{"id":35265,"date":"2017-11-06T18:45:46","date_gmt":"2017-11-06T18:45:46","guid":{"rendered":"http:\/\/www.climatechangenews.com\/?p=35265"},"modified":"2017-11-07T07:30:59","modified_gmt":"2017-11-07T07:30:59","slug":"polish-coal-cash-grab-attacked-uk-france-germany","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2017\/11\/06\/polish-coal-cash-grab-attacked-uk-france-germany\/","title":{"rendered":"Polish coal cash grab attacked by UK, France, Germany"},"content":{"rendered":"<p class=\"p1\"><strong><span class=\"s1\">A Polish bid to siphon off up to \u20ac29bn of EU carbon market money for ageing coal plants has been slapped down in a backroom statement by the UK, France, Germany and four other countries.<\/span><\/strong><span class=\"s2\"><br \/>\n<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">The declaration,\u00a0which Climate Home News has seen, is in the form of a \u201cnon-paper\u201d &#8211; a diplomatic demarche &#8211; also calls for a tougher emissions performance standard, which would prevent public investment in coal across the EU.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Poland has pushed for a double whammy of revisions to rules governing\u00a0the emissions trading system&#8217;s\u00a0clean energy fund that would allow it to use it to aid its coal sector.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">The governmental &#8216;non-paper&#8217;- also signed by Sweden, Denmark, the Netherlands and Luxembourg &#8211; says categorically that fund \u201cshould not be used to support any solid fossil fuels-based energy generation\u201d.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">The story emerged as annual <a href=\"http:\/\/www.climatechangenews.com\/2017\/11\/06\/dont-wake-bear-fragile-climate-talks-begin-bonn\/\">UN climate talks began in Bonn<\/a>, Germany on Monday. Poland will the host next year&#8217;s crux COP24 climate summit,\u00a0on\u00a0which the\u00a0strength of the\u00a0Paris Agreement will rest. <\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Concerns about conflicts between the Polish coal industry and the UN agenda to\u00a0rapidly cut carbon emissions are widespread at the talks. On the stand advertising the big 2018 talks in Katowice, Poland, advertising material for the coal industry was clearly displayed.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/COP24?src=hash&amp;ref_src=twsrc%5Etfw\">#COP24<\/a> in Poland. All about <a href=\"https:\/\/twitter.com\/hashtag\/coal?src=hash&amp;ref_src=twsrc%5Etfw\">#coal<\/a>, apparently <a href=\"https:\/\/t.co\/29TiVEseg9\">pic.twitter.com\/29TiVEseg9<\/a><\/p>\n<p>&mdash; Ed King (@edking_I) <a href=\"https:\/\/twitter.com\/edking_I\/status\/927566250376654848?ref_src=twsrc%5Etfw\">November 6, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p class=\"p2\"><span class=\"s3\">The anti-coal declaration from\u00a0Poland&#8217;s wealthier EU\u00a0neighbours calls for increases in the ETS fund to be clearly linked with speedier moves to decarbonise.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">The governments\u00a0say resistance by some EU countries to a parliamentary proposal for a 450gCO2\/kWh emissions performance standard (EPS) is \u201cproblematic\u201d, and concerning.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">The EPS benchmark is significantly tougher than the European commission&#8217;s\u00a0<a href=\"http:\/\/europa.eu\/rapid\/press-release_SPEECH-17-558_en.htm\"><span class=\"s4\">proposed 550gCO2\/kWh bar<\/span><\/a>, and would effectively embargo public subsidies for the dirty fuel.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">News of the leak was hailed by campaigners ahead of an important vote of EU institutions on the issue, due to take place on November 8.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Femke de Jong, a spokeswoman for carbon Market Watch said\u00a0it would be\u00a0\u201coutrageous\u201d to use clean energy funds to bail out\u00a0<\/span><span class=\"s5\">Poland&#8217;s coal plants.<\/span><\/p>\n<p class=\"p3\"><span class=\"s3\">\u201cIt would go against the spirit of the Paris Agreement and put lives at risk by\u00a0further\u00a0fuelling the air pollution crisis,\u201d\u00a0she said. \u201cIt is critical that policymakers ensure that the EU ETS does not become the union\u2019s largest subsidy scheme for coal.\u201d<\/span><\/p>\n<blockquote>\n<p class=\"p3\"><a href=\"http:\/\/www.climatechangenews.com\/2017\/11\/06\/dont-wake-bear-fragile-climate-talks-begin-bonn\/\"><strong>\u2018Don\u2019t wake the bear\u2019:<\/strong> fragile climate talks begin in Bonn<\/a><\/p>\n<\/blockquote>\n<p class=\"p4\"><span class=\"s3\">Environmentalists\u00a0want ETS auction revenues\u00a0to be used for\u00a0boosting clean energy, and driving a coal phase out that also\u00a0supports impacted\u00a0communities.\u00a0<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">For its part,\u00a0<a href=\"http:\/\/en.euractiv.eu\/wp-content\/uploads\/sites\/2\/2017\/10\/Poland_ETS_reform_18_09.pdf\"><span class=\"s4\">Poland argues<\/span><\/a>\u00a0that it supports the EU&#8217;s climate objectives but not at the expense of its industry&#8217;s competitiveness, or energy supply needs.<\/span><span class=\"s5\"><br \/>\n<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Poland wants two things: a doubling of money allocated through the ETS clean energy fund from 310m to 620m carbon allowances;\u00a0and an increase in the share of free allowances that poorer countries can spend on their power sectors from 620m to 870m\u00a0allowances<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Taking the average\u00a0<a href=\"http:\/\/carbon-pulse.com\/37341\/\"><span class=\"s4\">\u20ac20 a tonne carbon price<\/span><\/a>\u00a0[behind firewall] projected by financial analysts for the next decade, this would translate into between \u20ac18 and \u20ac29bn of largesse.\u00a0Measures such as upgrading highly inefficient coal plants or expanding coal-fired district heating systems could all benefit.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">In the past, Poland&#8217;s use of\u00a0concessions in the ETS\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2012\/jul\/11\/coal-energy\"><span class=\"s4\">has drawn accusations by MEPs<\/span><\/a>\u00a0of &#8220;dirty tricks&#8221; and &#8220;cheating the system&#8221;. \u00a0\u00a0<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">But the deputy secretary general of the environment for Estonia Meelis Munt told Climate Home News he saw no conflict between the Polish proposal and the &#8216;bottom up&#8217; approach to climate pledges agreed in Paris. In its current role as president of the EU Council,\u00a0Estonia has been sympathetic to Poland.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">He said: \u201cThe ultimate goal is to deliver emissions reductions [but] of course there are specific circumstances &#8211; when we talk about the EU and the specific needs and conditions in different member states &#8211; which have to be taken into account.\u201d<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">\u201cOne size fits all doesn&#8217;t work for a larger grouping and we have to accommodate larger needs and concerns beyond climate policy &#8211; social and economic policy as well, for example.
