President Donald Trump told his environmental chief that he intends to pull\u00a0<\/span>the US out of the Paris climate agreement, according to a\u00a0<\/span>source with knowledge of the conversation.<\/span><\/strong><\/p>\n

Trump told Environmental Protection Agency administrator Scott Pruitt,\u00a0<\/span>a key advocate for exiting the United Nations deal, to begin an exit\u00a0<\/span>plan, the source said. The strategy does not include leaving the UN\u00a0<\/span>Framework Convention on Climate Change (UNFCCC), which would have been a\u00a0<\/span>quicker, but more drastic, way to bow out of international climate\u00a0<\/span>dealings.<\/span><\/p>\n

As an international treaty, the\u00a0UNFCCC requires senate approval for the US to join. If the US were to withdraw from the full convention,\u00a0any future reentry into the Paris agreement could be held up by a hostile upper house.<\/p>\n

The White House still hasn\u2019t confirmed<\/a> whether Trump will yank the\u00a0<\/span>US out of the global pact to join Nicaragua and Syria as the only\u00a0<\/span>non-signatories. But multiple reports now cite White House sources\u00a0<\/span><\/p>\n

Trump will meet Wednesday afternoon with secretary of s<\/span>tate Rex Tillerson, according to the state department\u2019s public\u00a0<\/span>schedule. Tillerson has pushed for Trump to remain in the deal and\u00a0his department<\/span>\u00a0takes lead on climate negotiations.<\/span><\/p>\n

Many in conservative circles outside the White House are still in\u00a0<\/span>wait-and-see mode. Some have cautioned that Tillerson could sway Trump\u00a0<\/span>in their meeting, or that the slower, four-year exit process for Paris\u00a0<\/span>would enable a renegotiation on Trump\u2019s terms.<\/span><\/p>\n

Some corporations have been pushing Trump to stay in the deal as well –<\/span>\u00a0even fossil fuel firms, such as ExxonMobil Corp., where Tillerson\u00a0<\/span>was previously chief executive. Appealing to Trump\u2019s businessman\u2019s\u00a0<\/span>sensibilities, they argued the administration could secure better\u00a0<\/span>terms for US companies by remaining involved.<\/span><\/p>\n

C2ES, an NGO, said it would\u00a0run full page ads<\/a> in Thursday’s\u00a0New York Times and Wall Street Journal that feature\u00a025 US companies urging the president to make a last minute decision to\u00a0stay inside the Paris accord “for the good of the economy”. \u00a0It will be the ninth\u00a0time the ads have run in recent weeks.<\/p>\n

While there\u2019s been an internal administration struggle over whether to\u00a0<\/span>stay or leave Paris, few in the stay camp encouraged continued\u00a0<\/span>participation under the current terms. <\/span><\/p>\n

One emerging strategy involved rejecting the non-binding 26-28% emissions cut below 2005 levels president Barack Obama promised by 2025 through a Senate vote while remaining in the broader Paris framework.<\/p>\n

Companies in the coal mining sector, which Trump has vowed to revive,\u00a0<\/span>took a similar tack. Peabody Energy, for example, said on May 19 that\u00a0<\/span>it would \u201csupport the decision\u201d to withdraw and that staying would\u00a0<\/span>require \u201cmultiple improvements\u201d, such as the US greenhouse gas\u00a0<\/span>emissions target being \u201csubstantively modified\u201d.<\/span><\/p>\n

The National Mining Association also endorsed withdrawal, as did 22 GOP senators.<\/span>\u00a0That could help give Trump political cover for the move – as they represent\u00a0<\/span>Appalachian, midwest and west voters that backed Trump – even when large portions of corporate America have endorsed the Paris deal.<\/span><\/p>\n

Regardless of the US plans for Paris, the nation was likely to fall\u00a0<\/span>well short of the goal Obama laid out in 2015 after Trump and Pruitt had taken the knife to many of the last administrations key climate initiatives.<\/span><\/p>\n

The Trump administration allegedly wants to exit Paris to avoid\u00a0<\/span>potential litigation that could upend its unraveling of the Clean\u00a0<\/span>Power Plan, Obama-era regulations to limit carbon emissions from power\u00a0<\/span>plants. Reaching the US target for Paris is unlikely without that\u00a0<\/span>rule. Even then, additional greenhouse gas-restraining policies are\u00a0<\/span>necessary, and the Trump administration isn\u2019t poised to pursue them.<\/span><\/p>\n

\u201cWhile it may be hoped that the good work being done on US emissions\u00a0<\/span>reductions by states, cities, businesses, and individuals will\u00a0<\/span>continue, the reduction of federal support for [research and development]\u00a0on clean and\u00a0<\/span>efficient energy, the abandonment or weakening of federal regulations\u00a0<\/span>aimed at reducing emissions, and the (continuing) refusal to put a\u00a0<\/span>price on carbon emissions, despite the recommendations of leading\u00a0<\/span>Republicans from past administrations, will make it extremely\u00a0<\/span>difficult to meet the emissions-reduction targets to which the United\u00a0<\/span>States committed itself in Paris,\u201d John Holdren, Obama\u2019s former\u00a0<\/span>science and technology adviser and currently a professor at Harvard\u00a0<\/span>University, said in an email.<\/span><\/p>\n

US lawmakers, academics and others reacted to reports under the\u00a0<\/span>impression that Trump\u2019s decision to leave Paris was final and\u00a0<\/span>imminent.<\/span><\/p>\n

\u201cDisappointed by early reports that the US will join Syria and\u00a0<\/span>Nicaragua as the only countries not party to the #ParisAgreement,\u201d\u00a0<\/span>tweeted<\/a> Florida Republican Rep. Carlos Curbelo, who co-chairs the\u00a0<\/span>House Climate Solutions Caucus that includes 20 GOP and 20 Democratic\u00a0<\/span>lawmakers. He added, \u201cNo matter @POTUS’ decision on #ParisAccord I’ll\u00a0<\/span>continue working with Rs & Ds in Congress to promote clean energy &\u00a0<\/span>sound enviro policies.\u201d<\/span><\/p>\n

Richard N. Haass, a former state department official under President\u00a0<\/span>George W. Bush who is now president of the Council on Foreign\u00a0<\/span>Relations, said\u00a0on Twitter<\/a>: \u201ctaking US out of Paris pact\u00a0<\/span>unwarranted-we set our own ceilings, little effect
