funds drop from \u20ac23bn to \u20ac17bn in the 2020-2027 budget,\u00a0because of reduced funds and the country&#8217;s economic growth.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">At present, the Czech Republic receives \u20ac2.4bn from structural funds for energy saving projects, and \u20ac2bn a year from the ETS \u2013 half of which flows directly to the environment ministry.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">One project at risk in the next decade\u00a0is the\u00a0<span class=\"s2\"><a href=\"http:\/\/bpie.eu\/wp-content\/uploads\/2015\/10\/Green-Savings-Programme-Best-Practice-Case-from-Czech-Republic_Vanicek.pdf\" target=\"_blank\">Green Savings Programme<\/a>,<\/span>\u00a0which renovates energy poor dwellings to reduce heat loss \u2013 improving air quality and local economies as it does so.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cWe will have to prepare our programmes a little bit differently in this period, to unlock more private money [for them],\u201d Kriz said.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Bulgaria\u2019s regional development minister, Malina Kroumova said her country would also \u201ctry to build financial resources and mobilise private funding to achieve our ambitious climate goals\u201d.<\/span><\/p>\n<p
