Poland’s special climate envoy has called for the world to put \u201ccommon sense\u201d above climate ambition at this year’s COP24 summit in an exclusive interview with Climate Home News.<\/span><\/strong><\/p>\n

Tomasz Chruszczow, Poland’s top\u00a0climate negotiator and 2018 UN climate champion<\/a>,<\/span>\u00a0said a push to\u00a0increase\u00a0national pledges to stop the world warming\u00a0more than 1.5C should not be the focus\u00a0for the world’s climate negotiators when they meet in the Polish city of Katowice in December.<\/p>\n

Instead,\u00a0Chruszczow called for other states to slow down and\u00a0concentrate on agreeing\u00a0the\u00a0rulebook for the Paris Agreement.<\/p>\n

Ratification of the accord had moved \u201cat the speed of light\u201d and now, \u201cwe need an implementation package to be adopted in Katowice,\u201d he said. \u201cCalls for ambition bring nothing.\u201d<\/span><\/p>\n

\u201cInstead of being driven by enthusiasm, let’s be driven by responsible common sense which is about poverty eradication, combatting hunger and security of energy supplies,” he said.<\/p>\n

\n

COP24:<\/strong> UN climate conference 2018 heads to heartland of Polish coal<\/a><\/p>\n<\/blockquote>\n

Chruszczow was appointed<\/a>\u00a0Poland’s “high level climate champion” at the most recent UN talks in Bonn. In this role he will represent the global community and be responsible for an agenda\u00a0that encourages\u00a0business and civil society to take greater action on cutting carbon.<\/p>\n

Yet he remains sceptical about how fast\u00a0the world can go. A UN Intergovernmental Panel on Climate Change (IPCC) review of actions needed to limit global warming to 1.5C – due out this year – would \u201cprobably not\u201d result in new action from governments, he said.\u00a0<\/span><\/p>\n

This is despite\u00a0most nations agreeing they need to increase their pledges to the Paris Agreement to hold warming below the critical\u00a02C barrier – and ensure that the more challenging\u00a01.5C goal was cleaved to as closely as possible.<\/span><\/p>\n

Chruszczow suggested this strategy had already been overtaken by events. \u201cIf we want the world to stay within safe limits of temperature range, I would risk saying we are already beyond the safe limits,\u201d he told Climate Home News.<\/span><\/p>\n

Poland has long stood\u00a0apart from mainstream\u00a0European\u00a0ambition\u00a0to clean up the environment. It remains<\/span>\u00a0coal dependent<\/span><\/a>, opposed to\u00a0onshore wind power<\/span><\/a>,\u00a0resistant<\/span><\/a>\u00a0to emissions cuts and obstructive towards wider\u00a0environmental protections<\/span><\/a>.<\/span><\/p>\n

But Chruszczow argues that enthusiastic declarations by countries such as Germany – which\u00a0junked its 2020 climate target<\/span><\/a>\u00a0to little fanfare last month –\u00a0are worth little when compared with\u00a0Poland’s “achievements so far”.<\/span><\/p>\n

\u201cI wish everyone was as ambitious as we are,\u201d he said, pointing to the emissions drop that followed the shuttering of Poland’s heavy industries after 1989.<\/span><\/p>\n

Poland:<\/strong> \u2018Cannot afford\u2019 share of EU 2030 climate target<\/a><\/p>\n<\/blockquote>\n

Poland’s environment ministry goes further, describing the country as \u201cone of the world leaders in climate action\u201d, for its hosting of three UN climate conferences in a decade.\u00a0<\/span><\/p>\n

When asked if Poland backed the IPCC\u00a0view of human activity as the key driver of climate change though, the ministry was vague.<\/span><\/p>\n

In an emailed statement to Climate Home News, a spokesman said:\u00a0\u201cWe have no doubt that we must combat climate change. Its effects cause, among other things, economic losses and also threaten the health and lives of people.\u00a0It is therefore in the interests of all of us, regardless of the disputes over the causes of this phenomenon, to work towards reducing climate change.\u201d<\/span><\/p>\n

The comments were originally attributed to the new environment minister, Henryk Kowalczyk, but withdrawn, reattributed, and then withdrawn again. The ministry declined several requests to clarify what position they took on the \u201cdispute\u201d.<\/span><\/p>\n

Kowalczyk, a low-profile treasury minister allied with the deposed prime minister Beata Szydlo, was appointed last month, replacing long-serving minister\u00a0<\/span>Jan Szyszko.<\/span><\/p>\n

Poland:<\/strong>\u00a0Coal cash grab attacked by UK, France, Germany<\/a><\/p>\n<\/blockquote>\n

Szyszko, a forester by trade, had\u00a0dangerously isolated Poland<\/span><\/a>\u00a0within\u00a0the EU with a bullish insistence on logging in the ancient Bialowieza forest. Kowalczyk has\u00a0since rowed back<\/a>\u00a0this policy<\/span>.<\/span><\/p>\n

\u201cKowalczyk is doing everything to make a deescalation with Brussels,\u201d said Robert Tomaszewski, a senior energy analyst at the Polityka Insight think tank. \u201cIt’s his main job.”\u00a0<\/span><\/p>\n

Polityka Insight now expects a continuation of Szyszko’s environment policy but “with better PR and better relations with Brussels\u201d.\u00a0<\/span><\/p>\n

The\u00a0environment ministry spokesman\u00a0said:\u00a0\u201cWe want good cooperation with Brussels in all areas where such cooperation is necessary.\u201d<\/span><\/p>\n

Surprisingly, the question of whether Kowalczyk will\u00a0foster\u00a0that cooperation by chairing the\u00a0COP24\u00a0summit is still open.\u00a0<\/span>Szyszko, who was the president of the 5th UN climate conference in 1999, was presumed to be returning to the post this year. If he were replaced,\u00a0Tomaszewski\u00a0said, it would be\u00a0\u201cpretty big chaos\u201d.<\/span><\/p>\n

Overall, Poland’s environment ministry is seen as having been caught up\u00a0in a power shift under the new far right Law and Justice Party government.<\/span><\/p>\n

\u201cC<\/span>limate policy has\u00a0been outsourced – or taken over – by\u00a0the\u00a0ministry\u00a0of energy because, from the government’s perspective, it affects coal plants and power plants,\u201d said\u00a0Aleksander Sniegocki,\u00a0the\u00a0climate project manager at Poland’s WiseEuropa\u00a0think tank.\u00a0<\/span><\/p>\n

\u201cAt some point in 2017, energy\u00a0just\u00a0became\u00a0the\u00a0key ministry\u00a0for negotiating\u00a0EU climate regulations.\u201d<\/span><\/p>\n

W<\/span>ith a weak environment minister, a mid-term commitment to coal and gas power, and a government torn between greenish gestures abroad and zero-sum energy patriotism at home, Poland’s\u00a0hosting of the critical 2018 climate talks\u00a0may veer off-green, said Tomaszewski.<\/span><\/p>\n

\u201cThey\u00a0are going to\u00a0say decarbonisation is happening. We’re planning to use more natural gas, build a Baltic pipeline and import more from Norway,\u201d he predicted.\u00a0<\/span><\/p>\n

\u201cAnd they will\u00a0use\u00a0Katowice\u00a0as a platform\u00a0to\u00a0defend coal\u00a0and\u00a0say we\u00a0are going to make\u00a0it\u00a0clean.\u00a0And they will talk about forests and CO2. And everyone will be happy, the\u00a0same as\u00a0at\u00a0COP19, five years ago in\u00a0Warsaw.\u201d<\/span><\/p>\n
