{"id":34733,"date":"2017-09-08T11:30:46","date_gmt":"2017-09-08T10:30:46","guid":{"rendered":"http:\/\/www.climatechangenews.com\/?p=34733"},"modified":"2017-09-11T16:48:27","modified_gmt":"2017-09-11T15:48:27","slug":"irma-forces-caribbean-delegates-abandon-un-climate-science-meeting","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2017\/09\/08\/irma-forces-caribbean-delegates-abandon-un-climate-science-meeting\/","title":{"rendered":"Irma forces Caribbean delegates to abandon UN climate science meeting"},"content":{"rendered":"<p><strong>At a meeting of the UN climate science panel in Montreal, Caribbean scientists &#8211; some of whom couldn&#8217;t make it to\u00a0Canada because of Hurricane Irma\u00a0&#8211; are urging a focus on extreme weather\u00a0damage.<\/strong><\/p>\n<p>Irma\u00a0has astonished meteorologists with its intensity, maintaining top wind speeds of 185m\/h (300km\/h) for a world record 37 hours. Outer\u00a0islanders surveyed the devastation on Friday as Cuba, the Bahamas and Florida\u00a0prepared to be hit next.<\/p>\n<p>Three thousand kilometres north, the Intergovernmental Panel on Climate Change (IPCC) is laying down\u00a0the outline of\u00a0its next comprehensive report on the state of climate science, due out in 2021-22.<\/p>\n<p>In a discussion scheduled for Friday, small island states will\u00a0push to include research on the damages\u00a0caused by climate change. This topic, known in UN jargon as &#8220;loss and damage&#8221;, is\u00a0politically charged as wealthy nations fear it could open them to claims of compensation.<\/p>\n<p>Arthur Rolle, the national representative for the Bahamas, told Climate Home by email from Montreal he had considered staying at home. &#8220;My fears for my home is that it will be tested for the first time with a hurricane of strength in excess of 140 miles per hour [225kmph],&#8221; he said. Most of his friends and family lived in flood-prone, low-lying areas, he added.<\/p>\n<p>Weather forecasting in the region\u00a0had &#8220;vastly improved&#8221; since previous hurricanes, he said, but global warming was worsening the impacts of such storms.<\/p>\n<p>&#8220;The IPCC can help small island states understand, manage and prepare for hurricanes by continuing to stress how the increase in global sea surface temperature will increase the intensity of hurricanes and examine further if there is a correlation of increased temperature with frequency.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\"><a href=\"https:\/\/twitter.com\/hashtag\/Irma?src=hash\">#Irma<\/a> is expected to move through the SE Bahamas today and approach south Florida on Saturday as a dangerous category 4 hurricane <a href=\"https:\/\/t.co\/83bh2woM43\">pic.twitter.com\/83bh2woM43<\/a><\/p>\n<p>\u2014 NHC Atlantic Ops (@NHC_Atlantic) <a href=\"https:\/\/twitter.com\/NHC_Atlantic\/status\/906080012742389760\">September 8, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>A spokesperson for the IPCC told Climate Home delegates from five Caribbean states were in attendance. Two that pre-registered had not arrived.<\/p>\n<p>Cheryl Jeffers from St Kitts and Nevis decided not to travel, according to contacts from think tank Climate Analytics, which supports island states at UN climate forums. Jeffers\u00a0could not be reached for comment. The country escaped the worst of Irma, but\u00a0suffered power cuts and &#8220;significant damage&#8221; to property and infrastructure, <a href=\"https:\/\/www.theguardian.com\/world\/2017\/sep\/07\/irma-destruction-island-by-island-hurricane\" target=\"_blank\">according to the prime minister<\/a>.<\/p>\n<p>Celso Pazos Alberdi of Cuba&#8217;s meteorological institute\u00a0is understood to have returned home after talks started.\u00a0Irma is expected\u00a0to skirt\u00a0the northern coast of Cuba later on Friday and Saturday, bringing storm surges of up to three metres.<\/p>\n<p>St Lucia&#8217;s representative to the UN climate process\u00a0Valerie Leon was forced to cancel her attendance at\u00a0a separate climate change meeting in Rabat, Morocco, which started on Thursday.<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/2017\/08\/29\/hurricane-harvey-lawyers-warn-climate-lawsuits-damages\/\"><strong>Hurricane Harvey:<\/strong> lawyers warn of climate lawsuits over damages<\/a><\/p><\/blockquote>\n<p>Climate change has long been predicted to\u00a0make tropical storms more destructive, as higher sea surface temperatures\u00a0fuel faster\u00a0winds and heavier rainfall.<\/p>\n<p>After Hurricane Harvey unleashed unprecedented flooding on coastal Texas in late August, <a href=\"http:\/\/www.climatechangenews.com\/2017\/08\/28\/link-hurricane-harvey-climate-change-unclear\/\">many climate scientists<\/a> said the storm already bore fingerprints of global warming.<\/p>\n<p>&#8220;Even I as a climate scientist am startled to see another potentially devastating storm in this region so shortly after Harvey,&#8221; said Anders Levermann from the Potsdam Institute for Climate Impact Research and\u00a0Columbia University in a statement.<\/p>\n<p>&#8220;Unfortunately, the physics are very clear: hurricanes get their destructive energy from ocean heat, and currently water surface temperatures in this region are very high.<\/p>\n<p>&#8220;Greenhouse gas emissions from burning coal, oil, and gas raise our planet&#8217;s temperatures and provide the energy for ever stronger tropical storms. So climate change is not causing theses storms, but it can worsen their impacts.&#8221;<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/2017\/08\/21\/island-states-need-better-data-manage-climate-losses\/\"><strong>Comment:<\/strong>\u00a0Island states need better data to manage climate losses<\/a><\/p><\/blockquote>\n<p>In the Bahamas,\u00a0around 2,000 residents of southern islands have been ordered to evacuate to the capital Nassau, in anticipation of a direct hit on Friday. Storm surges of up to 6 metres are forecast in some areas.<\/p>\n<p>&#8220;There is really just nothing you can do to withstand a category five storm if you are right in its path,&#8221; said Adelle Thomas, a senior researcher with Climate Analytics\u00a0based in\u00a0Nassau.<\/p>\n<p>As she explained in a <a href=\"http:\/\/www.climatechangenews.com\/2017\/08\/21\/island-states-need-better-data-manage-climate-losses\/\">recent\u00a0article<\/a> for Climate Home, Thomas&#8217;s research shows small island states are hit increasingly hard by tropical storms\u00a0but don&#8217;t have robust data to measure the influence of\u00a0climate change on specific events.<\/p>\n<p>The cost goes beyond the immediate destruction of lives, crops\u00a0and infrastructure,\u00a0she told Climate Home by Skype, before the storm reached the Bahamas. The risk also discourages investment in island industries, weakening their economies over the long term.<\/p>\n<p>&#8220;What we need from the scientific community is research on loss and damage that is already happening, and loss and damage that can happen. These need to be able to be attributed to climate change,&#8221; said Thomas. &#8220;It is important for the IPCC to focus on that robust scientific evidence. Initially, vulnerable countries demanded compensation from those responsible for the bulk of greenhouse gas emissions. That approach stalled as developed countries refused to accept liability, forcing negotiators to look for other ways forward.<\/p>\n<p>The word\u00a0&#8220;compensation&#8221; is considered\u00a0politically toxic, as wealthy countries fear setting a precedent for claims against them. But Thomas\u00a0said that small islands in particular needed some form of support.<\/p>\n<p>Given the global\u00a0attention the storms have created, the\u00a0issue may get extra attention at the next round of climate negotiations in November, especially as Pacific island state Fiji holds the presidency.<\/p>\n<p>In January, Fijian prime minister Frank Bainimarama\u00a0<a href=\"http:\/\/www.climatechangenews.com\/2017\/01\/31\/fiji-says-2017-climate-summit-to-focus-on-vulnerable-nations\/\">promised<\/a> to use his platform to highlight the interests of\u00a0low-lying and vulnerable nations. However\u00a0<a href=\"http:\/\/www.climatechangenews.com\/2017\/07\/18\/fiji-presidency-must-not-fail-climate-change-victims-pacific-cop\/\">campaigners noted<\/a> he did\u00a0not explicitly name
