{"id":34745,"date":"2017-09-07T17:15:00","date_gmt":"2017-09-07T16:15:00","guid":{"rendered":"http:\/\/www.climatechangenews.com\/?p=34745"},"modified":"2018-07-19T15:01:18","modified_gmt":"2018-07-19T14:01:18","slug":"eu-others-fill-un-climate-science-funding-gap-left-trump","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2017\/09\/07\/eu-others-fill-un-climate-science-funding-gap-left-trump\/","title":{"rendered":"EU and others to fill UN climate science funding gap left by Trump"},"content":{"rendered":"<p><strong>The UN&#8217;s climate science panel is soliciting donations from member governments to fill a big funding shortfall at a meeting in Montreal, Canada.<\/strong><\/p>\n<p>The\u00a0financial situation reached crisis point after Donald Trump this year announced he would halt\u00a0US contributions to the Intergovernmental Panel on Climate Change (IPCC). The US\u00a0has supplied\u00a0nearly a third of the panel&#8217;s income since its inception and 45% of its <a href=\"http:\/\/www.ipcc.ch\/apps\/eventmanager\/documents\/43\/260120170209-p45_doc2_programme_and_Budget.pdf\" target=\"_blank\">funds in 2016<\/a>.<\/p>\n<p>Even before Trump&#8217;s announcement,\u00a0the\u00a0panel had started reviewing options\u00a0as governments in general became less generous. <a href=\"http:\/\/www.ipcc.ch\/apps\/eventmanager\/documents\/47\/150820170305-Doc.%208%20-%20Report%20on%20the%20Financial%20Stability%20of%20the%20IPCC.pdf\">Meeting documents<\/a> show its reserves will run out at the end of 2017 and debts will exceed $25 million in\u00a02022 if the pot is not replenished.<\/p>\n<p>Sources at the meeting told Climate Home a number of governments had expressed a willingness\u00a0to increase their contributions, after being updated on the situation on Wednesday. These included the European Commission, Australia, South Korea, Japan, Switzerland and the UK.<\/p>\n<p>The full list of new donations\u00a0is expected to be revealed\u00a0when talks conclude on Sunday. Figures are expressed in Swiss Francs<\/p><\/div>\n<p>The cash crunch comes as the panel faces a higher workload than ever. In Montreal, delegates\u00a0are outlining what to include in the body&#8217;s sixth assessment report\u00a0&#8211; the next comprehensive overview of the state of climate science &#8211; due out in 2021-22. These periodic, weighty reports inform policymaking and political negotiations worldwide.<\/p>\n<p>On top of that, it is preparing three special reports and a methodology report. The first, on the contentious goal to limit global warming to 1.5C, is scheduled for September 2018. Reports on oceans and land use are to follow in 2019, along with updated guidelines on how to account for emissions sources and sinks.<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/2017\/05\/12\/climate-negotiators-rally-protect-ipcc-science-panel-funding\/\"><strong>Report:\u00a0<\/strong>Climate negotiators rally to protect IPCC science funding<\/a><\/p><\/blockquote>\n<p>&#8220;The world has never needed the IPCC more than it does now,&#8221; asserts a <a href=\"http:\/\/www.ipcc.ch\/apps\/eventmanager\/documents\/47\/150820170305-Doc.%208%20-%20Report%20on%20the%20Financial%20Stability%20of%20the%20IPCC.pdf\" target=\"_blank\">document<\/a> reviewing the finance situation. &#8220;The effects of climate change are already severe, posing a real threat to human society and natural systems and undermining a sustainable future for all.&#8221;<\/p>\n<p>The organisation&#8217;s modest budget mostly covers expenses for delegates, particularly from developing countries, to attend meetings.\u00a0Hundreds of scientists give their time to the endeavour unpaid.<\/p>\n<p>Unlike for some larger UN bodies, there are no rules for how much each country should chip in. To date, only 32 of the IPCC&#8217;s 195 member countries\u00a0have volunteered money.<\/p>\n<p>Government representatives will consider\u00a0a range of options when they debate the issue on Saturday, including fundraising from the private sector or citizens.
