Any takers?"},"content":{"rendered":"<div>\n<p><strong><a href=\"http:\/\/time.com\/4802845\/how-president-trump-decided-to-exit-the-paris-agreement\/\" target=\"_blank\">Time Magazine<\/a>\u00a0has said it.\u00a0<a href=\"http:\/\/www.bbc.co.uk\/newsround\/40130616\" target=\"_blank\">The BBC<\/a>\u00a0has said it.\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/gallery\/2017\/jun\/02\/world-reacts-to-trumps-decision-to-reject-paris-climate-accord-in-pictures\" target=\"_blank\">The Guardian<\/a>, too.<\/strong><\/p>\n<p>All agree that US President Donald Trump has pulled his country out of the\u00a0<a href=\"http:\/\/unfccc.int\/paris_agreement\/items\/9485.php\" target=\"_blank\">Paris Agreement<\/a>\u00a0\u2013 the 2015 deal under the United Nations climate convention in which every nation vowed to constrain its greenhouse gas emissions and thus hold climate change within bounds that many regard as \u2018safe\u2019.<\/p>\n<p>So it must be true, right?<\/p>\n<p>Well; I\u2019ve thought for a while (<a href=\"http:\/\/eciu.net\/blog\/2017\/trump-pulls-out-of-paris-or-does-he\" target=\"_blank\">and written before<\/a>) that it ain\u2019t necessarily so. The US clearly hasn\u2019t withdrawn, despite the newsprint; and my personal conclusion is that it probably won\u2019t.<\/p>\n<p>Remember that there are basically two ways for the US to withdraw. One is to abide by the terms of the Agreement \u2013 which means it can\u2019t submit formal notice to withdraw until November 2019, which then takes a further year to take effect. The withdrawal date turns out to be the day after the next US Presidential election. When Mr Trump\u00a0<a href=\"https:\/\/qz.com\/996374\/paris-climate-agreement-donald-trumps-surreal-announcement-of-the-pullout-in-the-white-house-rose-garden\/\" target=\"_blank\">spoke with so much fanfare<\/a>\u00a0about pulling out back in June, in the White House Rose Garden, he implied that he was taking this formal course; and this was confirmed in\u00a0<a href=\"http:\/\/live.reuters.com\/Event\/Live_US_Politics\/1051797571\" target=\"_blank\">a diplomatic cable leaked to Reuters<\/a>\u00a0last week.<\/p>\n<p>The second course is just to walk away &#8211; what I described earlier as the\u00a0<a href=\"http:\/\/eciu.net\/blog\/2017\/trumps-paresxit-in-whose-name\" target=\"_blank\">\u2018Cartman solution\u2019<\/a>. But there\u2019s no sign of that happening.<\/p>\n<p>So, by my reckoning the US is in for the duration. Last week I decided to put my money where my gob is, and offer a bet on it. Follow my Twitter stream and\u00a0<a href=\"https:\/\/twitter.com\/_richardblack\/status\/895281552900358144\" target=\"_blank\">there\u2019s a bottle of brandy up for grabs<\/a>\u00a0for anyone who thinks the US is seriously on the way out.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">I will bet bottle of brandy that US won\u2019t leave <a href=\"https:\/\/twitter.com\/hashtag\/ParisAgreement?src=hash&amp;ref_src=twsrc%5Etfw\">#ParisAgreement<\/a>. Needs to be time-limited so&#8230; still in on Christmas Day 2020. Any takers? <a href=\"https:\/\/t.co\/YmGqFnfvqC\">https:\/\/t.co\/YmGqFnfvqC<\/a><\/p>\n<p>&mdash; Richard Black (@_richardblack) <a href=\"https:\/\/twitter.com\/_richardblack\/status\/895281552900358144?ref_src=twsrc%5Etfw\">August 9, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<\/div>\n<div class=\"image default\">\n<p>So far, no takers; not even from those organisations that advocated for the US to withdraw and, after Mr Trump made his Rose Garden speech on 1 June, argued that he\u2019d just turned the Paris Agreement into a pile of ashes from which all other nations might as well withdraw as well.<\/p>\n<p>And last week, Climate Home\u00a0<a href=\"http:\/\/www.climatechangenews.com\/2017\/08\/11\/trump-lays-groundwork-staying-inside-paris-agreement\/\">also suggested<\/a>\u00a0that Trump\u2019s US is a remainer, not an exiteer.<\/p>\n<p>So I\u2019m assuming that basically, I\u2019m right.<\/p>\n<p>The offer still stands&#8230;<\/p>\n<blockquote><p><strong>Editor&#8217;s note:<\/strong> This is the <a href=\"http:\/\/www.climatechangenews.com\/2017\/08\/11\/trump-lays-groundwork-staying-inside-paris-agreement\/\">second piece<\/a> in a week that Climate Home has published carrying this argument. Email: km@climatehome.org<\/p><\/blockquote>\n<p><strong>Trump finds a compromise<\/strong><\/p>\n<p>Peering beneath, as our American friends say, \u2018the hood\u2019, it should be clear how and why the administration has settled on this position.<\/p>\n<p>First of all, ask this: To whom does Donald Trump really talk? Answer: To his own supporters.<\/p>\n<p>They will in general not read the New York Times, listen to National Public Radio or follow climate change analysts on Twitter. What they will hear is that the president is safeguarding jobs and the American way of life by forcing the French, the Chinese and everyone else to renegotiate the terms of a deeply unfair agreement.<\/p>\n<p>American negotiators, as the leaked cable shows, will be at this year\u2019s UN summit. It may well be there and then that they\u2019re instructed to say they\u2019ve made the new deal &#8211; or maybe it\u2019ll be the summit after, or any point between.<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/newsletter-sign-up\/\"><strong>Climate Weekly:<\/strong>\u00a0Sign up for your essential climate news\u00a0update<\/a><\/p><\/blockquote>\n<\/div>\n<div>\n<p>For that\u2019s surely the likely conclusion &#8211; the president announcing a new deal under which the US will not be held to the emission-cutting target or the financial pledge made by his predecessor.<\/p>\n<p>Those of us on this side of the media landscape know the US can roll back on both things anyway with no negotiation (and, in fact,\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/03\/28\/climate\/trump-executive-order-climate-change.html\" target=\"_blank\">already has<\/a>). But in Donald\u2019s rhetorical kingdom, that doesn\u2019t matter.<\/p>\n<p>Meanwhile, the US has avoided creating massive diplomatic ructions by abandoning the Paris process or its wider UN parent. Business, which in general likes the deal, will also be to some extent mollified. And paradoxically US emissions are likely to keep falling \u2013 not because of Trump policies, but because for the moment,\u00a0<a href=\"https:\/\/www.carbonbrief.org\/analysis-why-us-carbon-emissions-have-fallen-14-since-2005\" target=\"_blank\">electricity generation will continue its step-change<\/a>\u00a0from coal to renewables and gas.<\/p>\n<p>So everyone\u2019s a winner, right?<\/p>\n<p><strong>Collateral damage<\/strong><\/p>\n<p>Well\u2026 not really.<\/p>\n<p>The moves that president Trump is putting in place will damage national and international moves to combat climate change.<\/p>\n<p>Internationally, the lack of US diplomatic pressure for strong action will lead to other countries lessening the pace, even though none look like following the Trumpist doctrine entirely (and indeed the\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2017\/jul\/08\/g20-climate-change-leaders-statement-paris-agreement\" target=\"_blank\">recent G20 meeting saw remarkable solidarity<\/a>\u00a0among the remaining 19). The\u00a0<a href=\"https:\/\/www.washingtonpost.com\/posteverything\/wp\/2017\/06\/02\/trump-will-stop-paying-into-the-green-climate-fund-he-has-no-idea-what-it-is\/?utm_term=.60c027d080d7\" target=\"_blank\">cancellation of US money for the Green Climate Fund<\/a>\u00a0may reduce the speed of decarbonisation in poorer countries.<\/p>\n<p>Nationally,\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/2017\/mar\/15\/car-pollution-carbon-emissions-obama-trump-epa\" target=\"_blank\">rollback of regulations making motor vehicles more efficient<\/a>\u00a0will slow emissions reduction in that sector.\u00a0<a href=\"http:\/\/www.reuters.com\/article\/us-usa-epa-idUSKBN17L215\" target=\"_blank\">Abandoning requirements<\/a>\u00a0for oil and gas wells and refineries to reduce methane leakage is another negative move. And\u00a0<a href=\"https:\/\/pv-magazine-usa.com\/2017\/05\/17\/trump-budget-calls-for-70-reduction-in-renewable-energy-spending\/\" target=\"_blank\">slashing federal support for renewable energy<\/a>\u00a0completes the set.<\/p>\n<p>Nevertheless\u2026 for the moment at least, the Paris deal is intact, the United States delegation at its appointed seat. And we can reasonably expect a number of other countries to step up their own decarbonisation efforts fairly soon &#8211; notably Germany, where Angela\u00a0Merkel will, by all accounts, finally get a grip of her coal industry, assuming\u00a0<a href=\"http:\/\/www.telegraph.co.uk\/news\/0\/german-election-polls-odds-tracker-merkel-seeks-fourth-term\/\" target=\"_blank\">the polls are right<\/a>\u00a0and she walks back into the Chancellorship.<\/p>\n<p>The big unknown is still the fate of Donald Trump himself. He\u2019s survived so many incidents that would normally derail a candidacy or an incumbency that one becomes cautious about making any kind of assumptions, but\u2026 the mood music around his handling of the far-right Charlottesville incident, even from Republican party grandees,\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/08\/15\/us\/politics\/trump-press-conference-charlottesville.html\" target=\"_blank\">is not harmonious<\/a>.<\/p>\n<p>And perversely, that might give anti-Trump greens a little pause for thought.<\/p>\n<p>The Trump presidency has been deeply incompetent in many regards, failing to pass measures that are claimed to be priorities and failing to approve staff appointments critical to policy implementation.<\/p>\n<p>Would a Mike Pence administration run as poorly? If it wouldn\u2019t, then arguably the Paris Agreement is better off with a floundering Donald Trump remaining in charge than with a swift Trexit.<\/p>\n<p>Meanwhile, the brandy bet remains on offer.
